Health and Safety Breakfast Seminar Who should attend? This seminar is ideal for health and safety professionals who have completed the Diploma in Safety, Health and Welfare at Work or equivalent. The contributors will assume knowledge, to Diploma level, of health and safety legislation and of current health and safety management issues. The aim of the sixteenth annual CSHW Breakfast Seminar is to provide a forum for safety professionals to gather together, to receive current information from a leading expert on a topic of interest, to exchange ideas and information, and to keep in touch with colleagues, multidisciplinary professionals and with the Centre itself. The Venue The FitzGerald Chamber is the new debating chamber in the UCD Student Centre. It resembles a mini-parliament and has been named in honour of the late Dr Garret FitzGerald. It is located in the new UCD Student Centre which houses a state-of-the – art swimming pool and gym facilities. As a special offer for the OSH Breakfast Seminar, registered delegates can avail of a special 1 day pass for €20 for the new UCD pool and gym. Please give your name at the Sport and Fitness reception on the day of the conference.

Chair and Speaker ProfilesBruce Phillips (Chair) Senior Executive, Dublin City Council

Bruce is Chair of the European Network of Safety and Health Professional Organisations (ENDHPO). He is currentlyleading a number of projects for ENSHPO including European certification for OSH managers. Bruce is an AreaManager with Dublin City Council and was their Council’s Corporate Health and Safety Manager from 1998 to 2008.He is a member of IOSH Council and the IOSH Ireland Executive Committee. He chaired the IOSH ExecutiveCommittee from 2007 and 2010 and during his tenure was instrumental in developing and overseeing theimplementation of a three-year development plan Looking to the Future.

Bullying and Stress Cases within the context of Health and Safety LegislationNiall Neligan BL, Lecturer in Law, Dublin Institute of Technology

Niall is a graduate of NUI Maynooth and the Michael Smurfit Graduate School of Business, UCD. He subsequentlystudied law at the Honourable Society of Kings Inns and was called to the Irish Bar in 1999 and practices on the Dublinand Eastern Circuit. His research interests include: Criminal Law, European and International Criminal Law, Evidence,Employment Law, Competition Law, Aviation and Commercial Law.

Irish Safety and Health Legislation Update and Case LawRaymond Byrne Director of Research, Law Reform Commission

Raymond has been Director of Research with the Law Reform Commission since 2003. He has also for many yearsbeen a member of the lecturing staff in law at Dublin City University. He is co-author of Byrne and McCutcheon on theIrish Legal System (5th ed., 2009) and of the Annual Review of Irish Law series (in its 22nd year in 2009). He is alsothe author of Safety, Health and Welfare at Work Law in Ireland (2nd ed, 2008). He was editor of the Irish Law Timesfrom 1995 to 2000 and a member of the Board of the Irish National Accreditation Board from 2000 to 2003. He waschair of the Irish Council for Civil Liberties from 1990 to 1991.
