Vol 10 Issue 2 MAY 2016
On two occasions in 2016 UDO has engaged researchers and practitioners with the goal of exchanging ideas between those researching the brain development of our youth and those ldquoin the weedsrdquo doing the day-to-day work of educating counseling and mentoring youth These opportunities provide practitioners with insights on the function of young brains and how that function influences outcomes for youth in multiple life events But these opportunities also provide researchers insight about the challenges of practitioners in accessing and applying brain research within the constraints of specific programs and systems Both researchers and practitioners benefit from the exchange and encourage child-serving organizations to reach-out to researchers to begin this important dialogue
At the 2016 National At Risk Education Network (NAREN) Conference in March Dr Jennifer Skeem of the University of California-Berkeley provided a summary of her research on the intersection of mental health and the juvenile justice system[i] Noticing that youth with mental illness were over-represented in the

juvenile justice system Dr Skeem directed her research toward identifying risk reduc-tion interventions for adolescents with behavioral and emotional problems Dr Skeem centers her research in the question ldquoWhat is the real problemrdquo and utilizes the resulting problem identification to inform policy and practice In her presentation at NAREN Dr Skeem shared research on interventions that help high-risk high-need youth from becoming high-risk adult offenders Dr Skeem cautioned about overuse of the ldquodeficit modelrdquo of adolescent brain development that emphasizes immature frontal lobes as the source of most adolescent troubles Instead she urged adults to see the developing frontal lobes as a significant benefit because of the flexibility provided for growth and change Dr Skeem urged practitioners to not give up in their efforts to help adolescents as this period of flexibility lasts into early adulthood Learning Summit Connects Providers and Researchers On April 29th UDO partnered with the Sacramento County Probation Department to host a one-day workshop Inside the Adolescent Brain Connecting Providers with Researchers Focused on juveniles involved with the court system the workshop offered presentations by Dr Elizabeth Cauffman of the University of California-Irvine[ii] and Dr Ronald Dahl of the University of California-Berkeley[iii] Dr Cauffman provided intriguing research on how intake assessments and referrals by juvenile probation officers influenced outcomes for juveniles engaged in the Orange County (CA) system If these juveniles were assessed to have ldquoa problematic homerdquo and it was determined that parents ldquodisapproved of the juveniles friendsrdquo then the juvenile received harsher sanctions than those found not to have those issues Instead of receiving sanctions and dismissed from court or sent to pre-court diversion youth with these assessments were more likely to be sent to the District Attorney for prosecution and more likely to be re-arrested than those not assessed for these problems Dr Cauffman also shared that most adolescents grow out of criminal activity as they mature and that punishing adolescents as adult criminals does not appear to act as a deterrent to criminal behavior ldquoSpiralsrdquo of Emotion Dr Dahls address centered on the profound changes during adolescence in social motivations social context and social roles He noted that adolescents were particular-ly sensitive to ldquosocio-evaluative threatrdquo like embarrassment humiliation disrespect and ldquoself-conscious emotionsrdquo like admiration respect and status These emotionally-laden context provided opportunities for ldquospiralsrdquo of emotion that heavily influence
Dr Skeem cautioned about overuse of the ldquodeficit modelrdquo of adolescent brain development that emphasizes immature frontal lobes as the source of most adolescent troubles Instead she urges adults to see the developing frontal lobes as a significant benefit because of the flexibility provided for growth and change Dr Skeem urged practitioners to not give up in their efforts to help adolescents as this period of flexibility lasts into early adulthood

adolescent behavior These spirals could be ldquonegativerdquo and manifest as excessive risk-taking substance use aggression violence and criminality But most important these spirals can be positive manifesting in adaptive exploration mature long-term goals and social competence Dr Dahl expressed his view that the adolescent brain should be viewed as exquisitely designed for high-intensity self-motivated learning and that adults can effectively leverage the powerful desire of adolescents for being valued respected and admired into effective interventions in the classroom courtroom and home Different Yet Connected With a Common Goal While researchers and practitioners use different approaches speak different languages and adapt to different constraints we are all committed to finding ways to improve outcomes for our children and youth Candidly our outcomes need improvement Consider this quote used in Dr Dahlrsquos presentation
ldquoThe United States spends about a BILLION dollars a year on programs to counsel adolescents on violence gangs suicide sex substance use and other potential pitfalls Few of these workrdquo minus David Dobbs Beautiful Brains National Geographic (October 2011)
While it takes work from both sides to make engagement happen connecting researchers and practitioners promises more informed efficient and effective services for our children and youth I hope yoursquoll reach out and contact your local scientist Good things await you
