Background

ThedevastatingflashfloodsenteredSindhProvinceinJulythrough IndusRiver,andwashedaway

crops of riverine Kachha areas of millions of acres, caused many deaths and washed away

thousandsofhousesandshops,dozensofbridgesanddestroyedstandingcropsthatcameintoits

way.ThiscauseddamagetoshelterandlivelihoodsourcesatlargeinupperandcentralSindharea.

Theheavy flood created vulnerable situation especially forwomen andchildren, due to loss of

shelterbesidesincreasingriskofhungerandmalnutritionaccident/occurrence.TheTRDPthatis

already engaged in relief work in Jamshoro, intends to support the flood affected families by

providingsupportforrevivaloftheirlivelihoodoption.

Theoverallobjectiveofthisprojectistheprovisionoflivelihoodsupporttofloodaffectedwomen

headedfamiliesthroughprovisionofgoatswithfodderandvaccinationsupport.

The TRDP is already working in three Tehsils of District Jamshoro, and this project has been

implementedthroughsocialmobilization strategy ofTRDP, i.e. formationofParadevelopment

committee(PDC).AfterformingPDCthetechnicalstaffofTRDPwouldintervenebyprovisionof

their services inpurchasing,evaluating and providingmedicalsupports to livestock.Meanwhileduringtheprocurementofgoatstheveterinarydoctorhasverifiedthefitnessoffemalegoats.The

beneficiaryoftheprojectisresponsibletoreportofthegoattoPDCmembersonmonthlybasis.

ImplementationStrategy

Theimplementationstrategyoftheprojecthasdependedontwofoldthatissocialmobilizationand

provisionofgoattowomenheadedhouseholds.Followingstepsweretakenforsmoothexecution

oftheprojectinTalukaManjhand.

1.  IdentificationWomenandchild rightsarecross thecuttingthemeofTRDP’s intervention, thewomenheaded

households,andwidowswereselectedastheprimebeneficiaryoftheintervention.InitiallyTRDP

hasconducted rapid assessment and identified 68widowsasbeneficiaries. Thewomen headed

householdswereidentifiedandselectedthroughrecommendationofParadevelopmentcommittee.

Thecriteriaincludes,

•  WomenHeadedfloodaffectedhouseholds

•  Poorwomenheadedfamilieswithmorechildrenespeciallygirls.

2.  Procurement

The process of procurement was also started immediately after approval of agreement. The

purchasingcommitteewasformedandquotationwassought,thequotationswereevaluatedand

thelowestbidwithgoodhealthoffemalegoats.Afteridentificationofgoatsveterinarydoctorhas

verifiedthehealthinessofgoat.

3.   SocialMobilization

TRDP being the integrated rural development programme that alreadybelieveand practice the

socialmobilizationapproachfordevelopment.ThesocialorganizersofTRDPhavelongexperience

offormingvillageorganization.Underthisprojectafteridentificationoftargethouseholdinvillage

through PDCs, goats have been provided to flood affected women headed families. The Social

mobilization process helps inbringing the identified affected households into an organized fold

through their membership. Social mobilization has been instrumental in order to gather the

people’sownershipforanytypeofinterventionasitensurespeoplesparticipationatlarge.Which

resulted in large patronization andcommitmentof thepeopleas they unanimously selected the

deserving people for these interventions. Peoples formed their own committees to ensure

transparencyoftheintervention.
