Trackdown presents a list of the second third of
the cities listed in the Central Valley Division of
the League of California Cities. Cities included
in this listing include: Livingston, Los Banos,
Manteca, Merced, Modesto, Newman, and
Oakdale. That is seven different cities, but we
have included multiple managers where the
information was readily available. Some city
manager do not maintain their career profile
information in the ICMA Who’s Who Directory, or
Linked In. We look forward to receiving your
comments and suggestions.

earned a BA in social work from California State University, Chico, and an MS in law

We may have got carried away with the
Livingston staffing history since information
tumbled into our laps. Well, all but the current
staff. Livingston is a community of a little more
than 13,000 folks in Merced County. The town
was named for Dr. David Livingstone, a British
explorer of Africa who was an international
celebrity in the late 1800s. An error on the town’s
Post Office application resulted in the spelling
difference. Livingston’s post office opened in
1873, closed in 1882 and re-opened in 1883.
Livingston’s largest businesses are agriculture-
related, including the largest poultry producer in
the western United States, Foster Farms, and
Joseph Gallo Farms, which owns the largest
dairy herd in the U.S. Also, 90% of the sweet
potatoes grown west of the Rockies are grown
and packed in and around Livingston.
Livingston has had some
outstanding public managers and
professionals serving in their City
Hall.
Odi Ortiz served as Interim City Manager in
Livingston following the resignation of City
Manager Jose Ramirez in February, 2015, and
again after Eddie Duque pulled the plug after
only two months into his Livingston service. Odi
served as the Assistant City Manager and
Finance Director, taking over from Vickie Lewis
who retired, prior to being selected to step up
and work as Interim City Manager.
In February of this year (2016) Gabriel Gonzalez
was appointed Interim Public Works Director in
the City of Livingston. Gabriel previously served
as City Manager in Mendota and Rohnert Park.
He was appointed to work with Interim City
Manager Odi Ortiz.

When Jose Ramirez left the
Livingston City Manager
position in 2015 Eddie Duque, a
Senior Management Analyst in
Santa Ana, was appointed to
the post. However, after only
a couple of month Eddie resigned the position
in December, 2015 to pursue other professional
opportunities. Eddie had worked in the Finance
& Management Services Department in Santa
Ana from 1998 until his appointment to the
Livingston City Manager post in 2015. Prior to
Santa Ana Eddie served as the Assistant
Executive Director for the San Gabriel Valley
Council of Governments for two years starting in
1996, while he worked for a private
management consultant firm. In 1994-1995
Eddie was a Nonprofit Consultant to the
Commission on Hispanic Affairs. From 1991 to
1993 Eddie worked as a Transportation Planner
and Project Manager for the Southern California
Association of Governments (SCAG). Linked In

Administrator in the City of Orange Cove,
California in 2000. Jose was there until 2003
when he was selected to serve as the City
Manager in the City of Firebaugh. After working
in Firebaugh for about 8-years, Jose was
appointed City Manager in Livingston. He left
Livingston in 2015. In 2011 Jose received a 10-
year ICMA Service Award. Jose lists his current
address in Fresno. After leaving Livingston Jose
continued to serve as the President of a distilled
spirits import company he founded in 2008.

When Richard N. Warne left the service of the
United States Army as a Captain in 1982, he
joined the South Jordan, Utah city staff as City
Administrator. He left that position in 1991 to
become the Risk Manager for the Utah Risk
Management Mutual Association. While serving
in that post, he was elected to the South Jordan
City Council and served there until 2000. That
year (2000) he was appointed City Administrator
in Grand Forks, North Dakota. He came to
California in 2001 to accept the Coalinga City
Manager position. He served in Coalinga until
2005. In 2005-2006 Richard worked as the Interim
City Manager in Grover Beach, and in 2006 he
was appointed to the Livingston City Manager
post. Richard worked in Livingston until 2011.
That year (2011) he was hired to serve as the City
Manager in Twentynine Palms where he worked
until 2013. He worked as an Interim City Manager
in 2014-2015, and then served as the Calexico
City Manager in 2015. He was appointed
Beaumont’s Interim City Manager in 2016 where
he currently works. Richard earned a BA and
MPA from Brigham Young University. In 2005 he
received an ICMA Program Excellence Award
for Innovation in Local Government
Management. He received a 30-year ICMA
Service Award in 2012.

Self-proclaimed semi-retired former City
Manager Tim Kerr served as the Livingston City
Manager from September, 1990 to June, 1998,
nearly 8-years. In July, 1998 Tim joined the Ceres
city staff as the City Manager. He served there
for the next 7-years. In 2005 Tim became the City
Manager in the City of Turlock, leaving that
assignment in 2009. He then worked as the
Executive Director of the Downtown Stockton
Alliance from 2010 to 2012. Prior to becoming a
City Manager in Livingston Tim served in several
local executive positions, including: Deputy
County Administrator in San Benito County;
Support Services Manager in the City of

After five-years as the City Manager in the City
of Lodi, Blair F. King left when he was selected to
be the City Manager in the City of Coronado to
replace the retiring City Manager Mark
Ochenduszko. Blair served in Lodi from 2005 until
he left in 2010. Blair began his public service
career in 1980 when he became an Area
Development Officer for the Inter Tribal County
in California. In 1983 he went to work in Eureka
as a Redevelopment Specialist. He was
appointed Assistant Public Works Director in
Eureka in 1985. In 1988 Blair moved to Coalinga
as the Assistant City Manager, and in 1991 he
received his first City Manager’s appointment in
the City of Soledad. He became the City
Manager in Imperial Beach in 1994, and then in
1997 he became the Half Moon Bay City
Manager. Blair took the Assistant City Manager
post in Milpitas in 2001. He then became the Lodi
City Manager in 2005. Blair earned a BA and
MPA from California State University. Blair is an

We found that Jerry L. Glenn served as Lodi
Assistant City Manager between 1973 and 1996.
Jerry started his career in 1961 as a Chief
Technician in Los Angeles. In 1969 Jerry joined
the Glendale city staff as a Research & Budget
Officer. After serving in Lodi, Jerry was
appointed City Manager in Galt in 1998, retiring
in 1999. Jerry earned a BA from the University of
Redlands and an MPA from the University of

Former Assistant Town Manager in Truckee,
California, Alex C. Terrazas, 53, is the City
Manager in the City of Los Banos. Los Banos is a
city in Merced County with a 2010 census
population of 35,972, up a little more than 10,000
since 2000. The area was settled in the 1840s as
a trading post. The first Los Banos U.S. Post Office
opened in 1873. After serving on the
Congressional staff of Congressman Vic Fazio,
Alex went to work in the City of Mountain View
as an Administrative Analyst in the City
Manager’s Office. After 7-years in Mountain
View, Alex joined the staff in the Town of Truckee
in 2005, first in Planning, and then as the Assistant
to the Town Manager. In 2012 Alex was
appointed to the Assistant Town Manager
position. Alex started his new City Manager
assignment in Los Banos on July 1, 2016,
replacing City Manager Steve Carrigan, who left
Los Banos to become the City Manager in
Merced. Police Chief Gary Brizzee served as

Elena R. Reyes is the City Manager in Manteca.
She was appointed to the top job in Manteca in
June, 2016. Elena had been serving as the Senior
Deputy County Administrator in San Joaquin
County. She went to work for the county in 2000
as an Analyst in the office of the CAO. She
served as the Senior Deputy CAO for the past 5-
years. Elena earned a BA from the University of
the Pacific and an MPA from the University of
San Francisco. She is a resident of Lathrop.
Steven S. Carrigan, 52, was appointed to the
Merced City Manager position in December,
2015 and report in January, following the
retirement of City Manager John Bramble. Steve
served as the Los Banos City Manager for about
3-years before his appointment in Merced. He
took over in Los Banos from retired City Manager
Steve Rath. Prior to that Steve was the Assistant
City Manager in Sanger for about 16 months,
and he served about 8-years as the Economic
Development Director in Stockton before that.
He was laid-off in Stockton in 2009 during that
city’s budget crisis. Steve is not listed as a

Holgersson. Jim began his public service career
in 1974 as a Planning Aide in Davenport, Iowa,
which started his rise in that organization:
Administrative Aide, (1974-1976); Fiscal Assistant,
(1976-1978); and Senior Administrative Assistant
to the City Manager, (1978-1981). In 1981 Jim
was appointed City Administrator in
Germantown, Tennessee. His next assignment
was in 1989 to 1993 as the City Manager of
Kalamazoo, Michigan. In 1993 Jim moved to
Texas to be the City Manager in Waco, where
he served until 1997. Between 1998 to 2000 he

he was tagged to be the Arlington, Texas City
Manager. He served in Arlington until 2011. In

University of Arkansas. Jim served as the
President of the Tennessee City Management

Michael E. Holland is the Newman, California
City Manager. Mike is in his tenth year as the
Newman City Manager. In 2014 Mike was
awarded a five-year extension to employment
agreement. Previous to his City Manager
appointment he served as the Community
Development Director in Newman.
Since February, 2013, Bryan M. Whitemyer has
served as the Oakdale City Manager. He began
his public management career in 2001 as a
Code Enforcement/Assistant Planner in Ceres.
In 2003 he took a Management Analyst position
in Modesto, and in 2007 Bryan was hired to serve
as Assistant City Manager in Patterson. After
three-years in Patterson, Bryan was selected to
serve as the City Manager in Hughson, where he
served for a little more than two-years. Bryan is
a member of ICMA. He earned a BA from
Brigham Young University, and an MPA from
California State University, Stanislaus.
We picked up an old printed Who’s Who in Local
Government Management for 1995-1996 to see
who was serving in our subject cities during that
time: Livingston, Tim Kerr; Los Banos, (vacant);
Manteca, David M. Jinkens; Merced, James G.
Marshall; Modesto, J. Edward Tewes; Newman,

Bannerman. David Jinkens just recently was

Picking Up the Pieces: Retired City
Manager Beth Pollard, 59, is expected to
be appointed Interim City Manager in
the City of Belvedere. She will be
replacing City Manager Mary Neilan, who is retiring
at the end of the year. Since Beth retired as the City
Manager in Albany in 2013, she has worked as the
Interim Deputy City Manager and as the Interim
Director of Library Services in Berkeley. St. Helena City
Manager Jennifer Phillips is among the final six
candidates in the Bothell, Oregon City Manager
position recruitment. Jennifer was served as the St.
Helena City Manager since 2014. She previously
served as the Assistant City Manager in Santa Rosa
and Santa Monica. She also worked in Fullerton as
the Assistant to the City Manager (1999-2004). She
earned a BA and MPA from California State
University, Long Beach. Jennifer served as Co-Chair
of Women Leading Government (2008-2016). She is a
past President of MMASC (2002-2003). Michael A.
Hart, who earned a BA in Sociology and an MPA from
California State University, Long Beach, is the new
Assistant City Manager and Director of the
Downtown Development Authority in the City of
Fenton, Michigan. He served 6-years as the City
Manager in Davison, Michigan. Antioch City
Manager Steve Duran, 61, has announced his
intention to retire effective August 15, 2017. Steve
previously served as the City Manager in Hercules
starting in October, 2011. He joined the Antioch staff
in January, 2014. Prior to Hercules Steve worked for
the San Jose Redevelopment Agency. Prior to San
Jose he was in the commercial real estate industry.
Ontario City Manager Al Boling and the Ontario
Police and Fire Chiefs have all been awarded a
9.75% salary increase in response to their new
expanded responsibilities with the new local control
of the Ontario International Airport. El Centro City
Manager Ruben A. Duran has announced his
resignation to become the Manager of the
Ketchikan Borough in Alaska. It has been reported
the Ruben and his wife have already sold their El
Centro home and are looking forward to moving to
Ketchikan. Ruben is a former Oroville City
Administrator. In 2009 he received a 30-year ICMA
Service Award. A potential developer is challenging
a California Coastal Commission decision to reject a
plan to build 895 homes, a 75-room hotel, a 20-bed
hostel and more than 45,000 square feet of retail
space. The Commission rejected the proposed
development. The Developer, Newport Banning
Ranch, has filed suit requesting $490 million and in
addition they are asking the court to overturn the
Commission’s rejection. The lawsuit points to the
Commission’s designation of 64 acres for the
burrowing owl habitat. The lawsuit equates the
project’s denial to an illegal taking of private
property without compensation. Banning Ranch is
the largest privately owned undeveloped coastal
parcel in Southern California. Former Thousand Oaks
City Manager Scott Mitnick has joined Stifel; a full-
service wealth management and investment
banking firm. Scott began his public management
career in 1987 as a Budget Analyst in Brea, before he
became a Financial Analyst in the City of Burbank in
1989. Scott held a number of position in Burbank and
was serving as the Budget Administrator when in 1996
he was appointed Administrative Services Director in
Yuba City. He joined the Thousand Oaks staff in 2000
as a Deputy City Manager, and served as City
Manager between May, 2005 and July, 2016. Scott
earned an MPA from Syracuse University’s Maxwell
School.

More Pieces Picked Up: Carolyn
Coleman will join the staff of the
League of California Cities as the next
Executive Director replacing retired
veteran Executive Director Chris McKenzIe in mid-
December. Carolyn has been serving as a Senior
Executive and Director of Federal Advocacy for the
National League of Cities since 2006. Carolyn has
more than 25-years of experience, including service
as a Deputy Mayor in the City of Indianapolis,
Indiana. Kristen Mignone Crane began service as the
Assistant City Manager in the City of Del Mar last
month (October, 2016). Kristen is a past President of
MMANC (2003), while she served as a Senior
Management Analyst in Citrus Heights (December,
1999-2004). Kristen began her public management
career in 1995 as an Administrative Associate for the
City of Glendale. She has held positions in Glendale,
Claremont, Citrus Heights, Poway, and Del Mar.
Moraga has former Chief of Police Bob Priebe, 64,
taking over as City Manager. Bob retired from Law
enforcement in September. He has been serving as
the Interim Town Manager since Town Manager Jill
Keimach resigned in January to become the City
Manager in Alameda. Bob served in the Moraga
Police Department for nearly 37-years with his last 8-
years as Chief. He began his public service career in
1978 with the Berkeley Police Department. He joined
the Moraga Police Department the next year.
Michael T. Uberuaga was appointed City Manager
for the City of San Diego in November, 1997. He
resigned in March, 2004. His letter of resignation said
that he planned to retire in April, 2004. Prior to his
work in San Diego, Mike served as City Manager in
Steamboat Springs, Colorado (1976-1983); Milpitas
(1983-1986); Concord (1986-1990); and City
Administrator of Huntington Beach (1990-1997). Prior
to his Steamboat Streams job, he served as an
Assistant in Compton and South El Monte. He was
also an Assistant to the City Manager in Claremont.
Pasadena City Manager Steve Mermell announced
that the City will hire an Independent Investigator to
conduct a review of the recent death of Reginald
“JR” Thomas, 35, of Pasadena, who died in police
custody after being tasered and struggling with
police offices on the morning of September 30. The
death is also being investigated by the Los Angeles
County Sheriff’s Department, and the Los Angeles
County Medical Examiner-Coroner. Former Los
Angeles Mayor Antonio Villaraigosa has launched a
2018 campaign big for the office of California
Governor. The Mayor is a Democrat. Los Angeles
Planning Director Vince Bertoni began his local
government career in 1989 as an Assistant Planner in
Rancho Cucamonga. He then worked in Planning
Department positions in Redlands, Malibu, and Santa
Clarita, until October 2003 when he was appointed
Interim Director of Planning and Building Services in
Santa Clarita. Between October 2004 and July 2005
Vince was a Principle in Bertoni Civic Consulting. He
was appointed Community Development Director in
Beverly Hills in 2005 and left that assignment in June
2008 to become the Deputy Planning Director in Los
Angeles. He was appointed Director in February,
2016. Kelley Bacon began her public service career
as an HR Operations Manager in Chula Vista in 2002.
She moved up in the organization from Assistant
Director of Human Resources in 2003, to Director of
Human Resources & Information Technology
Departments in 2009. Kelley became the Deputy City
Manager in Chula Vista in January, 2013. She earned
a BS from Colorado Christian University and an MS
from the University of Leicester. Former Mammoth
Lakes Town Manager Marianna
Marysheva-Martinez serves as one of the
three Assistant City Managers in the City
of Riverside. The other two are Alex
Nguyen and Al Zelinka. Marianna replaced Assistant
City Manager Deanna Lorson who resigned to pursue
other opportunities. Marianna has held positions with
ABAG, San Francisco, Oakland, Lynwood and
Mammoth Lakes. Described as “highly-motivated”
and a dynamic management professional, Sandra
Bill works as a Human Resources Analyst for the City
of Thousand Oaks. After more than 21-years with
Verizon, Sandra enter the public sector as a
Personnel Analyst with the County of Ventura. She
joined the Thousand Oaks staff in April, 2014 as a
Human Resources Analyst. She earned a BS from the
University of Redlands. Walnut Creek is recruiting an
Interim City Manager to fill in for the City Manager
Ken Nordhoff as he retires and joins HdL Companies.
Ken will resign effective December 30, 2016. League
of California Cities City Managers Department
Meeting is planned for February 8-10, 2017 at the
Hyatt Monterey. Antioch City Manager Steve Duran,
61, has set next August 15, 2017 as the tentative date
for his retirement. Steve previously served as the City
Manager in Hercules from 2011 to 2014. Prior to that
he spent more than 18-years with the San Jose
Redevelopment Agency. St. Helena City Manager
Jennifer Phillips is among the final 6-candidates for
the City Manager position in Bothell, Washington.
She is the only final candidate from California.
