RANDWICK CITY COUNCIL TRAFFIC COMMITTEE

The following information is provided so that you may be aware of the structure

and operation of the Randwick City Traffic Committee.

The Randwick Traffic Committee is a Committee of Randwick City Council

but not one set up under the Local Government Act.

Council has been delegated certain powers, from Roads and Maritime

Services (RMS), with regard to traffic matters upon its local roads. A

condition of this delegation is that Council must take into account the

Traffic Committee recommendations.

Recommendations in this document may either activate the formal

delegation from RMS to the Council, or not activate this delegation.

Items which activate the delegation are indicated with the initials (AD)

below the heading.

There are four permanent members of the Traffic Committee, each of

whom has a single vote only.

The members are: the NSW Police Service, Roads and Maritime

Services (RMS), the Local State Member of Parliament (for the

location of the issue to be voted upon) and Randwick City Council.

Randwick City Council welcomes the public to attend and speak at its

Traffic Committee on issues of concern.

If the Local Member disagrees with any of the Traffic Committee

recommendations, they may appeal to the RMS or the Minister for Roads.

If the Police or the RMS disagrees with any of the Traffic Committee

recommendations, or Council’s resolution on any Traffic Committee

recommendation, they may lodge an appeal with the Sydney Regional

Traffic Committee for determination. The appeal must be lodged in

writing within 14 days of the notification to the members of Council’s

decision on the recommendation.

Any action relative to any issue under appeal must cease until the matter

is determined.

The Sydney Regional Traffic Committee is chaired by an independent

chairperson and submissions and representations are welcomed from all

interested parties.

4.1 ARDEN STREET, CLOVELLY (no.43) (C) Signage Parking – Works Zone

(D02263326-LM) (AD) The Council has received an application for the installation of a 12m Works Zone to be

located along the eastern side of Arden Street, Clovelly, across the frontage of no. 43

(opposite Greville Street). The Works Zone is required for approximately three months

in order to facilitate construction works. The section of road is currently unrestricted.

Traffic Committee Recommendation:

That:

1. A 12m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-4:00pm Sat, be

installed on the eastern side of Arden Street, Clovelly, across the frontage of

no. 43; and

2. The Standard Works Zone Conditions in Item 7 are applied.

4.2 ARDEN STREET, COOGEE (no. 132) (C) Signage Parking – No Stopping

(D02253466-DP) (AD)

Parking is prohibited along the western side of Arden Street from Alison Road to the

parking embayments outside no. 132 Arden Street. This is due to the narrow traffic

lane (3.5m) and the double centrelines required at the crest. This parking prohibition

is reinforced with No Stopping signage for most of this length. However, there is no

signposting applying to the northernmost section of kerb. Given some recent parking

practices resulting in unsafe situations, it is proposed to extend the existing 34m

signposted No Stopping zone by 20m northwards to the start of the indented parking.

This will remove any doubt in motorists’ minds as to where they can, or cannot, park.

It is proposed to extend the existing 34m no Stopping Zone by 20m northwards to

the start of the indented parking.

4.3 ARDEN STREET, COOGEE (nos 155-157) (C) Signage Parking - No Parking

A resident has requested a review of the current 20m long No Parking restrictions on

the eastern side of Arden Street in front of 155-157 Arden Street, Coogee.

Given the superior sightlines afforded to motorists exiting 155-157 Arden Street,

Coogee, by the setting back of the retaining wall (by approximately three metres), it is

considered that the No Parking restriction could be removed; except adjacent to the

‘stairway kerb build out’ and at the driveway.

Traffic Committee Recommendation:

That:

1. The 20m long No Parking restrictions be removed from the eastern side of

Arden Street along the frontage of 155-157 Arden Street, Coogee;

2. A 5.8m long No Parking zone be installed alongside the ‘kerb build out’ at the

stairwell access at this location; and

3. The affected residents be notified about the changes.

4.4 BURNIE STREET, CLOVELLY (C) Signage Parking – Works Zone

(D02266497-LM) (AD) The Council has received an application from TPI Remediation Services for a 24.5

metre long works zone to be installed on the northern side of Burnie Street, Clovelly

along the frontage of nos 45-51.

The works zone is required to facilitate construction works for approximately three

months and is intended to operate from 7:00am-5:00pm Mondays to Fridays and

8:00am-4:00pm on Saturdays. The kerb space at this location is currently

unrestricted.

Traffic Committee Recommendation:

That:

1. A 24.5m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-4:00pm Sat, be

installed on the northern side of Burnie Street, Clovelly, across the frontage of

nos 45-51; and

2. The Standard Works Zone Conditions in Item 7 of this Agenda are applied.

4.5 CARR STREET, COOGEE (C) Signage Parking – Motor Cycle Parking

(D02264813-SR) (AD)

Council has received a request for the removal of parking between the driveways of 17

and 19 Carr Street in Coogee. It has been stated that when vehicles park in this

section of road access for residents is restricted.

The space between the driveways measures 2.65 metres. A list of small vehicle lengths

for popular makes is shown below:

Honda Jazz (2012) 3.78 metres

Mazda 2 (2012) 3.90 metres

Hyundai i20 (2013) 3.99 metres

Honda Jazz (2013) 3.90 metres

Ford Fiesta (2012) 3.95 metres

Given that even modestly dimensioned cars cannot park at this location without

compromising access to the driveway, it is considered appropriate that the parking be

restricted for passenger vehicles and replaced with a ‘No Parking Motor Cycles

Excepted’ control.

Traffic Committee Recommendation:

That a ‘No Parking Motor Cycles Excepted’ control be signposted for the 2.65 metre

section of kerb between the driveways of 17 and 19 Carr Street, Coogee.

4.6 CARRINGTON ROAD, COOGEE (C) Signage Parking – Works Zone

(D02246308-LM) (AD) The Council has received an application for the installation of a 12 metre long Works

Zone to be located along the eastern side of Carrington Road, Coogee, across the

frontage of no. 97, which is south of Marcel Avenue. The Works Zone is required for

approximately twelve months in order to facilitate construction works. The section of

road is currently unrestricted.

4.7 COOGEE BAY ROAD, RANDWICK (C) Signage Parking – Works Zone

(D02266921-LM) (AD) The Council has received an application for the installation of a 124.5m Works Zone to

be located along the southern side of Coogee Bay Road, Randwick, across the frontage

of nos 39-41, which is opposite Judge Street. The Works Zone is required for

approximately twelve months in order to facilitate construction works. The section of

road is currently unrestricted.

Traffic Committee Recommendation:

That:

1. A 124.5m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-4:00pm Sat, be

installed on the southern side of Coogee Bay Road, Randwick, across the

frontage of nos 39-41; and

2. The Standard Works Zone Conditions in Item 7 are applied.

4.8 DARLEY ROAD, RANDWICK (C) Pedestrian - Refuge

(D02170074 - DP) (AD)

There is a shared pedestrian/cycleway which runs along the northern side of Darley

Road past the intersection with Clovelly Road. Darley Road is approximately 12.5m

wide at this location, without any pedestrian crossing facilities. The Clovelly

Road/Wentworth Street intersection with Daley Road was recently reconfigured. As part

of these works the pedestrian crossing facilities across Clovelly Road and Wentworth

Street were improved.

The Council has fielded representations from cyclists suggesting that access between

the shared path and Clovelly Road is very difficult.

It is proposed to construct a pedestrian refuge on Darley Road to the east of the

Clovelly Road/Wentworth Street intersection.

Traffic Committee Recommendation:

That:

1. A pedestrian refuge island be installed in Darley Road, Randwick, at the

intersection with Clovelly Road;

2. Detailed construction plans be brought back for the consideration of the

Committee, prior to construction; and

3. This project be included on the list of unfunded works.

4.9 GOVETT LANE, RANDWICK (C) Road Safety - Speeding Concerns

(D02219547-LM) (AD) Concerns have been raised by a resident via the Randwick precinct committee

regarding the traffic volume and incidences of vehicles speeding along Govett Lane,

Randwick. Traffic speed, classification and volume counts have subsequently been

undertaken to determine the extent of the matter. The results of the counts are

summarised in the following table:

The data highlights that the average daily traffic volumes are exceedingly low and

traffic speeds appear to be well below the 50km/h speed limit. The classification data

recorded that 31% of vehicles travelling along Govett Lane are either bicycles or

powered two wheelers.

The RMS guidelines which provide for the assessment of environmental capacity for

streets with direct access to residential properties suggests that local streets should

have an environmental goal of a maximum peak hour volume of 100 vehicles. The

traffic count and speed survey shows that the traffic volume in Govett Lane does not

exceed the suggested environmental capacity.

Given the speed and volume results are low, no action is recommended, at this time.

That the Precinct be informed of the reasons for taking no action at this time.

4.10 NORTHUMBERLAND LANE, CLOVELLY (C) Signage Parking - No Parking

(D02169019& D02266965-DA) (AD)

Concerns have been raised regarding the difficulties of vehicle movement and

accessibility issues of residents to their off street parking spaces in Northumberland

Lane, between Warner Avenue and Park Lane, Clovelly. Northumberland Lane is an

unformed lane and it measures approximately 5 metres wide and caters for two way

traffic.

A survey was undertaken among the residents of Campbell Street and Northumberland

Street who have access to their off street parking spaces through Northumberland

Lane to gauge their views on the proposal to install No Parking restrictions in

Northumberland Lane. Twenty three survey forms were sent out to the residents with

the following options to indicate their preference;

My preference regarding parking controls in Northumberland Lane is:

Seventeen (73.9%) responses to the survey were received. Of these seventeen

responses, 9 were (52.9%) in favour of installing a No Parking restriction on both

sides, 7 were (41.2%) in favour of leaving the lane as it is and 1 was (5.9%) in favour

of installing No Parking on the western side of Northumberland Lane.

Therefore, it is recommended that No Parking restrictions be installed on both sides of

Northumberland Lane, between Warner Avenue and Park Lane, Clovelly.

Traffic Committee Recommendation:

That:

1. Northumberland Lane have imposed, along both sides, a No Parking

restriction, between Warner Avenue and Park Lane, Clovelly; and

2. The affected residents be notified about the changes.

4.11 THE SPOT FILM AND FOOD FESTIVAL, RANDWICK (C) Event, Temporary Road Closure

(F2015/00612-RR) (AD)

The annual event known as “The Spot Food and Film Festival” will be held on Sunday,

8 March, 2015, requiring the closure of St Pauls Street and Perouse Road, Randwick.

The arrangements in place last year for bus services are proposed to be implemented

again. A 40m temporary full time bus stop and bus zone will be established on the

northern side of Howard Street, east of Perouse Road, to replace the existing part time

bus zones located on the northern and southern sides of Coogee Bay Road (at the

frontage of Brigidine College).

A full Traffic Management Plan (TMP) will be forwarded to the Roads and Maritime

Services, for its information.

Traffic Committee Recommendation:

That, provided the RMS approves the proposal via the traffic management plan and

traffic control plan processes, St Pauls Street, between Nancye Street and Perouse

Road, Randwick, and Perouse Road, between Soudan Street and Barker Street,

Randwick, be closed temporarily on Sunday, 8 March, 2015, from 4.00am to 11.00pm

to facilitate the holding of ‘The Spot Food and Film Festival’, subject to the following

conditions:

1. Council shall prepare a Traffic Control Plan (TCP) showing the location of

barriers, and all traffic control signs/facilities for the concurrence of the Traffic

Committee prior to the event:

a) Council shall carry out letterbox drops to all affected tenants and

occupants in the closed streets at least one week prior to the

commencement of the road closures, and appropriately resolve, all

representations made by the affected tenants and occupants;

b) The event organisers shall close the streets in accordance with the

approval and Traffic Management Plan, unless otherwise directed by

Police/authorised City Rangers;

c) The event organisers shall not occupy the carriageway or footway of the

road until the road closure has been effected;

d) All barricades and necessary signposting shall be provided by the

organisers and maintained during the period of the closure by authorised

Traffic Control Officers engaged by the event organisers;

e) A minimum of 4.0 metres corridor for use of emergency vehicles shall be

maintained within the areas of the proposed closure;

f) All traffic control devices are to be installed in accordance with

Australian Standard 1742.3;

g) No fixtures of a permanent nature shall be located on the public way;

h) At all times, access to adjoining premises in the proposed street closures

shall be maintained to the satisfaction of the Emergency Services. All

services (fire hydrants etc) shall be kept free of any obstructions;

i) All emergency services (Police, Fire Brigade and Ambulance) shall be

advised of the proposed temporary road closures; and

j) All barriers and signs associated with the road closure shall be removed

at the times nominated to reopen the streets to traffic.

2. A temporary 40m Bus Zone be installed on the northern side of Howard

Street, just east of Perouse Road, at the frontage of 21 Howard Street,

Randwick, with a reciprocal bus zone on the opposite side of Howard Street,

for that day and be removed after the event;

3. The existing part time Bus Zone located on the northern and southern side of

Coogee Bay Road be replaced with a full time Bus Zone for the duration of the

event with the part-time Bus Zone being re-installed after the event; and

4. Council officers meeting the STA representative onsite to ensure the bus zone

details meet the requirements of the STA.

4.12 THE SPOT RESIDENT PARKING REVIEW, RANDWICK (C) Signage Parking - 3P Resident Parking

Following enquiries from some residents a review has been undertaken of the

operation of the Resident Parking Scheme in the locality of Randwick known as The

Spot. An audit was undertaken with regard to the number of resident parking spaces

available and the number of permits issued on a street-by-street basis, to ascertain if

an extension of the resident parking zones is warranted.

It should be noted that at the Council’s Ordinary Meeting held on Tuesday, 23

November, 2004, an amended report on the Spot Resident Parking Scheme, Visitors

Parking Scheme and General Parking Scheme was adopted for implementation on 1

March 2005. The report recommended a 3 hour time limit for the resident parking

zones.

Since the implementation of the 3 hour resident parking zones, there have not been

major changes to the land use patterns in this area. Therefore, it is considered that the

existing 3 hour time limit should be retained.

The audit reveals that there are 274 resident parking spaces available in various

streets within the Spot area with only 180 permits having been issued for those

resident parking zones. Therefore, no expansion of the scheme is deemed warranted in

‘The Spot’ at this time.

Traffic Committee Recommendation:

That:

1. No adjustment be made to the current duration of time for the existing resident

parking zones in The Spot;

2. No extensions to the existing resident parking zones in The Spot area be

considered at this time; and

3. The next review of the existing resident parking zones in The Spot area be

undertaken from approximately 2 years’ time.

4.13 DAY LANE, KENSINGTON (H) Linemarking - Give Way

The current Give Way linemarkings in Day Lane, north of Barker Street, need

improvement. It is proposed that the Give Way linemarkings be relocated to the

decision point of the intersection to allow for better sight lines, and that they be

supplemented with a painted island and raised pavement markers as shown in the

diagram below.

Ms N Tanner (resident) enquired as to the ability to turn sharp left when travelling

southbound down Day Lane, at Barker Street. Mr Lehmann (RCC) advised the

Committee that the proposal shown in the attached image was to be installed in

linemarking paint only and that motorists would be able to traverse it, if required. He

further suggested that minor modifications to be made to the proposal following

consultation with the technical sub-committee (RMS and Police representatives).

Traffic Committee Recommendation:

That:

1. The existing Give Way Linemarkings be removed from this intersection;

2. Give Way and Chevron linemarkings be installed as shown in the diagram,

subject to detailed design and possible modifications following consultation with

4.14 GARDENERS ROAD, KINGSFORD (H) Event - Temporary Road Closure

During the annual Greek Orthodox Easter celebrations at St Spyridon’s Church on

Gardeners Road, Kingsford (east of Doncaster Avenue), some 5,000 to 6,000

worshippers assemble on Gardeners Road outside the Church. Over many years, in

the interests of road safety, Gardeners Road has been closed to east and westbound

traffic between Houston Road and Cottenham Avenue on two occasions during the

celebrations as detailed below. Police staff various points for this religious activity.

In respect of the road closures all westbound traffic on Gardeners Road is diverted at

Houston Road, left into General Bridges Crescent except buses. Buses are diverted

right into Houston Road. All eastbound traffic is diverted left into Cottenham Avenue.

The closure times are:

1. Friday 10 April 2015, 8:00pm to 10:30pm. An RMS Traffic Emergency Patrol

(TEP) vehicle is utilised on site from about 7:30pm to 10:30pm.

2. Saturday 11 April 2015, 11:30pm to 1:30am on Sunday 12 April 2015. An

RMS TEP vehicle and crew will be on-site from 10:00pm to 1:30am.

4.15 ALMA ROAD, MAROUBRA (M) Linemarking – Signage

Council have been contacted by a resident with concerns about vehicles parking on the

carriageway, adjacent to the purpose built parking bays on Alma Road, Maroubra.

Under the Australian Roads Rules it is not illegal for vehicles to be parked parallel on

the carriageway of Alma Road, however, as the parking bays form part of the nature

strip it may be technically illegal to park in the bays.

To regulate and formalise the parking arrangements in this area it is suggested that the

recommendations of RMS Technical Direction 2014/004 “Off-road parking provision on

narrow roads” be applied.

This includes the installation of “Restricted Parking Area – Park in marked bays only”

signage on the affected sections of Alma Road and a continuous yellow line to signify

No Stopping on the carriageway.

Mr Hind (RMS) informed the Committee members that the required sign indicating

parking arrangements was only a “Park in Marked Bays” sign (R5-65), not the

“Restricted Parking Area” sign indicated in this report.

4.16 BEAUCHAMP ROAD, MAROUBRA (M) Road Safety - Speeding Concerns

Council has received correspondence from residents regarding speeding vehicles on

Beauchamp Road, between Malabar Road and Broome Street, Maroubra. Residents

requested the possibility of constructing traffic calming devices on Beauchamp Road to

ascertain the extent of any speeding problem in the street.

The Traffic count was undertaken in November 2014. The results of the count are

summarised below:

Analysis of the results show that incidences of vehicle speeding are quite low. Based

on the results of the traffic survey it can be seen that vehicle speeds are not excessive

in relation to the speed limit (50km/h). As such, traffic calming to address this issue is

not considered warranted. It is proposed to forward the results of the survey to the

Police Highway Patrol to determine if speed enforcement can be undertaken.

Traffic Committee Recommendation:

That the results of the traffic survey undertaken in November 2014 for Beauchamp

Road, Maroubra, be forwarded to the Police Highway Patrol to determine if speed

enforcement can be undertaken.

4.17 BOTANY STREET, KINGSFORD (M) Signage Parking - Mobility Impaired Person’s Parking Space (MIPPS)

The resident of 134 Botany Street, Kingsford, has requested that a Mobility Impaired

Person’s Parking Space (MIPPS) be installed at the frontage of his property, where

parking is unrestricted. The resident holds a Mobility Parking Scheme (MPS) card and

although he does have off street parking, the space is constricted by two walls which

leaves only a 2.2m clear width.

The resident advised that due to his disability and narrowness of the space, he is

unable to open the door fully and unable to get out of the car. He also advised that he

regularly experiences difficulty in finding parking near his residence due to the close

proximity of the South Juniors Club.

Traffic Committee Recommendation:

That a 6m long Mobility Impaired Person’s Parking Space (MIPPS), as detailed above,

be installed at the frontage of 134 Botany Street, Kingsford.

4.18 ELAROO AVENUE, LA PEROUSE (M) Road Safety – Speeding Concerns

(D02239611-LM) (AD) Concerns have been raised by a resident regarding incidences of vehicles speeding

along Elaroo Avenue, La Perouse. Traffic speed, classification and volume counts have

subsequently been undertaken to determine the extent of the matter. The results of

the counts are summarised in the following table:

The data highlights that the average daily traffic volumes are low and traffic speeds

mainly appear to be below the 50km/h speed limit. Although further analysis of the

data shows that 22% of north-west bound vehicles and 14% of south-east bound

vehicles are exceeding the speed limit particular late at night.

Given the volume of motorists actually exceeding the speed limit it is considered that

Council should forward the data it has gathered to the local Highway Patrol so that the

Police may take appropriate action, if any.

Traffic Committee Recommendation:

That the traffic count data for Elaroo Avenue, La Perouse, be forwarded to the local

Highway Patrol for consideration for enforcement.

4.19 FITZGERALD AVENUE, MAROUBRA (M) Pedestrian - Refuge

Following resident concerns being raised regarding the safety of pedestrians when

crossing Fitzgerald Avenue, near Robey Street, it is proposed to install a pedestrian

refuge at this location.

The proposed facility is designed to AS174.10-2009 requirements as there is no

widening or narrowing of the carriageway proposed. The detailed design plan showing

the refuge as per the Australian Standard is shown below.

Mr Rosadi (RCC) suggested that the design was in accordance with STA requirements.

Mr Graham reminded the Committee that the minimum lane width for bus services was

3.25m.

That:

1. A pedestrian refuge island be installed in accordance with Australian Standards

(as shown) in Fitzgerald Avenue, west of the intersection with Robey Street,

Maroubra;

2. A full-size copy of the concept plans for this project be forwarded to Mr Graham

(STA) for his information; and

3. This project be included on the list of unfunded works.

4.20 MALABAR ROAD, MAROUBRA (M) Linemarking – Edge Lines

(D002260832-KW) (AD)

Following a request for the removal of on street parking on Malabar Road south of

Beauchamp Road Council has investigated the traffic and parking conditions. As there

is a direct link between carriageway widths and vehicle speeds the removal of on

street parking is not considered appropriate at this location.

The road width in this section of Malabar Road is 7.2m kerb to kerb which allows for

the 2.1m parking lanes on either side of the carriageway and a single 3m travel lane.

This width of carriageway is sufficient to allow for the safe passage of vehicles and is

suitable for the low traffic volumes accessing this section of Malabar Road.

In order to prevent vehicles obstructing the carriageway and to act as a guide for

parking vehicles the installation of an E1 edgeline 2.1m from the kerb would assist in

the traffic management for this area.

Traffic Committee Recommendation:

That:

1. an E1 edgeline be installed on the western side of Malabar Road commencing at

the existing ‘No Parking’ opposite the common property boundary of No.685

and No.687 Malabar road and extending 77m south towards the cul-de-sac of

Malabar Road.

2. an E1 edgeline be installed on the eastern side of Malabar Road commencing at

the existing ‘No Parking’ immediately north of the driveway of No.687 Malabar

Road and extending 66m south towards the cul-de-sac of Malabar Road.

4.21 MARINE PARADE, MAROUBRA (M) Signage Parking – Works Zone

(D02266248-LM) (AD) The Council has received an application for the installation of a 20m Works Zone to be

located along the western side of Marine Parade, Maroubra, across the frontage of nos

54-56. The Works Zone is required for approximately nine months in order to facilitate

construction works. The section of road is currently unrestricted.

Traffic Committee Recommendation:

That:

1. A 20m Works Zone, 7:00am–5:00pm, Mon-Fri, 8:00am-4:00pm Sat, be

installed on the western side of Marine Parade, Maroubra, across the frontage

of nos 54-56; and

2. The Standard Works Zone Conditions in Item 7 are applied.

4.22 MAROUBRA ROAD, MAROUBRA (M) Signage Regulatory – No U Turn

(D02251533-TL) (AD)

The Police Local Area Command has requested that the Council consider lowering

slightly a section of the median traffic island in Maroubra Road, opposite Robey Street,

Maroubra. This request has been made in order to assist with improved Police

response times to urgent call outs to the west or to the south-west of the Maroubra

Police station.

Currently Police officers, when using any of their vehicles parked within the Maroubra

Road Police Vehicle zone, must proceed easterly to the Anzac Parade traffic signals,

await clearance of those signals and then effect a u-turn to return to the west, or

south-west. They cannot simply traverse the median island as most sedan based

vehicles do not have the vertical clearance required.

The Council is supportive of this Police request, as it will assist with improved Police

response times in the Randwick and Botany Bay council areas. It is suggested that the

proposed slight lowering of the median traffic island be also accompanied by a ‘No U-

Turn’ sign. It should be noted that NSW Road Rule no.305 provides for exemptions

from the road rules for the driver of a Police vehicle, in certain circumstances. Under

NSW Road Rule 305 Police on an urgent call-out would likely be exempt from the

signposted No U-Turn control.

Traffic Committee Recommendation:

That:

1. It be noted that the Traffic Committee raises no objection to the proposed slight

lowering of a section of the Maroubra Road median traffic island, opposite

Robey Street, Maroubra; and

4.23 MOVERLY ROAD / ANZAC PARADE, MAROUBRA (M) Signage Parking

The Lycée Condorcet International French School at Moverly Road, Maroubra, has

commissioned an examination of its traffic and parking requirements.

The study has resulted in proposed alterations to certain parking restrictions on the

southern side of Moverly Road, between Anzac Parade and Loch Maree Street, and, the

eastern side of Anzac Parade, between Moverly Road and Storey Street.

At the time of preparation of this Agenda the final detailed plans of the proposed

parking changes were not available. They will be made available to the Voting

Members as early as possible and will be incorporated within the Minutes of the Traffic

Committee meeting.

Mr Lehmann (RCC) tabled the plans as submitted by the French School’s traffic

consultant. After some lengthy discussion and in consideration of the concerns of the

STA, with regard to moving a school bus service from a local street onto a state

arterial road, it was agreed that a meeting should be held to discuss the proposal

further.

Traffic Committee Recommendation:

That a meeting be held to discuss the proposed parking alterations in Moverly Road

and Anzac Parade; with the Police, STA, RMS, Transport for NSW, and school

representatives being invited.

4.24 ROBEY STREET, MAROUBRA (M) Signage Parking – Works Zone

(D2259655-LM) (AD) The Council has received an application from Trinity Constructions P/L for a 29 metre

long works zone to be installed on the eastern side of Robey Street, Maroubra along

the frontage of nos 1-3.

The works zone is required to facilitate construction works for approximately nine

months and is intended to operate from 7:00am-5:00pm Mondays to Fridays and

8:00am-4:00pm on Saturdays. The kerb space at this location is currently

unrestricted.

In December 2013 Randwick Council received a request for a permanent alteration to

the traffic flow pattern on Runic Lane and Hannan Lane, and a permanent road closure

of Runic Lane between Hannan Lane and Anzac Parade. This Traffic Management Plan

(TMP) has been considered by Roads and Maritime Services.

As the works to close the section of Runic Lane with bollards is ready to commence the

installation of directional signage and pavement arrows support the TMP must be

considered. Shown below is a signage plan to inform motorists of the altered traffic

flow pattern identified in the TMP.

6. Urgent Matters or Matters for Future Investigation

6.1 VIRGINIA STREET / BAKER STREET, KENSINGTON (H) Development Application – Transport Comment

(DA/536/2014-TL) (AD)

Local residents, Mr John Carter and Mr John Procopiadis, attended the Committee and

regarding the proposed child care at 2 Virginia Street (corner of Baker Street). They

raised a number of issues including:

Likely poor parking behaviour in the area due to the “half-pipe” configuration of

the gutter along the northern side of Baker Street.

The current lack of a bus service and the removal of the previous bus service.

A request for a trial of bus manoeuvres around the subject corner, with the

proposed kerb nibs marked up and delineated on site.

The likely behaviour by parents and guardians in removing their smaller

children from the driver’s side rear door resulting in a possible unsafe situation

given the central islands painted at this location.

The necessity for local residents to move their cars prior to 7:15am due to the

proposed 15 minute parking restrictions.

The use by many motorists of the Virginia / Baker Streets route, as a “rat run”

to avoid the Lenthall Street / Todman Avenue traffic signals.

Mr Lehmann detailed the condition imposed by the Land and Environment Court

relating to the kerb nibs proposed. He clarified that an Occupation Certificate could

not issued until all works associated with the proposed kerb nibs were completed.

It was agreed that Council would inform Mr Carter and Mr Procopiadis on the progress

with regard to the proposed kerb nibs and invite them to the relevant Traffic

Committee meeting at which they will be discussed.

Traffic Committee Recommendation:

That Mr Carter and Mr Procopiadis be kept informed of progress with regard to the

proposed kerb nibs associated with DA/536/2014 at 2 Virginia Street, Kensington.

6.2 GLOUCESTER PLACE / TODMAN AVENUE, KENSINGTON (H) Road Safety - Intersection

Mr Cook, local resident, informed the Committee of his concerns regarding the ability

of residents (and others) to safely turn out of Gloucester Place into Todman Avenue.

Mr Lehmann stated that he had investigated this matter and that it may be quite

difficult to easily address the residents’ concerns. He stated that whilst a “seagull”

intersection treatment (similar to the Brompton Road / Todman Avenue intersection)

may seem appropriate, it would be expensive; particularly given that Gloucester Place

services only some 200 dwellings. He reminded the Committee that there were many

T-junctions intersecting with busy collector roads within the Council area and that it

would be difficult to modify all of these intersections. He also advised that his

examination of the crash history of this location had indicated that this intersection

was performing well, from a road safety perspective.

One matter which Mr Lehmann did raise was that it was his observation, also

supported by numerous photographic sources, that vehicles often parked in Todman

Avenue close to Gloucester Place.

Mr Procopiadis stated that he had often observed vehicles parked in Todman Avenue

close to Duke Street.

Traffic Committee Recommendation:

That:

1. A report be brought back to this Committee with regard to vehicles parking in

Todman Avenue, too close to the intersection with Gloucester Place and too

close to the intersection with Duke Street, and

2. The Gloucester Place / Todman Avenue intersection be closely considered when

any adjustment to linemarking or other changes are considered for Todman

Avenue.

6.3 CLOVELLY ROAD, CLOVELLY (C) Signage Parking – Bus Zone

Mr Graham (STA) informed the Committee that it was his recollection that the

Committee had agreed to adjust the Clovelly Road, west of Keith Street, bus zone once

the adjacent Works Zone was removed.

Traffic Committee Recommendation:

That the possible extension westerly of the Clovelly Road, west of Keith Street, bus

zone, be reported upon at a future Traffic Committee meeting.

6.4 BOTANY STREET, RANDWICK (C) Traffic Device – Traffic Signals

Ms Moustacas (UNSW) enquired of the Committee as to the processes involved in

having installation of traffic signals approved in Botany Street, at the recently

relocated Gate 11.

Following discussion it was considered that discussions between UNSW and Randwick

Council should be undertaken to further this possible installation. Mr Hind (RMS)

stated that he would discover the appropriate steps which need to be taken in order to

have traffic signals approved at this location.

Traffic Committee Recommendation:

That the information be received.

6.5 HIGH STREET, RANDWICK (C) Signage Parking – Bus Zone

Ms Moustacas (UNSW) enquired as to the current status of the proposed relocation of

the High Street bus zone, from near Anzac Parade to a position west of Gate 2. Mr

Rosadi informed the Committee that, just this morning, he had received advice from

the Council’s signage crew that they had undertaken the necessary Bus Zone signage

work to facilitate the proposed bus zone relocation.

Mr Graham reminded the Committee members that, given the complexities involved

with geocoding bus stop locations, in association with the Opal card system, it was his

advice to not finalise this relocation until further advised by Transport for NSW.

Traffic Committee Recommendation:

That the previously approved bus stop relocation in High Street, west of Anzac Parade,

be undertaken as soon as possible.

7. Schedule of Conditions

The following standard conditions may be referenced within these papers.

7.1 WORKS ZONES That:

a. The applicant be informed that if they intend to use traffic controllers for

activities associated with the Works Zone, such activities must comply with

a formal Traffic Control Plan (to be held on site following preparation by

person/s with the appropriate RMS authorisation) and that any traffic

controllers utilised must have current appropriate accreditation from RMS;

b. The Council be given authority to replace the Works Zone with a No

Stopping zone if the operator (or their sub-contractors): i. compromise pedestrian safety, or

ii. add significantly to traffic congestion in this area

iii. allow access/egress to/from the site which creates

safety concerns or traffic flow delays, or iv. does not ensure that the Council fees payable for this

private use of the public road are met,

with the zone being reinstalled once the issue of concern is

properly addressed;

c. The Council Rangers enforce the restriction; and

d. Authority be given to the Council to remove the Works Zone and reinstate

the previous restrictions, when the applicant advises that it is no longer

required.
