Meeting Summary
Guest: Wayne Davis, VTrans Park and Ride Manager 1. Introductions – Kent Gilman called meeting to order at 9:35am. Group made introductions.
Dee took over as Chair at 9:50am.
2. Approval of January 12 Minutes- Motion by Bob Stacey, 2nd Phil Dechert. All approved.
3. Project Prioritization / Pre-Candidate Bridges / District Leveling – Rita Rita reviewed the draft project prioritization list for FY19. 5 new projects (3 paving and 2 town highway bridges) were added while noting 15 projects are under contract/under construction. Norwich’s town highway BR41 was removed as it was completed by the town. No modifications other than removing Norwich project off the list. Jerry Fredrickson moved to accept the prioritization rankings as presented minus Norwich project. Smith Reed 2nd. All approved. Rita reviewed the pre-candidate town highway bridges. Last year VTrans asked for our top 10 bridges (our top 2 Hartford and Newbury were selected into the Town Highway Bridge

program). This year VTrans is asking for top 8. Rita did not see any changes to the bridges selected from last so she offered the next 8. Rita relayed a recommendation from District 4 Chris Bump on Stockbridge Br35 on Bridge St to be TRORC’s #1 pre-candidate bridge due to deteriorating abutments (residual from Irene) in addition to being an important detour for traffic on VT107 (one of our region’s few east-west corridors). The TAC voted to move Stockbridge as #1 and Sharon BR15 as #2. Nancy Jones motioned to accept this revised ranking. Bill Hall 2nd. All approved. District Leveling – Rita reminded the TAC that this list was already submitted to VTrans due to short turnaround. She did not hear from any towns regarding the ranking levels. Rita did relay concerns from Brookfield Selectboard regarding the upcoming paving project on VT12 from Braintree-Randolph and why Brookfield was not included. They also noted that VT14 although recently addressed in a district leveling job, the underlying foundation and drainage issues remain and will need a major reconstruction in the next 10 years. Rita has forwarded those comments to VTrans. Kent was wondering about the district leveling portion of VT110 in Tunbridge and the adjoining VT110 paving (Royalton-Tunbridge) that is being proposed. Depending on the schedule, if the district leveling will be completed close to the paving job, can they not just combine both segments and save on one project? Rita will forward that comment to VTrans for consideration. Rita asked for a confirmation vote on the submitted segments. Jerry Fredrickson motioned to accept the rankings as presented. Bill Hall 2nd. All approved.
4. Sharon Park and Ride Alternative – Wayne Davis Wayne presented on the Sharon Park and Ride project which evaluated alternatives to look at expanding the current site (possibly moving to new location or expanding existing site). After reviewing 6 sites, there were 3 technically possible. The Sharon Selectboard voted to stick with alternative 1A which is for Vtrans to expand within State ROW. Wayne presented a slightly modified version of 1A which will add 7 spaces to the existing lot. Wayne will attend the next Sharon SB meeting to show the slightly modified version which incorporates an improved driveway for Stagecoach bus to turn around, added lighting and 7 spaces. Wayne found that added lighting increased lot usage by 15%. Jerry Fredrickson moved for TAC to accept the modified 1A option for VTrans to pursue. Bill Hall 2nd. All approved.
5. 2017 Better Roads Application
Rita updated the TAC that the deadline is next Friday March 17. She is working with most of the towns on applications – 24! She’s reminding towns last call if they’re still interested in applying.
6. Other Business Rita reminded that the Royalton Park and Ride project is moving forward and there is an upcoming public information meeting on March 20, 2017 @ 6:30PM at the Royalton Academy Building.

Rita reported the field season is coming up with traffic counts, culvert and road erosion inventories. If towns are interested in traffic counts, please let Rita know so she can plan staffing capacity accordingly. Wayne reported that Thetford Park and Ride is undergoing an expansion study and will be having another public meeting presenting alternative sites. Wayne also reminded folks that the Municipal Park and Ride program funds were unused last year and encouraged towns to apply this year.
