Focused approach “We also want to disable the prison gang influence on the communities beyond pris- on, to combat corruption of the criminal jus- tice system by criminal gangs, to mobilise and organise communities against gangs and their criminal activities.” Jones further explained that there is a tar- get-focused approach against identified street and prison gangs through various methods like focused crime information and intelligence management, project-driven gang investigation, strategic visible policing deployment, community mobilisation, and POCA-focused investigations with allocated specialist prosecutors from the National Prosecuting Authority (NPA). Residents will also be involved through programme-driven community mobilisa- tion against targets, social crime prevention programmes, creation of community-led civ- ic structures in gang turf areas, and target driven operational planning at both station and provincial level. “These operations already started at the beginning of April this year and will be on- churches, schools and community leaders. “CPFs and churches already started to have open air church services, marches, and community meetings. “The CPFs are playing a major role and already assist the police and community in various events. “More residents can get involved by as- sisting the police in their fight against gang activities by providing information, getting involved in neighbourhood watches and various projects. “All these projects will also be advertise rests and confiscated quantities of tik, dagga and mandrax, as well as cash,” he said. “Illegal guns are also under the spotlight and we made 17 arrests for possession of ille- gal or prohibited firearms.” Growth in gang activity Jones said police in the Western Cape are concerned over the growth in gang activi- ties. “We have taken note of the latest prison statistics that are gang related. Disaster Risk Management teams take some seniors through an evacuation exercise at one of thehomes involved in the project.

Disaster preventionat old age homesElderly residents at a number of facili-

ties owned and operated by the Cape Pe-ninsula Organisation for the Aged

(CPOA) are being prepared for emergencysituations.

The exercises are part of an emergencyplanning project being run in collaborationwith the city’s Disaster Risk ManagementCentre.

The project was inspired by the United Na-tions Office for Disaster Risk Reductioncampaign around the role of older people indisaster risk reduction. As a result, DisasterRisk Management has committed to helpingthe CPOA with emergency planning andevacuation procedures for old-age homesand retirement villages.

Evacuation awareness“Effective emergency management is dif-

ficult in any situation, and becomes evenmore challenging when issues like mobilityand frailty are brought into the equation,”said the city’s mayoral committee memberfor Safety and Security, JP Smith.

“It is therefore paramount that we help en-sure that our facilities for older people arenot only up to code in terms of, for example,fire safety, but also that both residents andstaff are aware of what to do should there

be a need to evacuate the premises.”For the first phase of the projects exercises

were done at Lilyhaven in Bonteheuwel;Avondrust Court, Rondebosch; ArcadiaPlace, Observatory; Erica Place, Athlone;Fernbridge, Diep River; and ConstantiaPlace, Constantia.

Be preparedA similar project was launched in collabo-

ration with the Helderberg Society for theAged. On Thursday 6 November residents ofHuis Vonke in Somerset West participatedin an evacuation exercise. Further exercisesare scheduled at four other facilities in theHelderberg later this month.

“Many people think disaster risk manage-ment begins when a disaster happens, butthe reality is that much of our work happensbehind the scenes with education andawareness,” said Smith.

“This includes safety drills and exercisesto ensure staff and residents are as preparedas possible in the event of an incident. Thereare many people for whom emergency drillsare nothing more than half an hour awayfrom their desks, but the value of knowingwhat to do when the situation calls for it can-not be understated – and the same appliesfor our elderly residents.”

The city takes training for seasonal fire-fighters seriously in order to prepare themfor any eventuality during the dry season.

Last week 40 trainees from Belhar andMitchells Plain completed aspects of theirpractical training. These ‘hot-shot’ crewswill be used to combat vegetation fires andwill be deployed as from 24 November.

The training is aimed at fighting vegeta-tion fires and making fire breaks.

Goodwood police secured another con-viction for murder, a year after the inci-dent took place.

On Monday 4 November 2013 at 19:58,the 39-year-old man stabbed a friend du-ring an argument at the Shell Petrol sta-tion in Hugo Street Goodwood. The dece-ased died of one stab wound to the chest.It is alleged they argued about money.

There’s a feeling of freshness in the airwhenyou look at the flats in Nooitgedacht nowa-days.

For the past few months there has beena buzz of activity at the flats between Olyf-berg and Makriel roads, and last week theCity of Cape Townwas issuedwith a Certifi-cate of Practical Completion by the contrac-tor for the first phase of the Brick SkinsProject in Nooitgedacht.

This city project is being rolled out acrossthe metro and involves the improvement ofliving conditions of city tenants in council-owned flats by enhancing thewaterproofingand thermal performance of the externalwalls of the buildings.

The completed work in the Nooitgedachtarea comprises seven blocks of flats withwork currently underway on flats inMacas-sar and in Hangberg as well, as part of theoverall Brick Skins Project which entailsthe upgrade of 67 blocks of flats.

“This is another example of how we aredoing everything in our power to enable re-dress through increased service delivery,”said City of Cape Town mayco member forhuman settlements, Siyabulela Mamkeli.

“The Brick Skins Project aims to rectifya situation created by our apartheid past.When these buildings were constructed dec-ades ago, the only barrier (commonly re-ferred to as the “skin”) between the insideand the outside of the building was a single100 mm thick concrete infill panel.

“As these panels are solid, there are nocavities and, accordingly, water ingressand thermal insulation causes significantproblems and affects the living conditionsof our tenants.

“Sustained rainy periods result in theconcrete ‘skin’ becoming saturated and, asa result, water seeps into the flats throughthe walls. The single concrete panel also of-fers little protection from coldweather, fur-ther aggravating the damp conditions,”said Mamkeli.

“The brick skin is a solution to these con-ditions. It offers a standard cavity-wall con-struction which eliminates water ingressand significantly improves thermal insula-tion.

“Further, the painting of the new brickskin offers the opportunity to improve theaesthetics of the building. I would like to

thank all of our tenants who are supportingour efforts to improve their living condi-tions,” he said.

For James Goodwin, a resident of Freder-ick Court, this project improved his livingconditions. Prior to the renovation, hisapartment had been leaking and subject tothe vagaries of the weather.

“Before the brick skins were constructed,it used to be very cold and wet in the flatwhen it rained. Now we can live decentlyagain,” he said. “We are very thankful forwhat the council has done but now theymustdo it to all the flats here.”

The city’s R51million project inMacassar,Nooitgedacht and Hout Bay is on track forcompletion within the next few months. Theproject started in the 2013/14 financial yearand the blocks of flats vary between threeand four storeys in height.

Recent issues with security at retail cen-tres across the country were at the heartof an incident in which a mentally disa-bledmanwasmanhandled in theparkingarea at the N1 City mall.

Mohammed Gordon (25) was waitingfor his parents in the N1 City Mall park-ing lot when he was mistaken for a carthief.

Security and police pulled him fromthe car and allegedly manhandled him.His father, Johardien, is suing the police,the security company, the head of securi-ty, as well as N1 City.

N1 City confirmed the incident.“N1 City Mall management confirms

that on Friday 07 November 2014 at

around 15:00, parking security detectedsuspicious activity in the parking area.The male in question was approachedand questioned by N1 City’s securitymanager. During this time, the Good-wood police appeared on the scene andthe investigation was handed over to theauthorities.

“Since the incident, N1 City Mall hasbeenmade aware of the fact that themalein question was not a potential securityrisk for the centre or its patrons,” saysNatalie Dippenaar, marketing manager.

She says further: “In light of recent se-curity issues within retail centres acrossthe country, N1 City Mall places a strongemphasis on safety and security at themall. We take a pro-active approach toour security andmake a consistent effortto pre-empt security incidents.”

from humble beginnings on the Cape Flatsshould not stop you from everachieving your potential inlife and reaching for yourdreams.His love for music has al-

ready seen him joining greatslike Judy Boucher on stage,and that journey is just start-ing.Music was always part of

family life for him, havingstarted to sing when he wasfive-year-old.He smiles when he recalls

that Michael Jackson was al-ways playing somewhere inthe background in their home.“My brothers and I would listen to

Michael Jackson’s songs while playing onmy father’s drums,” he says.“One of the first songs I lovedwasBen but

we just loved playing music and singingfrom very young.”Nizaam also plays guitar and piano, be-

coming a huge fan of people like Andrea Bo-celli, Michael Buble, Brian McKnight andCeline Dion.While he admits he will always have a

love for the “pop” side of music, his lifechanged when he was 12.“I was introduced to themusic of Luciano

Pavarotti and my life changed,” he says.“The magic of his voice, the music, I just

fell in love with it, and discovered I have anatural talent for it.”While he started vocal training to hone

tended, Uitsig High, last week to make a do-nation to sponsor a cash prize for the topthree learners in Grade 11.“The death of this young man is a tragedy

because all the dreams he had of a positive

future for himself and his community aregone,” said Esau.“It did not matter that he came from the

flats of Uitsig, he wanted to make a differ-ence by being a positive rolemodel, a helpfulchild and a peacemaker.”Esau explained that with this donation he

wanted others to go back to the schools thatthey attended and start tomake a difference.“Our schools produced the best in the past

The possibility that gang violence mightnever be eliminated, only reduced,was a dis-turbing comment by DAmem-ber Mireille Wenger in a pub-lic debate about gangs anddrugs and the effects it has onsociety.The debate was held at the

Western Cape legislature lastweek, where MPLs from oppo-sition parties had the opportu-nity to highlight their con-cerns and criticisms.Wenger said she believes

specialised units are neces-sary to help fight gangs.“Crime and violence is de-

moralising, victimsof violencesuffer injuries, sometimes they lose theirlives.“Often thosewho live in such areas are de-

prived of life’s simple opportunities,”

Wenger said.The ACDP’s Ferlon Christians made a

similar statement earlier that day. He saidchildren who are brought up in poor areaslike Elsies River experience gang violence

on a daily basis.“In fact, boys and girls say nothing good

InspirasieDie inspirasie vir diewoorde van die lied-

jie het Lana gevind in haar eie ervaring vanmishandeling. “Ek was vir 10 jaar vasge-vang in ’n gewelddadige huwelik waar ekfisiek en emosioneel mishandel is. verkragting nie, omdat almal dink ‘dit salnooit met my gebeur nie’. Maar tog gebeurdit. Ek hoor elke dag soveel skokstories oormishandeling, verkragting en molestering,wat nooit eers rapporteer word nie. Baiemense is te gesteld op hul image en die skan-de wat so iets oor die familie sou bring.”Om dié rede ontvang baie vroue en kin-

ders dan ook nie die nodige ondersteuningnie.“Die regte berading en terapie kan die

the Western Cape Microlight Club (WC-MC) and the Sakhikamva Foundation, af-ter passing his skills test for his privatepilot license (PPL).Alexander was one of only two recipi-

ents of the WCMC PPL scholarship pro-gramme selected by a panel of highly ex-perienced WCMC pilots, including an ac-tive South African Airways (SAA)captain, and theSakhikamvaFoundation.“This scholarship programme is an on-

going contribution by theWCMC to devel-op pilots who hail from previously disad-vantaged communities,” a spokespersonfor the WCMC said, adding that the train-ing costs were sponsored by donationsfrom some of the club’s members.“Weare extremelyproudofAlexandhis

commitment to the training programme.Wewish him the best of luck for the futureand we are sure he will in the near futurebe piloting a commercial jet. Paulse het verlede Vrydag amptelik uitdiens getree bydieBellville-polisiekantoorop die “rype” ouderdom van 52 jaar.

In sy 27 jaar by dié kantoor het Paulsesewe stasiebevelvoerders sien kom engaan.

Hy sê wat die meeste verander het oordrie dekades, en waarmee hy die minstevrede kanmaak, is die gebrek aan dissipli-ne en respek onder polisielede.

“Dis niemeer soos in die ou dae nie. Des-tyds is jongmanne direk námatriek polisietoe. Jy kon hulle iets leer.

“Deesdae se manne is in hul laat 20’s enkom uit ’n werk of beroep en besluit danom aan te sluit. Dis taai om vir hulle dissi-pline aan te leer,” sê hy.

Paulse se kantoor was in beheer van ge-sinsgeweldsake. Húl werk was onder meerdie uitreik van lasbriewe, om onderhoudte koördineer en ook om vermiste menseop te spoor.

“Ons het ’n 100%-terugvind-persentasiein die opspoor van vermistemense,” sê hy.“Dit was my passie.”

Sy grootste passie is egter sy gesin.Sy oë skitter as hy vertel hoe hy sy vrou,

Philida, as groentjie-offisier in die Mit-chells Plain-polisiekantoor ontmoet het.Die paartjie is in Januarie 28 jaar getroud.

“Sy het by my uitgekom om ’n saak tekom maak. Die buurman se seun het weg-gehardloop met haar geld. Sy was op kruk-ke. Toe ek die vorms invul, sien ek haar ge-boortedatum. Sy is een dag jonger as ek!”lag hy. “Ek het geweet ons is vir mekaarbestem.” Hy vertel hulle was binne sesmaande getroud. Die egpaar het drie kin-ders, Bevan, Janette en Kayla.

Wanneer Paulse oor Kayla begin vertel,skiet sy oë vol trane.Dié pragkind vanhomwas amper dood weens ’n hartkwaal.

Maar Kayla het bewys sy is ’n aanhouer,soos haar pa. Sy is vanjaar ’n eerstejaar-Matie. “Sy studeer finansiële bestuur. Ditgaan goed met haar, maar sy moet weervroeg in volgende jaar terug vir ’n opvolg-ondersoek,” vertel hy.

Sy planne vir die volgende 50 jaar?“Ek gaan grafstene bou. Maar dit gaan

iets uniek wees – daar is nog nie so ’n pro-duk op die mark nie,” vertel hy.

Sonder om sy geheim weg te gee, vertelPaulse oor dié unieke produk wat glo ’ntiende van die prys van ’n graniet-graf-steen sal kos, en waarvan die lewensduurglo tussen 30 en 40 jaar is – goedkoop ge-noeg om te vervang.

En so van polisiediens tot grafstene, hetPaulse verlede Vrydag aan sy kollegas tot-siens gesê. Sy toekoms – daremaan die reg-te kant van die graf – wink.

naam, was ’n ware lewensred-der en het my vertroue in onsjeug ’n hupstoot gegee. Baie,baie dankie.Baie dankie ook aan die twee

jongmense – wat ek glad niegeken het nie, wat aangebiedhet om elke dag, kosteloos, metmy honde te gaan stap. Dankie,Lindy en Nico, jul ouers envriende behoort baie trots opjulle te wees.

Om jou bejaarde ouerbloot te gaan “wegbêre en van hom/haarte vergeet” in ’n tehuis, is heel moontlikdie grootste onreg wat jy teenoor diemensdom kan pleeg.Bejaardes oorleef op liefde en aandag

van hul kinders. Selfs die allerluukstetehuis kan nie daarvoor opmaak nie. Netsoos jy as klein kindjie nie sonder liefde,aandag en versorging van jou ouers konklaarkom nie, is jou verswakte ouers nounet so afhanklik van jou.Dit is dus jou verantwoordelikheid om

“Ons sal ’n CV en getuigskrif vanhierdie gerehabiliteerde gevangenesaan die sake-ondernemings voorsienmet wie ons skakel,” het Truter ver-duidelik.

Die kunstenaar, Emo Adams, het sy lyf ak-teur gehou om die kwessie van haweloosheiduit te beeld in ’n nuwe musiekvideo wat ver-lede week in Brackenfell, Kraaifontein enBellville verfilm is.

Die liedjie “Wat Sy Naam” is geskryf deurdie plaaslike kunstenaar, Jacques G, ook vanBrackenfell, en handel oor die lief en leed van’n boemelaar wat weer hoop kry en opstaanuit sy omstandighede.

Die boemelaar of “trolliestoter”, soos Ka-penaars hulle noem, word uitgebeeld soos hywakker word op ’n parkbankie en daarna sytrollie deur Brackenfell se strate stoot enplek-plek weggejaag word.

Verskeie bekende bakens soos die CapeGa-te-winkelsentrum en die Blomtuin-sentrumin Bellville kan in die video gesien word,waarmee kykers maklik sal vereenselwig.

Selfs die “reënboog”-plakkerskamp Klein-akker in Kraaifontein was agtergrond tot diestorie, waar die boemelaar laatnag om ’nklein vuurtjie sit om homself warm te maak.

Die regisseur, Skolla Kitshoff, ook vanBrackenfell, het met TygerBurger gesels oordie projek wat almal wat deel was daarvan,baie na aan die hart lê.

“Die liedjie is baie hartroerend en die sto-rie baiediep.Dit sinspeel opveroordelingoordie algemeen. Om te oordeel is ’n menslikeswakheid en mense is geneig om op mekaarneer te sien. Skolla, wat bekend is vir sy werkin plaaslike musiekkringe, het betrokke ge-raak by die verfilming van die musiekvideonadat hy die woorde van die liedjie die eerstekeer gehoor het.

“Die lot van haweloses is ’n groot brand-punt in Kaapstad en daar gaan amper nie ’ndag verby wat ons nie almal met haweloseste doen kry nie,” sê Skolla.

Emo het aangebied om die rol van die boe-melaar te vertolk nadat hy deur Skolla vandie video te hore gekom het.

“Dis ’n baie mooi storie en ons as kunste-naars wil eintlik maar storievertellers wees.
