Background
Traveline was set up in 2000 in a response to Government Challenge
Traveline is a series of partnerships between operators and local government
Traveline is supported centrally by a National Director and Data Co-ordinator
Traveline’s Main Activities are: Data collation and management Call centres, web and other channels for service delivery
What has changed since 2000?
Initially phone-based now e-channels dominate Original organisation determined by existing structures and the
desire to re-use, now economies and efficiencies are sought Limits on data collection and journey planning dictated many
regions, now development of effective services across multi-regions
Data collection set up largely for Traveline, now numerous and diverse uses
Data ownership and IPR not a major issue and no requirement (or desire to share data) now many potential partners
Regional structures have been largely effective, national structures have proved difficult
Many stakeholders have expressed the desire for change but no single, common view of what/how/when etc
Short-term Issues (to 31-3-2010)
Need to clarify the purpose and form that Traveline requires over the medium to long term
Initial discussions with stakeholders have determined that the precise future role for central organisation must follow a wider review
Stakeholders are united in their desire to define the role in the wider context of the travel information landscape
The recent illness and death of the National Director means that interim arrangements require to be put in place until the strategy review has reached at least initial conclusions
Short-term Issues 2
The following interim arrangements are proposed: Peter Stoner to lead with support from CPT and DfT Additional support to be obtained for Peter on a 2 to 3
day a week basis to assist with agreed tasks Candidates approached with experience of the
industry and/or Traveline Support to be sought from the wider Traveline
community in areas such as the call plan and finance The above arrangements to be in place for at least the
rest of 2009 Procured via CPT mechanisms and funded via
INTRASOL
Short-term Issues 3
Full job description for National Director to be based on existing duties plus strategic direction from key stakeholders
Advisory Group agreed on July 15th to set up a strategic review of public transport information services
This review will have a wider remit than Traveline but its conclusions will affect the Director’s remit
The National Database has been endorsed as a good idea and the desire for a National Procurement Strategy has also been expressed
Possibility that this may lead to journey planning and call centre efficiencies but wider considerations may also affect this
First Strategy Group meeting in early October, feed back to Board at October 28th meeting

Strategy Group: National Governments (DfT Arranging) Bus and Coach Industry (CPT Arranging) Rail Industry (ATOC Arranging) Metropolitan Authorities (PTEG Arranging) Shire Authorities (ATCO/LGA Arranging) Transport for London Others may follow later (air/ferry/road)
Medium-term Issues (to 31-3-2011)
Subject to the outcomes of the short-term issues, it is likely that this would be a period of embedding changes and establishing new organisational changes and operating practices
These could include: National Database EBSR adoption Standards development Procurement Framework Operational Issues New Central Traveline Organisation

National Database – the following issues need clarification: Funding – both set-up and running costs Hosting – where and by who, may be linked to funding Management – in-house or contracted out Ownership and Governance – data ownership, IPR and
stakeholder assurance T & Cs – access and usage may be key issue

Procurement Strategy: Appears to be support for journey planning simplification Could lead to rationalisation in channel contract
arrangements Call centres more difficult to assess but opportunities for
rationalisation, although multi-service centres exist in many places e.g. PTEs
Affect on Existing Structure For regions and national governments to consider Legal status largely exists at local level so does the
decision making power for change But a range of opportunities exist for the first time
Long-term Issues (from 1-4-2011)
Dependent on the outcomes of the short and medium-term but where agreed changes should have been actioned: National Database? EBSR roll-out largely completed? Journey Planning arrangements? Call Centre Arrangements? Governance Arrangements? Terms and Conditions for Partners? Data Ownership and IPR Arrangements? National Leadership and Administration
Arrangements? IN ALL OF THIS REMEMBER THE CUSTOMER
AND OUR STAKEHOLDERS (OTHERWISE IT IS IN VAIN!)

Interim Arrangements largely in place for rest of 2009 Stakeholder group first meeting 2nd or 8th October Feedback to Board on 28th October and Advisory
Group on 18th November Subject to Agreement Medium and Long-term Action
Plan agreed for post 01-04-2010 New Director and Central Organisation from 01-04-
