Two Express Lanes I-495 to Gainesville • HOV-3+ and buses free• Solo drivers pay congestion-based toll, similar to other express lanes in region• Converts HOV-2+ to HOV-3+ by 2020, consistent with region’s CLRP

Three regular lanes• Open to all traffic with no tolls• Ramp-to-ramp connections between interchanges (auxiliary lanes)• Safety and operational improvements

Multimodal benefits:• High-frequency, fast, reliable bus service;

extended peak periods; new buses and routes• 4,000+ new park and ride spaces with express

access• Bicycle & pedestrian trail and improvements• Congestion relief on all lanes• Move 2,000-4,000 more people per hour

(Stops in Rosslyn, Metro Center, L’Enfant Plaza, and Crystal City)• $100 incentives for new HOV-3 carpoolers under Commuter Connections• $200-per-seat subsidy for new vanpools; $350 gas card incentives for 10+
