    PROTECTION AND CONTROLPCT210 provides between others a three stagedirectional or non-directional instantaneous and currentdependent or independent time delayed phaseovercurrent protection, directional or non-directionaltwo stage instantaneous and current dependent orindependent time delayed earh fault protection for allsorts of network earthing. All current measuring functionsmay be stabilized or blocked by settable ammount ofsecond harmonic component.

    A three stage thermal overload protection may beused efficiently on power cables as well as overhead

    lines and transformers. A two stage negative sequenceovercurrent protection with all types of time delayfurther increases the application possibilities.

    Overvoltage and undervoltage protection functionscomplete the range of applications including the residualvoltage based earth fault protection in isolated andresonantly earthed systems. Over, under and rate ofchange of frequency protection functions are availabletogether with V/Hz protection for power transformers.

    Logical busbar and/or breaker failure protection ofMV buses and circuit breakers can use built-in IEC

    61850 communication protocol with GOOSE exchange,reducing significantly this way a number of copper cablesin substation. Conventional contact based logic isavailable as well.

    A five shot automatic reclosing is available forautomatic control of circuit breaker, which can also becontrolled (On Off) locally by means of built-in pushbuttons on front panel as well as remotely through thesubstation communication and SCADA system. Circuitbreaker control circuits are monitored by means ofbuilt-in control circuit supervision functionality.

    APPLICATION

    PCT210 is a state of the art microprocessor basedIntelligent Electronic Device (IED) intended mainlyfor relay protection, control, and monitoring ofdistribution and sub-transmission systems. ThePCT210 has been developed on completely newhardware and software platform providing this

    way outstanding functionality including the latestinternational achievements in the field ofsubstation communication: IEC 61850.

    Flexible HW platform offers optimal solutions forwide range of requirements when it comes toprotection, control and monitoring of feeders andother elements of HV/MV installations, includingbetween others power transformers, big motors,busbars, circuit breakers, etc. The number ofvoltage or current analogue input circuits, binaryinputs and outputs can be optimized according tothe actual needs in substation and theirfunctionality adjusted by means of IEDPROgraphical configuration tool to specifics of eachparticular project.

    A wide range of application functions includesdifferent protection, control and monitoringfunctions, which correspond to most demandingsystem conditions. They are well tested understeady state as well as transient conditions andthe complete IEDs have been tested according tothe most severe environmental and EMCconditions.

    Remarkable communication

    PCT210 communicates with Substation AutomationSystems as well as with other systems and deviceswithin the substation over new internationalsubstation communication standard IEC 61850.

    PCT210 IEDs have the possibility for both horizontaland vertical communication, including GOOSEmessages and parameter adjustments according toIEC 61850-8-1 part of this standard. New configurationlanguage enables use of advanced tools for automaticconfiguration, testing and maintenance of devices.

    Simply Advanced

    PCT210 communication is based on International Substation Communication Standard IEC61850-8-1,

    which makes possible fast communication not only to substation communication system, but alsobetween different units connected to the system. This way we introduce a reliable and cost effectivelogic busbar and breaker failure protection for MV side of substation, eliminating great ammount ofcopper cables.

    Advanced monitoring andsupervision

    In order to be protected from unauthorized use, and topreserve data integrity, PCT210 comprises a four-level

    authorization system based on roles in work processwith independent passwords for supervisors, operators,engineers and administrators.

    For continuous control of device itself, PCT210 containsgreat number offunctions for continuous supervisionof breaker control circuits and circuit breaker itself.Contingent upon chosen configuration, the unit monitorsthe exertion of circuit breaker, winding time of the springsand gas pressure in the chambers of circuit breaker.PCT210 also monitors time and number of breakeroperations in order to enable basic information necessaryfor proper circuit breaker maintenance.

    The operation ofPCT210 itself as well as the surroundingequipment can be continuously monitored and analysedby means of built-in comprehensive event anddisturbance recording functions. An information onmeasured currents, voltages and their components,binary inputs and outputs is continuously availabe onlocal HMI. Three pre-set LEDs together with 17programmable ones provide excellent information onunit operation. Five programmable function and twocontrol keys located on front panel make possible easyand intuitive work within the substation, especially duringcommissioning as well as during maintenance.
