    Lakewood City Manager Howard L. Chambers was

    first appointed Lakewood's chief executive on

    June 27, 1976. With more than four decades of

    service, he is widely thought to be the longest-

    serving City Manager with a single California city.

    The first picture shows proud father Howard and his

    beautiful daughter Samantha Chambers. A special

    celebration on June 27, 2016 honored Howard on

    his 40th Anniversary as the City Manager of the City

    of Lakewood. Howard said: "What a great evening.

    40 years to the day that I was appointed City

    List Cobbled 9-Years Ago

    We have taken the names included in the 2007

    list, and taken a look at where they are now.

    We have randomly included updated profiles

    of some of those listed. We hope you enjoy this

    presentation.

    Scott Hanin has served as the

    City Manager in El Cerrito since

    March, 2001. He began his

    public management career as

    a Senior Analyst in the Mayor's

    Office of Operations in New

    York City, New York in 1989. He

    left that position in 1991, and in 1993 he went to

    work as a consultant. In 1999 Scott was

    appointed Executive Director of the West

    Contra Costa Integrated Waste Management

    Authority. Scott left that position in 2001 when

    he was selected for the El Cerrito City Manager

    position. He served as the Chair of the Contra

    Costa Public Management Association (PMA).

    Scott earned a BA from the University of

    Delaware, and an MPA from New York

    University. In 2012 he was awarded an ICMA

    Community Sustainability Award. He was the

    recipient of a 10-year ICMA Service Award in

    2007.

    Scott Mitnick has served as the

    Thousand Oaks City Manager

    since 2005. Scott began his

    public service career as a

    Budget Analyst in Brea in 1987.

    In 1989 he joined the Burbank

    city staff as a Financial Analyst,

    and worked in that position until

    1992 when he was promoted to Assistant to the

    City Manager in Burbank. In 1994 he became

    the Burbank Budget Administrator. In 1996

    Scott was hired to work as the Administrative

    Services Director in Yuba City. Scott returned to

    Southern California in 2000 as the Deputy City

    Manager in Thousand Oaks. He became the

    Assistant City Manager in 2003, and he was

    appointed City Manager in 2005 to replace

    City Manager Philip Gatch, who stepped down

    after working for the city some 38-years. Scott

    earned a BA from California State University,

    and an MPA from Syracuse University. In 2012

    he received a 25-year ICMA Service Award.

    Scott served as the President of Cal-ICMA in

    2011-2012. Scott was selected as an At-Large

    Representative of the 2015-2016 Department

    Executive Committee of the City Managers'

    Department of the League of California Cities.

    He has been a public administration and public

    finance guest lecturer at Syracuse University,

    UCLA, USC, and California Lutheran University.

    In 2007 Daniel Singer was the

    City Manager in Goleta. Dan

    began his career as an

    Administrative Intern in

    Lafayette in 1991. In 1992 Dan

    was hired to serve as the

    Assistant to the City Manager in

    Ojai. He was promoted to Director of General

    Services in 1998, and then he was selected to

    serve as the Ojai City Manager in 2001. Dan

    served as the Ojai City Manager between 2001

    and 2005, when he was chosen to work as the

    City Manager in the City of Goleta. Dan

    served as the Goleta City Manager until 2014

    when he was appointed City Manager in the

    San Diego County City of Poway. Dan earned

    a BA in psychology from Chapman University,

    and two Masters' degrees from Syracuse

    University, one in political science and an MPA.

    Dan also earned a certificate in Conflict

    Resolution, and he has served as a mediator in

    both California and New York. In 2011 Dan

    received a 20-year ICMA Service Award.

    Dan Rich, 52, was the Campbell

    City Manager in 2007. He began his

    public management career as a

    Management Analyst in the City of

    Sunnyvale in 1992. He was

    promoted to Assistant to the City

    Manager in 1996. In 2001 Dan was

    recruited to serve as the Assistant City Manager

    in Belmont. Dan was selected to serve as the

    City Manager in the City of Campbell in 2005.

    He left his Campbell position after a half dozen

    years in 2011 to become the City Manager in

    the City of Mountain View where he currently

    works. Dan succeeded City Manager Kevin

    Duggan, who retired. Dan earned a BA from

    the University of California, Berkeley, and a

    Master's degree in public policy from the John

    F. Kennedy School of Government at Harvard

    University. In 2012 he received a 20-year ICMA

    Service Award.

    Darrel L. Pyle was appointed City

    Manager in Tulare in 2005 and

    resigned from that position in

    November, 2011. Previous to joining

    the Tulare staff, Darrel served as the

    Finance Director in Visalia between

    1996 and 2001. In 2001 he joined the Visalia

    Unified School District as their Chief Financial

    Officer. In 2002 Darrel went to work for the City

    of Porterville as the Administrative Services

    Director, and he was promoted to Deputy City

    Manager in 2003, leaving that position for the

    Tulare City Manager job. He then joined

    Coalinga as City Manager, resigning in 2012.

    Darrel was appointed City Manager in Hanford

    in October, 2012. Darrel earned a BA from

    California State University and a Masters from

    California State University, Fresno. In 2011 Darrel

    was the recipient of a 10-year ICMA Service

    Award.

    In 1985 Mark A. Pulone

    went to work for the City of

    Santa Fe Springs as a part-

    time life guard and swim

    instructor. In 1989 Mark

    became a Santa Fe Springs

    Administrative Intern, and in

    1991 he was hired as an

    Administrative Aide with the

    Santa Fe Springs staff. Mark joined the Lake

    Forest staff in 1992 as an Administrative

    Assistant. He began moving up in the Lake

    Forest staff in 1994 when he was appointed

    Assistant to the City Manager; 1997, Director of

    Management Services; and 2000, Assistant City

    Manager. In 2005 Mark was appointed City

    Manager in the City of Aliso Viejo where he

    served for about 8-years. In 2013 he was

    recruited to work as the Yorba Linda City

    Manager. He succeeded City Manager Steve

    Rudometkin, who "re-retired," after coming out

    of retirement to take the position. Mark earned

    a BA from California State University, Long

    Beach. In 2012 he received a 20-year ICMA

    Service Award.

    George J. Rodericks began his public

    management career in 1991 as a Intern in the

    City of La Mirada. In 1993 George took a Code

    Enforcement Officer position with the City of

    Rancho Palos Verdes, and in 1995 he became

    a Management Assistant in La Habra Heights.

    That same year (1995) George was hired to

    serve as the Assistant to the City Manager in La

    Mirada with then-City Manager Gary K. Sloan.

    George left La Mirada in 2001 when he was

    chosen to be the next City Manager in Villa

    Park. He worked there for about 4-years before

    moving to Northern California when he was

    appointed City Manager in the City of

    Belvedere. George worked in Belvedere until

    2012. He was appointed Town Manager in the

    Town of Atherton in 2012, and he continues to

    serve there. George earned a BA from the

    University of Central Oklahoma, an MPA from

    California State University, Long Beach, and a

    JD from Concord Law School at Kaplan

    University. Admirably, in addition to his public

    management career George served in the

    United States Army Reserve from April, 1984 to

    May, 1997, separating with the rank of 1st

    Lieutenant. In 2013 George received a 20-year

    ICMA Service Award.

    Gabriel Gonzalez served as the City Manager

    in Mendota between 2004 and 2010. He was

    the Finance Director in Arvin from 1995 to 2001,

    and the Director of Managed Care at a clinic

    on the private side between 2001 and 2004.

    Gabe left Mendota in 2010 and was hired to

    serve as City Manager in Rohnert Park, where

    he served until 2013. He was appointed City

    Manager in Augusta, Kansas in 2013. Gabe

    returned to California in 2014 when he was

    hired to be the Assistant City Manager in El

    Monte. In 2015-2016 he worked for a

    management consultant firm, and in 2016 he

    was appointed City Administrator in Gilroy.

    Gabe earned a BBA from National University

    and an MPA from California State University,

    Fresno. In 2010 he received a 10-year ICMA

    Service Award.

    Picking Up the Pieces: Retired City

    Manager David Jinkens has agreed

    to come out of retirement to serve as

    the City Manager in Avalon,

    California on Catalina Island. David

    will succeed City Manager Ben Harvey, who is

    currently the City Manager in Pacific Grove. Denise

    Radde has been serving as Interim City Manager

    since last November. David received a 35-year

    ICMA Service Award in 2008. David previously

    served as Avalon City Manager in 1982-1983. David

    has also worked as City Manager or City

    Administrator in the cities of Soledad, Oroville,

    Manteca, Morgan Hill, Elk Grove and South Lake

    Tahoe. David earned an MPA at UCLA. Hayward

    City Manager Fran David has announced that she

    will retire, probably prior to October, 2016. Fran was

    appointed to the Hayward City Manager position in

    April, 2010. She previously served as the City's

    Assistant City Manager. Mountain View Deputy City

    Manager Kimbra McCarthy has been appointed to

    the Assistant City Manager position in the City of

    City Manager Rob Wishner (now the Walnut City

    Manager) asked her to lead the Recreation

    Department's transition. She retired in 2012. Prior to

    joining San Marino Cindy served in a number of

    cities, including: West Covina, Chino, Pico Rivera

    and Fullerton. Encinitas City Manager Karen Brust

    appointed Jennifer Cambell to serve as the City's

    new Parks and Recreation Director. Jennifer has

    been working as the Assistant City Manager in the

    City of Glendale, Arizona. Prior to that she was the

    Community Services Director in Maricopa, Arizona.

    Jennifer earned a BA at the University of Arizona,

    and a Master's degree in education from Northern

    Arizona University. In Encinitas she will be replacing

    former Parks and Recreation Director Lisa Rudloff,

    who resign last March. ICMA has announced the

    recipients of the 2016 Distinguished Service Awards,

    and two of the three are from California. Retired

    Rancho Cordova City Manager Ted A. Gaebler of

    San Rafael and longtime consultant and former

    Fremont and Morgan Hill City Manager Jan Perkins

    are the two honorees from California. Daniel A.

    Kleman of Port St. Lucie, Florida is the third. Ted has

    served as an ICMA Range Rider since his 2014

    retirement. Jan is currently a Senior Partner with a

    consulting firm that works with local government

    leaders. Jan is a past President of CCMF.

    Retired City Manager John Thompson has been working

    on a novel for the last couple years. He now tells us that it

    should be out soon. According to John, the book is about

    a City Manager of a fictional city who struggles with a

    controversial development project. He comes to learn

    about some little known events in California history, as well

    as, contemporary State water issues that cause him to

    change his perspective on the public interest and his own

    responsibilities. John has been notified that the book was

    selected by Kirkus Reviews, a national independent book

    review company, to be one of 35 books to be featured in

    their July issue. John has created a separate website that

    will be activated soon for book sales, and comments.

    Mirada City Manager Tom Robinson

    has been selected to serve as the

    Interim City Manager in the City of La

    Habra Heights replacing City Manager Shauna

    Clark, 64, who has held the position since

    November, 2007. Shauna said that the long

    commute to her Pasadena home has gotten to be

    90 minutes in the evenings. Shauna said that she is

    not planning to retire, but will do some consulting

    and teaching. Tom retired from La Mirada in 2013,

    and since has founded TR Management Services,

    Inc. Following the resignation of Desert Hot Springs

    City Manager Martin Magaña, Interim City Manager

    Charles "Chuck" Maynard has been selected. In

    2014 Chuck served as the Desert Hot Springs' Interim

    Chief of Police. Police Chief Dale Mondary will serve

    as the Interim City Manager until Chuck reports for

    duty. Martin had served as City Manager since May,

    2014. Chuck's work in law enforcement began as a

    reserve in Fountain Valley in 1979. He also worked in

    the Police Departments of Stanton, Orange,

    Cathedral City, Yuba City and San Anselmo. He

    served as the Assistant Town Manager in San

    Anselmo for a time. Hanford City Manager Darrel

    Pyle has been awarded a 5% salary increase

    following a compensation analysis by Bryce

    Consulting. The study compared the compensation

    of City Managers in Visalia, Tulare, Porterville and

    Madera, as well as, the total compensation for Kings

    County Administrative Officer Larry Spikes. The

    Bryce study did not include the employers' annual

    retirement contribution, which varies. Darrel's last

    salary adjustment was in 2014. A former Coalinga

    City Manager, Darrell was first appointed in Hanford

    in 2012. Former Boeing Project Manager Reuben

    Martinez is the new Maywood City Administrator. He

    took over as "Interim" from former Interim City

    Administrator Pedro Carrillo. Reuben's only previous

    management experience has been in the private

    sector. He was laid-off by Boeing in February. An

    investigation report commissioned by Santa Ana

    City Attorney Sonia Carvalho on behalf of the city

    concluded that Santa Ana City Manager David

    Cavazos began a romantic, consensual relationship

    with a city employee in August or September, 2014

    and intentionally did not disclose it until a year later

    in an August 27 email to the Mayor. The report also

    finds that David's complaint of sexual harassment

    by a woman Council Member is without merit.

    ICMA has censured David because his personal

    relationship violates the ICMA Code of Ethics. David

    joined the Santa Ana staff in 2013. Previously he

    worked for Phoenix, Arizona between 1987 and

    2013, the last 4-years as City Manager.

    As of July 3, 2016 the San Francisco Giants had the

    best won/loss record in the National League, and

    were 5 full games in front of the Los Angeles

    Dodgers. Last month the three Trackdown

    granddaughters shown here were not only at AT&T

    Park to watch their Giants, but they appeared on

    the jumbotron too! Katie, Jessie and Jamie Hearther

    were there to see the Giants beat the Boston Red

    Sox 2-1 in inter-league play on Wednesday evening,

    June 8, 2016. The girls currently live in Hawaii.

    Former Winston, Oregon City Manager David

    VanDermark has been selected as the new City

    Manager in Crescent City. David was dismissed

    from Winston in August, 2015 after serving as City

    Manager for nearly 11 and a half years. He

    replaces Interim City Manager Mike Knight, who

    has been serving since the resignation of City

    Manager Eugene Palazzo. Gene is currently City

    Manager in Galt. David earned a BA in biology

    from the University of Oregon. San Marino City

    Manager John Schaefer has announced his

    resignation at the end of July, 2016. He has served

    as the San Marino City Manager since July, 2012.

    Prior to that time he was the San Marino Chief of

    Police for nearly 5-years. John plans to take a

    position with a Fullerton church. Armando G. Villa is

    the new City Manager in the City of Calexico.

    Armando is a former Assistant CEO and a former

    Director of Planning and Development services in

    the County of Imperial. He also previously worked in

    Calexico as Assistant City Manager and Community

    Development Director. Armando earned a BS from

    California State Polytechnic University, Pomona and

    an MPA from California State University, San

    Bernardino. San Ramon City Manager Greg Rogers

    has retired, and Police Chief Joe Gorton, 50, is the

    Interim City Manager effective July 1. When the City

    of San Ramon elected to establish a police

    department instead of contracting with the Contra

    Costa Sheriff's Department, Joe joined the original

    department in 2007. He was appointed Chief of

    Police in April, 2011.

    borah Collins began her working career in Sausalito as an Administrative Assistant

    with an information technology and services firm in 1983. In 1984 she went to work

    as a software support technician for an on-line software systems company in Chico.

    She joined the Chico city staff in 1994 as Community Services Officer (CSO), and in

    2001 she took a Management Analyst with the Chico Police Department. In 2009

    she moved to the City Manager's Office in a Management Analyst post. Deborah

    earned a BA in social work from California State University, Chico, and an MS in law

    from Champlain College.

    Still More Pieces Picked Up: Elena Reyes is

    the next City Manager in the City of

    Manteca replacing City Manager Karen

    McLaughlin, who is retiring. Elena is the

    Senior Deputy County Administrator in San

    Joaquin County. She is a Manteca native and

    graduated from East Union High School there. After

    working in the private sector and with a school

    district, Elena joined the county staff in 2000 as an

    analyst in the County Administrator's office. She has

    held her current post for the past 5-years. Former

    Sebastopol City Manager Melvin "Mel" K. Davis

    passed away at 82 on June 7, 2016. Mel served as

    the Sebastopol City Manager from 1965 to 1993.

    Born in Spokane, Washington in 1933. After

    graduating from high school Mel enlisted in the U.S.

    Army, and served 2-years, mostly in Germany.

    Following military service, Mel earned a BA from

    University of Washington, and then he earned an

    MA from the University of California, Berkeley. Mel

    began his public management career as an

    Administrative Intern in Berkeley (1958-1959). He

    then went to work in Pacifica as the Assistant to the

    City Manager (1959-1965). In 1979 Mel received an

    ICMA Management Innovation Award. Arroyo

    Grande City Manager Dianne Thompson has been

    dismissed. No reason has been announced. Dianne

    joined the Arroyo Grande city staff as City Manager

    in August, 2015 when she was selected to replaced

    Interim City Manager Bob McFall, and former City

    Manager Steve Adams. Public Works Director Geoff

    English has been tapped to serve as Acting City

    Manager. Dianne previously served as the Interim

    City Manager in Ross, and before that as City

    Manager in Cotati. Desert Hot Springs City Manager

    Martin Magana has resigned effective July 21, 2016.

    He has worked as the Desert Hot Springs City

    Manager since May, 2014. Martin served about 5-

    years as the City's Community Development

    Director prior to being named City Manager. Desert

    Hot Springs Police Chief Dale Mondary will be the

    "Acting City Manager" until a new manager is

    appointed. Mount Shasta City Administrator Paul

    Eckert is the new City Administrator in the City of

    Gridley. During his 30+ year public career Paul

    worked in Iowa and the California cities of: Paradise,

    Santa Paula, Foster City and Morgan Hill. Retired

    Fairfield City Manager Kevin O'Rourke, who is a past

    President of the City Managers' Department of the

    League of California Cities and a former ICMA

    Regional Vice President, spent three days last month

    at a gathering of former members of the Missionary

    Servants of the Most Holy Trinity. Kevin was among

    more than 40 who showed, including individuals

    from classes in the 50s to the 80s. The gathering met

    at Holy Trinity Alabama, the birthplace of Trinity

    Missions in the early 1900s. Claremont Assistant to

    the City Manager Brad McKinney has been

    selected to serve as the next Assistant City Manager

    in the City of Rosemead. Claremont City Manager

    Tony Ramos gives Brad high marks as a professional

    public manager. Rosemead City Manager Bill Manis

    selected Brad following a thorough recruitment.

    Brad worked in the private sector from 2005 to 2008

    when he joined the city staff in Anaheim as a

    Management Analyst. He took a Senior

    Management Analyst position in Claremont in April,

    2012. He was promoted to Assistant to the City

    Manager in July, 2014. Brad earned a BA and a MBA

    from Azusa Pacific University where he played

    baseball. Izzy Murguia of the City of Murrieta served

    as the Chair of the MMASC Summer Session. Joining

    Izzy on the Committee were: Antonia Graham,

    Huntington Beach; Nicholas Gonzalez, Ontario;

    James Haston, Laguna Hills; Alma Janabajab,

    County of Santa Barbara; Michael Johnston, Long

    Beach; Lynn Lehner, Temecula; Carlie Myers,

    Riverside, Linda Sok, Anaheim; and Tania Schwartz,

    Beverly Hills. San Marino has selected Dan Wall to

    serve as the city's Public Works Director and City

    Engineer. Dan is currently the Public Works Director

    and Interim Planning and Building Director in the

    City of Baldwin Park. Dan has previously served as

    the Assistant Public Works Director in Whittier, and as

    the City Engineer for San Fernando. The 102nd

    Annual Conference of the International City/County

    Management Association (ICMA) is

    planned for September 25-28, 2016 in

    Kansas City. Registration for the event

    opened June 2. "At The Crossroads,

    Celebrating Legacy, Defining the

    Future," is this year's conference

    theme.
