T IGER Grant Policies & Procedures

ARRA 1512 & 1201.C Reporting:➢The City of Tucson has been reporting

and submitted the following reports ● 1512 report on January 12, 2011

● 1201.C report submitted April 11, 2011

● The City of Tucson is currently revising all contracts to have ARRA reporting requirements

Grant Agreement with Performance Measures:➢The TIGER Grant Agreement

requires the City to report on specific performance measures before and after the start of revenue service. To report the “before revenue service” reporting, the TMS team will prepare a draft and final data collection methodology report, obtain FTA concurrence with the methodology, coordinate with SunTran on the most effective way to obtain the required data, collect data as required, and prepare a draft and final report for COT to submit to FTA. The “after” data collection is to occur two years after the start of revenue service.

The team will follow the same methodology to collect future data and utilize that data in preparing the “after revenue service” report. The following are tentative dates the team is working toward. ● Before Revenue Service Methodology

Report anticipated delivery Sept 1, 2011

● Field Data collection and budget adjustment anticipated delivery October 31, 2011

● Draft and Final Before Revenue Service Report anticipated delivery December 23, 2011

Project Critical PathThe Critical Path to Project Completion and Revenue Operations date is dependant on vehicle deliveries followed by site acceptance and integrated testing, which is forecasted for late 2013. The critical path also runs through Streetcar Vehicle Testing which includes the completion of construction for Line Segment 3 to be used as a test track and the substantial completion of the Maintenance and Storage Facility vertical construction. The design of Line Segment Civil Construction also rests on the Critical path joining the Civil Contractor Procured Running Rail as critical activities to the Tucson Streetcar project success.

● 100% Line Sections 1 through 4 are anticipated for June 2011. This submittal, for all line segments, will incorporate the decision to use 115RE T-rail throughout the project.

● The Value Engineering draft report for Warren Avenue Underpass is expected in June.

● Final track details for Warren Avenue Underpass should be available in June, and corrosion design for the Warren Avenue Underpass should begin in June as well.

● Final PS&E for Line Sections 1 through 4 are anticipated for mid-August 2011

* Due to the decision to change rail type to 115RE and 85AS throughout the project, Line Sections 2 and 3 will have a second 100% submittal reflecting this rail change, and the 100% submittals of Line Sections 1 and 4 will be delayed to incorporate this rail change into the plan sets. Due to the decision to combine all 4 line segments into one contract package, the 100% submittal will include 4 line segment plan sets, 1 special provisions document, and 1 engineer’s estimate. 100% Track design will be included with the 100% LS1-4 submittals, along with Final Design Exceptions lists for COT approval. Running rail (15RE) will now be furnished and installed by the contractor.

● Special Trackwork Bid award and NTP are expected in June 2011.

● Cushing Bridge construction is set to begin in June 2011.

● Final traction power substation civil site plans will also be completed within the next two months.

Within 45 days after NTP is set the vendor will be responsible for providing a certified footprint to finalize civil traction power substations design and drawings for review. First substation is proposed to be delivered on May 9, 2012 and last substation to be delivered on December 10, 2012.

● 100% submittal for Systems (TES & S/C, which includes OCS, Systems, and TPSS) is anticipated for July 29, 2011.

I nterface Coordination and Planning

Status Report:

➢OCS Pole Locations ● The PMC has been coordinating efforts

between the Systems Design Team and Civil Design Team to ensure pole placement agrees with the overhead design and civil design.

● To date URS and LTK Engineering have met on a regular basis. Final pole locations are almost complete.

● For OCS poles located in the Cushing Street Bridge Area advanced design efforts were made ahead of the streetcar project. Pole placement for this section have been identified and included in the Cushing Street Bridge Construction Package.

➢Traction Power Substation Civil Site Design ● Traction Power Substation (TPSS) Civil

Site Design is underway with the final selection of the traction power supplier nearing.

● LTK Engineering has provided URS the proposed wiring sizes to each circuit coming from the TPSS to main line.

● LTK has also provided URS the maximum size substation to being design of the civil site.

● TPSS conduit design being developed jointly between LTK and URS.

● An advanced section of traction power conduits were developed in for the Tyndall Avenue Streetscape Project and Cushing Street Bridge Project.

● Tyndall Avenue Streetscape project identified that certain future conduit needs would need to be in place ahead of the Streetcar Project since this project would be in construction before the modern streetcar. Conduit has been constructed and will be ready for final conduit construction for TPSS Site A4.

● For the Cushing Street Bridge Area a single traction power feeder (positive) and designer were identified in advance. It will be constructed as part of the Cushing Street Bridge Construction Project (including feeder pole). This feeder conduit will ultimately originate from TPSS site A1.

● Utility (AC) feed for each substation has also been identified by Tucson Electric Power. This information has been provided to URS to complete the AC conduit design.

● LTK Engineering has provided URS the preliminary ground mat design for consideration for each site.

➢Signal Design ● LTK Engineering has provided URS the 90%

signal design. Conduit needs for the signals have been given to URS to complete the final design.

● Utility power for each signal has been identified by Tucson Electric Power. This information has been provided to URS to complete the AC conduit design.

➢Corrosion Design ● LTK Engineering worked closely with the

Cushing Street Bridge Design Team to identify corrosion needs. All corrosion designs have been provided to the Cushing Street Bridge Team and this task is complete.

● Warren Avenue Underpass Corrosion Design is underway.

➢Systems Install Package ● LTK Engineering is starting to put together

a Systems Install Package for the City of Tucson.

➢Streetcar Stops ● HDR Architecture is completing the final

stop designs.

Next Steps:➢OCS Pole Locations

● Once final pole locations are in agreement with the civil design teams and systems design team, LTK Engineering will finalize the 90% OCS sheets. From the 90% OCS sheets the PMC, URS, and LTK Engineering will review all pole locations for final acceptance.

➢Traction Power Substation (TPSS) Civil Site Design ● URS will be provided the final certified

footprint from the TPSS vendor and to finalize the TPSS Civil Site Design.

● LTK Engineering will also finalize the ground mat design for each site.

● The TPSS procurement team had made it priority to get the certified footprint well in advance of the 45 days of NTP of TPSS contract. Shortlist vendors have agreed to cooperate with this request.

● Once URS has completed the Civil Site Design the City of Tucson, PMT, and LTK Engineering will review the design (civil site and conduit). After this step the plans will become part of the Civil Package.

to start the conduit and civil design of the signals. Each signal site will include a design for the power supply (meter pedestal), signal cabinet, conduit, and signal location. URS will complete the design within the next month.

T hird Party Agreements

University of Arizona:● Meet the last Tuesday of every month to

discuss project related issues (March 29, April 26, May 31). Recently the focus of the coordination meetings has been related to advance utility relocation and upcoming construction.

● Met with The University of Arizona on May 10, 2011 to obtain final official agreement on the A4 Traction Power Substation (TPSS) site. Final decision to place the A4 site west of the Tyndall Avenue Garage on University of Arizona right-of-way.

● June 16, met with The University of Arizona to coordinate 3rd Party Utility Relocations, specifically with Qwest and Southwest Gas, to be relocated in advance of the Modern Streetcar Project. Permitting and 3rd party Utility construction procedures were established and reaffirmed.

● June 20, met with The University of Arizona to obtain final agreement for the PME site location and J-2 utility cabinet for TPSS A5. The University reaffirmed TPSS A5 site. Agreement on this location will allow the finalization of property agreements.

● June 23 upcoming meeting with the University to review property transfers, construction coordination, and the draft maintenance and operations agreements.

Arizona Department of Transportation:➢Safety and Security

● HB2209 was signed into law April 13, 2011. ADOT and City of Tucson are in final negotiations regarding the costs for Safety and Security oversight.

➢Right of Way ● Agreed to utilize the existing ADOT permit

process to handle right-of-way issues, September 23, 2010.

internal QC process by the designer and undergone a technical review and QA by TDOT, PMC, and project stakeholders. PMC also conducted a backcheck that all previous comments have been addressed, compiled comments from all reviewers, and provided back to the Engineering Consultant.

● Constructability Reviews and workshops conducted March-June 2011.

➢Maintenance and Storage Facility ● MSF design development submittal was

reviewed by TDOT, COT, PMC, and project stakeholders. PMC also conducted a backcheck that all previous comments have been addressed, compiled comments from all reviewers, and provided back to the MSF Design Consultant.

➢Systems ● 90% Railroad Signal was reviewed by
