REPORT OF THE CHAIRMAN OF THE BOARD

As the premier anti-cancer institution in the country, thePhilippine Cancer Society, Inc. (PCSI) has endeavored totransform itself into an institution based on the fundamentalapproach of establishing our chosen vision-mission andchanneling our resources toward shielding our countrymenfrom the ravages of a deadly killer disease.

We feel that now is the opportune time to lay thegroundwork for helping and guiding other anti-cancerinstitutions on the path we have chose to take. This way, wecan expand our programs and projects to more areas thanwe can handle and benefit from the multiplier effect that ourvarious partnerships and networks will generate.

We have seen this in the past year. Our continuouspartnership and collaboration with the Department of Health(DOH) and other government agencies, medical societies,cancer patients’ support groups, the academe and media, localgovernment units and the private sector should enable us tobring optimum health care to the indigent segment of thepopulace which is our primary mandate.

Our linkages with the international cancer associationshave also solidified our status as the foremost institution incancer prevention and control in the country.

Indeed, the Society is now in a paradigm shift from beingjust a private association into an institutional catalyst oforganizations that have a united stand against cancer.

Together, as one, join us in this noble effort for a healthy,cancer-free nation.

REPORT OF THE PRESIDENT

In 2017, the Philippine Cancer Society was one of theleading organizations to form the Cancer Coalition Philippines(CCP). Its primary role is to see the enactment of the NationalIntegrated Cancer Control Act - a law that would encompassthe necessary policies, structure and mechanisms to help theFilipino people, particularly the impoverished, battle the 3rdkiller disease in the country.

Among the salient provisions of the proposed law are:

Strengthening of cancer care infrastructure and servicedelivery networks to cover the continuum of care.Strengthening the capacity of human resources for healthin cancer care.Strengthening the Food and Drug Administration.Institutionalizing funding and social protection mechanisms for cancerpatients, survivors, caregivers, and their families through:1. Establishment of a Cancer Assistance Fund.2. Development and/or expansion of PhilHealth benefit packages3. Nondiscrimination for healthcare services.4. Establishing a National Cancer Registry.5. Conducting national and regional research and demonstration

projects.6. Strengthening health promotion, information, and education pro-

grams.7. Establishing national cancer screening programs.

The PCS and the CCP are working earnestly towards the passageof this law which will benefit hundreds of thousands of cancer patientsand the future generations of the country.

Almost ten years ago, the Philippine Cancer Society wasprivileged to host the 8th International Conference of theAsian Oncology Society (ACOS) at the SMX ConventionCenter with the theme, “Multidisciplinary Approach to CancerCare.”

ACOS is one of the biggest Asian gathering of oncologistswhich meets every two years to discuss the latest medicaltechnologies and clinical practices in cancer prevention,treatment, hospice and palliative care.

2017 was then an auspicious and promising year for theSociety as the Philippines was chosen to be the venue of the14th ACOS Conference on March 5-7, 2020 with the theme,“From Prevention to Therapeutics: The Genomics Era,” thatis applicable to the signs of the times.

We expect a bigger arena of medical experts not only ononcology but also those concerned in primary health care. Ourlineup of speakers will bring the latest updates on cancerprevention, screening, diagnostics, treatment, palliative care upto the compassionate topic of hospice care.

I then enjoin the Filipino nation to support us in thisinternational gathering where Filipino expertise will showcaseour legacy as a friendly and hospitable country.

PATIENT SERVICES

The Philippine Cancer Society continues to operate itspioneering Patient Navigation Program (PNaP) which assistspatients cope with the barriers of the country’s healthcaresystem. The PNaP program, initiated in 2011, has helpedthousands of cancer patients undergo their diagnostics andtreatment regimen free-of-charge.

With this success, the Society administers the program, inpartnership with the Department of Health (DOH) for thelatter’s Breast Cancer Medicine Access Program (BCMAP) withthe support of the Philippine Health Insurance Corp.’s (PhilHealth)“Z” Benefits Package for catastrophic diseases and othegovernment funding institutions.

The PNaP-BCMAP partnership is currently operating in thefollowing government hospitals: UP-Philippine General Hospital,Jose Reyes Memorial Medical Center, East Avenue MedicalCenter and Rizal Medical Center in Metro Manila; the BicolRegional Training and Teaching Hospital, and; the DavaoRegional Medical Center.

PATIENT SERVICES

Breast and cervical cancers are the most prevalent cancersamong Filipino women. However, the World Health Organization(WHO) recommends Clinical Breast Examination (CBE) andAcetic Acid Wash for Cervical Cancer as the gold standards incommunity cancer screening approaches in low-resource settingslike the Philippines.

Cognizant of this, the PCS launched in 2016 and fullyoperationalized in 2017 the country’s first Mobile CancerScreening Bus with volunteer health workers doing the CBEand AAW. Further, pre-cancerous lesions of cervical cancer areimmediately treated with cryotherapy facilities.

The Cancer Screening Bus was made possible through thegenerous efforts of Victory Liner and the Best Dressed Womenof the Philippines which continue to provide for its operationsand maintenance.

CANCER REGISTRY

Above maps show that the PCS’ population-based ManilaCancer Registry was rated “High Quality” in the regional levelby the IARC and “Medium Quality” for complete vitalregistration.

Statistics on incidence, mortality and survival generated bythe PCS-MCR follow stringent international standards, dataassessment and valuation to report the cancer burden in thecountry.

ADVOCACY

NATIONAL INTEGRATEDCANCER CONTROL ACT

Several bills have been filed in both houses of Congress topass the National Integrated Cancer Control Act. The Philippine Can-cer Society, along with Cancer Coalition Philippines and other con-cerned stakeholders, have been invited as resource institutions tothresh out the provisions, to wit:

1 . Strengthening of cancer care infrastructure and service deliverynetworks to cover the continuum of care.

2. Strengthening the capacity of human resources for health in can-cer care.

3. Strengthening the Food and Drug Administration.4. Institutionalizing funding and social protection mechanisms for

cancer patients, survivors, caregivers, and their families through:a. Establishment of a Cancer Assistance Fund. .b. Development and/or expansion of PhilHealth benefit pack-

8. Establishing national cancer screening programs.

Update: The House version has passed deliberations in theCommittee on Health and scheduled for plenary reading while

the Senate bill is still discussed by members of the TWG.
