    Introduction

    The Des Moines Area Metropolitan Planning Organization (DMAMPO) serves as the Des Moinesmetropolitan areas long-range transportation planning body. The DMAMPO includes sixteenmember cities: Altoona, Ankeny, Bondurant, Carlisle, Clive, Des Moines, Grimes, Johnston,Mitchellville, Norwalk, Pleasant Hill, Polk City, Urbandale, Waukee, West Des Moines, and WindsorHeights; one associate, non-voting, city: Cumming; and includes unincorporated portions of fourmember counties: Dallas County, Madison County, Polk County, and Warren County. TheDMAMPO carries out its transportation planning responsibilities in cooperation with the IowaDepartment of Transportation (DOT) and the Des Moines Area Regional Transit Authority(DART).

    DMAMPO membership and voting privilege is open to local governments wholly or partially withinthe DMAMPOs Planning Area. Both cities and counties possessing a threshold population of1,500 may be DMAMPO members. The Iowa DOT, the DART, the Des Moines InternationalAirport (DMIA), the Federal Highway Administration (FHWA), and the Federal Transit

    Administration (FTA) serve as non-voting, advisory representatives on the DMAMPO.

    The DMAMPO Transportation Improvement Program (TIP) is an annually updated list of federalfund eligible transportation projects in the DMAMPOs Planning Area. It is updated every year andtraditionally covers a three-year period, however since July 2006, the TIP covers a four-year period.State Transit Assistance (STA) and Statewide Transportation Enhancement (Statewide TE) fundsare the only type of state funding shown in the TIP.

    Projects programmed in the first federal fiscal year (FFY 2008) are referred to as the AnnualElement. Projects for the entire four years (FFY 2008-2011) are listed together by FFY and fundingprogram. Funding programs included in the Section 2, Federal Highway Administration Projects,

    include projects that are eligible to receive the following types of funding: Planning funds, SurfaceTransportation Program (STP) funds, STP Transportation Enhancement (STP TE) funds, FederalRecreational Trails funds, Iowas Clean Air Attainment Program funds, Safe Routes to School,Highway Bridge Replacement and Rehabilitation Program funds, Highway Safety ImprovementProgram funds, National Highway Safety funds, Interstate Maintenance funds, and DemonstrationAward funds. Transit funding programs are included in Section 3 Federal Transit AdministrationProjects.

    General Information and Guidelines for the Surface Transportation Program and SurfaceTransportation Program Transportation Enhancement Process

    Passage of the Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) provided a new directionfor metropolitan planning organizations across the United States of America. Passage of theTransportation Equity Act of the 21st Century (TEA-21) in 1997 strengthened this new direction formetropolitan planning organizations. The legislation allows metropolitan planning organizationsmore flexibility in prioritizing surface transportation projects. This flexibility is especially shownthrough the STP and STP TE funding process.

    With passage of the ISTEA legislation, the DMAMPO began developing a process of determiningeligibility, analyzing, and ranking proposed transportation system improvement projects seekingfunding from the DMAMPO with the newly authorized STP and STP TE funds. The DMAMPOhas worked to develop an objective methodology for selecting projects to award funding, utilizing

    specific criteria to measure a number of performance indicators to rank projects in each of the fiveSTP categories. The method utilizes accepted engineering techniques for measuring project needand benefit. The DMAMPO also developed criteria to rank the STP TE projects, dividing suchprojects into one of three categories. By the nature of STP TE projects, this ranking process is lesstechnical and more subjective than the STP project ranking process. Each project that falls within aspecific STP and STP TE category is evaluated on a 100 point scoring system. The DMAMPO onlyconsiders projects for funding that receive 50 points or more from the project evaluation stage.

    The DMAMPOs Transportation Technical Committee (TTC), through its EngineeringSubcommittee, is responsible for all STP project evaluations. The DMAMPO TTC PlanningSubcommittee, along with Metropolitan Trails Planning Committee, is responsible for the STP TEproject evaluations. The DMAMPO TTC Planning Subcommittee specifically is responsible for the

    STP TE Historic Preservation and the Scenic/Environmental project categories. The MetropolitanTrails Planning Committee is responsible for the STP TE Bicycle/Pedestrian facilities projectcategory.

    Initially, the respective subcommittees, along with the DMAMPO staff, review project applicationsagainst the criteria and assign points to each project based on this review. After their respectivereview of applications, the DMAMPO TTC Engineering Subcommittee, the DMAMPO TTCPlanning Subcommittee, and the Metropolitan Trails Planning Committee, forward their projectreview results to the DMAMPO TTC for review on the project applications to go forward in theSTP/STP TE project funding evaluation process. The DMAMPO TTCs reviewed list of projectsgoes to the DMAMPOs STP Funding Subcommittee. The STP Funding Subcommittee holds a

    meeting at which those project applicants with projects that score 50 points or more in the technicalevaluation have the opportunity to make a brief presentation to the STP Funding Subcommittee. Ina subsequent meeting, the DMAMPO STP Funding Subcommittee convenes to allocate the annualamount of STP and STP TE funds to selected projects. The STP Funding Subcommittee forwardsthat list of selected and recommended projects to receive STP and STP TE funds on to theDMAMPO Executive Committee and to the DMAMPO. The DMAMPO ultimately approvesthose STP and STP TE projects for inclusion in the TIP.

    The DMAMPOs STP and STP TE funding process is outlined in the Guidelines for SurfaceTransportation Program and Surface Transportation Program Transportation Enhancement Funding (Guidelines),which are included in Section 1, and begin on page 15. The Guidelines, adopted by the DMAMPO

    and amended as necessary, detail the process for most STP and STP TE funding related issues.

    Surface Transportation ProgramThe intent of STP is to aid public road jurisdiction with funding for any road or bridge projects onthe federal aid system, which includes all federal functional class routs except local and rural minorcollectors. STP is also intended to provide funding for transit capital improvements, bicycle and

    pedestrian facilities, and regional transportation planning activities.

    A proposed project, to be eligible to apply for DMAMPO STP funding, must be included within orconsistent with the DMAMPOs current adopted long-range transportation plan. Roads must be onthe federal-aid system and bridges must be on the federal-aid system. The federal-aid systemcontains all roadways classified as collector or higher under the Federal Functional ClassificationSystem. Bicycle/pedestrian facilities must be on the DMAMPOs adopted bicycle and pedestrianfacilities plan.

    All projects applying to the DMAMPO for STP funding must have a sponsor. Any public agencywith public road jurisdiction, public transit responsibilities, or transportation planning

    responsibilities are eligible to request funding. In the DMAMPO Area, a sponsor may be one of theDMAMPOs member governments, the DART, or the Iowa DOT.

    The DMAMPO sets a maximum funding award amount of 80 percent in STP or STP TE funding ofan individual projects total cost. The project sponsor must provide at least 20 percent of the totalproject cost through non-federal funds. All projects that receive STP funds must follow the SpecialProject Requirementsoutlined in the Iowa DOTs Funding Guide, under the Federal Surface TransportationProgramsection.

    Applications are due on or before 4:30 p.m. on the date specified by the DMAMPO. Applicationsreceived after this date will be considered ineligible for STP or STP TE funding. The Guidelines

    allow for granting of exceptions and exceptions may be granted at the discretion of the DMAMPOExecutive Director, only if the Executive Director is contacted before the established deadline andprovided with a reasonable explanation for the delay in submitting the project application.

    The DMAMPO has four categories for STP projects:

    1. Major Construction. This category has two divisions:Major Construction- Existing Projects are for projects adding capacity for asignificant length of an existing street or highway, or adding lanes to anexisting bridge.

    Major Construction- New Projects are for projects creating a new facility ona new alignment, including new interchanges, or bridge replacement.

    2. Minor Construction. This category is for projects providing spot improvements,such as arterial intersection channelization and signalization, bridge improvements,or railroad crossing signal improvements.

    3. Preservation. This category is for projects that maintain or preserve the existinghighway and street infrastructure, such as pavement resurfacing, pavementreplacement, and bridge restoration.

    Alternative Transportation. This category is for project improvements other thanfor single occupant vehicle (SOV) use, such as pedestrian ways and trails, publictransportation systems, multi-modal facilities, and carpool/vanpool, and othermultiple-occupancy vehicle programs.

    Surface Transportation Program Transportation Enhancement

    The DMAMPO follows the guidance from the FHWA in the administration of the STP TE projectselection. The FHWA has prepared a document, Guidance for Transportation EnhancementActivities, 23. U.S.C. and TEA-21, which may be publicly accessed at the web site:

    www.fhwa.dot.gov/environment/te/guidance.htm.

    The purpose of the STP TE process is to fund the projects or programs related to transportationthat will enhance the environmental, scenic, or cultural quality of a site or an area. A STP TEproject includes any project that qualifies in one of the twelve categories:

    1. Provision of facilities for pedestrian and bicycles;2. Provision of safety and educational activities for pedestrians and bicyclists;3. Acquisition of scenic easements and scenic or historic sites;4. Scenic or historic highway programs (including provision of tourist and welcome centerfacilities);5. Landscaping and other scenic beautification;6. Historic preservation;7. Rehabilitation and operation of historic transportation buildings, structures, or facilities

    (including historic railroad facilities and canals);

    8. Preservation of abandoned railway corridors (including the conversion and use thereof forpedestrian or bicycle trails);

    9. Control and removal of outdoor advertising;10. Archeological planning and research;11. Environmental mitigation to address water pollution due to highway runoff or reduce

    vehicle-caused wildlife mortality while maintaining habitat connectivity;

    12. Establishment of transportation museums.The DMAMPO groups these twelve (12) eligible activities into three categories as follows:

    1. Bicycle/Pedestrian Facilities: Provision of facilities for pedestrians and bicycles; andprovision of safety and educational activities for pedestrians and bicyclists; preservation ofabandoned railway corridors (including the conversion and use thereof for pedestrian orbicycle trails).

    2. Historic Preservation: Acquisition of historic sites; historic highway programs (includingprovision of tourist and welcome center facilities); historic preservation; rehabilitation andoperation of historic transportation buildings, structures, or facilities (including historicrailroad facilities and canals); archeological planning and research; and establishment oftransportation museums.

Scenic/Environmental: Acquisition of scenic easements and scenic sites; scenic highwayprograms (including provision of tourist and welcome center facilities); landscaping andother scenic beautification; control and removal of outdoor advertising; environmentalmitigation to address water pollution due to highway runoff or reduce vehicle-caused wildlifemortality while maintaining habitat connectivity.

    The list of qualifying activities is intended to be exclusive, not illustrative. ONLY those activitieslisted are eligible STP TE activities. Enhancement measures in the activities listed, which go beyondwhat is customarily provided as environmental mitigation, are considered as transportationenhancements. STP TE projects are non-motorized transportation-related activities.

    The focus is on the clear and credible description of how the proposed STP TE project relates tothe surface transportation system. Several questions should be asked:

    1. In what way(s) is the project related to surface transportation through present or past useas a transportation resource?

    2. Is there a direct connection to a person or event nationally significant in thedevelopment of surface transportation?

    3. What is the extent of the relationship(s) to surface transportation?4. What groups and individuals are affected by the relationship(s)?5. When did the relationship(s) start and end or does the relationship(s) continue?6. Is a relationship substantial enough to justify the investment of transportation funds?

    The STP TE guidance states that proximity to a transportation facility alone is NOT sufficient to

    establish a relationship.

    The following application types generally have been considered ineligible by the FHWA, incooperation with the Iowa DOT.

    1. Surfacing or resurfacing of existing roads or construction of new roads;2. Construction of surfacing of parking lots (unless trailhead parking lot);3. Construction of low water crossings on roads;4. Picnic shelters, picnic tables, grills (unless directly related to a trailhead);5. Construction of new buildings (unless they are rest rooms or trailhead shelters in

    conjunction with trails that will accommodate bikes or pedestrians);

    6. Mitigation or NEPA Section 106 documentation of a bridge replacement;7. Applications without a public sponsor (city, state, or county agency);8. Historic applications where the facility or structure is not eligible for the National

    Register of Historic Places (please review with the State Historic Preservation Office);

    9. Historic preservation activities, which do not demonstrate some significant historicconnection with transportation system;

    10.Normal environmental mitigation work.The Iowa DOT retained 50 percent of the STP TE funds and is programming those funds forStatewide TE projects. The other 50 percent of the STP TE funds go to Metropolitan PlanningOrganizations (MPO) and Regional Planning Affiliations (RPA).

    A STP TE project may be developed in cooperation with other local jurisdictions, or public/privateagencies, but the project must be sponsored and submitted to the DMAMPO by a membergovernment. The STP TE funding is provided on a reimbursement basis, with the maximumamount of the federal funding of 80 percent of the eligible activities, and with the sponsoringgovernment or agency providing at least 20 percent of the total eligible costs.

    The DMAMPO uses the following criteria to score the STP TE projects based on the three eligiblecategories.

    Amending and Revising the Transportation Improvement Program

    The DMAMPO staff considers the following criteria when amending and revising the TIP. TheDMAMPO staff believes these criteria to be consistent with all FHWA and FTA requirements.

    An amendment occurs if proposed changes to the DMAMPO TIP meet any of the followingcriteria:

    A project is added to the TIP in any fiscal year; The federal funds are increased by 20% or more of the original amount; or There is a major change in scope; for STP projects, a major change in scope is subject to the

    review of the STP Funding Subcommittee.

    If the DMAMPO staff considers a change to the TIP to be an amendment, the DMAMPO will needto approve the requested change and will need to follow the Public Participation Process, asincluded in Section 1, beginning on Page 18. The DMAMPO staff will schedule a TIP Public InputMeeting on a date before the DMAMPO meeting at which the DMAMPO will be taking action on aproposed amendment. The DMAMPO staff will issue an announcement of the TIP Public InputMeeting a minimum of thirty (30) days prior to the scheduled public input meeting. If theDMAMPO approves the TIP amendment, the DMAMPO staff then will notify the Iowa DOT and

    FHWA or FTA requesting that the Iowa DOT incorporate the amendment into the Iowa DOTsStatewide TIP. Generally, TIP amendments will take a minimum of sixty (60) days to complete.

    Proposed changes to the DMAMPO TIP to be considered revisions if the proposed changes do

    not meet any of the amendment criteria. Revisions often include the following types of changes:

    A project is moved between fiscal years in the approved TIP; The total project cost is lowered; A projects federal funding source has changed; Minor changes in scope; or, Minor changes (less than 20%) to the federally funded portion of the project.

    If the DMAMPO staff considers a change to the TIP to be a revision, the DMAMPO staff willhandle the revision administratively. Following a thorough review of a proposed revision, theDMAMPO staff will process the revision by notifying the Iowa DOT and FHWA or FTA of the

    revision, so the change(s) will be incorporated into the Iowa DOTs Statewide TIP. The DMAMPOstaff will notify the DMAMPO and DMAMPO TTC representatives of all TIP revisions throughDiscussion Items on their monthly meeting agendas.

    Eligibility

    1. The Des Moines Area Metropolitan Planning Organization

    (DMAMPO), when considering project requests for SurfaceTransportation Program (STP) or STP Transportation Enhancement(TE) funds, shall place primary emphasis upon metropolitan-widetransportation system improvement needs as identified in theDMAMPOs Horizon Year Metropolitan Transportation Plan, and howthose needs impact the movement of people and goods throughoutthis metropolitan area and how the requested project will havepotential benefit and potential impact on all communities in the DesMoines metropolitan area. The DMAMPO shall give firstconsideration to funding regionally significant transportation projectsin the Plan.

    2. All projects applying for DMAMPO STP or STP TE funding mustbe sponsored by one or more of the sixteen DMAMPO membergovernments, the Iowa DOT, or the DART. Other entities areeligible only with co-sponsorship by one of the organizations listedabove. When applying for STP or STP TE funds a sponsor mustsubmit a resolution from that sponsors council, board ofsupervisors, or similar governing body, guaranteeing the local fundsfor the STP match and authorizing the project.

    Funding

    Funding of projects with STP or STP TE funds for inclusion in the DMAMPOs TIP shallbe based on the following criteria:

    1. The Iowa DOT annually allocates STP and STP TE funds to theDMAMPO.

    2. The DMAMPO shall identify and shall consider all proposed projectfunding sources available when considering project funding requestsfor DMAMPO STP or STP TE funds for a projects implementation.

    3. Any special planning activities will be paid for from funds generatedby DMAMPO member government assessments. The DMAMPOwill not set aside STP or STP TE funds for funding planning relatedactivities.

    4. Jurisdictions undertaking STP projects must bear the initialexpenditures of the project, and receive reimbursement for eligibleexpenditures, as defined by the Iowa DOT. The agreement with theIowa DOT provides for reimbursement of up to 80 percent of theproject cost, or a set amount, whichever is less. Design andengineering costs are generally incurred in the early stages of aproject.

    5. For roadway and STP TE projects, the amount of funds expendedfor work other than direct construction and right-of-way acquisitioncosts must be covered by the amount of the contribution of localfunds. Federal regulations generally require a minimum local matchof 20 percent of the total project cost.

    6. Each application for STP funding must include a detailed breakdownof projected costs, including a summary of projected costs for workother than construction and right-of-way.

    7. Funding within the various STP and STP TE project categories shall

    be based on the following percentages of the DMAMPOs annualSTP and STP TE funds amount, as follows:

    STP:Major construction 50 to 75%Minor construction 5 to 15%Preservation 5 to 15%Alternative transportation 5 to 15%

    STP TE:Bicycle/Pedestrian Facilities 33%Scenic/Environmental 33%Historic Preservation 33%

    If an insufficient number of qualified STP projects have beensubmitted that would use all funding for a particular STP projectcategory, the DMAMPO then may allocate the remaining funds fromthat STP category to any other project category.

    8. STP funds shall be allocated to an individual project for a specificfiscal year in the TIP. For projects extending over multiple years forimplementation, funds may be allocated to each of the necessaryfiscal years within the TIP to complete the requested project.

    9. If the total amount of STP or STP TE funds received by theDMAMPO for any given fiscal year is less than the total amount ofSTP or STP TE funds allocated by the DMAMPO for that fiscalyear, then the DMAMPO shall re-evaluate all of the projects fundedfor that fiscal year and reallocate STP and STP TE funds to thoseprojects based upon the total amount of STP and STP TE fundsactually available for that fiscal year, giving consideration to thehigher ranking projects.

    10. The DMAMPO shall fund a project not to exceed the STP or STPTE grant amount awarded, or the percentage of the awarded project

    cost, which ever is less, except for Contingency Fund procedures.Any STP or STP TE funds returned to the DMAMPO for thisreason shall be included in the DMAMPOs next fiscal year STP orSTP TE funding allocation.

    Project Priority Ranking

    1. A new priority ranking shall be established prior to the annualdevelopment of the DMAMPOs TIP, to re-rank projects previouslysubmitted, but not approved, for STP or STP TE funding, as well asany projects requesting STP or STP TE funding consideration for thefirst time.

    2. Prior to review of new projects to be considered for STP or STP TEfunding, the DMAMPO shall determine the status of all priorcommitments. All projects previously approved and for which somepart of STP or STP TE funds have been obligated shall receivepriority consideration for future funding, except if reasonableprogress to completion is not maintained as determined by theDMAMPO. However, the DMAMPO may reduce or eliminatemulti-year funding commitments in response to revenue shortfalls,reductions in its STP or STP TE allocation, or new priorities.

    3. The DMAMPOs TTC and DMAMPO staff shall submit to theDMAMPO a technical ranking of individual project requests forDMAMPO STP or STP TE funding assistance. The TTCs andstaffs recommendations for individual projects shall be used by theDMAMPO in the DMAMPOs decision-making process forassigning STP and STP TE funds to requesting transportationimprovement projects. The TTCs and staffs recommendations shallbe based on their professional and technical expertise.

    4. Once the DMAMPO has selected projects for funding based on theDMAMPOs current guidelines, the DMAMPO Executive Directorshall forward a letter to the DMAMPO STP and STP TE fundsrecipient outlining the stipulations associated with acceptance of the

    DMAMPOs funds, including the need for the recipient to submit aproject concept statement within one year of the DMAMPO STP orSTP TE funding award and that the recipient needs to provide theDMAMPO Executive Director a semi-annual report on the status ofand the progress on the project which will be shared with theDMAMPO.

    5. When a jurisdiction changes the scope of a project, after funds areawarded by the DMAMPO, the project must be reviewed again bythe TTC and the DMAMPO STP Funding Subcommittee todetermine whether the change in project scope would have materiallychanged the original prioritization ranking. Based on that

    determination, the Subcommittee will make a recommendation to theDMAMPO Executive Committee, up to and including thewithdrawal of DMAMPO approval for STP funding for the project.This is the same process that may occur when a project does notmake appropriate, scheduled progress leading to recapture andreallocation of future funds previously designated for the project.The DMAMPO Executive Committee will, after due consideration,make a recommendation to the full DMAMPO for a final decision.Immaterial changes that would not affect the original scoring of aproject previously ranked and approved for DMAMPO funding maybe permitted in the sound discretion of the DMAMPO Executive

    Director.

    Funding for Large, Multi-Year Projects

    Funding of large, multi-year projects with major construction category STP funds forinclusion in the DMAMPOs TIP shall be based on the following criteria:

    1. Any DMAMPO member government or participating agencyawarded STP funding through the DMAMPO must begin to usethose STP funds in the original year programmed;

    2. In its annual selection of STP projects, the DMAMPO may dedicatean amount not to exceed fifty percent (50%) of the MajorConstruction project category funds to multi-year projects;

    3. For an individual, multi-year project, the DMAMPO may guaranteefunding for no more than three consecutive years. In the event theannual apportionment of funds is lower than expected at the time ofprogramming, a percentage of the Major Construction category maybe guaranteed. In the event the annual apportionment of funds is as

    expected or higher than was expected at the time of programming,then a set amount would be guaranteed;

    4. If a project applicant anticipates the project continuing beyond theinitial three years of guaranteed funding, and anticipates seeking

    additional funding through the DMAMPO, the project applicantwould have the ability to submit a new project funding application tothe DMAMPO, and would need to go through the DMAMPOsproject prioritization process to seek project funding beyond theinitial three-year period; and,

    5. The STP Funding Subcommittee has the ability to recommendfunding for a period that exceeds a three-year limitation for a projectthat the subcommittee considers of extraordinary regionalsignificance.

    Additional Fund Availability

    In the event that STP or STP TE funds become available, which were previously awarded totransportation projects, become available through the reduction of the reserve amount, orbecome available by an increase in a particular fiscal years obligation limit, the followingsteps will be followed, in order, until the situation is sufficiently resolved.

    For STP Funds:1. Additional funds will be offered to those projects which were

    awarded funds through the Project Priority process, yet were not fullyfunded by the DMAMPO. Projects will be considered based on theirprevious scores. All project information will be updated andconsidered, but no re-scoring of projects will take place. Thoseprojects currently in implementation will be excluded.

    2. Additional funds will be offered to those projects which applied forfunds, received a score, but were not awarded funding. Projects willbe considered based on the score they received and only projectsscoring above 50 points will be considered. Project information willbe updated.

    3. Projects which have already been awarded funds, and which areprogrammed after the current program year in the TIP, will beconsidered for funding in the current program year if, upon review,

    the projects are ready to proceed with implementation.

    For STP TE funds:1. Fully funded projects which need more money.2. Projects which were awarded part of the requested amount.3. Projects in out years which can be moved forward.

    Projects will be reviewed on a case-by-case basis and funded based upon need or by aproportion of the funds available.

    Status Reports

    1. The DMAMPO shall be advised semi-annually of the status andprogress of a STP or STP TE funded project. The recipientjurisdiction/agency shall submit to the DMAMPOs ExecutiveDirector a written synopsis of the progress accomplished, or delaysencountered, in implementing the project.

    2. If the status report is not provided to the DMAMPO ExecutiveDirector by the date identified in the status report request, theDMAMPO Executive Director will issue a notice of delinquencyidentifying a ten (10) calendar day cure period beginning upon receiptof the registered notice. If the status report is not submitted by the

    end of the cure period, the matter will be brought before theDMAMPO STP Funding Subcommittee within thirty (30) calendardays for a recommendation for action that will be forwarded to theDMAMPO Executive Committee for consideration and referral tothe DMAMPO.

    3. If a jurisdiction/agencys STP or STP TE funded project does notmake satisfactory progress, does not obligate the STP or STP TEfunds provided within the year those funds were authorized by theDMAMPO and noted for that project as previously documented,then the DMAMPO may cancel the remaining STP or STP TEfunding for that project and return those STP or STP TE funds forinclusion in the next fiscal years STP or STP TE funding allocationfor projects. Such action to cancel project funding shall be based onthe following criteria:

    a. The DMAMPO strongly believes it necessary to maintainrapid turnover of funds and implementation of specificprojects so as not to jeopardize the loss of any funding.

    b. The DMAMPO strongly encourages jurisdictions/agencies tohave at least preliminary project plans completed prior tosubmitting a project for the DMAMPOs consideration for

    funding.

    c. The DMAMPO strongly believes that such a stipulation shallcause jurisdictions/agencies to provide better and moreaccurate project cost estimates and detailed traffic andengineering data, enabling both the TTC and the DMAMPOto evaluate a projects feasibility in a more detailed manner.

    Interpretation

    When and as necessary, the STP Funding Subcommittee will exercise responsibility forinterpreting the applicable Guidelines, subject to review and approval, disapproval, ormodification by the DMAMPO Executive Committee, subject to review and approval,

    disapproval, or modification by the full DMAMPO Policy Committee.

    Public Participation Process

    Transportation, in all forms, is a most basic need of society. Partnering with the Iowa DOT, theDART, the FHWA, the FTA, and many other cooperating agencies, the members of the DMAMPOseek to provide an efficient and equitable surface transportation system for the Des Moinesmetropolitan area.

    In accordance with Title 23, Code of Federal Regulations, Part 450 (23 CFR 450), the DMAMPOprovides continuous, cooperative, and comprehensive (3-C) transportation planning services. Aspart of this 3-C transportation planning process, the DMAMPO desires and requests citizen inputon the work, projects, and products proposed and created by the DMAMPO.

    The DMAMPO includes sixteen member cities: Altoona, Ankeny, Bondurant, Carlisle, Clive, DesMoines, Grimes, Johnston, Mitchellville, Norwalk, Pleasant Hill, Polk City, Urbandale, Waukee,West Des Moines, and Windsor Heights; one associate, non-voting, city: Cumming; and includesunincorporated portions of three member counties: Dallas County, Polk County, and WarrenCounty. As of the 2000 U.S. Census, the DMAMPO Planning Area encompasses more than394,030 persons. In serving the nineteen governments, and the residents within those jurisdictions,the DMAMPO recognizes the importance and necessity of the public involvement process.

    With representation from the nineteen governments, the DMAMPO is comprised of three maincommittees:

    Representatives to the DMAMPO Transportation Technical Committee (TTC)include city engineers, county engineers, public works directors, community planningdirectors, Des Moines International Airport (DMIA) staff, DART staff, and advisorsfrom the Iowa DOT, FHWA, and FTA. This committee is charged with makingtechnical recommendations to the DMAMPO Executive Committee and theDMAMPO. The DMAMPO TTC meets on the first Thursday of every month at9:30 a.m. at the Des Moines Botanical Center.

    The DMAMPO Chair, Vice-Chair, Secretary/Treasurer, two At-Large Members, andan Ex-Officio member make up the six representatives selected to serve on theDMAMPO Executive Committee. The DMAMPO Executive Committee reviewstransportation policy-related topics and recommends action to the DMAMPO. TheDMAMPO Executive Committee meets on the second Wednesday of every monthat 8:00 a.m. in the Conference Room of the DMAMPO office.

    The DMAMPO Transportation Policy Committee is referred to simply as theDMAMPO. The DMAMPO acts on the recommendations of the DMAMPOExecutive Committee and of the DMAMPO TTC. Representatives to theDMAMPO primarily are local elected officials, city administrators, city managers,

    and advisors from the DMIA, the DART, the Iowa DOT, FHWA, and FTA. TheDMAMPO meets on the third Thursday of every month at 4:00 p.m. at the DesMoines Botanical Center.

    All meetings of the DMAMPO TTC, DMAMPO Executive Committee, and DMAMPO are opento the public. Members of the public may request time on the agenda of the DMAMPO TTC or onthe agenda of the DMAMPO to comment on specific subjects of interest to the representatives. Aminimum of two weeks advance notice should be given for requested agenda time. Additionalsubcommittees and working groups may be appointed at any time by the DMAMPO Chair toaddress specific transportation-related topics or areas of interest to the DMAMPO.

    Goals and Objectives

    The public involvement process required by 23 CFR 450 should provide complete information,timely public notice, full public access to key decisions, and support early and continuinginvolvement of the public in developing plans and Transportation Improvement Programs

    The DMAMPO is committed to the availability of timely, complete information; to the notificationof and public access to the decision-making process; and to ongoing public involvement throughoutthe transportation planning process including, but not limited to, the development of the Long-Range Transportation Plan, the Transportation Improvement Program, the Public InvolvementProcess, the Job Access/Reverse Commute plan, and goods movement planning.

    Through this Public Involvement Process, the DMAMPO aims to identify methods for obtaining publicinput and encouraging public involvement in the transportation planning process.

    Stakeholders and Public Groups

    The DMAMPO has identified the following groups and individuals as those having potential interestin public input and involvement opportunities:

    Outreach Techniques

    In Touch is the DMAMPOs monthly newsletter, providing information on plans and programs,public hearings or public discussion, whom to contact at the DMAMPO to register comments, and aschedule of DMAMPO meetings, DMAMPO Executive Committee meetings, and DMAMPO TTCmeetings. In addition to the monthly newsletter mailings, special editions of In Touch may bepublished throughout the year to notify the public of scheduled public input meetings. TheDMAMPO promotes that any article printed in the In Touch newsletter may be used, with thepermission of the DMAMPO, as information in newsletters published by local neighborhoodgroups and associations, or member governments.

    The DMAMPO website, http://www.dmampo.org, provides links to meeting agendas, committeerepresentatives, staff contact information, news, maps, plans, and publications produced by theDMAMPO. Links to member government and partner agency websites also are available.

    Legal notice is published in The Des Moines Register, including the central Iowa distribution area, toinform the public of upcoming public input meetings.

    Meeting announcements are published in The Des Moines Register the Monday preceding theDMAMPO TTC meeting and the DMAMPO meeting.

    As plans and reports associated with major elements of the transportation planning process arecreated or updated by the DMAMPO, the DMAMPO hosts forums across the Des Moinesmetropolitan area to discuss these issues with the public at a local level. These plans and reports aredistributed to the main library of each DMAMPO member government. In the case of theDMAMPO member counties of Dallas, Polk, and Warren, the publications are distributed to themain library in the county seat.

    The DMAMPO will work with those individuals needing language translation of DMAMPO plansor publications to a language other than English. A minimum two weeks notice of such requestsshould be given to the DMAMPO staff.

    Public Input Mechanisms

    The DMAMPO accepts input and comments from the public through a variety of means:

    Members of the public may make comments by calling the DMAMPO at (515) 334-0075.

    Written comments may be:1. Faxed to the DMAMPO at (515) 334-0098;2. E-mailed to [email protected]; or3. Mailed to the DMAMPO, Merle Hay Centre 6200 Aurora Avenue, Suite 300W,

    Urbandale, IA 50322-2866.

    The public may submit comments to their respective DMAMPO TTC or DMAMPOrepresentatives for transmittal to the respective full committees.

    Comments on DMAMPO plans, reports, and programs may be made at public input

    meetings. The DMAMPO ensures that all public input meeting locations are accessible inaccordance with the Americans with Disabilities Act.

    Members of the public or a representative of a group, with expressed comments on aparticular topic may request of the DMAMPO Chair an appointment to serve as a citizenrepresentative on the appropriate subcommittee of the DMAMPO TTC or the DMAMPO.

    Time scheduled on a DMAMPO TTC agenda or on a DMAMPO agenda also may berequested by members of the public or a representative of a group, to offer input to the fullcommittees.

    All public comments and input received by the DMAMPO representatives and staff are shared withthe DMAMPO TTC, the DMAMPO Executive Committee, and the DMAMPO either in verbal orwritten form.

    Schedule

    Notification and announcement of all upcoming public input meetings are made approximately fourweeks in advance of the scheduled meeting through the In Touch newsletter and postings to theDMAMPO website, http://www.dmampo.org. Legal notice of a scheduled public input meeting ispublished in The Des Moines Registerapproximately one week in advance of the meeting date.

    Regularly scheduled public input meetings occur annually in April and July for comment on theDraft and Final Draft versions of the TIP. The TIP is an annual document identifyingtransportation projects DMAMPO member governments and agencies intend to implement usingfederal funds over the next four years, beginning in July 2007. Other public input meetings are heldthroughout the year, as necessary, allowing for comment on proposed amendments to the approvedTIP.

    Several public input meetings occur in conjunction with the update of the Year 2030 Long-RangeTransportation Plan (LRTP). The LRTP addresses transportation planning issues over a 20-yearperiod and is updated every five years. Amendments to the approved LRTPalso require a publicinput meeting.

    Updates and revisions to the DMAMPOs Public Involvement Processrequire a 45-day comment period.The DMAMPO TTC and the DMAMPO will approve this document following the completion ofthe public comment period.

    Evaluation

    The DMAMPO will review this Public Involvement Process periodically in order to monitor theeffectiveness of the procedures outlined in this document. Following evaluation of the outputs andoutcomes of the Public Involvement Process, the DMAMPO may revise these methods to incorporatenew and innovative ways to involve the public in the transportation decision-making process.
