Cameras to curb crimeASTRID FEBRUARIE

To address the challenges associatedwith crime upfront, an amount ofR200 000 has been set aside by local
ward councillor of Ward 25 for the installa-tion of CCTV cameras.
Ward councillor Beverley van Reenensays crime and gangsterism are serious is-sues which affect everyone – not only thoseliving in Ward 25, but also those people trav-elling through the area which includes theCape Town International airport.
“These CCTV cameras would then be
linked up with the City of Cape Town’sTransport for Cape Town operation centrein Goodwood from where everything couldbe monitored and from where armed re-sponse could be dispatched quicker and fast-er,” she says.
A very important feature that comes withthe CCTV cameras, is the number plate rec-ognition feature which will ease the task ofthe police and law enforcers.
“In order to fast-track these processes, Ihad several meetings with the City MetroPolice and the safety and security depart-ments in order to agree to the location ofthese CCTV cameras,” she says.
Van Reenen says the location of the camer-as has been moved along Francie Van ZijlDrive from the original spot.
“The reason for the installation at theselocations is because there is undergroundinfrastructure,” she says.
At one point they experienced some hic-cups and delays with regards to the way-leaves application, but Van Reenen is gladto report that the wayleaves have since beenobtained and all outstanding matters havebeen resolved.
“I have since received promising newsfrom the contractors who indicated thatthey will, within the next two weeks, be on
site and the work will therefore begin in ear-nest,” she says.
She is, however, mindful that crime willnot disappear immediately, but hopes thatwith the little money at their disposal, theinstallation of the CCTV cameras will be-come a reality and their response time willimprove so that criminals can be identified,apprehended and the area made a little safer.
“However with the assistance of all role-players in the area and the commitment ofthe City as a safe and caring City, I am veryoptimistic that together we could make a dif-ference to combat crime within the area,”Van Reenen concludes.
The launch of a “touch andfeel” garden at the AthloneSchool for the Blind – theBotanical Society of SouthAfrica officially launched thesensory garden madepossible through contributions from MySchool, RotaryClub of Kirstenbosch andthe Redhatters Bridge Club.It is the first step in whatthe Botanical Society hopeswill become a multifunctional garden – a placewhere the children can playfreely, enjoy the tranquillityof nature and have picnicswith their friends, familyand school staff. Constable Thediso Mfunda, four suspectsbroke a window to enter the premisesand took a television, a laptop and othergoods, and fled on foot.When Mfunda arrived on the scene, he

Elsies River Police have a new stationcommander who is determined to ad-dress and find solutions to the crime
and gang related issues in the community.Brigadier Zingisa Althea Manci was pro-moted to station commander after being inan acting position for the last two years.Manci believes building a trusting part-nership with the community will help tocombat crime in the region.“We have a major problem with trust inthe community and through our awarenesscampaigns we hope to restore this trustpartnership to ensurewe canwork togetherto push crime out of the area,” she says.Through several marches organised bythe police, the Community Police Forum aswell as neighbourhood watches and othercommunity organisations, police have re-ceived valuable information from the com-munity which resulted in several success-ful arrests.“We must include the community in ourawareness programmes to ensure they feelpart of us and that it is not us against themor them against us,” she says.Manci says some of the crime issues inthe community include drugs and gangster-ism as well as domestic violence.These are issues high on her priority listwhich she intends to tackle every day to en-sure the community is safe and people livein an environment where they feel free towalk the streets without fear of becomingthe next victim of a crime.“We intend to host more social crime pre-vention campaigns in schoolswherewewillencourage learners to get involved in posi-tive activities and not be lured into gang-sterism,” she says.She believes that starting in schools willhelp build a better society as children oftenget lured into gangs in the community withpromises of earning money and receivingvaluable goods.“These children do not realise the impactthey have on their families, fellow class-
mates and their own lives. Here we havegenerations of families involved in gang-sterismand itmakes it difficult to tackle theissue, but we will not back down until wehave a breakthrough in stopping this surgeof gangsterism and crime in the communi-ty,” Manci says.She further explains that robberies are al-so a major issue and many of the cases re-ported occur in the early hours of themorn-ing and late in the evening when people aregoing to work and returning home.In this case police have increased theirpatrol hours and now monitor the hot-spotareas where these robberies occur.“Whenweare visiblewedeter these crim-inal activities and reduce the crime rate inthe area as we often see these petty thievesmove on to get involved in more dangerouscrimes,” she says.Manci urged residents to take a stand, tospeakupand to come forwardwith informa-tion if they want to see change in the com-munity and help to reduce the crime levels.

An unarmed response security officer of Se-curepro on patrol at Spar inDelft South cameunder attack when he responded to a call-outand an attempt was made to rob him.The incident occurred on Thursday 11 Feb-ruary at about 20:25 in Sandelhout Streetnear Unbuntu Hair Salon.According to the investigating officer, De-tective Constable Glenville Witbooi, the at-tackers must have been under the impres-sion that he was in possession of a firearm,but he was unarmed.Captain Joe Wilson, spokesperson of theDelft Police Station, says the suspects shotthe unarmed guard in the right shoulder andthen fled the scene empty handed. “The secu-rity officer was rushed to a nearby hospitalin a serious condition,” Wilson says.Police are investigating a charge of at-tempted murder and anyone with informa-tion is requested to contact Witbooi on021 954 9000.
. Meanwhile a man was shot and killed,one was injured and two others escaped inju-ry after they came under attack whilst sleep-ing. The incident occurred on 12 February atabout 02:10 in Mango Street in Delft South.Wilson says four men were asleep in theirWendy house when they were attacked. “Inthe aftermath of the shooting it was discov-ered that 18-year-old Bevan Malaga suffereda gunshotwound to his stomach and right leg
and he died on the scene.”Another victim, 21-year-old Gasant Abra-hams, suffered a gunshot wound to his head,just above the right eye, and the bullet waslodged in his skull. The two other victimsaged 23 and 25 escapedwith injuries andweretaken to a nearby hospital along with Gasantwhere they received medical attention.Police are investigating a charge ofmurderand three charges of attempted murder.Wilson says themotive for the attack is notclear, but police are investigating the possi-bility that it might be gang-related. Anyonewith information is requested to contactCon-stable Witbooi.

In a separate incident police arrestedfour suspects between the ages of 25 and 30for the illegal possession of firearms and am-munition.The arrests were made during OperationLockdown last week when the suspects werestopped and their vehicle was searched.“They are known to the police as being as-sociated with drugs,” Wilson says.During the search of the vehicle policedidn’t find any drugs, but uncovered amodel75 pistol with one magazine and 15 rounds.Colonel Luyanda Damoyi, the acting sta-tion commander for the Delft precinct,praised the officers and said the proliferationand eradication of illegal firearms will re-main one of the main priorities of police.

‘Vaselinetjie’ beginnou vere regskud
Learners at Athlone School for theBlind can now engage with naturethrough touch and smell instead of
sight after the Botanical Society of SouthAfrica officially launched the sensory gar-den they created at the school for learnersfrom the Zisukanya Early Childhood De-velopment Centre.
This was made possible by contribu-tions from MySchool, Rotary Club of Kir-stenbosch and theRedhattersBridgeClub.
The executive director from the Botani-cal Society, Zaitoon Rabaney, says this ini-tiative is one which has an ongoing effect.
As the garden grows and develops theschool aims to involve the learners inmaintaining the gardenat each stage, suchas supplying the kids with watering cans
and spades to maintain it, creating a senseof awareness and responsibility, so it be-comes a space that they don’t just visit, butnurture and develop. “This project speaksto one of the 16 targets set out in South Af-rica’s Strategy for Plant Conservation,which emphasises the importance of plantdiversity, and the need for its conserva-tion incorporated into communication, ed-ucation and public awareness pro-grammes,” Rabaney says.
The sensory garden will promote educa-tional opportunities andexposure tobiodi-versity – not only for the ECD learners, butall learners atAthloneSchool for theBlindand their staff and families.
Pieter Twine, MySchool’s general man-ager, says it has been great to support this
project and playing a part in creating aspace for special needs learners.
“The garden allows for students to ex-press their sensory and learning capabili-ties with a hands-on approach, while pro-moting the educationofhealthyeatingandan environmental awareness in additionto donating funds towards the garden.”
MySchool also donated two benchesmade out of recycled material to be placedin the garden for teachers and learners toenjoy outdoor lessons and during break.

Several people were arrested during Opera-tion Lockdown last week in Delft where in-dividuals suspected of distributing drugswere the target.Captain Joe Wilson, spokesperson of the
Delft police station says between 05:00 and13:00 on Tuesday 9 February, Delft police,Railway police and the Crime Intelligenceunit conducted the operation.According to the acting station command-
er for Delft, Colonel Luyanda Damoyi, theoperation was successful and 25 houseswere searched, leading to nine arrests.“The suspects, aged between 21 and 34,
were arrested mostly for drug possession,while one was found in possession of sus-pected stolen property,” Wilson says.Meanwhile Colonel Damoyi praised his
staff for the arrest of 152 suspects for the pe-riod fromMonday 8 February toMonday 15February.According to Damoyi the arrests ranged
for various charges including murder, at-tempted murder, assault, robbery, house-breaking, outstanding warrants of arrest,stolenmotor vehicle and various drug char-ges.The ages of the suspects range from 17 to
56 years.Beside the arrests they also seized five
parcels and 90 stops of dagga, 20 mandraxtablets, 20 sachets of tik, 12 knives, 46 bottlesof liquor, one flat-screen TV and a CZ 75 pis-tol with a magazine and fifteen rounds aswell as a Parabellumpistol with amagazineand six rounds.

Elsies River police arrested two sus-pects linked to a theft that occurred atbusiness premises in Epping 2.
This comes after police received a callfrom a business in Bofors Circle on Sunday14 at about 22:15.When they arrived they found a number
plate of a vehicle involved in the theft.Sergeant Esmarelda Pheiffer, spokesper-
son for theElsiesRiver police, says after fol-lowing up this information it led the policeto the arrest of two suspects and the recov-ery of the stolen goods (boxes of wine) to anestimated value of R80 000.Both the suspects – two men aged 23 and
24 – appeared in theGoodwoodMagistrate’sCourt on Tuesday 16 February.Meanwhile on Sunday evening between
21:00 and 23:00 the crime prevention unit ofthe Elsies River police also confiscated an-other two firearmsand live ammunitionaft-er several shootings occurred over theweekend. One of the firearms confiscated
was found in the possession of a 26-year-oldwoman.Pheiffer sayspolice continue to call on the
public not to help criminals hide firearmsor any illegal items.“Such actions make you guilty as an ac-

Voertuigeienaars sal voortaan hernuwingskennisgewings van die Stad ontvang, en nie soosin die verlede van nasionale agentskappe nie.
Dit sal verligting bring vir die ongerief van die afgelope paar maande wat veroorsaak is deurdie versuim van nasionale regeringsagentskappe om hul verantwoordelikhede na te kom,en wat daartoe gelei het dat die uitreiking van hernuwingskennisgewings opgeskort is.
Die nasionale departement van vervoer kon nie daarin slaag om die oorskakelingvan die elektroniese nasionale verkeersinligtingstelsel (eNaTIS) na diepadverkeersbestuursagentskap (RTMC) af te handel nie. Gevolglik stuur hulle niehernuwingskennisgewings uit nie en is hulle ook nie in staat om meer eNaTIS-dienspunteaan die Stad te voorsien om ons in staat te stel om die diens by ons munisipale kantore uit tebrei nie.

Table View precinct last week withresidents claiming crowbars wereused to gain entry to their homes.According to a trusted source there
were nine front-door entries onWednesday 10 February. ““Table View was hit hard yester-
day. It appeared to bewell orchestrat-ed.” Social media also buzzed withresidents’ reports of large appliancesbeing stolen.Police spokesperson Warrant Offi-
cer Daphne O’Reilly says homes inParklands, Sunningdale and alongthe beachfront were mostly affected.Later that day at about 22:00 police
and a security company were in-volved in a high-speed car chasewhich resulted in a police vehiclerammed and officers injured.O’Reilly explains thedramaunfold-
ed when an alarm of a home in Fern-wood Close, Parklands, was trig-gered.“Complex Patrols and police re-
sponded and found four men in awhite Volkswagen Polo. The mensped away and a chase ensued. On thecorner of Plattekloof and Koebergroads, thepolice vehicle tried toblockthe Polo but the men rammed the po-lice vehicle pushing it into the robot.The two officers hadminor injuries.”Complex Patrols continued to
chase the thieves and this resulted inanother crash on the corner of Dingleand Alice roads.“Complex Patrols were out of ac-

“Every time there is a shooting, it cre-ates chaos”.This is according to the principal
of the Rosewood Primary School in Bonte-heuwel, Fahima Meyer who says parentsand pupils go into a panic when gangstersin the area start shooting.This was the case last week, when gang-
sters from the 28s gang and the Stoepas gangwere in a shoot-out in a footpath betweenRosewood and Disa primary schools.Meyer says the incident creates a tense at-
mosphere at school, with parents callingconcerned about their children andwantingto pick them up from school immediately.Meyer further says that none of her pupils
were involved in the incident that occurred
on Thursday 11 February between 09:00 and09:15.Brigadier Christopher Jones, Station
Commander of Bishop Lavis Police, says thepolice received information of a shooting inprogress and rushed to the scene to find fourarmed men.
Gangs turn on police“Whenwe arrived at the scenewe saw one
suspect from the 28s gang firing an automat-ic firearm and three other men with fire-arms. When they saw the police officers thesuspects starting shooting at them. Duringthe commotion three of the suspects gotaway and we managed to arrest one,” Jonessays.The suspect police arrested is a 29-year-old
manbelonging to the 28s gang.Hewas inpos-session of an automatic firearm.
The suspect was charged with being inpossession of a prohibited firearm.Jones says no-one was wounded during
the shooting.“We were not able to affect anymore ar-
rests as certain residents starting attackingpolice with rocks and stones preventing usfromgetting to the other suspects. Theyevenstarting burning tyres in the road to stop usfromusing our vehicles to drive through thearea,” he explains.As police tried to go after the other sus-
pects, resident’s pelted stones at them dam-aging nine private vehicles and one trafficofficer’s vehicle in the process.“This is really disheartening to see as we
try our utmost to carry out our duties as offi-cers. When we are prevented by certain peo-ple to do so, these criminals get away andcontinue their crime,” he says.
All gang members are criminalsAccording to Jones, those involved in
gang-related activities are considered crimi-nals.
“If they accept money, food or anythingfroma gang or gangmember, they are crimi-nals; if they hide a gang member or firearm,they are criminals; if a gang supports themin any way, they too are considered crimi-nals.”Principal of Disa Primary School, Andrew
James, says about 50 parents came to fetchtheir children from school, but they had towait until about 13:15 as he allowed thelearners to leave in small groups only.“We sent the learners out in small groups
while the police monitored the area, whichwas a huge relieve to me.“By 14:15 they had all gone home with
their parents,” James says.

Gang violence in the area was addressed and the community was urged to comeforward with any information that can help law enforcement officials to prevent crime or tokeep illegal firearms off the streets. Residents were also entertained with live music at theevent.

The Delft community can look forwardto the construction of a new EarlyChildhood Development (ECD) centre
which will provide a safe and caring educa-tional environment.
The facility will be constructed at 70 Cork-tree Street.The development will be in line with the
City of Cape Town’s strategic objective tobuild safe and caring communities.
The Mayco member for social develop-ment and early childhood development,councillor Suzette little, says the contractorhas been appointed and this was donethrough the City’s official Supply ChainManagement (SCM) processes.
“The City’s Bid Adjudication Committee(BAC) awarded the contract on Monday 8February and it is nowwithin the 21-day ap-peal period,” Little says.
Little says Delft was identified as one ofthe priority areas following a study done bythe Centre for scientific and industrial re-search which highlighted the need for an
ECD facility to be built in the area. “The in-creasing influx of families from other areasdue to theN2Gateway housing developmentproject also sparked the need for such a facil-ity,” she says.
TheECDcentrewill consist of an adminis-tration block, kitchen facilities, ablution fa-cilities, classrooms and a play area as wellas a landscaped area which will have a sec-tion for a food garden to be developed.The Delft ECD centre will accommodate a
total of 150 children between one and fiveyears old and will provide a safe, secure,nurturing and caring environment for chil-dren to develop various skills which will laythe foundation for their future.“This facility will also include various
green building initiatives,” Little says.She further says once an operator is ap-
pointed there will be ongoing training tosupport the appointed service provider, fo-cusingmainly on compliance requirements.“Other ECD operators will be allowed to
use the facility as a training and meetingvenue. The overarching policy of the City isto enable other ECD stakeholders to have ac-cess to City-owned facilities,” Little adds.

Parents have been warned that they onlyhave one month left to enrol their little onesat school for the 2017 academic school year.Last week, provincial education minister
Debbie Schäfer, said the department oftenencounters problems at the start of eachschool year.“At the start of every year in the Western
Cape, with 2016 being no exception, we findthat many parents enrol their child for thefirst time on the first day of school.“While teaching and learning begin on the
first day of school at most schools due to for-ward planning, at some schools teachingtime is disrupted as district officials andprincipals are instead dealing with late ap-plications for school from parents who ne-glected to enrol their children timeously,”Schäfer said.This year, to try and assist the department
and schools, the department launched anearly enrolment campaign for 2017.The deadline for these applications is
11 March – three months earlier than 2016.Parents are encouraged to apply in good

this meal live on the cold concrete of Bell-ville’s streets and rarely, if ever, get to sitdown to a meal especially prepared so theycan celebrate their mutual love.Knowing all of this, staffers at the Metro
Evangelical Services (MES) hoped to treatsome of the less fortunate duos from Bell-ville’s streets and shelters to a special Valen-tine’s Day treat.
Together for yearsThe organisation invited the couples,
most of whom are part of MES’s rehabilita-tion programmes, as well as youngsters whoclaimed to be “just friends”, to join them fora lovely meal in a perfect red and white Val-entine’s setting at the Bellville PresbyterianChurch hall on Friday.The couples came decked in their finest at-
tire, and although the best for some of themmight have been a bit threadbare, the smiles
and dignity they all wore with pride morethan made up for their lack of grand cloth-ing.Some of the couples who attended have
been together for years living as partners,but a few were married couples.MeganAdams (30) andElroyCox (35) have
been together since October last year.“I left my home to live with him on the
streets,” said the lovely Megan. Elroy usedto work at the Animal Anti-Cruelty Leaguein Epping, where the couple met and startedchatting on social media.“We hope to get married soon, very soon;
just as soon as we are back on our feet andstable and sorted out,” Elroy said.Glenville Metcalf (33) and Wilma Pieters
(28) have been together for three years.“We met in Bellville, on the streets. Then
we were both helped byMES. It’s been threeyears. We have no kids, and we are still verymuch in love,” laughsWilma. She works forMES under their God Restores Our World(Grow) work rehabilitation programme.Sandra Bailey (56) and Gavin Fitzgibbon
(45) have been together on the streets for 14years. They’ve seen a lot of suffering and
hardship together, but asked what has keptthem going for so long, Gavin answers with-out blinking: “Love.”

ed staffers atMES, care very deeply for thesecouples and work very closely with themdaily. Thecamaraderie of thegroup ispalpa-ble as they share easy jokes and banter withtheir guests.Like Arthur says: “I learn from these peo-
ple every day.Most of our guests are our reg-ular clients from the streets and in our reha-bilitation programme. Watching them,learning from them, helps me feel empow-ered and inspired,” he said.“Like Sandra (one of the guests) once told
me: ‘Sometimes life on the streets hurts. Butevery hurt alsomeans something to look for-ward to, as you get to show the one you love,through the hurt, with your actions, howmuch you actually love them.’ ”

ed the newspaper demanding that his namebe cleared, threatening legal action againstthe newspaper.The man, John Hamilton from Ravens-
mead, has appeared in court after he was ar-rested alongside three others on charges ofhousebreaking following an incident inWelgemoed last Sunday.Due to his recent court appearance,Tyger-
Burger may legally reveal his identity.Major Fienie Nimb, spokesperson of the
Bellville police, confirms Hamilton’s arrestafter his red bakkie was seen on video foot-age of WelgemoedSafe, the local securityagency of Welgemoed.His arrest follows information the police
received from a resident in Grey Street inWelgemoed, who had called them to reporta red bakkie fleeing fromGrey Street on thatSunday.The police at the time visited Welgemoed-
Safe and from the footage shown to them,theywere able to trace the registration num-ber of the bakkie to Hamilton’s home in Rav-ensmead, Nimb said.The house break-in was reported in Grey
Street aroundmidnight on that Sunday, anda woman’s iPhone, handbag and briefcasehad been stolen.Nimb told TygerBurger the members on
duty traced the activated iPhone’s signaland followed it to Ravensmead.The signal was later lost because the
phone had been switched off, she said. Nimbadded they found thephone, ofwhich the sig-nal had already been turned off, buried inthe ground near Hamilton’s home.“The members entered the house and

Western Province proved yet againthat golf is played on grass, not pa-per, as the four bankers and 17-
year-old rookie Ignation Douries sealed ahat-trick of victories in the South AfricanDisabled Golf Association’s Hollard Provin-cial Challenge, hosted by ReichmansCapi-tal, at Zwartkop Country Club on Sunday.
Over 36 holes of rousing shot-making andspirited competition, Western Province ral-lied to triumph on 11.5 points, defeating de-fending champions Rest of Country (ROC)by two points, while Gauteng finished aclose third on nine points.
There were lots of doubting Thomaseswho didn’t believe that Douries would keeppace with deaf player Ryan Lotz and the ex-perienced leg-amputees Morne Cronje, Ri-aan Spreeth and Trevor Reich.
Douries collected two points for WesternProvince in the first round and surprisedwith unexpected determination and grit atthe closing hole in the final round.
Standing on the 18th tee, Douries was onedown to Virgil Foster from Gauteng and allsquare with Nico Wentzel from ROC after
the former Nedbank SA Disabled Openchampion won the 17th hole.
“It was very, very tight at the end, butDouries handled the pressure like a realpro,” said proud Province skipper PieterVerwey. “We had 10 points in hand, but ROCwas on 9.5 points and Gauteng had 8.5points. Douries had to halve against Fosterand beat Wentzel to win the ProvincialChallenge for us. It was touch and go, butIgnation was like a little terrier that justwouldn’t let go. He lagged his first putt threefeet short of the hole and boxed the secondputt with total confidence to halve againstVirgil and beat Nico in the process.
Douries and Lotz both collected threepoints for Province, Spreeth amassed twopoints and Cronje won the Most ValuablePlayer honour for the champions with 3.5points.
“Reich didn’t contribute any points thisyear, but the team awarded him a gold starfor inspiring everyone else to greatness,”said Verwey. “Of course that means he paysfor all the celebratory drinks and all theFanta Douries wants.”

Die jaarlikse kompetisie is Vrydag vir dietweede keer by die Jan Burger-sportkom-pleks in Parow aangebied. Die gewildesangbekerkompetisie was weer nie deelvan die dag nie. Alle oë was dus op die atleteen hulle het nie teleurgestel nie.
Uiteindelik het vyf MTBS-rekords in dieslag gebly.
Met die eerste baanitem, die 1 500 m virmeisies o.14, het Stellies al hul stem dik ge-maak en is dié item deur hul Tenica Mearnsgewen, wat dié skool sommer gou met pun-te laat voorloop het.
Skuins ná 18:00, met die laaste afloswed-loop afgehandel, was daar net een wenner:
Stellenberg met 1 300 punte, gevolg deurBellville se 1 039, DFM se 974 en Tygerbergse 794. Stellenberg het altesaam 55 goue, 41silwer- en 31 bronsmedaljes ingepalm.
