58th Annual Municipal Seminar

On November 20, 1957 representatives of the

cities of Lakewood, Bellflower, Duarte, La

Puente, Norwalk, Paramount, Rolling Hills and

Santa Fe Springs gathered together to establish

the California Contract Cities Association. The

organization was founded as a support group

for cities that utilize the “contracting out” service

delivery system that was originally developed by

the City of Lakewood. Lakewood incorporated

in 1954 using the “contract cities” technique.

The “Lakewood Plan” allowed many

communities to incorporate that would

otherwise have been unable to budget for in-

house full-time staffed public services.

Contracting out is a way to provide quality

services cost-effectively. The “Lakewood Plan” is

recognized nationwide.

software support technician for an on-line software systems company in Chico. She

joined the Chico city staff in 1994 as Community Services Officer (CSO), and in 2001

she took a Management Analyst with the Chico Police Department. In 2009 she

moved to the City Manager's Office in a Management Analyst post. Deborah

earned a BA in social work from California State University, Chico, and an MS in law

from Champlain College.

La Cañada Flintridge Mayor Michael Davitt was

installed as the 2017-2018 President of the California

Contract Cities Association at the group’s

58th Annual Municipal Seminar in Indian Wells.

58th Annual Municipal Seminar

Malibu Mayor Lou La Monte served as the 2016-

2017 President of the California Contract Cities

Association (CCCA). He and his wife Laraine

moved to Malibu in 1991. Lou has been a

producer and director in the film and television

industry for more than 35-years. He was with the

CBS Television Network for more than a decade,

and he formed his own production company

where he continued his association with CBS,

while also working with ABC. He produced and

directed one-hour specials, documentaries and

sports assignments. Lou has produced and

directed more than 3,000 commercials. In 2010

Lou was elected to the Malibu City Council. He

was selected to serve on the CCCA Executive

Board in 2012.

During Lou’s term as President the association

added five new member cities, including:

Beverly Hills, Eastvale, Glendale, Hermosa Beach

and Manhattan Beach. This brings the

membership to 73 member cities representing a

population of more than 7.5 million people. Lou

was the 58th CCCA President. Roy Reynolds of

Norwalk and Jim Van Horn of Artesia both

served two one-year terms.

We left home on Wednesday, May 10, 2017 to

drive to Indian Wells to attend the 58th Annual

Municipal Seminar of the California Contract

Cities Association. We have been attending the

annual seminars since former Temple City Mayor

and City Council Member Jack Tyrell was

President (1966-1967). Though we do not play in

the annual golf tournament, which traditionally

is held early Thursday morning, we enjoy joining

the golfers prior to tee-off to say “Hello” and wish

them well. In recent years former Norwalk Mayor

and City Council Member Cheri Kelley, a CCCA

past President (2003-2004), joins us. Since many

seminar participants who play in the annual golf

event arrive on Wednesday, special dinner get-

togethers have been planned as a social kick-

off to the seminar. This year we were thoughtfully

invited to attend a dinner at the Indian Wells

home of Anthony and Evelyn Gonsalves. The

cost of the dinner is split among a number of

sponsors, and provides a get-together that

allows an excellent opportunity for interaction

and meeting new attendees.

As my wife Susan usually does, I requested a

room close to the elevator. At my age my knees

are not what they used to be. The young man at

the hotel registration desk handed me a room

key with a huge smile. He said the room over-

looks the pool, and I would like it. I then set out

on a hike to the room. It turned out to be the

longest walk to a room in that hotel that I have

ever taken. Lesson No. 1 for me: Don’t check in

without Susan. They always seem to want to take

good care of her requests. Lesson No. 2: Beware

of hotel registration clerks with big smiles as they

hand you a room key.

“Strength in Numbers” was the theme of the 48th

Annual Municipal Seminar of the California Contract

Cities Association, May 11-14, 2017 at the

Renaissance Indian Well Resort & Spa. Nowhere to

be found was the name “Esmeralda,” which

previously was in the name of the hotel. Although,

the same excellent Marriott service continues.

Wednesday evenings dinner was a very nice

affair with an amazing group of attendees. I

arrived at the Gonsalves home about the same

time as Indians Wells City Manager Wade

McKinney, the current President of the California

City Management Foundation (CCMF). I was

pleased to have the opportunity to greet

Anthony Gonsalves, Jason’s twin brother, an am

honored that he referred to me as “Uncle Jack.”

Knabe was among the dinner guests; as was

former City Managers Frank Tripepi and Bob

Dickey, and retired CCCA Executive Director

Sam Olivito and his wife Sharon.

Veteran Lakewood City Manager Howard

Chambers, who has announced that he is

retiring, and the Lakewood Deputy City

Manager Carol Flynn Jacoby were there. Some

On Thursday, many of the seminar attendees

who were unable to participate at the annual

golf tournament began arriving. We saw Mayor

Pro Tem Ray Dunton of the Bellflower City

Council, and Industry City Manager Paul Philips

at breakfast.

With people arriving, we visited the central

lounge area to meet them. We ran into former

City Managers Andy Takata and Frank Tripepi,

along with Ryder Smith of Tripepi Smith and

Associates. Marc Mitchell of Cerrell Associates

came by, and Wes Wolf of Wolf & Company

visited, as did Morgan McCarthy of

MuniEnvironmental. Bellflower City Manager Jeff

Stewart and Adelanto Interim City Manager

Mike Milhiser dropped by too. It was good to

have the opportunity to talk with Mike Busch of

Urban Futures Inc. While we were there Danny

Kim of Nixon Peabody LLP stopped by too.

While dropping by the golf tournament awards

reception, I chatted a bit to John Kelly of Red

Devil Fireworks, and Paramount City Manager

John Moreno and Assistant City Manager Kevin

Chun.

Thursday evening I attended dinner at Kobe’s

Japanese Steak House in Rancho Mirage hosted

by CR&R Environmental Services. General

Manager Dan Stepanian and consultant John

Telesio were among the guests that also

included: Frank Tripepi of Willdan; Scott Collins

of The Col lins Group; and Brian Hews, publisher

of the Los Cerritos Community Newspaper

Indian Wells Mayor Richard Balocco welcomed

the “contract cities” to his community and

wished them the very best for a successful

seminar. SCAG President Margaret Finlay,

Duarte Mayor and past CCCA President (2004-

2005); Metro Board Chair John Fasana;

Glendale Council Member Ara Najarian; and

Move LA Executive Director Denny Zane served

as a panel on Session No. 1 addressed “Measure

M and Beyond.”

Prior to the session we had the occasion to chat

with former City Manager Henry Garcia. Henry

and his wife have established a successful

performance management consulting business.

For the first session I sat at a table that included

Walnut City Manager Rob Wishner and Director

of Administrative Services Karen Ogawa; and

Industry City Manager Paul Philips.

Following a time for networking, Session No. 2

was a presentation about city innovation, digital

ideas and applications. During the networking

time, among others, we ran into: Fran Mancia of

MuniServices; Larry Kosmont the founder of the

Kosmont Companies; and City Managers Mike

Egan, Norwalk; Charlie Honeycutt, Signal Hill;

Tony Ramos, Claremont; John Moreno,

Paramount; Troy Butzlaff, Azusa; Bill Rawlings,

Artesia; and Rene Bobadillo, Pico Rivera.

Francisco Contreras, West Hollywood, and Ted

Ross, Los Angeles, told the “Tale of 2 Cities”

regarding innovation efforts. I sat behind Dan

Koops of the Bellflower City Council and Jim

Edwards of the Cerritos City Council. La Puente

City Manager David Carmany joined me at the

Prior to the Friday luncheon session where State

Senators Tony Mendoza and Ricardo Lara

reported to those assembled, we had the

opportunity to chat with retired Rosemead

Assistant City Manager Don Wagner. Don is

working as an Associate for The Collins Group.

He said that he is working on a deal to refurbish

locomotives for reuse. There are many efforts

out there that will produce positive effects on

the environment.

sessions. Norwalk City Manager Mike Egan; San

Dimas Mayor Curtis Morris, the current Executive

Board Chair for the JPIA; and Karen Bartak

addressed insurance related issues. At the same

time, Ryder Smith, founder of Tripepi Smith &

information systems and crisis communications.

58th Annual Municipal Seminar

Saturday’s session kicked-off at 8 o’clock in the

morning with lobbyists Duncan McFetridge and

Anthony D. Gonsalves of Joe A. Gonsalves &

Son. Assembly Bill No. 1250 authored by

Assembly Member Reginald Byron Jones-

Sawyer, Sr. of Los Angeles was addressed. This is

anti-contracting out legislation. AB 1250 would

establish substantial roadblocks affect the ability

of cities and counties to contract for services,

regardless of the cost-effectiveness. Time

consuming and expensive cost-benefit analysis

will be required. This bill sets local government

policy from Sacramento, intruding on “home

rule” and local control.

Sessions on marijuana policy, water, financial

forecasting and pension expense, harassment

prevention training, ethics training and criminal

justice issues filled out the rest of Saturday. The

luncheon session on Saturday featured Los

Angeles County Supervisors Kathryn Barger and

Janice Hahn, and Assembly Member Laura

Friedman, who provided a perspective on

influential women in California.

Saturday evening it was time for the annual

installation reception and banquet. Assessor Jeff

Prang presided as Master of Ceremonies, and

Supervisor Kathryn Barger served as the

Installation Officer.

Executive Director Marcel Rodarte and the

CCCA staff did a wonderful job of making

certain that the Association’s planning brought

a meaningful and important educational

seminar, and opportunity to meet and learn

from colleagues and vendors who filled the

exhibit area. The 2017 CCCA Seminar was a

huge success.

Picking Up the Pieces: Colleen Ferguson is

leaving her position with the City of Santa

Rosa to accept the appointed to serve as

Public Works Director and City Engineer

for the City of Sonoma. Colleen is replacing the

retiring Public Works Director Dan Takasugi. She grew

up in Petaluma, and served as an Intern with that city.

Windsor Town Manager Linda Kelly will retire in

August, 2017. She has served as the Windsor Town

Manager since December, 2012. She previously

worked as the City Manager in Sonoma and as the

Town Manager in Fairfax. Linda also previously held

positions in Atherton, Sunnyvale, Long Beach,

Whittier, and La Puente. She began her career as an

intern in Pasadena. In 2011 she was presented the

ICMA Community Partnership Program

Excellence Award, and a 20-year ICMA

Service Award. Former Riverbank City

Manager Jill Anderson has gotten a

positive review as the City Manager in

Chehalis, Washington where she has

worked for most of the past year. Jill also previously

worked as the Assistant City Manager in Seaside, and

as a Management Coordinator in the City of

Norwalk. Jill earned a Master degree from BIOLA

University in La Mirada. El Cajon Assistant to the City

Manager Brett Channing has been selected to serve

as the Director of Management Services in the City

Wright has concluded his “interim” assignment in

Gustine, and Doug Dunford is the new City Manager.

Doug is also the Police Chief so he will be wearing

two hats! Palo Alto Director of Community Services

Rob de Geus has been elevated to the position of

Deputy City Manager. He will work directly with City

Manager James Keene. Rob joined the Palo Alto city

staff 17-years ago as a Recreation Coordinator. Rob

is filling a position that has been vacant since the

departure of former Deputy City Manager Steve

Emslie in 2013. Morro Bay City Manager David

Buckingham announced that his last day in will be

June 26, 2017. David has been the Morro Bay City

Manager for the past three-years. Finance Director

Craig Schmollinger is serving as the Acting City

Manager until a new person is appointed. David is on

paid administrative leave until his last day in June.

Walnut Creek has hired a new City Manager. San Luis

Obispo County Administrative Officer Dan Buckshi is

coming to city government as the Walnut Creek City

Manager succeeding veteran City Manager Ken

Former Livingston City Manager Jose Ramirez is set to

return to the city as City Manager. The first time in

Livingston Jose served as City Manager between

2011 and 2015. For the past couple of years he has

worked in the private sector for the San Joaquin

Regional Rail Commission. Jose also served as the

City Administrator in Orange Cove between 2000

and 2003, and as City Manager in Firebaugh

between 2003 and 2011.

Mike began his career in 1993 and

worked in public works areas until 2007 when he was

appointed Public Works Director in Fairfax. He was

appointed Fairfax Town Manager in 2008. He then

2015. He has been the Banning City Manager since

2015. Jennifer Egan Colacion, daughter of Norwalk

at CSULB. In 1992 Eddie Manfro went to work in

Alhambra as a Personnel Analyst. He became a

Hawthorne Personnel Analyst in October, 1994. In

1998 Eddie became a Human Resources Analyst in

Santa Monica, where he was promoted to Senior

Human Resources Analyst in 1999. Eddie move south

to La Mesa in 2003 to be the Human Resources

Manager. He joined the Westminster city staff in

Orange County in October, 2007 as the Director of

Human Resources and Risk Management. Eddie was

named Westminster Assistant City Manager in 2011

and he was appointed City Manager in July, 2012,

and he continues to serve in that post. Eddie earned

a BA from the University of Redlands, and an MPA

from California State University, Dominguez Hills.
