Regional Insights
NORTHERN IRELAND
Candidates drive the market in all sectors in Northern Ireland. This is especially noticeable in
accounts roles such as credit controllers, who are very difficult to find. Businesses are aware of this and happily engage with Adecco consultants to
find recruitment solutions.
Pay rates lag behind the rest of the UK. Yet despite their slow rise, there is a strong sense
of optimism about the next few years. With lots of new and innovative global businesses
moving their bases to Belfast, Northern Ireland is growing a strong talent pool.
NORTH WEST
The North West labour market is buoyant, with employment rates steady year on year. There are labour shortages for skilled blue-collar workers and strong demand for
experienced staff in manufacturing, sales, finance, and administration. Business in the North West is enjoying a period of strong growth, especially in manufacturing, transport and
logistics, digital marketing and advertising, and financial technology.
Continued increases in both the minimum wage and living wage have affected labour costs and availability, with tenure and staffing mobility affecting the availability of
candidates for key roles.
SCOTLAND
In Scotland, unemployment is currently low across many sectors. Some of the biggest areas for recruitment are senior
admin, engineering, IT, and specialist divisions.
High employment is moving the market in favour of candidates. Salaries have risen in some areas and candidates can be more
specific on who they want to work for and where they want to work. This is more apparent in the bigger cities, where demand
and opportunities are highest. Pay is rising across both permanent and temporary roles.
Because of these changes, some employees move jobs more frequently in search of higher pay or benefits such as flexible
working and longer holidays. This has had a positive influence on many companies, which are offering more flexible working
and improved benefits packages to attract the best possible applicants.

NORTH EAST
Wages are increasing in the North East and candidates continue to be in high demand. This is encouraging employers to review their benefits as they try to attract the best candidates. These benefits include flexible working, reduced working hours, and the chance to buy and sell annual leave. The lower North East has also benefited from an increase in energy sales jobs as new call centres open, a trend that is expected to continue into 2020.
That said, several businesses are not reaching the highs of previous years, suggesting that economic uncertainty may be affecting the market place.
In the north of the region there has been an increase in maintenance, sales, and finance roles, both temporary and permanent. This has raised salaries by £2,000–£4,000 for all three areas. Businesses have had to mass-produce components and products to stockpile against economic uncertainty, and this commercial pressure has increased the need for temporary staff. This trend has slowed down over 2019 but is expected to continue until current uncertainties are resolved.
YORKSHIRE AND THE HUMBER
For the last six months, businesses have been cautious about the long-term economic outlook due to political uncertainties. This is driving higher demand for short-term staff. It has also led to a reduction in permanent hires across staffing and support roles in several industries, as companies are reluctant to increase their permanent headcounts while uncertainty persists.
Political uncertainty has caused a decline in the number of lower-skilled candidates. This has driven up wages at some manufacturing and production companies.
There is still great demand for highly skilled staff within the engineering sector. The continuous expansion of the Advanced Manufacturing Park is bringing investment from major companies. This has had a positive impact in the manufacturing sector, increasing both supply and demand for staff.

SOUTH WEST AND WALES
The South West of England has one of the highest employment rates in the country, and candidate attraction and retention is the focus for
businesses here. Pay rates, working environment, and benefits need to be competitive to attract the strongest candidates.
An influx of millennials into the workforce has made talent mapping a hot topic. These candidates often need to see progression opportunities
and a career pathway before they even consider working for an employer.
With the deadline fast approaching to spend the first contributions from the apprenticeship levy pot, there have been big investments
in in-house apprenticeship schemes. This is a booming market and if managed well it could help employers tap into the next
generation of talent.
MIDLANDS
Many businesses in the Midlands face shortages of candidates. The area has some of the lowest unemployment since records began,
making candidate attraction and retention vital to success.
As a result, companies are having to offer higher salaries not only to retain but also to attract good employees. We advise clients not to leave recruitment to the last minute. Businesses need to plan ahead
and frequently review concession plans and benefits packages to ensure that they remain appealing to candidates.
Counteroffers have nearly doubled over the last 18 months, so companies need to regularly look at what sets them apart from the
competition. Move quickly on offers to speed up the recruitment process and minimise the dropout rate.

EAST ANGLIA AND SOUTH EAST
Candidate attraction and retention have been challenging throughout 2019, particularly in production, semi-skilled labour, and engineering. As a result, an unprecedented number of organisations are turning to agencies to supplement their recruitment efforts. Many businesses have conducted salary and compensation/benefit reviews to remain competitive and retain their people. Where salary increases aren’t possible, applicants increasingly ask for more holidays or flexible working hours, and employers are becoming less averse to these requests.
The manufacturing and engineering sector have the largest number of vacancies, not only for skilled and semi-skilled engineering positions but also for sales and administration roles. Many businesses have received increased orders over the last few months as economic uncertainty leads to stockpiling. Supply and demand are balanced for sales and support staff, but unskilled manufacturing workers are in short supply, especially machine operators and assembly staff, as well as operations staff such as drivers and forklift operators. In response, many businesses have increased entry-level wages to above the minimum wage.
SOUTH COAST
The South Coast has a shortage of candidates for both temporary and permanent posts. Many businesses are going after the same talent, allowing candidates to negotiate higher pay rates. Salaries have increased across many sectors.
To retain staff and their skills, businesses have been making more counteroffers, increasing salaries and offering more flexible working. Many are taking time to look at their employee value proposition and what it says to candidates. Upskilling is needed to secure workers for the future.
There are still many vacancies, though the job market has slowed a little due to political uncertainty. Businesses are looking for a smooth path out of this uncertainty.
LONDON AND GREATER LONDON
In central London, there has been an increase in demand for EA/PA roles and business support in areas such as human resources, finance, procurement, and marketing.
In greater London, demand has risen for drivers at all levels, including qualified fork lift truck drivers. This is mainly due to businesses moving to 24-hour distribution operations, for which they need employees who can work unsociable hours.
Across London, demand for sales staff has increased. These roles are often hard to fill because of low basic salaries and uncompetitive bonus schemes. The challenge for businesses has been to manage candidates’ salary expectations at the point of engagement.
Given competition for staff, existing employers are using more counteroffers to retain employees.
