Listening further
In last year’s annual report we decided to get on the ground, to look to the corners of our service area. We went to try to see who we are from a different perspec-tive. With an old film camera and a sound recorder, it’s hard to know what we were looking for and harder to know for certain what we found. One thing though is clear: we left many stones unturned.
This year we spent time snooping around Pocahon-tas County, one of the largest in West Virginia and the farthest reaching from the Foundation’s home office in Parsons, WV. It is our intent to present this documenta-tion as immersed; steeped both figuratively and literally in the waters that wash this country; to listen patiently; and to represent that world of grit and confusion faithfully here on paper.
To this end we dedicate this effort to the rights of people to organize and advocate for their liberties; to freedom in
the best sense; to dreaming about doing things differently and then doing them. Philanthropy comes in all forms. It’s not just rich people donating money to something. It is caring deeply about a place that you inhabit, physically or mentally. It is building a community of like-minded people to actively include those who disagree. To a large extent, this document is a brief history of trying to learn what philanthropy can be.
Put your ear to the rail to hear if a train is coming. Look at your world from afar to see the changes happening and size up your efforts. The sun shines sultry through the dirty window panes only to pass on to the flat saddened dusk. Crows gambol in the gusts while spruce fan the woodpile and the old place creaks. Howls and whines, man-made and canine echo off the sodden hills. The tow-ering clouds lumber east.

An interested, committed person can choose any number of ways to care for their community, be it the land, the animals, the infrastructure,
history. For a kid, philanthropy can be as easy as tagging along with your parents to a dinner party with friends. This caring comes easy because you inherit it.
You run around like mad in the golden sunset, leaping through the tall grass and laughing in a pile of limbs and pollen. You see, in the frosty dusk, the adults hunched and concentrated on this glimmering thing; something, it has an energy of its own that you can feel. It’s sharing a meal, it’s a fiddle tuning up, sunken couches and musty darkness, it’s talking about what you care about. It is laughter and tears, vague and serious conversation. It’s staying up late because this stuff is important. It’s opening your eyes.
The kids are here to tear and destroy and rebuild over and over. Their zeal for action is untempered by thoughts of consequences, but the energy is there. The passion is there.
If you care about these things, then your children will see that as natural, because it is. They see you milking your Jersey because you care: about her, about the land, about your family. When things are shared pub-licly, people take care of them: resources, access, other people. But when things become property, privatized, they become a commodity to use up. Get your money’s worth and get out. Take the timber, the coal, the water, the wind and get on down the trail while the getting’s good.

In that danger, lies energy and action and that shining thing that the adults all gather round. It is a passion that comes from seeing the potential, the potential good and bad. There are only all of us to voice our feelings in a positive action.

Pocahontas County is one of the West Virginia’s largest. That wide-ranging landscape covers a lot of ground in many ways. Green Bank is home to the National Radio Astronomy Observatory which curiously blends the County’s hi-tech and lo-fi aspects. The Green Bank Telescope receives radiation from space in the form of long-wavelenth radio waves. To do this it has an array of receivers, some cooled to just tenths of a degree above absolute zero, around 0.3° Kelvin, like the new ‘Mustang’ that was being tested for installation when I visited. Vacuum pumps squeak and whine in the lab, puffing away to cool the receivers in order that they can sense the radiation of the universe.
These devices need to live in the woods. They can’t have interference from cities or internal combustion engines or even digital cameras. All electronic devices emit Radio Frequency (rf) signals, which made me feel entirely jus-tified to have a 40 year-old, non-electronic camera along for the journey.

Mike Stennes has worked at the observatory for 22 years. From late nights climbing the telescopes (there are about 10 on site) fixing broken receivers to building local biking and running trails, Mike’s philanthropy fills a broad spectrum.
Green Bank is ideal for its elevation and its skirt of mountains that shield it from surrounding cities. These telescopes need quiet so they can listen carefully to the weak radio signals without interference. Anecdotally, the amount of energy that all of the radio telescopes in the world have collected in sum would not exceed the amount of energy of a single raindrop hitting the ground.
But rain it does.
And when it rains, the waters on this spine of mountains form the headwaters of the Cheat, Tygart, Elk, Gauley and Greenbrier River (pictured).
Madison Ball, a Michigan native, is in her second year as an Americorps Volunteer based at the US Forest Service office in Bartow, WV. As part of her work here, she is waist-deep and caught red-handed in the chilly spring runoff looking for fish.
She’s not looking to catch these fish, but she is looking to share them. More on that in a bit.

It operates the Highland Market, a retail space in Davis, WV, that sells local and regional farm goods; hosts workshops to encourage healthy eating and production; facilitates resource sharing amongst producers; and hosts events to build connections in the local food sector.

The Tucker Boulder Park project is a collaborative effort led by Tucker Community Foundation to create an aesthetically pleasing entrance into Tucker County from Corridor H; spark revitalization of the Davis Ball Field; create a new public outdoor recreation venue for residents and visitors; create a new section of trail that connects with the Allegheny Highlands Trail; and raise awareness and support for Tucker County EMS.
The Tucker Boulder Park project is funded with grant awards, corporate and private donations, and significant in-kind support. It has created a permanent endowment for Tucker County EMS.

It’s something different; something unique.”That’s 94 year-old Boulder Park supporter VinceDiBacco from his easy chair at Cortland Acres.
What do you think it will bring to this area?“Nothing but good. It’ll be quite an attraction. It’s out of the ordinary.” DiBacco, in his younger days, would have loved to try his hand at climbing. “Curiosity killed the cat.”
Do you mind if I record you?“I don’t think it will be that interesting.”
To call DiBacco a Veteran is the truth but is too clean. People like to categorize each other. It makes life simpler. But the reality is much messier. For Vince, that reality was Omaha Beach, Normandy, France, June 6th, 1944. It was greasy beef for breakfast. Inedible. It was puke bags on the landing craft. Used. Jumping out into a hailstorm of bullets; buried his face in the sand because it was insane. When he looked up, his fellow West Virginian Manning had a hole in his head, got killed outright. It was a perfect red cross hair on his left arm, the scarlet target
of a medic, first thing he did was take that off. Treating so many wounded that his blood-caked hands didn’t keep him and all the rest from digging into an open can of grapefruit sections. Mmmm.
“I celebrate D-Day as the day I shoulda died.” Vince garnered a bronze star for running back through the squall of lead to retrieve his gasmask from the shore. He calls it undeserved, “They thought I was brave.”
The memories roll onward to the Paris liberation, the art of the Louvre and Folies Bergère, the Venus de Milo – “I touched her” – and Mona Lisa’s gaze following him everywhere. But that was not the only thing to follow him.
PTSD followed him home to West Virginia. For more than 50 years he could not talk about the war. Episodes plagued him, making working difficult. But he made it and we’re glad he did. And, for some reason, he’s thrilled about the opportunity that a boulder park opens for his home.

The riddle is how to share fish without hooking them. In this case, Madison Ball’s solution [p. 9] was to suit up 40 fourth and fifth graders and take
them into the river with snorkels and goggles. Freshwater snorkeling is not an activity promoted by local tourism agencies, but it is a way to learn about a whole new world; one that surrounds us just out of view.
With heavy spring rains and high water, the Marlinton Elementary School field trip couldn’t go to the Greenbrier River at Cass. So the group diverted to the headwaters of the Williams River in the Cranberry section of the National Forest in Pocahontas County. The water was cold and clear with crayfish, fantail darters, sculpins, not to mention the occasional drowned mouse and screaming, teeth-chattering kid.
Groups of about ten kids rotated through four stations: river snorkeling, the macroinvertebrates netting (above), folklore, and amphibians. There isn’t much cooler than
getting a bunch of fourth and fifth graders wading in a cold water river near the top of its watershed.
The younger skinny kids shivered uncontrollably despite the wetsuits, especially in the early groups before the sun broke above the trees. But it was hard for them to leave the waters. There was so much to see underwater.
The macroinvertebrates class taught the kids to collect living things from in and around the edges of the river. They found mayfly and caddisfly larvae under rocks and some of the same, though just recently hatched. Newts cradled in hands of youngsters.
Just getting out there to see what you live within can radically change your world view. Humans are just one of the species who make their homes here. And philanthropy reaches beyond the humans. It is the entire ecosystem that makes this life possible.

Preston Community FundThe Preston Community Fund is an unrestricted fund supporting scholarships, nonprofits, community and economic development, educational services, and other charitable causes specific to Preston County. All distributions will be guided by recommendations from an advisory committee made up of Preston County residents and local donors. The number of endowed funds benefiting Preston County has grown to over two dozen as more and more donors wisely invest in a community they love.

It all starts with seeing something truly for the first time. That moment when we see it and start to under-stand about it, an empathy arises: an intrigue in the
opportunity.
Kaïa Kater, left, found that curiosity in Appalachian music. Kater is Canadian, born in Montréal. “I moved around a lot as a kid so most of the time music was a way to keep consistency in my life.” Grandfather Wolf Kater is a luthier and his handmade farmhouse in Québec served as place to return for family gatherings and kitchen music parties. It also introduced Kaïa to music as a shared com-munity.
“I look back on it fondly because those were some of the only times I’d be allowed to stay up past my bedtime in the early years. When I was older and started playing music, I’d stay up and pick with everyone.
“So that sort of community and family vibe has always been very close to my heart. My mom would travel to bluegrass festivals and I eventually developed a curiosity for the bluegrass banjo.”

“Oddly enough, I started as a bluegrass player and migrated to clawhammer–mostly because there seemed to be more clawhammer players around me in Canada than bluegrass players. Luck of the draw I guess, but the old-time community also seems to me to be generally more accepting and loving of people who aren’t just old white dudes. Bluegrass has a LOT of old white dudes, as well as disdain for women, black people, lgbt people... Bluegrass is becoming a lot more inclusive. But old-time really had my heart from the start.”
Kater decided to invest herself in that music by moving to Elkins, WV to study it at Davis & Elkins college. As she dug in more to the local traditional culture, she found a supportive community happy to share their knowledge. She holds in her hands one example of that exchange: a gourd banjo crafted by Dena Jennings. The banjo began as an African instrument, ultimately journeying with slaves through the Carribean and into Appalachia. This new instrument holds in it that history, in modern form.
If there is a lot of history and shared knowledge in music, there is also a long arc of it in books. While on a fool’s errand, I was lucky to find Gerald Burnett at his Buckeye Bend Books, not far downstream from Marlinton, WV, along the Greenbrier River. Together we slayed monsters.
Used book stores are the pinnacle of the endeavor of making do with what we have and Burnett, who opened the shop when he retired, loves it. He eschews internet sales and their potential high value in favor of cataloging the books for the curious characters and intrepid souls who love the hunt. It’s like a reward for those who make the time to stop in to snoop around.
Asked what are hot sellers in the used book shop, Burnett replied, “Mushroom guides, hiking books, birding books.” Books to get to know an area and what is out there. He was also proud of a set of electricity manuals from the 1940s. Certainly not state-of-the-art, nor a quick seller, but “to the right person, these are gold.”
Look around long enough at the old bookstore and we might find what we’re looking for. Then again, we might find something that we didn’t know we were looking for.
It’s all about making the effort to see.

Scholarships Scholarships have been a focus for TCF since the beginning. The Foundation’s first grant ever was a scholarship. Students from anywhere in the service area may apply. Most scholarships are supplemented with unrestricted funds.

Gladys Heitz was our cover girl for the past year. I met her as a spunky 92 year-old living quite independently at Cortland Acres near Thomas, WV. Gladys grew up on a farm on Bonner Mountain in Randolph County, WV. She had lived there with her husband who she described to me as “more ornery than homemade sand.” She outlasted her husband Herman as well as both of her sons. The last of her kind and feisty at that.

GEORGE SMITH1937-2015
George Smith was a lynchpin part of the Foundation’s foundation. Smith was born in Kingston, NY, and moved to West Virginia to attend Davis & Elkins College. “I’m a New Yorker by birth, but a West Virginian by choice.” He and his wife Mariwyn established two endowed funds for the benefit of Tucker County. Mariwyn was a TCF founding member and currently resides in Thomas.

Anyone who is familiar with this area knows about driving on twisty roads. Even if your kids don’t get car sick, you likely know a
few tricks about how to get where you’re going, from straightening out the curves to picking the best route around Forest Fest traffic. You’ve proba-bly realized that though there may be three differ-ent ways to get from here to there they still take the same time to get there. Maybe you’ve started traveling with a chainsaw, in case of blowdowns, or a hitch chain. Everybody goes in the ditch once in a while – just depends if it’s you or them.
Personally, I take little crumpled pieces of paper with rudimentary maps on them. I like to get a sense for the terrain that I’m going through and generally to know my place in the landscape. For the trip into Pocahontas County I made this map and found that, despite its silly nature, the actual road met and exceeded my expectations.
Hillsboro: that’s right. Someone tried to make the bed there in town and shoved the wrinkles right on over to Lobelia.
Friends there told me they used to go visiting in the winter for something to do. They would hop in the car, careen down the driveway, through the creek, and then drive as far as they could through the drifts. It couldn’t have been more than two miles of hills between houses, but they parked the car wherever it stopped moving and hoofed it from there with plans to spend the night. The next day they would hike back to take the car home, such was the traffic on that road. No one else was trying to get through.
And did you know that Pocahontas County is shaped like a cat, a sitting cat? You did know that, right. Up there in Durbin area, that’s the cat’s meow. Down here Lobelia-way, that’s the cat’s tail. And the Greenbrier River is it’s spine.
It’s all learning about the area. From the falls of Hills creek to the hills of Falls creek, if that actually exists, you can’t find nothing anywhere. From the bitter cold of Snowshoe to nearly absolute zero (0° Kelvin) at the NRAO there is always something happening. Everything can be explained with physics. There has to be motion. You just gotta look. And once you do, there’s no going back. You’ll see that there is always something doing.
There is always something to find. To learn. To care about. To invest in.
