Ultra Low Sulfur Diesel(ULSD) - What is it?

A rule promulgated by the Federal EPA mandates the use of ULSD in diesel powered vehicles

The rule affects the entire United States

What is ULSD?

Diesel fuel that contains no more than 15 ppm sulfur• Current on-road diesel fuel may contain no more than 500 ppm sulfur• Current off-road diesel fuel can contain greater than 500 ppm sulfur


ULSD can be used in any diesel engine – the grade is still #1 or #2

2007 model year and newer vehicles must use ULSD

End users who intentionally misfuel are subject to civil penalties

Care must be taken not to cross contaminate 15 ppm ULSD with 500 ppm sulfur diesel during handling and transportation -

This includes pump calibration testing and return of

product to storage tanks by weights and measures officials and service agents

Ultra Low Sulfur Diesel(ULSD) – in California

The California Air Resources Board is making no distinction in their switch to ULSD - it will be required for both on-road and off-road vehicles and equipment with no exceptions. All diesel will be required to meet the 15 ppm sulfur content.

The rule becomes effective June 1, 2006 – 100% of diesel produced must be 15 ppm ULSD

July 15, 2006 – terminals must distribute 15 ppm ULSD

September 1, 2006 – retailers must sell 15 ppm ULSD

Intra-state locomotives and marine harbor craft must use ULSD by January 1, 2007

Ultra Low Sulfur Diesel(ULSD) – Labeling Requirements

The Federal EPA has amended their regulations to define “California diesel fuel” as any diesel fuel physically within California and sold as a engine fuel in California that meets the requirements of CCR Title 13 after May 31, 2006.

California labeling requirements will remain as they are:

Brand name, Grade (#1 or 2) and Product (Diesel Fuel)

The following implementation dates and labeling requirements will not apply in California.


The rule becomes effective June 1, 2006 – 80% of on-road diesel produced must be 15 ppm ULSD 20% of on-road diesel produced can be 500 ppm sulfur diesel**

October 15, 2006 – retail dispensers must reflect which fuel is being sold **

May sell either 15 ppm or 500 ppm diesel fuel or may sell both at retail as long as each dispenser is labeled properly **

After October 1, 2010 all on-road diesel fuel must be 15 ppm ULSD **

Off-road diesel fuel must be 500 ppm diesel by 2010 – most will be ULSD by then **

Highway (On-Road) Fuel Pump LabelsFor pumps dispensing 15-ppm ULSD highway diesel, the following label is required from June 1, 2006 - May 31, 2010:

Highway (On-Road) Fuel Pump Labels

For pumps dispensing 500 ppm diesel fuel, the following label is required from June 1, 2006 – September 30, 2010:

The label may not be posted after September 30, 2010
