Introduction:
Training on “Safety and Security Issue for Female Journalist” was take place from
March 16 to 18 2017 at Centre for Disability in Development (CDD) Genda,
Saver. The training program was organized by ICS (Institute of Communication
Studies) with support from UNESCO Dhaka Office.
16 Female Journalist from print, online and broadcast media participated in the
training. The aim of the training was to improve safety for female journalists by
media professionals and challenges and barriers to implementation of best practice.
Aim and Objective:
The Aim of the Training: The aim of the training was to provide information on
basic Identify the best safety and security methods and techniques for female
Journalists base on standard guideline.
The Objectives of the Training:
The workshop objectives were to;
o Conduct training on safety and security issues for female journalists;
o Gender and protection of journalists
o Describe the difference between risk, threat and vulnerability;
o Identify the threats facing their media house or journalists;
o Describe UN Plan of Action on the Safety of Journalists;
o Carry out a simple risk assessment; and
o Consider practical ways of reducing the risk.
Participants:
The training was intended to organize for the female journalist from different
media organizations. A total of sixteen participants were take part in the training.
The participants were almost homogeneous group in terms of understanding about
the issues and nature of working.

Ms. Mahbuba Begum, Social Development Expert who has a vast experience of
conducting workshops for over ........ years, played the role of co-facilitator of the
Training. And Mr. Zahid Hossain News Editor, Independent TV and Ms. Supriti
Dhar Editor, Women Chapter were conducted the training. Besides, Mr.
Shashanka Sadi, Independent Security Consultant was invited to discuss on the
topic in a separate sessions.
Training Programme
Institute of Communication Studies (ICS) and UNESCO jointly organized the
training programme “Safety and Security Issues” For Female Journalists at Centre for Disability in Development (CDD) Genda, Saver. It was held at16th to 18th March 2017 .

Opening: All the participants had started their journey from Dhaka to Saver after
lunch then the training programme was open at Thursday, March 2016, at 6pm at
Centre for Disability in Development (CDD) Genda, Saver.
Shameem Ara Seuli, Executive Director, (ICS) welcomed all to participate the
training “Safety and Security Issues”For Female Journalists.
Social Development Expert and Lead trainer of the training programme Ms.
Mahbuba Begum, Introduced herself and asked the participants and the trainers to
introduce themselves. She also prepared the ground rules of the training.
DAY-1: Thursday, 16 March 2017
The Session on the concept of both Introduction and overview “The UN Plan of
Action on Safety of Journalists and the Issue of Impunity in Bangladesh and
National and International instruments for protection of Journalists were discussed.
A handout was provided in Bengoli to all participants.
DAY-2: Friday , 17 March 2017
Review previous day, basically 2nd was for preparation of Protection Mechanisms
in related to national, regional and international Guideline or standers and mock
presentation on the programme of Concept of Gender and Gender Needs. The day
session opened with an ice-breaker and fun activities. Then facilitator asked
participants to write their feeling about previous day’s sessions and Grope work.
Necessary step for dealing/Steps to address – group A- -Sexual Harassment
1. Complaints box
2. Sexual Harassment Prevention Committee (gender sensitive and neutral)
3. Written employment codes of conduct and rules to prevent sexual
harassment.
4. Government regulations / broadcasting policy to ensure the safety
connecting specific rules
5. C system for surveillance cameras to take office
6. Counseling men's and women's co-workers to be aware of gender
7. Official and legal penalties if found guilty of sexual harassment, and apply
8. Victim Support System and safety for victims of physical, psychological and
official
9. Prevention of sexual harassment to create class in public and private groups
10. The owner of the Counseling and policymakers at the level of sexual
harassment prevention and remedies
11. In public and private sector to take the initiative for psychological
counseling and legal assistance of victims.

Other risk for Women journalists
1. Insecurity in Transportation systems, especially at night
2. Mental and spoken torture by desk heads Inside the office
3. Firing from job without any rules and notice to claim disqualified.
4. After publication the news, women journalist faces threat and office don’t
take the Responsibility. Then it becomes personal, what should do in that
case?
5. They are justified by the beauty of face and figure, as per male colleagues
6. Male colleagues comments as a female they are getting extra facilities
7. Why women will do desk work? Why not in the field?
8. Physical Assault by senior officials.
9. After returning from maternity leave to lose previous work space and
financial exploitation
10. Panic at any time of layoffs
11. To cover the events on the night of the fire victims of sexual assault
12. Treat as a women in the workplace
13. If boss do not like, it impact in the Professional Life

Recommendation:
Recommendations came from the participants are listed below:
At first identify natural and human made threats, and find out specific risk
of fire defending, first aid, cyber crime defend techniques practically.
Need to take action at top-level as per the recommendation.
Require more subjective training for the professional journalists.
This types of training is very helpful for journalists, and another thing
should add that how to take care yourself as a human being.

This training is very good and we learn many things from it so that we need
more training about this subject.
It will help for our carrier and we need more training like this and it will
better if possible to interaction the media managers at an open discussion.
This training has lot of learning and it should be regular because we need it.
This training should not be only as a course, it must be applied at
professionally. For this we need these types of training more.
It will better if use some equipments practically for the safety issue, hope in
future it will.
We need this training more.
Conclusion:
Journalism is a very challenging job and it is more challenging for female
journalist. Present situation is improving but it’s a long term process. So it is not
practical to expect only three day training can make any changes no doubt, the
training enriched participant’s knowledge, and some technique. Participants have
great enthusiasm but they need more training.
Most of the participants were of the view that the training was very relevant to
their work. The evaluation of the participants indicated that the training was
successful. To a large extend the objectives of the training and expectations of
participants were met.
The Training was closed by Shameem Ara Seuli, Executive Director, (ICS), She
wishes to expresses her gratitude to participants for their great enthusiasm. She had
given thanks to UNESCO, Resource Persons for their all effort that make the
Training programme program successful.
