wants to know after another in-nocent lifewas lost to gang violence inElsiesRiver last week.On Tuesday 30 July Norma Lottering left
her home in The Range to go shopping, min-utes later she was dead, caught in the cross-fire of gang warfare raging in the area.On Friday the community in the area got
together in protest against the violence that
has erupted in this neighbourhood, and inother parts of theCapeFlats in recentweeks.It seemed like a quite Friday afternoon in
the area surrounding the blocks of flats inthe area where the protest was being held,children gathered in the playparks enjoyingthemselves but there was still a tension inthe air.“You have to be aware all the time,” says
one of the residents in the area who did notwant to be named.“It may seem quiet now, but the gangs can
start shooting at each other any time, and
they don’t care about these children or thepeople in the area,” she said.
CommunityAt the march Matilda Vantura, who runs
a skills and crafting project in the area,spoke passionately about Lottering’s com-mitment to her community as part of thesewing class in which she participated.“She loved life and helping those less for-
tunate in her community,” she said.“It’s so terrible that her life had to end like
this, at the hands of heartless thugs who
want to destroy our communities.”While police are still investigating the in-
cident there are members of the communitywho want the police to intensify their waron the gangsters and drug lords in the area.“Police started a campaign against them
a few months ago,” said Warren Le Roux,from Clarke Estate who was at the protest.“Problem is that where they have acted
against a drug den, the addicts still needtheir supply and that is where the problemstarts.”V To page 2.

Police need your help to solve a murder.On Friday 2 August at about 03:10 an un-
known black man was found dead in a parkat Hooke Street, Belhar.Inspection revealed that he died after suf-
fering two stab wounds to his chest.Witnesses on the scene allege that four un-
known men and an unknown woman on abicycle were seen fleeing away from the de-ceased who was struggling to walk and laterfell down in the park.The victim, who was bald and clean-shav-
en, was dressed in brown suede Asics tak-kies, blue faded jeans, a black relay jeansbelt, black tomatowristwatchandnavy jack-et.He is thought to me a foreign national.Police found his cellphone earphones ly-

name in theareawhere shehasbeenavolun-teer at the trauma room for the past 13 yearsand on Friday 2 August she was treated toa very special birthday party at the station.Police, friends and fellow volunteers gath-
ered to give her a surprise party to celebrateher 60th, and she also received a certificatefor her work at the station.The communication officer at the station,
Capt Marie Louw, said that this remarkablelady was somebody who truly cared for hercommunity.“She is not just doing service at the trau-
ma room, but is also available 24 hours forthe police at Bishop Lavis for when we findsmall children in the street, babies that havebeen abandoned, or children that are takenaway from their parents due to certain cir-cumstances,” said Louw.“When she cannot find safe houses for
these children, she will make sure of theirneeds first, even getting her husband andherself to sleep on the floor to ensure thatthe children are in a warm bed.“Over the years she has also become
known as a fighter for the rights of women
and children, assisting abused women, andassisting people at court if they do not knowcertain procedures.”Some 14 years ago this compassion came
to the fore when police “dropped” a seven-month-old baby girl on her doorstep.“She decided that she will raise that
child,” continues Louw.“Today that baby is a beautiful 14-year-old
who is doing brilliantly at school with abright future ahead of her through the inspi-
ration of this dedicated woman in our com-munity.“While she has a daughter and son of her
own, with five grandchildren, she is also amother to us at the police. She’s alwaysbringing food, cake or sometimes a smallpresent for some of us, just to show howmuch she appreciates our work in the com-munity. We wish her well for many moreyears and want to say a big thank you forher caring.”

Fire safety must be a priority in the commu-nity, especially after recent incidents in Bis-hop Lavis last week.
On Sunday at about 04:22 emergency vehi-cles were called to a fire at 23 Lenton Drive,where a backyard dwelling and its contentswere completely destroyed.
While firefighters managed to extinguishtheblaze by 05:01,ValenciaGrovers,BradleyGrovers and Koen Fortaan suffered second-degree burns during the fire.
They were transported to the burns unitat the Tygerberg Hospital for further medi-cal treatment.
Unfortunately an elderly woman, AnnaMitchell (58) was fatally injured by the blazeand was declared dead at the scene by atten-ding paramedics.
Damages caused by the fire is approxima-ted at R45 000, while the cause of the fire isstill being investigated.
The city’sDisasterRiskManagementCen-tre issued a renewed appeal to residents tobe fire safe when working with open flames.
When going to bed, residents should isola-te electrical devices and extinguish gas bur-ners, candles, lamps and paraffin stoves inorder to prevent fires.
Woman dies in backyard dwelling fire
The telecommunication system which re-ports on traffic light failures in the City ofCape Town is in jeopardy due to posters andbills pasted over these devices.
As a result it nullifies the innovative newsystem says Subcouncil chairman and Both-asig ward councillor James Vos.
Control boxes are aimed at speeding upthe responses of repair crews whereby thetraffic light faults and failures can be report-ed to a 24-hour call centre.
“How can anyone read the identificationnumber when it is obliterated by a bill past-ed over it?” Vos asks.
He adds that posters and bills pasted toelectricity substations,meterboxes and traf-fic light control boxes are on the increase,and he condemns these as effectively acts ofvandalism.
He says together with staked advertisingsigns, and those tied to lampposts, these de-grade the environment, create the percep-tion that matters are out of control and, asa result, property values deteriorate.
“As if the situation wasn’t already badenough, poster pollution now poses a life-threatening consequence because illegally
pasted bills hamper identification of poten-tially dangerous intersections; just one ofthese posters could result in the loss of lifeof a motorist or pedestrian,” said Vos, “andurgent action must be taken.”
Traffic light failures impact adversely onall road users. A new system just introducedby the City of Cape Town’s Transport De-partment empowers both motorists and pe-destrians by giving them the opportunity toreduce the life-threatening consequences ofsuch occurrences.
“The City now operates a 24-hour TrafficSignal Fault Call Centre, share-call number0860 00 1948, which enables the public to re-port faulty traffic lights” says Vos.
The control box at each of the more than1 300 intersections controlled by trafficlights, has recentlybeen fittedwith, andnowdisplays a unique identification number.This enables the city to identify the intersec-tion which in turn speeds up the process ofgetting a repair crew to attend to the prob-lem.
The city appeals to all road users to imme-diately report traffic light faults – yourphone call could save a life.

Members of the public are strongly urgedto have their say on the draft policy regard-ing the proactive re-blocking of informalsettlements.
Pro-active blocking is the repositioningof informal structures in a re-configured,logical layout. It addresses the urgent needidentified by the City’s Disaster Risk Man-agement and Fire Services sections, as pro-active blocking will reduce the occurrenceand spread of fires in informal settlements.
The re-configured layout provides forspaces between structures, courtyards forthe community, fire hydrants (where possi-ble) and access and egress roads for emer-gency and service vehicles. It will also cre-ate opportunities for a greater number ofhouseholds to be provided with one-on-onemunicipal utility services.
Currently, there are 204 informal settle-ments of varying sizes and densities inCape Town, which accommodate approxi-mately 193 000 households. These settle-ments are characterised by a lack of formaltenure, public space and facilities; inade-quate access to municipal services; a lackof convenient and safe access; andnon-com-pliance with planning and building regula-tions.
Despite the progress the city hasmade inthe provision of basic services, the organicform of these settlements makes the provi-sion of service delivery very difficult.
In addition, informal settlements are atgreat risk because of the effects of disasters.The compact nature of informal settle-ments limits access, which puts the lives ofinhabitants in danger.

There’s a “saint” in Delft who packs morethan a world-beating punch, and he wantsmore youth to “follow” his ways.
Saint Dumas (16) is a Grade 10 learnerfromDFMalanHigh inBellvillewhohas justreturned from participating in an interna-tional mixed martial arts and kickboxingtournament in America.
This was the first time that he took part,and in his division he came first in Kata, sec-ond in Light Contact, and third in ClashSparring for an overall third in the competi-tion.
While it all started in 2005 when he was in-terested in doing karate, he now concen-trates on his kickboxing skills and wants touse his skills to teach other youngsters in thearea.
“This sport hasmeant a lot tome,” he says.“Its not just about fighting, but there is the
discipline that has taught me to become con-fident about myself in any situation.
“You also have to apply yourself to yourtraining with lots of concentration needed ifyou want to succeed at the sport.
“There are a lot of children interested inthe sport here in Delft, but we need a placeto practise all the time,” he said.
Supporting this young man in his questarehis parents,Ursula andDouglas,who feelthat their son can make that positive differ-ence for youth in the area.
“The sport has changed my son in a bigway,” says mom Ursula.
“He used to be a little shy and introverted,but now he has lots of confidence, and thatis why he wants to start teaching others inthe area. We have already started but wehave to hire a hall and put up the equipmentevery time.
“The youngsters come here to ask whenthey can train, but we have to disappoint
them every time.”Dad Douglas is more serious about getting
a training facility going in the area.“Just get me the ground, I’ll build it!” he
says, the family owns ahardware store in thearea.
“Weneed to get our childrenaway fromthenegative influences around them, the crime,the drugs, the gangsters and activities likethis can show them that there is a way out
of the worst social circumstances throughsport.
“Saint has experienced where it can takehim, and now he wants to share it with theyouth here in Delft.

A festival with the purpose of recognisingand celebrating Tygerberg’s vibrant cul-tural diversity will be held over three daysin October.
The Tygerberg Heritage Festival takesplace from Friday 25 October until Sunday27 October. This festival is an initiative ofthe Greater Tygerberg Partnership (GTP)and is an event for the entire family.

The majority of activities will be held atthe AFM church (AGS) building in Bell-ville.
The festival starts Friday 25Octoberwithpresentations and exhibitions at theArabicSchool in Bellville, followed by the Tyger-berg Benefit Music Concert from 19:00.
On Saturday, attendees will be treated toa fashion show, live music from local art-ists and dance performances.

The Bellville South Youth andWomen Cen-tre is on a mission to make your talentscome alive.
Every Wednesdays, until the end of 2013,classeswill be taught ondecoupage, variousforms of painting techniques and makingamazing items out of waste.
Joy Warries of the centre says that herteachers, Shirley Petersen and NatalieScottman, are eagerlywaiting on ladies thatthey can introduce to these skills.
“We want to empower the women in ourcommunity,” she said.
“Handmade arts and craft is still a popu-lar art form and the market is growing dai-ly. I always like to point out one of our suc-cess stories, Hester Claasen,who joined oneof the beading classes in 2011.
“She found her niche in the mosaic artform and todaywe are all proud of the beau-tiful items she has produced.”
Warries also pointed out that the talent
is spreading towider areaswith sevenof theparticipants who have started their ownbusinesses now in a mentoring programmewith the Cape Craft Institute to prepare theladies for the various markets locally andinternationally.
“The Institute was pleasantly surprisedby the quality of the work produced by theladies,” she said.
There is also a waiting list for the nextfabric painting class, mosaic class and thenext computer classes. Ladies that are in-terested to do a Home Management courseare also welcome to come in for an inter-view. Warries also invites ladies that areunemployed especially matriculants, tobring in their CVs so that they can be addedonto the database at the centre.

This is an open letter to allbusinesses within the greaterBellville and Parow areas thatsell or serve liquor to membersof the public, especially tothose who are already underthe influence. Having been inoperation for the past 12months, the Voortrekker RoadCorridor Improvement District(VRCID) needs to voice itsconcern regarding the illegalsale of alcohol to personsalready under the influence ofalcohol.
The law is clear; no businessmay sell or serve alcohol toanother person who is alreadyunder the influence of alcohol.
By doing so, businesses arecontributing towards alcohol-ism, anti-social behaviour andpossibly even sexual violenceagainst women and children.
From the VRCID’s point ofview, we are adamant thatbusinesses within the VRCIDmust take note and stop thispractice immediately. Theirstaff need to be informed thatthey may not sell liquor if theperson buying the liquor isalready under the influence;ignorance of the law is noexcuse. The end result of thispractice is that the VRCIDmust spend of its time andbudget finances to attend toanti-social behaviour andpublic violence (fighting). It isunfair to law abiding VRCIDlevy payers that the minoritytakes advantage of thoseaddicted to alcohol.
In most instances, it is thepoorest of the poor who aretaken advantage of by suchbusinesses. All that thesebusinesses are interested in ismaking money; they do notcare about the person once heor she steps from the premisesafter they have bought orconsumed alcohol. I find this report quiteamusing and laughable to saythe least. It is clear that theseaccusations are based on liesand sensation, and to drum upsupport and sympathy from thereaders.
Was there no other wayBrandt could have identified theofficer concerned, other thanhis name tag? Why did he failto lay a charge against theofficer? Is there a case, or is itonly a poor attempt to discreditthe said officer, and to cover uphis own wrong-doing?
He also portrays himself as asaint i.e. like coming fromChurch on a Sunday morningwith his children while theofficer is smelling like liquorwhilst on duty, the officer beingracist.
It is a known fact that thesecars are modified not for theiraesthetic value but purely toshow off and race whereverthey please. Once they shift inbehind the steering wheels ofthese cars they become dement-ed individuals with a totaldisregard for the safety of otherroad users. A few weeks ago I was on myway to visit relatives during thedays of extreme rain.
Everything had been goingaccording to the schedule untilreality struck. I had to drivethrough a flooded section beforeI could reach my destination.Just there and then my carswitched off and I could not getit working again.
I immediately switched on myhazards and a young manapproached me offering to helpby giving me a jump start. Itdidn’t help so he proposedtowing my vehicle back homeand I agreed.
I repeatedly apologised fortaking up his time when hecould be doing something elseinstead. When we reached myhome I offered to reward himwith cash. He said it wasn’tnecessary, but I insisted and heeventually took the money.
I told him what he had donewas extraordinary as he hadstopped and helped me. Witheverything happening in society,he had every reason not to stopand help. People claim to have avehicle problem, but insteadthey hijack or even kill peopleafter getting them to stop.
This incident taught me to doa good deed. That same day myneighbour had engine problemsand I helped them with a pushstart. If we can all stand togeth-er and reunite we could over-come all social and economicchallenges.
