01. GENERAL INFORMATION

Essar Steel Limited, Vizag is planning to use treated water available from

Sewage Treatment plant (STP) of Vizag Municipality. A water treatment plant is

required to made available water from STP to use as a make up to Steel plant

and Power plant.

The site climatic conditions are given in annexure I.

02.0 SCOPE OF WORK/SUPPLY AND EXCLUSIONS

SCOPE OF WORK/SUPPLY

The scope of work/supply shall comprise the following:

1.) Pumps

Supply of complete pump unit with bellows & motor

Base frame, coupling & coupling guard

Supply of companion flanges with gaskets and fasteners

Foundation bolts & nuts

2.) MGF

Supply of Multi grade filter (MGF) vessel complete with internals

Supply of frontal piping for MGF with necessary flow meter, pressuregauges and sampling points

Supply of necessary valves for the system

Pipe supports, etc



3.) ACF

Supply of Activated carbon filter (ACF) vessel complete with internals

03.0 TECHNICAL SPECIFICATION

03.1 TREATMENT SCHEME DESCRIPTION:

Water available from Vizag Municipality STP plant is having higher Dissolved

solids and Chlorides. Hence, following scheme is proposed for treatment of

STP water.

Treated Sewage water from the Vizag Municipality shall be stored in the

storage tank. The capacity of the storage tank shall be capable to store at

least 8 hrs of the total intake (2500 M3).

Further the water from the storage tank shall be pumped through Multi-Grade

Filters (MGF) where mostly suspended solids present in the sewage water

shall be removed.

The outlet of the MGF shall be passed through Activated Carbon Filters where

odor and colour of the water shall be removed.

The outlet of the ACF is further distributed in Pellet Plant and Power Plant

based on the requirement of these units after necessary Chlorine dosing.

2. TREATMENT SCHEME DESCRIPTION FOR TREATMENT OF STP WATER

Water requirement for pellet plant shall be 3900 m3 per day while for power plant

the water requirement shall be 3600 m3 per day. The acceptable water quality

parameters required for pellet plant is mentioned in Table 3.2 and for power plant

is shown in Table 3.3.

03.2 DESIGN AND CONSTRUCTION OF PUMPS:

9 The pumps shall be designed, manufactured and tested as per applicable

international standards and shall be suitable for the duty conditions and capacities

as indicated in the Annexure VI.

9 Pumps with constant-speed drivers shall be capable of at least a 10-percent head

increase at rated conditions by replacement of the impeller with one of larger diameter

or by variable-speed capability.

9 The required duty range for a pump shall be on stable portion of its head -capacity

curve close to the best efficiency point.

9 The installed impeller diameter shall be based on flow condition specified in the Pump

Data Sheet.

9 The rotating elements of the pumps shall be checked for critical speed in bending as

well as torsion. The critical speeds shall be at least 30% away from the normal

speeds for units with flexible shafts and at least 20% away from the maximum

operating speed in case of stiff shafts.

9 The direction of rotation shall be clearly marked either by incorporating it on the

casing or by separate metal plate arrow securely fitted to the casing.

9 A stainless steel nameplate shall be furnished and securely attached by stainless

steel pins at an easily accessible point on the pump. The plate shall be stamped

with the following minimum information:-

- Buyers item no. or tag - at least 15mm high- Serial number of pump

-Capacity in m3/hr.

- Pumping head in meter of liquid column- Speed in revolutions per minute- Pump input power, kW

Casing

9 Casings shall be designed to permit removal of the rotor or inner element without

disconnecting the suction or discharge piping or moving the driver (back pullout

construction).

9 Casings shall be provided with plugged vent and drain connections. Vent connection

may be omitted for self-venting casings.

Impeller

9 Rated impeller diameter shall be selected such that 10% or 10mm (whichever is

minimum) margin on both lower and upper diameter is available.

9 Impellers shall be statically and dynamically balanced. Dynamic balancing will be at

the operating speed of pump.

9 The impeller shall be securely locked and keyed to the shaft in such a way that it is

not loosened due to reverse rotation of pump.

Shaft

9 Shafts of all pumps shall be designed for critical speed. The ratio of critical speed

to shaft speed shall be not less than 1.2.

Bearings

9 All bearings will be anti-friction type and will be designed for not less than 25,000hours minimum life (L-10) in the specific service with continuous operation atmaximum radial and axial loads at rated speed.

9 Type of bearings to be used for pumps shall be roller or ball bearing.9 Bearings shall be grease lubricated.

Couplings & Coupling Guards

9 Couplings shall be flexible and of metallic type. They shall be selected for aminimum service factor of 2.

9 For back pull out application, coupling shall be provided with spacer.9 Coupling guards shall be provided.

03.3 DESIGN AND CONSTRUCTION OF MGF & ACF:

Filters shall be designed, manufactured and tested as per approved

drawings/ design codes and standards (latest editions).

Filters shall be designed as per ASME SEC VIII DIV.I

Material of shell & dished end shall be CS as per IS:2062 Gr. B

2mm corrosion allowance shall be considered while selecting the

thickness of shell and dished end

Radiography of welds shall be considered

M.O.C. of Piping from inlet of MGF to Outlet of ACF including frontal

piping shall be of CS

For chlorination one taping point with valve for chlorination dosing at the

outlet of ACF will be provided by Seller. ACF shall be protected by air vent line.

ACF vessel will be furnished with necessary lateral, strainer and water

distribution headers as per manufacturer norms. MOC of lateral and

strainer will be SS304.

Seller shall complete the post weld heat treatment and stress relieving as

required by material standard / manufacturing standard indicated in

detailed manufacturing drawing and shall provide heating & cooling curve

for stress relieving to purchaser.

Seller shall conduct the necessary shop test for equipments as per test

procedure / standard.

Paint or ink for marking shall not contain any harmful metal or metal salts

such as zinc, lead or copper which causes corrosive attack on heating.

Equipments shall be protected from rust, corrosion and any mechanical

damage during transportation, shipment and storage.

Rust preventive on machined surfaces to be applied shall be easily

removable with a petroleum solvent and not harmful to welding.

03.4 DESIGN AND CONSTRUCTION OF CHLORINE DOSING SYSTEM:

Chlorine solution shall be dosed in the treated water line (outlet from the ACF).

The Chlorination System shall consist of two (2) x 100% vacuum solution feed

type cylinder mounted chlorinators and 1x100% chlorine gas filter.

The water shall be fed to the ejector through booster pumps and chlorine solution

shall be dosed to the direct/indirect cooling water basin. Two (2 x 100%) booster

pumps each capable of meeting 100% of the requirement shall be provided.

a) Construction Features

Chlorine cylinders should be mounted on skid.

Chlorine cylinders and auxiliary cylinder valves shall be of a design approved by

the Chief Controller of Explosives. Each item supplied shall be stamped /

approved by CCE.

For all the Instruments necessary erection hardware with mounting accessories

will be in Sellers scope of supply.

Following minimum Instruments are required for WTP plant. However, final

quantity of the field instruments shall be decided during detail engineering as per

the mutual agreement between Seller and Buyer.

Seller shall quote separately for the following safety equipment/ devices. In

other than those mentioned below:i. One Chlorine leak detector with two sensors for each chlorinator area and

each chlorine storage area.

ii. Canister type Gas Masks

iii. One Eyewash and one Safety shower for each chlorine storage area and

acid storage area

iv. One Air breathing Apparatus for each chlorine storage area and acid

storage area

v. Emergency repair kit

03.5 GENERAL

Companion flanges, bolts, nuts & gaskets

9 Flanges shall be shall conform to the ANSI B 16.5 standard.

All butt welded joints used for fabrication of chlorine pressure chambers shall be

examined by 100% radiography as per UW-51 of ASME Section VIII Div.I.

Individual items of equipment shall be tested as indicated in the following

paragraphs.

05. HSE REQUIREMENT

All equipment should be designed, listed & certified as per the standards & localjurisdiction requirements.

PollutionThe Seller shall offer a plant so as to meet the pollution control requirements ofstatutory authorities. Emissions and discharges of solid, liquid, gaseous and othereffluents from the area of the Sellers scope of work shall fully comply with allrequirements and limits specified in Environmental (Protection) Act, 1986, MinimumNational Standards (MINAS), along with all latest amendments to all of the aboverequirements, stipulations of the Gujarat Pollution Control Board (GPCB) andMinister of Environment and Forests (MoEF) and any other central or localStatutory requirements regarding environmental pollution and its abatement. Thehazardous waste material handling and disposal plan shall be submitted by theSeller as per the pollution control board norms.

Noise ControlThe criterion for environmental noise is that the design of the station and itscomponents shall not exceed, in any continuous mode of operation, the levelstipulated by MoEF and/or Pollution Control Board at any point on the siteboundary.Presently the norm is such that the noise level shall not exceed 85 dBA at 1 mfrom the equipment surface and 50 dBA at the plant boundary.

06. DELIVERY

a) The delivery of all the equipment covered under this specification shall bedelivered at Essar Steel Ltd. Vizag site on door delivery freight pre paid basiswithin 3 months from the date of placement of order.

b) All material shall be packed properly for prevention of damage duringtransit and deterioration during storage.

07. PAINTING

The following specification shall be applicable for all equipment covered underthis document.

a) This specification covers the facilities and quality requirement for surfacepreparation and painting of structures, equipment, piping, etc. The term"painting" referred herein covers rust preventive and decorative coating alongwith surface protection.

b) Surfaces made of aluminum, brass, bronze, stainless steel, cast iron andother corrosion resistant alloys are not required to be painted unless specifiedexcept for aesthetic purposes or for identification bands.

c) All machined matching surfaces (e.g. flanges) shall be properly cleaned,greased and protected before dispatch.

d) General compatibility between primer and finishing paints shall be certified bythe paint Seller supplying the paints.

e) The machine finished surfaces shall be coated with white lead and coveredbefore shipment or before being put out into the open air.

f) The colour code to be followed for the final coat shall be intimated to thesuccessful bidder.

g) The complete paint system for any item includes the following activities

i) Proper surface preparationii) Application of primer coatsiii) Application of intermediate coatsiv) Application of finished coats

08. WORKMANSHIP AND PERFORMANCE GUARANTEE

o The material used shall be new and best of its kind available and shallconform to relevant latest Indian and international standards.

o The warrantee shall cover faulty design/ material / workmanship. Allrectifications or replacement under the warrantee shall be done by theSeller free of cost.

o The Seller should study the specification and satisfy himself regarding theworkability of the proposed system and shall take full responsibility for thedesign, manufacture, quality of the material, workmanship, etc. of the

entire system including utilities, electrics, instrumentation etc.

o The approval of drawings and/or inspection by Buyer or their authorizedrepresentative does not absolve or relieve the Seller from any of hisobligations under this contract. The Seller is solely responsible andaccountable for any defects and subsequent delays in supply due todesign/inspection.

o The Seller shall warrantee for satisfactory performance of the facilities for aperiod of 18 months from the date of receipt at site by the Buyer or 12months from the date of commissioning whichever is earlier.

o Demonstration of performance guarantee is the most important clause

binding the Seller.

09.0 SPECIAL INSTRUCTIONS TO SELLER

a) The Seller shall design the equipment considering the "site conditions"and for indoor installation.

b) The Seller shall satisfy the Buyer that he possesses the necessarytechnical experience and qualification and that he has at his disposalsuitable modern facilities and staff of specialized employees to ensurethat his contract work is of best quality and workmanship, according to thelatest engineering practice. The seller shall furnish necessary particularsin this behalf with tender.

c) The Seller will be fully responsible for both the product and its relevantcompliance with the present specification. All provisions included in thepresent specification will not be limitative to the scope of supply. TheSeller will provide for those further activities in order to improve the qualityof the product.

d) In case the equipment mentioned in this specification use importedequipment, component & / or spares for installation of the equipment, theseller should indicate the foreign exchange component along with theexpenditure involved. In case of need, the seller shall make arrangementof foreign exchange for them.

e) The successful seller shall communicate, prior to award of contract thenames of seller proposed to be engaged by him for approval by Buyer.The successful seller shall also intimate the Buyer the names of hispersonnel (including sub-contractors/Sellers) and their addresses withtelephone/telex number from whom information/data can be obtained byBuyer regarding progress of works, arrangement of inspection, testingand all other work in respect of the contract.

f) In both cases where the equipment is to be procured from India orabroad, the successful Seller shall be responsible for design, generationof all data and design drawings required by him formanufacture/fabrication. No foreign exchange and import license for

import of technical know-how or equipment, components, spares ormaterials will be arranged or provided by the Buyer.

Test adjustment andcalibration information as appropriate shall be included and shall be identified tothe specific equipment. Safety and other warning notices and installation,maintenance and operating cautions shall be emphasized.

9 The instruction manual shall include list of all special tools and tackles and shallbe furnished with complete drawings and instructions for use of such tools andtackles.

9 On completion of work, the successful Seller shall supply one CD and 5 sets ofall drawings incorporating all changes that might have been affected during thecourse of the contract.

Annexure-V

Quality Assurance Plan (QAP)

a) Seller shall furnish Quality Assurance Plan (QAP) for respective equipment aftercompletion of detailed engineering and finalisation of billing schedule and prior tostart of manufacturing.

b) QAP shall be prepared and furnished by Seller for all components.

c) Inspection and test requirements shall be decided with due consideration offactors like safety, duty cycle, operating conditions, equipment life, environment

conditions, place of installation and statutory regulations, as applicable for aparticular equipment.

d) QAP shall clearly indicate the followings through use of codes in the appropriatecolumns:

III. Details of test certificates, internal inspection reports and calibrationcertificates to be furnished by Seller to Buyer.

IV. Inspection documents to be furnished by Seller to Buyer for reference during

inspection along with acceptable norms as per codes / regulations.

Test Certificates and Documents

For each of the items being manufactured, following test certificates and documents inrequisite copies including original shall be submitted to inspection agency. All testcertificates must be endorsed by the manufacturer and Seller with linkage to project,purchase order and acceptance criteria.
