Action Plan and Concept note

Ujjain city has proven that a city can grow and prosper and still become green.

The objective of the project is:

1. To create safe, eco-friendly and aesthetic public spaces in the city:

2. To create facility of play area for children and senior citizen.

3. To enhance the aesthetic of public spaces.

4. To protect the public places against encroachment.

5. To reduce the carbon emission.

6. To promote green building concept.

7. To promote clean air and clean water.

8. To promote Green Transportation.

9. To promote Lighter Footprint.

10. Increase access to Nature, green cover and parks.

The provision of children friendly components in the parks would be carried out based on

suggestions from stakeholder consultations. UMC would initiate the project with development

of few model parks for the city and replicate the same across the city.

The city plans to undertake O&M of parks through PPPP (or citizen engagement). The residents

of the neighborhood would maintain the parks through own contribution. However in the poor

settlement area the O&M shall be borne by UMC.

The master plan has recommended recreational space of around 13.38 km² (17% of the planning

area). The existing recreational space is around 1.03 km² (1.5% of the planning area).

City has developed 30% parks with illumination, landscaping and green area development. Some

of them have parks fountain and water bodies.

Highest Priority Actions:

1. To develop one city level park each year and develop multiple neighborhood level parks

based on the availability of land.

2. People Public Private Partnership model would be explored for development of parks

across the city.

3. Work to develop new parks on the fringe area of the city on priority basis.

4. Plantation of new trees on the city land and other public properties will be taken up in

coming years.

Few recently developed gardens and plantations to increase green space are as follows:

Gardens:

1. Newly developed kalidas garden with the area of 39033.45 sq.m.

2. Newly developed 3 gardens in Vivekanand colony with the area of:

a. Near flour mill – 1361.71 sq.m

b. Opposite shri Wankhede – 2091.07 sq.m

c. Opposite Vinod mayavankar – 7434.94 sq.m

3. Chakor park will be developed on People Public Private Partnership basis in future.

Plantations on central divider:

1. Mahamrutyunjay gate to Hari-phatak Square – 8350 sq.m

2. Dewas road, Indore road developed by PWD - 18000 sq.m

Key strategies and action plan to increase green cover in the next five years:

Reaching the maximum access to nature targets will require planting more trees on our streets

and public spaces, as well as adding more green space to our existing neighbourhoods. Since

these actions happen at a local level, a robust public engagement process where local community

groups, residents, schools and businesses are actively involved in this transformation will be

necessary to achieve success.

Build and upgrade parks and green spaces:

Strategy to achieve a five minute walk to a park or green spaces includes building new parks in

park-deficient areas and upgrading footpaths walk ways into green spaces through additions such

as new trees, public art and water fountains.

Focus locality by locality development of green space:

These strategy shall be rolled out at local level. Every year, two localities will be selected starting

with those that are the most park-and tree-deficient and have recently being developed. The

one-year goals for these localities are to ensure:

· Every suitable space in a street or park is planted with a tree.

· Many trees are planted on private property.

· Ensure per capita open spaces ratio.

There are enough green spaces to ensure everyone lives within a five-minute walk of a park,

green spaces, or other green space. This will be done in partnership with local residents on PPPP

basis. The NGO’s will be invited to work with city staff to decide where additional green space

should go and how it should be designed. Local residents will also be encouraged to bring their

ideas forward and to work with their neighbours to make the ideas happen.

Currently, the plan which has been prepared may be changed as UMC develops green space

around the city. UMC is planning to appoint a consulting firm to prepare a detailed project report

for next 5 years to increase the green cover in the city.

This plan indicates development of 40 gardens which may be completed within 3 years or less

with a cost of Rs. 5 crores approx. The reform to increase green cover by 15% in these five years

i.e. 3% per year shall be achieved with the help of Ujjain Development Authority, HUDCO, RWA’s,

and Charity trusts etc.

The detailed plan of action to increase green cover shall be prepared as per the following scope:

Scope of Work:

1. Assessment of existing situation

a. Preparation of inventory of all Green Cover in the City Limits including details of :

i. Area of Green Cover

ii. Type/Level of Park,

iii. Land Ownership,

iv. Development Status (Boundary, landscaping, Furniture’s, Lighting),

v. Operation and Management Status (Maintenance Body, User Charges if

any)

b. Assessment of Existing Proposals

i. Proposed Green Cover in Development Plan

ii. Proposals for Development of Green Cover in Development Authority

Schemes.

iii. Proposed Green Cover in Ujjain Municipal Corporation

c. Assessment of available resources for Development and O&M of Green Cover

i. Funding sources and Cost involved in development and Management of

Green Cover by public bodies (UDA, UMC, housing board etc.), RWA,

NGO, and Private bodies.

ii. Human Resources and Physical resources available with various

departments for Development and O&M of green areas

d. Identification of GAP to achieve at least 15% of Green cover in the City Limits.

e. Preparation of Action Plan to cover the GAP

i. Planning of Green space required to cover the GAP

1. Area of Green Cover Required

2. Bifurcation of proposed green cover in various type of Green

cover

3. Identification of resources required for development (Land,

Financial resources and Human Resources)
