It occurs to us that an interesting list of those
with the names Sam and Sharon could be
crafted. Well, we set out to do it, and this
newsletter is the result.
Sam Olivito and Sharon Olivito have been the
primary staff for the California Contract Cities
Association (CCCA) since 1985. Actually, Sam
was appointed CCCA Executive Director in
October, 1984 and he continues to serve in
that position nearly 31-years later. Previously
Sam served as a Director of Government Affairs
and Community Relations for the old Los
Angeles Rapid Transit District (RTD) (July, 1968-
July, 1984). Sam is also the President of Olivito
& Associates, a management consulting firm.

become more and more important as a
budgeting strategy as cities address the need
to continue trimming their budgets. Cities
continue to look for revenue enhancing actions
and expenditure savings strategies. The
"contract cities" and the CCCA Executive
Director have been dealing with this cost-
savings service-delivery approach for many
years.

uncovers and impressive group of Sharons in

Here is Jack Simpson, Randy Bomgaars, Natalie
Salizar, Sam Olivito and Jenny Bomgaars at the
Surprise 80th Birthday Party for Sam on the Fourth of
July, 2015 in Temecula. Randy is a former member of
the Bellflower City Council and a past President of
the California Contract Cities Association.
Looking at Sams we turned up Sam's Castle in
Pacifica: Built by railway magnate Henry
Harrison McCloskey in 1908, bought and
restored by Sam Mazza in 1959. McCoskey built
the castle by the sea as a safe haven after his
San Francisco home was severely damage in
the 1906 San Francisco Earthquake. Sam Mazza
filled it with works of art and antiques. For the
past 50-years, it has come to be known as
Sam's Castle.
Another Sam facility is the Sam J. Racadio
Library and Environmental Learning Center in
Highland. Named for Highland's first City
Manager Sam Racadio (1987-2006).

Sam J. Racadio, Mayor and Council Member in
the City of Highland in San Bernardino County,
began his local government service in 1970 as
an Administrative Intern in Riverside. In 1972 he
took an Administrative Intern post in Corona,
until he was hired as an Administrative Analyst
in Fontana that year (1972). In 1973-1974 Sam
went to Venezuela as a Municipal Advisor with
the Peace Corps. He took an Administrative
Aide position in Corona upon his return in 1974,
and in 1975 Sam joined the City of Tulare staff
as an Administrative Assistant, where he served
as the Assistant to the City Manager in 1976-
1980, and as Assistant City Manager from 1980
to 1985. In 1985 Sam was selected to serve as
the City Manager in Banning. He left Banning
in 1988 when he was recruited to become the
Highland City Manager, where he served until
his retirement in 2006. That year (2006) Sam
took an Interim City Manager assignment in
Redlands, which began his "interim" career. In
2007 he served as the Interim Director of
Freeway Construction for the San Bernardino
Associated Governments. He returned to
Banning in 2009 to serve as the Interim City
Manager there. Sam was elected to the
Highland City Council in 2010 and he continues
to serve there. Sam earned an AA from Mr. San
Jacinto College, an AB from the University of
Redlands, and an MPA from the University of
California, Riverside. Sam received a 30-year
ICMA Service Award in 2005. He served on the
ICMA Committees on International
Management Issues, (1997-1999), and on
International Activities, (1995-1997). Sam served
as the President of the City Manager's
Department of the League of California Cities
in 1999-2000. The City of Highland named its
public library the Sam J. Racadio Library and

Sam E. Vickers served as the City Manager in
the City of Long Beach for 15-years, leaving in
1961 to take the City Manager position in
Phoenix, Arizona. Sam previously served as the
City Manager in Vallejo. He served as the
Phoenix City Manager between 1961 and 1964.
Sam served as President of the City Managers
Department of the League of California Cities
in 1949, and he was the International
City/County Management Association (ICMA)
President in 1956. Sam earned a BS in civil
engineering from South Dakota State School of
Mines and Technology, and an MBA from
Northwestern University. He was awarded an
ICMA Distinguished Service Award in 1972.
Irvine Assistant City Manager Sharon L. Landers
began her public service career as a Special
Advisor in the Office of the Mayor in New York
City in 1982. She work in that post for 9-years. In
1994 Sharon became a Deputy Commissioner
in the New Jersey Department of
Transportation. She came to California in 1998
to join the LA MTA as a Deputy Executive
Director. In 2002 Sharon was appointed
Assistant Executive Director for the San Jose
Redevelopment Agency. She was appointed
Assistant City Manager in Irvine in June, 2006.

Lakewood Neighborhood Preservation
Manager Sharon Guidry began her public
service career in 1994 as a Code Enforcement
Officer in Lynwood. She also worked as a
Code Enforcement Officer in Carson starting in
August, 1997. Sharon was appointed to the
Senior Code Compliance Specialist position in
Carson in May, 2000, and the Code
Enforcement Supervisor in August, 2006. In
February, 2008 Sharon left Carson to become
the Enforcement Services Manager in the City
of Culver City. She joined the Lakewood staff in
January, 2014 as the Neighborhood
Preservation Manager. Sharon earned a BS
from the University of Phoenix, Southern
California Campus. She is a member of the
California Association of Code Enforcement

Samuel A. Escobar is the City Manager in the
City of Orange Cove in Fresno County. Elmer
M. Sheridan founded the town of Orange Cove
in 1914, and Orange Cove incorporated in
1948. Sam began his professional career as a
Project Coordinator for an interior architect firm
in Costa Mesa in 2002. From 2002 through the
end of 2004 he worked he did design work in
the private sector. In January, 2005 Sam joined
the Orange Cove staff as a Project Manager
on public works projects. Sam was hired as the
Assistant City Engineer in Sanger in March, 2007,
and he worked in that post until August, 2011
when he was appointed to be the Orange
Cove City Manager. Sam is not a member of

Baxter began his local government career with
West Hollywood more than 22-years ago. Prior
to joining the West Hollywood staff Sam served
as the Assistant Director of Parks and
Recreation in Pasco, Washington, and he was
a California State Park Ranger for a time. Next
Sam served as a manager with the San Luis
Obispo County Park System. In 1992 Sam

John Shirey announced the appointment of
Deputy Chief Sam Somers Jr. as the 44th Chief
of Police in the Sacramento Police
Department. Sam, a 28-year veteran of the
Sacramento Police Department, was 50-years
old when he was appointed Chief. Sam joined
the Sacramento Police Department as a Police
Officer in 1985. He has earned a BA in
communications from California State
University, Sacramento and an MS in
Emergency Services Administration from
California State University, Long Beach. Sam
also graduated from the FBI National Academy
in 2012, and the National Executive Institute
(FBI) in 2014.
Sharon Canada was appointed Housing
Manager in the Victorville Economic
Development and Redevelopment
Department in September, 2006. Prior to joining
the Victorville staff Sharon held positions in the
Cities of Los Angeles and in Orange County.

Picking Up the Pieces: San Jose
Assistant City Manager Pamela W.
Antil has been selected to serve at
the Assistant City Administrator in
Santa Barbara. Pam will be taking over the previous
position of her new boss City Manager Paul Casey,
who was the ACM before being elevated. Pam is a
former ACM in Palo Alto, and in the Michigan cities
of Novi and Ann Arbor. Pam's first city position was
as a Community Services Coordinator in Rancho
Palos Verdes in 1989. Joseph J. Chinn, 50, is the new
Town Manager in Ross. Joe previously served as the
Assistant City Manager in Rancho Cordova. He
served as the Finance Director in Elk Grove when he
worked there between 2002 and 2006. Joe will be
taking over for Interim City Manager Dianne
Thompson, who relieve Town Manager Rob Braulik
when he left to become the City Manager
in Martinez. Dianne, a former Cotati City
Manager, will start as City Manager in
Arroyo Grande August 1. El Monte's new
City Manager is Jesus Gomez. He has signed a 5-
year employment agreement with the city. Prior to
joining the El Monte staff in 2009 Jesus worked for
Norwalk for 10-years in various positions, including
the Finance Department. City Manager Mark
Prestwich of Nevada City notes that the community
is "…delighted to be named…" one of the best
outdoor getaways in and around the Bay Area.
Nevada City is an old Gold Rush town with many
charming shops and cafes. Mark joined the Nevada
City staff as the City Manager in June, 2014. He
served as a Special Projects Manager and Assistant
to the City Manager in Sacramento prior to that.
Mark started his career in 1994 as an Administrative
Intern in Long Beach. Mark is a past President of
MMANC (2007). Former Stockton CFO Vanessa
Burke, CPA, has joined the staff at Urban Futures,
Inc. (UFI). She will serve as the Managing Principal
for the Public Management Group. Vanessa moved
from the Assistant Director of Administrative Services
to the CFO post in 2012, just in time to help Stockton
with its bankruptcy actions. Vanessa will serve UFI
clients throughout California, including helping with
the San Bernardino bankruptcy issues and with the
City of Beaumont. Roseville City Manager Ray
Kerridge, 68, has announced that he will retire at
the end of the year. He became the Roseville City
Manager in 2010. Ray was the Sacramento City
Manager for 4-years prior to that. He was recently
injured in an automobile accident and Assistant City
Manager Rob Jensen, who has worked for Roseville
since 1990, has been serving as Acting City
Manager in Ray's absence. Ukiah has reorganized its
staff under new City Manager Sage Sangiacome.
Sage served as the Assistant City Manager while
City Manager Jane Chambers was in office. Jane
resigned earlier this year to relocate to the Bay
Area. Among other things the reorganization calls
for the elimination of the Assistant City Manager
position and the addition of a Deputy City Clerk.
City Manager Phil Vince has submitted his
resignation in Point Arena, and David W. Tyson has
been appointed Interim City Manager. Phil joined
the Point Arena staff in November, 2014. Phil has
relocated to Old Orchard Beach, Maine where his
wife grew up and has family. David previously held
City Management posts in Eureka and Arcata.
Retired long-time Rocklin City Manager Carlos A.
Urrutia has been providing some part-time services
to the County of Monterey during the past couple
of years. He relocated from his home in Sacramento
to Pacific Grove. Carlos earned is DPA from the
University of Southern California (USC). Morgan Hill
City Manager Steve Rymer joined the Morgan Hill
staff as the Recreation and Community Services
Director in April, 2006. Previous to that he served as
the Parks and Recreation Director in New Brighton,
Minnesota. Steve was appointed Morgan Hill City
Manager in February, 2013. Berkeley has appointed
Deputy City Manager Dee Williams-Ridley Interim
City Manager when City Manager Christine Daniel
leaves for Oakland next month. Galt City Manager
Jason Behrmann has announced his resignation so
that he can accept appointment to the Elk Grove
Assistant City Manager position working with City
Manager Laura Gill.

More Pieces Picked Up: New Lemoore City
Manager Andrea Welsh's first day on the
job was the same day construction workers
ruptured a water main that left hundreds of
local residents without water. Andrea
comes to Lemoore to replace retired City
Manager Jeff Laws. Andrea previously
served as the Assistant to the Town
Manager in Gilbert, Arizona. She earned
a BA at the University of California, Santa Cruz, and
an MPA from Villanova University. After only a week
of retirement, former Signal Hill veteran City
Manager Ken Farfsing, 61, is back in the saddle as
the City Manager in Carson. Carson Assistant City
Manager Cecil Rhambo has served as the Carson
Interim City Manager for the past 5-months, since
the firing of City Manager Nelson Hernandez in
February. Ken served as the Signal Hill City Manager
for 19-years. Prior to that he was City Manager in
South Pasadena. City Manager Paul Emery, who
has served as the Anaheim Interim City Manager for
more than a year, has had the "interim" removed
from his title. Paul replaced Marcie Edwards, who
served as City Manager for about 8-months before
her appointment as the General Manager of the Los
Angeles Department of Water and Power (DWP).
Paul earned a BA from the University of California,
Davis, and an MPA from California State University,
Fullerton. In March, 2015, South San Francisco Parks
and Recreation Director Sharon Ranals received the
2015 State's Outstanding Professional Award from
the California Association of Park and Recreation
Commissioners & Board Members. Sharon joined the
South San Francisco staff in 1980 as a Recreation
Program Coordinator. Highly respected Hesperia
City Manager Mike Podegracz, 59, has resigned
after 15-years with the city and 10-years as City
Manager. He will be considering private sector
positions. Apple Valley City Manager Frank
Robinson describes Mike as a fine gentleman and
real public administration professional. Julie Parker is
an Administrative Analyst with the Community
Services Department in the City of Anaheim, where
she started in May, 2004. Julie joined the Anaheim
staff in 1999 as an Executive Secretary to the Public
Utilities Assistant General Manager of Electric
Services. Before her current assignment Julie served
as an Anaheim Financial Analyst II. Before Anaheim,
Julie worked for the City of Walnut (1993-1999) as an
Administrative Secretary. Julie earned a BA from
Vanguard University of Southern California. She is a
Glendora High School graduate. Paso Robles
welcomes new Deputy City Clerk Kristy Buxkemper
to the city staff. She has been serving in the city's
Community Development Department as the
Assistant to Planning and Engineering. Until a
replacement is recruited in the Community
Development Department, Kristy will be wearing
two hats for awhile. Professor Frank Zerunyan, Rolling
Hills Estates Council Member and Past President of
the California Contract Cities Association, is the
Director of the Executive Education Forum for Policy
at the Sol Price School of Public Policy at the
University of Southern California (USC). He has been
forging close ties with Armenia, and has been
appointed to the editorial council of that country's
Public Administration Scientific Journal. Monte
Sereno City Manager Brian Loventhal joined the city
staff in 1993 as an Associate Planner. After serving
as City Planner (1995-1999) he was appointed City
Manager in June, 1999. Brian earned a BS from
California Polytechnic State University, San Luis
Obispo, and a JD from Santa Clara University. Palo
Alto City Manager James Keene was the keynote
speaker for the 2015 Palo Alto University graduation
ceremonies. Jim has previously served as the City
Manager of Berkeley, California and Tucson, Arizona
and as the County Manager of Coconino County,
Arizona. Greg Nyhoff has worked in municipal
government for some 27-years. Prior to joining the
Modesto staff as City Manager in May, 2008 he
served as the Assistant City Manager in the City of
Colorado Springs. He served as the Modesto City
Manager until May, 2014. He began his tenure as
the Oxnard City Manager in June, 2014. Brea Acting
City Manager Bill Gallardo joined the Brea city staff
in April, 1990 as a Management Analyst II. He
became the Revenue Manager in September, 1990
and was named Finance Director in August, 2004.
Bill became the Brea Administrative Services
Director in April, 2010. Though "Acting," he is the
Assistant City Manager and Administrative Services
Director. San Bernardino County CEO Gregory C.
Devereaux served as the City Manager of Fontana
between 1993 and 1997, and was the Ontario City
Manager from 1997 to 2009. Greg earned a JD
