US EAS 501:2008, Conductors of insulated cables Scope: This Uganda Standard specifies the nominal cross-sectional areas, in the range 0.5 mm2 to 2 500 mm1, for conductors in electric power cables and cords of a wide range of types. Requirements for numbers and sizes of wires and resistance values are also included. These conductors include solid and stranded copper, aluminium and aluminium alloy conductors in cables for fixed installations and flexible copper conductors. The standard does not apply to conductors for telecommunication purposes.

20. US EAS 502:2008, Electric cables - Tests on extruded oversheaths with a special protective functionScope: This Uganda Standard provides a range of tests which may be required for electric cables which have an extruded oversheath and where that oversheath performs a special protective function. The standard covers cables for use in insulated systems and in uninsulated systems.

21. US EAS 503-1:2008, Rubber insulated cables - Rated voltages up to and including 450/750 V - Part 1: General requirements [+Aml:2007]Scope: This Uganda Standard applies to rigid and flexible cables with insulation, and sheath if any, based on vulcanized rubber of rated voltages Uo/U up to and including 450/750 V used in power installations of nominal voltage not exceeding 450/750 V a.c.

US EAS 505:2008, Basic and safety principles for man-machine interface, marking and identification ■ Identification of conductors by colours or alphanumcricsScope: T’his Uganda Standard provides general rules for the use of certain colours or alphanumcrics to identify conductors with the aim of avoiding ambiguity and ensuring safe operation. These conductor colours or alphanumcrics arc intended to be applied in cables or cores, busbars, electrical equipment and installations.

US EAS 5(16-1:2008, Power cables with extruded insulation and their accessories for rated voltages from 1 kV (U,n = 1.2 kV) up to 30 kV (U, = 36 kV) - Part 1: Cables for rated voltages of 1 kV (U.„ = 1.2 kV) and 3 kV (U™ = 3.6 kV)Scope: This Uganda Standard specifies the construction, dimensions and test requirements of power cables with extruded solid insulation for rated voltages of 1 kV ((/„> = 1.2 kV) and 3 kV (Um — 3.6 kV) for fixed installations such as distribution networks or industrial installations. Th is standard includes cables which exhibit properties of reduced flame spread, low levels of smoke emission and halogen-free gas emission when exposed to fire.

US EAS 507:2008, Aluminium-magnesium-silicon alloy wire for overhead line conductorsScope: This Uganda Standard is applicable to aluminium-magnesium-silicon alloy wires of two types having different mechanical and electrical properties for the manufacture of stranded conductors for overhead power transmission purposes. It specifies the mechanical and electrical properties of wires in the diameter range 1.50 mm to 4.50 mm.

35. US EAS 508:2008, High-voltage test techniques - Partial discharge measurementsScope: This Uganda Standard is applicable to the measurement of partial discharges which occur in electrical apparatus, components or systems when tested with alternating voltages up to 400 Hz or with direct voltage.

36. US EAS 509:2008, Zinc-coated steel wires for stranded conductorsScope: This Uganda Standard is applies to zinc-coated steel wires used in the construction and/or reinforcement of conductors for overhead power transmission purposes. It is intended to cover all wire used in constructions where the individual wire diameters, including coating, are in the range of 1.25 mm to 5.50 mm.

US EAS 510:2008, Hard-drawn aluminium wire for overhead line conductorsScope: This Uganda Standard is applicable to hard drawn aluminium wires for the manufacture of stranded conductors for overhead power transmission purposes. It specifies the mechanical and electrical properties of wires in the diameter range 1.25 mm to 5.50 mm.

38. US EAS 511:2008, Sleeves of insulating material for live workingScope: T his Uganda Standard is applicable to insulating sleeves for the protection of workers from accidental contact with live electrical conductors, apparatus or circuits.

39. US EAS 512:2008, Thermal-resistant aluminium alloy wire for overhead line conductorScope: This Uganda Standard is applicable to thermal­resistant aluminium alloy wires before stranding for manufacture of stranded conductors for overhead lines. It specifies the mechanical, electrical and thermal resistant properties of wires in the diameter range commercially available.

• corresponding respectively to classes 1 and 2;• high strength steel, designated S2A or S2B;• extra high strength steel, designated S3A;• aluminium clad steel, designated SA.

US EAS 514:2008, IEC standard voltagesScope: This Uganda Standard applies to:-a.c. transmission, distribution and utilization systems and equipment for use in such systems with standard frequencies 50 Hz and 60 Hz having a nominal voltage above 100 V;-a.c. and d.c. traction systems;-a.c. and d.c. equipment having nominal voltages below 120 V a.c. or below 750 V d.c.,the a.c. voltages being intended (but not exclusively) for 50 Hz and 60 Hz applications; such equipment covers batteries (from primary or secondary cells), other power supply devices (a.c. or d.c.), electrical equipment (including industrial and communica­tion),and appliances. This publication shall not apply to voltages representing or transmitting signals or measured values. This publication shall not apply to standard voltages of components and parts used within electrical devices or items of equipment.

US 662:2008, Code of practice for inspection and acceptance of audio, video and similar electronics apparatusScope: This Code of practice is intended to form a basic reference document for acceptable used electronic apparatus in Uganda and promote the safe usage and dumping of used electronic apparatus to safeguard the environment. Any contract adhering to these general procedures with the intention of providing such safe and performing used electronic apparatus should be eligible to apply for certification to this code. This code of practice applies to used electronic apparatus designed to be fed from the mains, from a supply apparatus, from batteries or from remote power feeding and intended for reception, generation, recording or reproduction respectively of audio, video and associated signals. This code also concerns apparatus intended for household and similar general use but which may also be used in places of public assembly such as schools, theatres, places of worship and the workplace.

43. US 735:2008, Code of practice for repair and service of electrical and electronic machines/devicesScope: This code of practice specifies the requirements for repairers of electrical and electronic machines/devices. It provides the essential elements and conditions for service points centres or workshops undertaking servicing or repairing of electrical equipments <»r devices.

US 819:2008, General labelling of electrical appliances - Instructions for useScope: This Uganda Standard establishes the principles of, and gives recommendations on the design and formulation of instructions for the use of consumer products with specific reference to electrical appliances. It is intended for committees preparing standards for consumer products, and product designers, manufacturers, technical writers or other people engaged in the work of conceiving and drafting such instructions. It also guides consumers and traders of electrical items on the instructions used on these items.

45 US 701-3:2008, Code of practice for disaster management - Part 3: Hazard-specific response planningScope: This Uganda Standard covers the development of operational plans for specific hazards identified in the risk assessment process as a high priority hazard. The standard covers planning requirements for three of the most frequently recurring hazards in Uganda namely floods and dam failure; hurricanes and storm winds; and dangerous goods incidents.

46 US 701-4:2008, Disaster management - Part 4: Standard specification for handling disastersScope: This Uganda Standard lays down the minimum requirements for handling and responding to disasters in the areas of water supply and sanitation, nutrition, food aid, shelter and site planning and health services.

48 US ISO 10003:2007, Quality management - Customer satisfaction - Guidelines for dispute resolution external to organizationsScope: This Uganda Standard provides guidance for an organization to plan, design, develop, operate, maintain and improve an effective and efficient dispute-resolution process for complaints that have not been resolved by the organization.

US 735:2008, Code of practice for repair and service of electrical and electronic machines/devicesScope: This code of practice specifies the requirements for repairers of electrical and electronic machines/devices. It provides the essential elements and conditions for service points centres or workshops undertaking servicing or repairing of electrical equipments or devices.

US 819:2008, General labelling of electrical appliances - Instructions for useScope: This Uganda Standard establishes the principles of, and gives recommendations on the design and formulation of instructions for the use of consumer products with specific reference to electrical appliances. It is intended for committees preparing standards for consumer products, and product designers, manufacturers, technical writers or other people engaged in the work of conceiving and drafting such instructions. It also guides consumers and traders of electrical items on the instructions used on these items.

4. US 816:2008, Specification for clay roofing tiles and ridgesScope: This Uganda Standard covers clay roofing tiles and ridges intended for use as roof covering where durability and appearance are required to provide a weather-resistant surface of specified design. This standard specifies requirements for Mangalore, Marseilles, Roman and Portuguese roofing tiles and clay roofing ridges.

US 776:2008, Furniture - Chairs and tables for educational institutions - Functional sizesScope: This Uganda Standard specifies the basic functional sizes for seating and tables in educational institutions. It does not include any special requirements that apply to "special schools" or to adjustable furniture. The requirements for materials, design construction or quality are covered in the relevant standards.

6. US EAS 497:2008, Colours of the cores of flexible cables and cordsScope: This Uganda Standard applies to flexible cables and cords with not more than fives cores. The object of this standard is to establish a standard colour

The Business, Technical, Vocational Education and Training(Establishment of the Uganda Nurses and Midwives Examinations

Board (UNMEB)) Regulations, 2009.

IN EXERCISE of the powers conferred upon the Minister responsible foreducation by sections 26 and 29 of the Business, Technical, VocationalEducation and Training Act, 2008, Act No.12 of 2008, these Regulationsare made this 12th day of February, 2009.

1. TitleThese Regulations may be cited as the Business, Technical, VocationalEducation and Training (Establishment of the Uganda Nurses andMidwives Examination Board (UNMEB)) Regulations, 2009.

2. InterpretationIn these Regulations, unless the context otherwise requires—

“Board” means the Uganda Nurses and Midwives ExaminationsBoard (UNMEB) established by paragraph 3;

“candidate” means a person enrolled by the Board for the purposeof sitting for any of the Board's examinations;

“certificate” means a document awarded by the Board which isduly signed by the authorised officers showing the resultsobtained by a particular candidate in a particular vocationallevel nursing and midwifery examination sat by him or her;

“committee” means a committee of the Board;

“constituencies” means bodies or group of stakeholders related to

the functioning of allied health training institutions;

“Currency point” means UGShs.20,000;“diploma” means a document awarded by the Board which is duly

signed by the authorised officers showing the results obtainedby a particular candidate in a particular technical level nursingexamination sat by him or her;

“examination material” means question papers and any othermaterial which are to be used for the purposes of a publicexamination and are identified as such;

“Minister” means the Minister responsible for education;

“question bank” means a collection of prepared questions byvarious tutors from different schools of nursing and midwiferystored in a safe place to enable the setters select and moderatethe appropriate questions for the final national examinations;

“setter” means a tutor who sets questions for an examination.

3. Establishment of the BoardThere is established a Board to be known as the Uganda Nurses andMidwives Examinations Board (UNMEB).

4. Object of the BoardThe object of the Board is to streamline, regulate and coordinateexaminations and awards in the nursing and midwifery profession inUganda.

5. Composition of the Board(1) The Board shall consist of thirteen members drawn from the

constituencies involved in health training, stakeholders, andprofessionals representing disciplines as follows—

(a) representative from Universities (department of nursing);- 1

(b) representative of Tutors of nursing schools; - 1

(c) outstanding nursing professional who has madea significant contribution to the nursing profession; - 1

(d) representative of the private for profit nursing schools;- 1(e) directorate of Industrial Training; - 1

(f) Uganda nurses and midwives council; - 1

(g) Ministry responsible for education; - 1

(h) Ministry responsible for health; - 1

(i) Uganda National Examinations Board (UNEB); - 1

(j) representative Uganda Catholic Medical Bureau (UCMB); - 1

(k) representative Uganda Protestant Medical Bureau (UPMB);- 1

(l) representative Uganda Moslem Medical Bureau (UMMB);- 1

(m) representative of the Health Service Commission. - 1

(2) Members of the Board shall be appointed by the Minister inconsultation with the ministry or body represented by the respectiveoffice bearer.

(3) The chairperson of the Board shall be appointed by the Ministerfrom among the members of the Board.

6. Tenure of office of the Board(1) Members of the Board shall hold office for three years and are

eligible for re-appointment for one more time.

(2) Of the first members appointed seven members shall hold officefor two years and are eligible for re-appointment for one more term fora full term.

7. Termination of membership of the Board(1) The Minister may at any time remove a person from

membership of the Board if he or she is satisfied that the member—

(a) is incapacitated by physical or mental illness;

(b) is guilty of gross misconduct or misbehaviour;

(c) has been absent without approval of the Board for more thanthree consecutive meetings of the Board; or

(d) has been convicted of an offence involving fraud, dishonestyor moral turpitude.

(2) A member of the Board may resign his or her office by writingto the Minister through the Chairperson of the Board.

8. Filling vacancies on the Board(1) Where a vacancy occurs among members of the Board whether

by resignation, removal, death or otherwise, the vacancy shall be filledin the same manner in which the predecessor was appointed to the vacantoffice.

(2) A person appointed to fill a vacant office shall only hold officefor the unexpired term of office of his or her predecessor and shall, at theexpiry of that term be eligible for election or re-appointment as the casemay be subject to these Regulations.

9. Functions of the Board(1) The functions of the Board shall be to—

(a) conduct business and technical examinations for specialisedtraining institutions in Uganda;

(b) accredit theory and practical examination centers used for theconduct of the examinations;

(c) make rules regulating the conduct of the examinations;

(d) establish and oversee practical and theoretical questions'banks;

(e) publish past examination papers;

(f) establish and maintain a database of examination results insafe custody;

(g) collaborate with other bodies relevant to its functions;

(h) provide feedback to training institutions on examinations; and

(i) award certificates and diplomas to successful candidates insuch examinations.

(2) The Board shall present the examination results to the Ministerfor official release to the public.

(3) The Board may, with the prior approval of the Minister, delay,nullify, or withhold the examination results for a reasonable cause.

10. Powers of the BoardThe Board may for the purpose of its functions, do all such things andact in all ways necessary for, or incidental to, the object for which it isestablished, and without prejudice to the general effect of the foregoing,may in particular—

(a) acquire, hold, charge, alienate and dispose of property bothmoveable and immoveable;

(b) carry out any improvement upon land or other property heldby it;

(c) derive capital or income from property held by it;

(d) invest any money not immediately required in any investmentor project approved by the Minister;

(e) enter into agreements with any person or body;

(f) raise or borrow money in such manner and upon such securityas it may from time to time determine;

(g) delegate any of its powers and functions, other than the approvalof estimates or any powers required under these Regulations to beexercised by resolution of the Board, to any member, officer orcommittee of the Board as it may deem necessary.

11. Meetings of the Board

(1) The Board shall meet at least once in a year and whenevernecessary for discharge of its functions.

(2) The chairperson shall preside over all meetings of the Board andin absence of the chairperson members present shall elect one of theirnumber to preside.

(3) The quorum of the meeting shall be at least two thirds of themembers excluding the chairperson.

(4) A vacancy in the Board shall not affect the proceedings of theBoard in which quorum is realized or any decision made in thatproceeding.

(5) The Board may co-opt any suitable person or persons as advisoror advisors to assist at any meeting of the Board, but a person co-optedshall have no right to vote on any matter coming before the Board fordecision.

(6) Subject to the provisions of this regulation, the Board shallregulate its own proceedings.

12. Secretariat of the Board(1) The Board shall be housed at an appropriate location

determined by the Ministry responsible for education.

(2) The Board shall have a secretariat consisting of—

(a) Executive Secretary;

(b) Deputy Secretary;

(c) Principal Examination Officer (2);

(d) Senior Examination Officer (2);

(e) Examination Officer (2);

(f) Principal Administrative Officer;

(g) Assistant Administrative Officer (2);

(h) Principal Accountant;

(i) Records Officer;

(j) Secretary;

(k) Clerks (4);

(l) Office Attendant;

(m) Receptionist;

(n) Driver; and

(o) such other persons as the Board may, on the recommendationof the Executive Secretary, appoint.

(3) All persons listed in subregulation (2) shall be appointed by theBoard.

(4) The Executive Secretary, the Deputy Secretary, and thePrincipal Examinations Secretary shall be professionals in the nursing ormidwifery profession or both and shall be persons who possess—

(a) at least a masters degree in education or medical education;

(b) experience of at least ten years in managing the Nurses andMidwives Final National Examinations at institutional level;

(c) experience in setting, moderating and marking of the writtenand OSCE/OSPE (practical examinations);

(d) working experience of at least fifteen years, five of which shallbe at management level in a nurses or midwives traininginstitution or both.

(5) The Executive Secretary may recommend to the Board forappointment such other staff as may be necessary for the proper andefficient discharge of its functions.

13. Functions of the Executive SecretaryThe Executive Secretary shall—

(a) be the Chief Executive of the Board and shall in theperformance of his or her duties be responsible to the Board;

(b) be the Secretary to the Board, responsible for recording all theproceedings of the meetings of the Board and its committeesand shall keep custody of all records and documents of theBoard;

(c) be head of the Board's Secretariat, responsible for themanagement of funds, property and overall administration andorganization of its business;

(d) develop and recommend the rules and regulations on theconduct of the examinations;

(e) prepare and ensure smooth conduct of the nursing andmidwifery national examinations;

(f) prepare the examination results in a timely manner and presentthe results to the Board;

(g) keep sequential record of examinations and its processes;

(h) keep database of examinations and results;

(i) prepare timely feedback on examinations to schools;

(j) prepare for Board members local and international meetings;

(k) ensure that local and international research is carried out;

(l) keep the seal of the Board in safe custody and ensure it is notused or affixed to any document except in accordance with aresolution adopted by the Board;

(m) keep the sealed certificates, diplomas, and pass slips in safecustody;

(n) update the tutors on the current examination technique;

(o) exercise the powers of the Board when the Board is not sitting

subject to the final approval of the Board;

(p) carry out all such other things as are necessary to achieve theobject and functions of the Board.

14. Committees of the BoardThe Board shall have the following committees—

(a) Finance, Administration and Development Committee;

(b) Appointments, Welfare and Disciplinary Committee;

(c) Examination Committees;

(d) Examinations Research Committee;

(e) Examinations Security Committee; and

(f) such other committees as the Board may from time to timeconsider necessary to appoint.

15. Functions of the committees of the Board(1) The Finance Administration and Development Committee shall

consider and recommend to the Board—

(a) the conditions of service of officers and other employees of theBoard, including setters, examiners, and moderators;

(b) the fees to be charged from candidates taking examinations ofthe Board;

(c) to consider and recommend ways and methods of raisingfunds for the Board; and

(d) all other matters involving estimates of income andexpenditure accounts of the Board.

(2) An Examination Committee shall—

(a) ensure the security of examination papers and scripts;

(b) consider and approve the nature of examinations to be set;

(c) approve arrangements for the conduct of examinationsprovided by the Board;

(d) approve setters, moderators, invigilators, supervisors, chiefexaminers, and examiners;

(e) ensure the maintenance of standards appropriate to thesubjects taken and to the candidates taking examinations;

(f) consider and recommend reports on past examinations forconsideration by the Board.

(3) The Examination Research Committee shall—

(a) consider and approve research proposals submitted by theSecretariat;

(b) consider and approve research reports for dissemination;

(c) advise the various examination committees on the findings ofthe research carried out by the Secretariat;

(d) review examination results statistics with a view to improvingexamination techniques; and

(e) consider such other matters as may be referred to it by theBoard.

16. Composition and meetings of committees(1) The Finance, Administration and Development Committee shall

consist of—

(a) Chairperson of the Board, who shall be the Chairperson of theCommittee;

(b) a representative of the Ministry responsible for education, whois a member of the Board;

(c) a representative of the Ministry of Health, who is a member ofthe Board;

(d) the Director of the Directorate of Industrial Training who is amember of the Board;

(e) a representative of the universities, who is a member of theBoard;

(f) a representative of the Uganda Nurses and Midwives Council,who is a member of the Board;

(g) a representative of the Health Service Commission, who is amember of the Board;

(h) the Chairperson of the Examinations Committee elected by theBoard, who is a member of the Board.

(2) The Finance, Administration and Development Committee maycall upon any number of persons to act as advisors or help it in any wayin the discharge of its functions.

(3) Five members of the Committee shall form a quorum.

(4) An Examination Committee shall each consist of—

(a) a representative from the training institutions, who shall be theChairperson;

(b) the representative of the Ministry responsible for education,who is a member of the Board;

(c) the representative of the Uganda Nurses and MidwivesCouncil, who is a member of the Board;

(d) the member of the Board from Health Service Commission;

(e) the representative of the universities who is a member of theBoard;

(f) one representative of the medical bureaux, who is a member ofthe Board;

(g) the representative of the tutors, who is a member of the Board.

(5) The Examination Research Committee shall consist of—

(a) a Chairperson appointed by the Board;(b) a representative of the Ministry of Health, who is a member of

the Board;

(c) a representative of the universities who is a member of theBoard;

(d) a representative of the Medical Bureau, who is a member ofthe Board;

(e) a representative of the Uganda Nurses and Midwives Council,who is a member of the Board;

(f) a representative of the Health Service Commission, who is amember of the Board;

(g) two other members elected by the Board from among theirnumber.

(6) The quorum for a meeting of the committee shall be fivemembers.

(7) The Chairman, members of the Board, and any other personsattending any meeting of the Board or a committee shall be paid suchremuneration or allowances as the Minister, in consultation with theMinister responsible for finance, may determine.

17. Financing the Board(1) The funds of the Board shall consist of—

(a) grants from the Government;

(b) money that may become payable to the Board in the discharge

of its functions;

(c) interest on investment and deposits;

(d) gifts and donations;

(e) money that may be raised by the Board.

(2) All funds received by the Board shall be deposited to the creditof the Board in a bank approved by the Board.

(3) The Board shall keep books of accounts and proper records.

(4) The accounts of the Board shall be subjected to annual audit bythe Auditor General.

(5) The Board shall give a report on its work and progress for theprevious year to the Minister at the beginning of each financial year.

(6) The Board shall submit to the Minister, in reasonable time, forapproval, estimates of the income and expenditure of the Board for thenext financial year.

18. Award of certificates and diplomas(1) The Board shall award academic certificates or diplomas to

successful candidates.

(2) The certificates or diplomas awarded shall be in a formapproved by the Board and shall bear the seal and the signatures of thechairperson and Executive Secretary of the Board.

(3) The Board shall forward the list of successful candidates to theUganda Nurses and Midwives Council for registration.

19. Settlement of disputes(1) A candidate who is aggrieved by the decision of the Board on

examination conduct or results may appeal to the Board forreconsideration.

(2) An appeal made by any candidate shall be by petition stating thefacts and grounds of appeal.

(3) The Board may confirm, modify or reverse its decision.

(4) The decision of the Board is final.

20. Alteration or cancellation of examinations(1) The Board may determine that it is necessary to change the date,

time, or conditions of the administration of the examination or cancel theadministration of the examination to protect the safety of the candidatesor the integrity of the Board.

(2) Alterations or cancellation may also be made if the examinationis hindered by any cause that could not be reasonably prevented by theBoard, including natural disasters such as fire, flood, earthquake, storm,outbreak of disease, or by acts of military insecurity, political orgovernment authority.

(3) If any such event occurs, candidates shall be notified as soon aspossible.

21. Penalties for examination offences(1) Any person who—

(a) knowingly or negligently reveals the contents of anyexamination material to unauthorised person, whether acandidate or not;

(b) with intent to fail or pass a candidate, alters the work, data, orinformation or scores of a candidate;

(c) willfully and maliciously damages examination material;

(d) with intent to impersonate, presents or attempts to presenthimself or herself in the place of an enrolled candidate;

(e) with intent to gain employment or admission, presents aforged certificate or diploma purported to have been issued bythe Board;

(f) sells, buys, borrows, lends or steals certificates or diplomasissued by the Board with intent to impersonate;

(g) withholds any information which is prejudicial or likely to beprejudicial to the proper functioning of the Board;

commits an offence and is liable, on conviction, to a fine not exceedingtwenty currency points or imprisonment not exceeding one year or both.

(2) The Board may suspend or withdraw an examination centre thatfails to maintain the requirements, regulations and ethical standards ofan accredited examination centre.22. Savings and transitionAny contracts made, anything done, and any certificates or diplomasissued by the Uganda Nurses and Midwives examinations Board prior tothe commencement of the Business Technical Vocational Education andTraining Act, 2008 and these Regulations shall be deemed to have beenmade, done or issued under the provisions of the Act and theseRegulations and shall be valid and binding on the Board.

23. Miscellaneous provisionsWith the approval of the Minister, the Board may make rules for theconduct of the business of the Board including—

(a) regulating assessment of courses and students;

(b) code of conduct and ethical standards for staff;

(c) fees to be paid by the candidates;

(d) prescribing the procedure for registration of candidates;

(e) prescribing procedure for appointment of setters, moderatorsand examiners;

(f) the books of accounts to be kept;

(g) the payment of terminal benefits for staff;

(h) any matter other which the Board may deem necessary for theproper running of the examinations.

IN EXERCISE of the powers conferred upon the Minister responsible foratomic energy and radiation protection by section 1 of the AtomicEnergy Act, 2008, this Instrument is made this 13th day of February,2009.

1. Title.This Instrument may be cited as the Atomic Energy Act(Commencement) Instrument, 2009.

2. Appointment of commencement date for Act No. 24 of 2008.The 18th day of February, 2009 is appointed as the day on which all theprovisions of the Atomic Energy Act, 2008 shall come into force.
