Aim & Objective of this training Programme: To provide conceptual understanding
of Disaster Management and role of NGO’s/CBO’s and other stake holders. And to
strength capacities of all responders involved in emergency management to adapt to an
integrated and organizational structure.

Introduction:
Three days training programme on “Community based Disaster
Preparedness for PRIS/Civil Defense/ Home Guard/ Red Cross/ NYK/
NSS/NCC/CBOs/CSOs/NGOs” was organized by collaboration of District Disaster
Management Authority, district Hamirpur & United Nation Development Programme,
on 18th, 19th & 20th of October, 2016 at Conference Hall of BDO Office, Sub Division-
Nadaun, District- Hamirpur. 20 participants representing the various line departments
participated in the three-day course. The main objective of the course was to strength
capacities of all responders involved in emergency management to adapt to an
integrated and organizational structure.
At the outset of the training program, District Coordinator, Samiksha Sharma, gave
welcome speech and welcomed the SDM Nadaun and BDO Nadaun, District Hamirpur,
and participants from various departments of the district. She briefed about the 3 days
training programme to the participants.
SDM, Nadaun, gave the inaugural address. He emphasized on the need of such types
of training at Sub-Division Nadaun, district Hamirpur to have conceptual knowledge
about disaster management and get trained PRIs & various other line departments in
their respective roles.
During the training programme, IEC material is also distributed among participants
published by District Disaster Management Authority, Hamirpur in the form of
Brochures, Calendars & Posters.

Day 1
Conceptual Clarity over Disasters
The objective of this session was to provide the fundamental information
about disasters to the participants. The session was handled by Ms. Samiksha
Sharma, Training and Capacity Building Coordinator, Hamirpur. The session starts
with a documentary on Nepal Earthquake 2015 and by showing pictures of such past
incidents occurred to inculcating a culture of preparedness through quick response,
strategic thinking and prevention mechanisms to attain the best possible results from
available resources among participants. The detailed lecture was provided to the
participants about the Disasters, Hazard, Risk, Vulnerability and Capacity of Hamirpur
district. The Disaster Management Cycle and what the necessary steps should be
taken in every phase of Disaster Management Cycle. Structural and Non Structural
Mitigation Measures and a practical exercise was conducted on Mitigation
Measures.
She also described participants about the Institutional Structure in Disaster
Management and agencies that deals with what kind of disasters. A well discussion on
what kind of disaster risks in Himachal Pradesh focused on district Hamirpur. A hand
on exercise was also conducted on HRVA.
After tea break, Ms. Samiksha Sharma also described the participants
about “Concept of Community based Disaster Preparedness”, “Need of CBDP”, &
“Components of CBDP”. She described “Why CBDP” i.e. they easy to reach, community
based organizations facilitates activities, other communities can be formed to
describe work & development plan for the villages can be integrated smoothly.
Mr. Mrinal K Nath described the Role of NGO’s/ CBO’s/ CSO’s others in the overall
scheme of developmental agenda as well as in disaster risk reduction. The detailed
overview was provided by Mr. Mrinal K Nath why the community important in
disaster management. How the NGO’s, CBO’s, Panchayat Raj, Youth Clubs and other
organizations helping to minimize the risk of disasters.
Day 2
Participatory Rural Appraisal (PRA)- Process and tools
On Second Day, Mr. Mrinal K Nath started the session with Participatory
Rural Appraisal (PRA). The lecture on Participatory Rural Appraisal was presented with
friendly and easy to understand presentations. How Participatory Rural Appraisal
works and what are the tools that help in PRA. Mr. Mrinal K Nath discussed with the
participants about introduction of Panchayati Raj institution, how PRIs related to
disaster management on special focus to DRR & role of PRIs bodies and what PRIs
member need to do. Along with lecture on this topic he also describes very well by
showing a small documentary on “Why PRIs in Disaster Management” & how can PRIs
help in disaster management during pre-disaster, during disaster & after disaster.
Mrinal K Nath also discussed with the participants about the DRR & Gram Panchayat
DRR in Block level, DRR in Zila level. Mrinal K Nath also discussed with the participants
about the importance of “what PRI members need to do before a disaster, during a
disaster & after disaster”.
Mrinal K Nath also discussed with the participants about the village level plans village
disaster management committees by lecture & exercise method.
And described how we make Village Disaster Management Plan that helps us during
any calamity or disaster. During this session the resource person talk about VDMP,
how to develop VDMP, parts of VDMP, DM teams & family disaster management plan,
home hazard hunt, Sample family emergency kit.
And also described to the participants about how to do “Vulnerability analysis” by a
problem tree to identify causes & effects. Described about “Capacity analysis” done
by Venn diagramme, “Hazard assessment” by transect walk, “Response plan” by DM
teams.
Field Exercise was conducted at Bela Panchayat, sub-division Nadaun with the help
of BDO, Nadaun & Pradhan of Bela Panchayat to understand the PRA tools in Village
Disaster Management Plan. How we use various PRA tools in Village Disaster
Management Plan.
After field visit, Group exercise and discussion was conducted to understand the
importance of PRA tools in Village Disaster Management Plan.

Four teams were constituted by both of Resource Persons i.e. 1st team identified
“Hazards” in Bela Panchayat, 2nd team identified “Risk” present in Panchayat Bela, 3rd
team identified “Vulnerability” in Panchayat Bela & 4th team identified “Capacity” in
Bela Panchayat.
DAY 3
Indigenous knowledge and practices
On starting of the day 3, recap session of about 15 minutes was done to
review knowledge gained by participants. A lecture was provided by Ms. Samiksha
Sharma on Disaster Risk Reduction, Climate Change Adaptation, and Sustainable
Development in India.
The group exercise for participants on “DM tool Kit” was done. The participants are
divided into four groups and made teams i.e. “First aid team, Search & rescue team,
Shelter team & Fire safety team” and were asked to go for shopping to purchase items
required for their team. The outcome of the exercise is that participants were able to
identify the kind and type, use of resources/equipment’s required for their respective
team.
Mr. Mrinal K Nath was provided lecture on Integrating DRR and CCA into planning at
grassroots -scope and identification of entry points in deeply to the participants, also
provided lecture on Humanitarian Principles, Code of Conduct and Minimum
Standards in Disaster Relief to the participants.
At the end of session, he described to the participants about Structural risk mitigation
by lecture, pictures and a documentary on “how tectonic plates moves inside the
earth crust”. And provide valuable information on “Architectural Consideration” and
talk about building designs, lack of confinement, Seismic designs & construction
techniques used. And gave practical information on “what we should do & when”
during an earthquake, fire & lightning.

At the end of the 3 days training programme, SDM, Nadaun & BDO, Nadaun
