Announcement and Call for Application

This information is intended for institutions and individu-

als interested in the InWEnt Training Course “Strengthening

Macroeconomic Policies” (MPS+) due to start in September 2010.

The course announcement provides details on the programme,

admission requirements and organisational issues.

What are the course objectives?

The MPS+ Programme supports the capacity building of key insti-

tutions for macroeconomic and fiscal governance in the People’s

Republic of China and Vietnam. The objective of the Programme

is to enable participants to design and advice on a monetary and

fiscal policy that takes national, regional and international macro-

economic policies and objectives into account and contributes to

national development goals.

How is the training structured?

The general learning objective of the MPS+ Programme is to pro-

vide advanced and interrelated knowledge and skills with regard to

macroeconomic policies in the international context. The course

programme comprises five modules:

– Module 1: Monetary and Fiscal Policy

– Module 2: International Financial

Markets and Systematic Stability

– Module 3: Trade Theory and Policy / Economic Integration

– Module 4: Development Strategies

– Module 5: English Writing and Presentation Skills

Each of the modules 1 – 4 presents respective economic theo-

ries and discusses their value for policy design. The Module 5 on

English supports the participants in improving their writing and

presentation skills by addressing specific individual needs.

After the completion of the 10-weeks course phase, participants

stay on for a 2-weeks study tour in Germany to learn more about

institutional arrangements for the implementation of mone-

tary and fiscal policies. Therefore, key financial institutions in

Germany will be visited.

Who conducts the lectures?

Since 2009, the lectures and seminars for the modules are con-

ducted by the Centre for European Economic Research (ZEW) in

Mannheim/Germany. Mannheim is located closeby Frankfurt at

Main which is the most important financial centre of Germany.

Within 15 years since its foundation, the ZEW became one of

Germany’s leading economic research institutes, and enjoys a

strong reputation throughout Europe. Its outstanding research has

established the ZEW as a competent peer in the scientific com-

munity and as a highly demanded provider of economic policy

counselling among German federal and state ministries and the

European Union Commission.

Which kind of working methods will be applied?

The course will be conducted in English and will use interactive

lectures, seminars, discussions and exercises. International lectur-

ers and experts will provide inputs to the modules. Strong empha-

sis will be put on practical work and intensive tutoring. The par-

ticipants will have to write a research paper on a topic relevant for

the participants´ area of work.

Upon completion of the full programme and passing an exami-

nation, participants will be granted a Certificate of Attendance.

Who is eligible to participate?

The MPS+ programme is designed for young professionals from

financial sector institutions, Ministries of Finance/Economy and

other relevant research, policy and academic institutions mainly

from the People’s Republic of China and Vietnam.

MPS+ participants are selected according to following criteria:

– An above average academic degree;

– At least 3 years working experience in financial insti-

tutions, Ministries of Finance/Economy or other rel-

evant research, policy and academic institutions;

– Being responsible (or becoming responsible in the near

future) for tasks directly related to design or advice on

Monetary/Fiscal or related Macroeconomic Policies;

– Good command of English, having at least the

ability to actively take part in a lecture held in

English, and to express oneself in speaking;

– Having the potential to pass the acquired knowledge and

skills on to others in the respective professional environment;

– Commitment to employ one s skills in the interest of

national and international development and sustainability;

– Age of 26 – 38 years (with exceptions if jus-

tified by special circumstances).

How to apply for the training course?

The application process includes two steps:

– Submitting CV and motivation letter

– Interview

For the course starting in September 2010, CVs and motivational

letters must be submitted latest by 3 May 2010 to Ms. Margit

Marschall (Email: [email protected]).

What are the organisational and financial arrangements?

The course fee for participants from amounts to € 4,000 and is

payable to InWEnt in advance by the sending institutions (usually

the participants´ employers). International travel costs have also to

be borne by the sending institutions. Countries with a per capita

GDP below a certain threshold are exempted from the course fee.

InWEnt will cover the cost of the training course, provide accom-

modation and a monthly allowance for the cost of living in

Germany. In addition, a health insurance for the stay in Germany

as well a season ticket for public transport during the period of the

course will be provided.

Centre for European Economic Research (ZEW)

The Centre for European Economic Research (ZEW) in Mannheim

is a nonprofit and inde-pendent institute. Founded in 1990, the

ZEW pursues four key objectives: conduct research of the highest

quality; provide exceptional economic policy advising; train young

economists, and inform the professional and lay public.

The high quality of ZEW‘s research work was confirmed in 1998,

when the German Council of Science and Humanities evaluated

the ZEW and recommended its inclusion in the joint state and
