Dominick Casey began his public service career

in May, 2008 as the Assistant Director of the City

of Henderson Parks & Recreation Department. In

August, 2011 Dominick was appointed Director

of the Parks, Recreation and Libraries

Department, and in August, 2015 the duties and

responsibilities of Assistant City Manager were

added to his plate. Dominick earned a BS in

Parks and Recreation Management from

Northern Arizona University, and an MS in

organizational leadership from Chadron State

College.

Manager since December, 2017 when he was

appointed to replace City Manager Dirk Brazil,

58, who went into retirement. Prior to his

Parks & Community Services (2014-2017). Mike

of Rancho Palos Verdes, began her public

City Manager John Pietig has

announced the appointment of new

Fire Chief Mike Garcia. Mike has

served in the Long Beach Fire Department for 28-

Years, and will take over the helm of the Laguna

Beach Fire Department on April 30. 53-year old Mike

is a La Mirada resident. Richmond, California City

Manager William A. Lindsay, 62, has announced his

retirement on July 31, 2018. Bill is a former City

Manager in Orinda (1995-2005), who came to

Richmond in 2005 when Interim City Manager Phil

Batchelor urged him to apply. Phil also previously

worked as the Finance Director in Hercules (1983-

1987) and as San Ramon Director of Administrative

Services (1987-1995). Governor Jerry Brown has

appointed former San Diego City Manager Jack

McGrory, 68, to the 25-member California State

University Board, pending consent by the State

Senate. Jack worked as the San Diego City Manager

from 1991 to 1997. Though Jack expects to be busy

learning the ropes of the 23-campus system, he

intends to remain on the San Diego State University

West steering committee. Jack is not an ICMA

member. It is anticipated that Pico Rivera City

Manager René Bobadilla may resign following an

employment agreement extension less than a year

ago. René was originally appointed City Manager in

Pico Rivera in June, 2014. He previoulsy served as City

Manager in Huntington Park. Assistant City

Manager/Community Development Director David

Kelley is the new Cloverdale City Manager effective

March 31. David joined the Cloverdale staff in

January, 2016. He previously worked in an executive

post in the Town of Windsor. Current Cloverdale City

Manager Paul Cayler will retire effective March 30.

Alameda City Manager Jill Keimach has been

placed on paid administrative leave based on an

independent report by Michael Jenkins of Jenkins &

Hogan alleging that there was wrongul interference

by Council Members regarding the city manager’s

appointment of a Fire Chief. The outside investigator

was retained by City Attorney Janet Kern. Apparently

the Council Members who exerted pressure on the

city manager wished the appointment of Domenick

Weaver as chief. Domenick is an Alameda Fire

Captain and local union leader. Instead the City

Manager appointed Edmond Rodgriquez, who took

over the Chief’s post last November. He previously

served the Salinas Fire Department.

More Pieces Picked Up: Davis City

Manager Mike Webb previously

served as the Davis Director of

Community Development and

Sustainability starting in 2013. He

was tabbed as Assistant City Manager and then

earned an opportunity to take over following the

retirement of City Manager Dirk Brazil in January,

2018. Mike earned a BA from the University of

California, Davis and and MPA from the University of

Southern California (USC). Arvin City Manager

Alfonso Noyola has submitted his resignation so that

he can accept the City Manager position in Boulder

City, Nevada. His last day in Arvin will be March 31.

Alfonso has been with Arvin since January, 2015. He

apparently is taking the position in Boulder City to be

closer to his family that lives in Las Vegas. City of

Industry City Manager Paul Philips was dismissed at

the end of February. Paul replaced City Manager

Kevin Radecki in July, 2015. Paul began his public

service career in April, 1974 as a Planning Technician

in the City of South El Monte. He became the

Planning Director in March, 1976. In 1977 Paul was

hired to be the City Manager in Lowell, Oregon. Paul

became the South El Monte City Administrator in

1979. Since then he has served as the City Manager

in Lawndale, Artesia and Maywood. Atherton Police

Officer Richard L. Moore rose from the radio car to

Chief of Police in 1976. In 1982 he was appointed

Deputy City Manager, and in March, 1989 he

became the Atherton City Manager. He earned a

BA and MPA from Notre Dame University. According

to PERS records, he retired in 1993. We took note of

Marcia’s retirement in our last issue, and we are

repeating it here because of her dedication to the

California City Manager community. Millbrae City

Manager Marcia L. Raines will retire by the first part of

April. Marcia has been the Millbrae City Manager

since 2009. She previously served as the City

Manager in Half Moon Bay (2006-2009) and Martinez

(1997-2000). In 2013 Marcia received a 35-year ICMA

Service Award. She earned a Bachelors in urban and

regional planning from California Polytechnic

University, Pomona. Marcia served as the President of

the City Managers’ Department of the League of

California Cities, 2014-2015. She is a longtime

member of the Board of Trustees of the California City

Management Foundation (CCMF). Shorts: *Jay

Parrish, who earned a BA from Humboldt State

University, and is the current City Manager in the City

of Ferndale, previously (2005-2006) served as the

Interim City Manager in Rio Dell. *John T. O’Halloran

served as the City Manager in the City of Mountain

Stockwell to be the city’s City Manager. *John R.

Stratford served as the City Administrator in the City

of Signal Hill from Febdruary, 1972 until April, 1973,

and he joined the Signal Hill staff as the Public Works

Cameron and his wife Michelle, who both worked in

the City of Paramount in the 1970s, have relocated

from Oregon to Sahuarita, Arizona. *Vern G. Hazen

served as the Mill Valley City Manager from July, 1975

to August, 1982 prior to becoming the City Manager

in Escondido in 1982.

This letter came quite a while ago

and was set aside. It shows how

some retired city managers

remain dedicated to good

government.

We salute retired Rocklin City

Manager Dr. Carlos Urrutia.

It just occurred to me that you mentioned my

extensive traveling in the newsletter, which is an

accurate description. About a month ago, while

traveling in Cuba, I was contacted by ICMA to see if

I was interested in going to Guatemala (my country

of birth, as you know) to speak to a convention of

Central American mayors (alcaldes) about the city

manager form of government. I readily said yes,

came home, did our laundry, and off we were two

days later to the Land of Eternal Spring. I really

enjoyed the trip, both professionally and personally.

My time with the Mayors was enjoyable and

professionally rewarding, and my time with close

family was memorable.

I've had a number of opportunities to participate

professionally in Mexico, Guatemala, Costa Rica,

Colombia, and Argentina because of my

experiences as a city manager. These are all,

mostly pro-bono activities, which adds to the sense

of satisfaction that I derive from my participation,

not to mention the travel opportunities. I was just

thinking that you are a big part of why I'm doing

what I'm doing today. Thank you, from the bottom

of my heart.
