Introduction

Transform is led by the Transport and Logistics Workforce Advisory Group Queensland (TLWAG-Q) to deliver through Workforce Futures, a state-wide industry framework which focuses on building an available and highly skilled workforce. Within this, transport, logistics and supply chain development hubs provide the basis for connecting with industry to strengthen workforce capability throughout Queensland. Workforce Futures continues to be accessed by industry with 250 downloads of the strategy document between October and December 2011. TLWAG-Q and Transform have continued to progress four actions identified in Workforce Futures:

Action 1 - Establishment of a framework for nine transport, logistics and supply chain development hubs (completed) Action 2 - Establishment of partnerships and connectivity at local and state levels Action 3 - Utilisation of enhanced information about industry needs to inform programs and initiatives Action 4 - Support of industry through practical resources and internal leadership.

Transform continues to deliver on the above actions with targeted initiatives and projects driven by the following strategies: 1. Connectivity 2. Diversity 3. Industry Awareness 4. Skilling 5. Workforce Development.

The TLWAG-Q report details progress against each strategy and provides an overview of Transform’s activity across Queensland.

Key achievements for November 2011 – January 2012 quarter This quarter has seen the internal relocation of Transform from Corporate Governance Division to Rail, Ports and Freight Division within Transport and Main Roads. This move, which occurred in November 2011, provides a better alignment for our industry related functions and enhances Transform’s ability to support the transport, logistics and supply chain industry to strengthen its workforce capability. We continue to use the same model to deliver our work, so there has been no disruption to TLWAG-Q or any of the industry projects underway. Key achievements for the quarter include:

• Torres Strait Island Maritime Industry Forum – a forum was held on 6 December 2011 to discuss workforce capability strategies. Local Indigenous owner operators attended and workshopped discussions around a possible Maritime Industry Expo, industry tours and a reference committee.

• Skilling Queenslanders for Work 2011/2012 program – The first program commenced in Ipswich on 3 January 2012 with a specific focus on school bus drivers, and has been completed. The second program, focused on freight, and commenced in Ipswich on 30 January 2012. The whole program will provide 86, under or unemployed people, with industry skills and the opportunity to gain a heavy vehicle licence and will be delivered in seven locations across the state..

• Transition 2012 – a funding submission has been made for a $1 million program to deliver training for around 400 people based on Skills Queensland funding skill sets with three clusters: Passenger Transport – New Entrant; Freight Transport – New Entrant; Multi-Combination – Existing Driver.

• Transition, Gladstone – we established a skilling program in Gladstone which trained 16 under/unemployed participants. As a result, 14 participants received their Heavy Rigid licence (as at 14/12/11) and two participants (including one female) were employed on completion, with other industry introductions currently being undertaken.

• Skilling Solutions Queensland (SSQ) – facilitated Recognition of Prior Learning (RPL) partnership with Simons National Carriers and Metropolitan South Institute of TAFE; also facilitated RPL with two Women Moving Forward participants.

Connectivity

Torres Strait Island Maritime Industry Forum

Purpose: Connect maritime operators and industry stakeholders in Torres Strait Island area to strengthen workforce

capability. Active hubs: Cairns and North

The Torres Strait Island region had been experiencing specific skilled labour shortages in the marine industry. Employers in the region are primarily small and medium enterprises and do not have the capability or experience in-house to lead a regional solution. A forum was held on 6 December 2011 to discuss workforce capability strategies. Local Indigenous marine owner operators, and representatives from the Department of Employment, Economic Development and Innovation, Department of Training and Maritime Services Queensland attended and workshopped discussions around a possible Maritime Industry Expo, industry tours and a reference committee. Transform will provide support to the group to plan the proposed Expo.

Diversity

Women Take the Wheel

Purpose: Increase the attraction and retention of women in the transport, logistics and supply chain industry Active hubs: Brisbane North Trade Coast and Sunshine Coast, Brisbane South SEQ West and Gold Coast, Gladstone, Mackay,

Maryborough and Bundaberg During the quarter more than 10 businesses across Queensland were actively involved with Women Take the Wheel. Transform is currently working with two businesses on targeted individual projects, including scoping a project with a passenger transport company to increase female workforce participation. Achievements for the quarter include: • 50 per cent female participation in Gladstone Transition program • 50 per cent female participation in Brisbane South Transition program • 20 per cent female participation in Transfutures during the quarter Transform met with CILTA on 8 November 2011 to discuss enhancements for its Women Moving Forward program in 2012. Specific feedback was given on how to make the program more relevant and accessible to women in industry.

Industry awareness

Advocacy, marketing and communication

Purpose: Promote awareness of the work of TLWAG-Q and Transform (TMR) Active hubs: All hubs

Achievements for the quarter include: • Representation on the DEEDI Transport and Logistics Economic Opportunity Plan working group. • Industry Skills Body for Skills Queensland. • Continued influencing with the Transport and Logistics Industry Skills Council (TLISC) to improve national training packages

for industry. • Reviewed and endorsed four user choice applications to deliver training to industry in Queensland. • Transform’s initiatives and projects received significant positive media coverage over the last quarter with 11 news stories in

industry publications and regional media. • Coordinated sponsorship of the Queensland Bus Industry Council (QBIC) for 2012. • Coordinated Sponsorship of the Queensland Trucking Association (QTA) for 2012. • Coordinated a tour of Coles Logistics Distribution Centre, at Forest Lake, for 15 students from Milperra State High School to

expose them to industry and career opportunities. Four of the students went on to complete induction at Coles Logistics to start casual work.

Skilling

Skilling Queenslanders for Work

Purpose: Increase the supply of entry level skills and labour into industry throughout Queensland Active hubs: Cairns and North, Townsville and North West Minerals Province, Rockhampton and Central West Basin,

Gladstone, Southern and Darling Downs, Brisbane South SEQ West and Gold Coast

Transform continued to deliver the Get into Transport and Logistics program in partnership with the Department of Employment, Economic Development and Innovation (DEEDI). Achievements for the quarter include: • Completion of 2010-11 program delivery involving 100 participants, with 87

employed as at December 2011. • Roll-out of the 2011-12 program commenced in Ipswich on 3 January 2012 with

a specific focus on school bus drivers, and has since been completed. • The second course focused on freight and commenced in Ipswich on 30

January 2012. The whole program will be delivered across seven locations across the state and will provide 86, under or unemployed people, with industry skills and the opportunity to gain a heavy vehicle licence. The program will run in: � Cairns (11 participants) � Townsville (10 participants) � Rockhampton (10 participants) � Gladstone (10 participants) � Toowoomba (10 participants) � Brisbane South – Logan (20 participants) � Ipswich (15 participants).

Transition

Purpose: Skill new entrants for the transport, logistics and supply chain industry throughout Queensland Active hubs: Gladstone; All hubs proposed for pending submission

This quarter saw the completion of a Transition licence upgrade program hosted at the JJ Richards site in Gladstone. As part of the program, 14 under/unemployed participants received their Heavy Rigid licence and two (including one female) went onto employment with JJ Richards in Gladstone. Other participants are currently meeting with other employers. Additional achievements for the quarter include:

• Completion of a funding submission to Skills Queensland for a $1 million program which proposes to deliver training for around 400 people in three clusters: Passenger Transport – New Entrant; Freight Transport – New Entrant; Multi-Combination – Existing Driver.

Workforce development

People Plus

Purpose: Support small to medium businesses to effectively attract, retain and manage their workforce Active hubs: All hubs

This quarter saw the continued promotion and distribution of People Plus in both hard and soft copy format, as well as the development of an accompanying business workshop. Transform continued to work with four businesses across three hubs on specific People Plus initiatives. People Plus supports small to medium businesses to: 1. Attract people to their business 2. Recruit the right people 3. Keep their best people 4. Actively manage their ageing and exiting workforce. Achievements for the quarter include: • Distribution of 113 hard copies of the resource across eight hubs and interstate

(between November 2011 and January 2012) and more than 310 hard copies to date. • 215 downloads of the complete document between October and December 2011. • More than 12 media clips to date on the People Plus resource or workshops. • Assisted in the targeted recruitment of a 3PL Manager for a transport company

following a cultural survey and action plan. • Scoping continued for the People Plus regional workshop series in 2012.

Workforce development

Transfutures

Purpose: Connect tertiary students with opportunities in the transport, logistics and supply chain industry Active hubs: Brisbane North Trade Coast and Sunshine Coast, Brisbane South SEQ West and Gold Coast

The Transfutures program has operated throughout two hubs this quarter and has engaged eight businesses and 10 young people. Achievements for the quarter include: • Two students were placed in Summer School pre-graduate internships (to

be completed by end of February 2012). • Placing five students in internships for Semester One 2012. Further scoping is underway for the 2012 expansion of the program.

Purpose: Provide an industry profile for businesses to use in comparing their performance and identifying areas for

improvement Active hubs: All hubs

This quarter saw the continued promotion of Workforce Gauge 2010 Report to industry. The report captures results across four areas: 1. Industry profile 2. Workforce profile 3. Workforce management 4. Recruitment and retention. Achievements for the quarter include: • 160 downloads of the report from October to December 2011.
