Purpose: To provide a comprehensive briefing on the recently completed JLETT Joint Logistics Education, Training and Exercise Study (JLETES).

Discussion: There are two threads which run through most of the 40+ findings and recommendations contained in the JLETES: (1) no standing board exists to monitor Joint logistics education and training issues or to review the myriad studies and initiatives related to Joint logistics education and training and (2) there is no Joint logistics advanced knowledge management system to provide sharing of logistics information and lessons learned .

Conclusion: Implementation of the two overarching recommendations contained in the JLETES roadmap will allow DOD to move forward in supporting the warfighter through processes explicitly designed to improve Joint logistics education, training, and exercises.

Issues: Lack of an overall Logistics Education and Training Governance Authority has resulted in duplication of efforts, lost opportunities, and reduced support to combatant command Joint logisticians. There is no central authority that provides governance related to Joint Logistics education and training efforts to ensure proper dissemination and follow-up.  Additionally, there is no central authority to ensure Joint logistics courses developed go through the USJFCOM Joint course certification process.  Lack of a central governance authority puts implementation of the 40+ recommendations made by the JLETES at risk.

Issue 09-xxx: Lack of an overall Logistics Education and Training Governance Authority has resulted in duplication of efforts, lost opportunities, and reduced support to combatant command Joint logisticians.

Discussion: In the past few years there has been a myriad of initiatives and studies that were consolidated in the Joint Logistics Education, Training, and Exercise Study (JLETES). There is no central authority that provides governance related to Joint Logistics education and training efforts to provide guidance, dissemination, and follow-up.  Additionally, there is no central authority to ensure Joint logistics courses developed go through the USJFCOM Joint course certification process.  Lack of a central governance authority puts implementation of the 40+ recommendations made in the JLETES at risk. 

Endstate: A Joint Logistics Education and Training Governance Authority that will lead the effort to refine and implement the proposed JLETES Roadmap.  This governing authority will provide direct support to the Warfighter by overseeing the implementation of a Joint Logistics Advanced Knowledge Management System to support the Joint logistician; ensure Joint logistics courses are certified; and provide overall coordination of Joint logistics education and training initiatives.  

POA&M: Formally designate a flag/general officer-level Joint Logistics Education and Training Governance Board consisting of reps from the Office Secretary of Defense (Personnel and Readiness (OSD (P&R)), Joint Staff, USJFCOM, USTRANSCOM, DLA, DUSD (L&MR), Center for Joint and Strategic Logistics Excellence, and geographic combatant commands.  After stand-up of governing authority, transition this issue to Joint Individual and Staff Training Working Group at WJTSC.
