ANSWER: 18 BRIEFINGTEMPLATE UNCLASSIFIED At 09:57 local time on 12 September 2015, an earthquake measuring 7. 3 on the Richter scale struck Ubec, the capital city of the Republic of Oceania. Initial reports are that there is extensive damage to the citys infrastructure, including the citys buildings, hospitals, roadways and life-support systems, especially in the built-up city center business district. Reports are that many of the buildings in Ubec, especially in the central business district, collapsed, trapping residents and workers. There are also reports of large numbers of persons displaced, injured and dead as a result of this earthquake. At 15:00 on 12 September 2015, the Office of the President of the Republic of Oceania announced that Oceania would accept offers of foreign and international assistance, including foreign military assistance, in response to the earthquake. Offers of assistance from 31 nations, mainly in Asia and the Pacific, and including the Governments of Indonesia and the United States, were accepted by the Oceanian government. The Oceanian National Disaster Management Office (NDMO) is the designated lead coordinating agency for the Government of Oceania in the response. Oceania is an island state with a population of 3.85 million (2010 est.). Oceania is 196 km (121.8 mi) in length North-South; 32 km (19.9 mi) in width at the widest point East-West; with a total land area of 4,467.5 km 2 (1,724.9 sq. mi). Elevation runs from sea level to 1,097m (3,599 ft.). The climate is tropical with little seasonal variation. 19 SCENARIO UNCLASSIFIED Ubec is capital of the Republic of Oceania. It is the largest city in Oceania, the business and government hub and the location of Oceanias international airport and seaport. Ubec and the immediate surrounding area have a population of approximately 2.3 million (2010 est.). Oceania has one international airport, Ubec International Airport, located on Natcam Island which lies directly across Ubec city center, separated by a small waterway. Ubec International remains operational but limited to daylight, visual flight operations only. Bridges connecting Natcam Island with Ubec and the Oceania mainland suffered only minor damage and remain open. Ubec International is a single runway airport with limited ramp space. Warehouses supporting air cargo flights are located nearby but have limited operational capacity due to earthquake damage. Oceania also has one port, the Port of Ubec, with container ship handling capacity. The harbor is sheltered by Natcam Island. One of 2 container cranes remains operational. Port warehouses remain operational but with limited operations due to earthquake damage. 20 SCENARIO UNCLASSIFIED Oceanias economy is primarily agriculturally based with some light manufacturing, including ship building (in Ubec), tourism and services industries. Oceania maintains good relations with all nations in the Asia-Pacific region and, while not a member state, maintains close relations with the Association of Southeast Asian Nations (ASEAN). The Oceanian Defence Force (ODF) and the Oceanian National Police are responsible for providing security in Oceania. The ODF consists of a Ground Force (1,200 active duty, 2,000 reserve) and a Maritime Security Force (300 officers and men with 3 Pacific-class patrol boats); there is no air force. The National Police consist of 3,000 officers stationed throughout the country. Both the ODF and National Police have been mobilized to assist in the disaster response. While security is generally considered to be quite good in Oceania, with a low crime rate, both the ODF and National Police suffered damage to their headquarters, and injuries and loss of life amongst their ranks.
