I3MP enables the Warfighter through information technology, infrastructure modernization, and lifecycle management of the Army’s CONUS Installation Campus Area (Voice, Video & Data) Networks, and Strategic Command Centers.

I3MP Capability Portfolio Overview

APM CONUSCONUS ICAN Modernization conducts full-scope voice, data, outside plant, and facility modernization projects to enhance delivery of IT services to Army customers.

APM CC

APM NETMOD-C

HSMCC is a suite of standardizedcapabilities utilized at Corps, Division and Theater Headquarters that allows expeditionary mission command during all operational phases.SCC provides core Command, Control, Communications, and Computers (C4) infrastructure for Joint, Coalition and Interagency C4 capabilities at Army and Army supported command centers (SOUTHCOM, AOC, ANMCC & JSOC).

NETMOD-C standardizes US Army Installation network architectures; and collapses more than 30 separate networks into a single Army network, enhancing network security.

18A modernizes premise wiring and supporting infrastructure to provide proper user accessibility and VoIP; modernizes telecommunication rooms to meet industry standards; implements a Wi-Fi solution; providesa more standard, documented and organized IT Infrastructure.

Presentation Notes
We need to make sure everyone understands this slide. This project will be conducted in two phases the Pre Installation and Installation. Prior to us showing up to implement we are the supported command, we all need the information to develop the EIPs, but when we show up on site we work for you. It is your show and we won’t do anything without your approval. ASIs are the NECs responsibility to coordinate and schedules. We set a schedule to be at your location with flexibility. The timeline is based on doing 48 switches per day. There are many factors we have to consider with each location that can fluctuate the schedule. It is a realistic expectation. All updates throughout the chain of command will go through the NEC. ITPIE data is very important to know what we are going to survey. Receive EIP 30 days prior to implementation to have a week to review with comments. Probably 180 page detailed document, it will not detail the individual configuration of the switches. It will 24-48 prior to being deployed so you have the right port configurations. Then we show up to do conduct the ADN/MTR configuration installs. We try to show up a week early.

OSP Defined: Connection via fiber optic cables to provide user/network connectivity between all required locations on b/p/c/s in support of tenant mission requirements and user needs.

OSP Connection Points: From Core/Area Nodes to End User Buildings (EUBs), and EUBs to other EUBs.

OSP Activities: I3MP OSP includes all typical commercial installations, including trenching, boring, direct buried cable, splicing, installation of maintenance and hand holes, installation of conduits and fiber optic cable.

TDM Decommission-VoIP Infrastructure: TDM Decommission encompass the complete replacement of Army Installations Analog Telephone system and the integration of DISA’s AS-SIP Trunk for DSN and PSTN. Refers to LSCs or ESCs, Voice Gateways, End User Licenses, telephone instruments, power and cabling to provide voice telephony services.1. Session Controllers (CISCO CUCM, AVAYA CM6,

GENBAND or AVAYA 5300, others)

2. Voice Gateways converting legacy TDM to VOIP

3. Ancillary voice equipment - SBCs, Power, TMS, cabling.

Voice Terminology: Voice engineering refers to the cabling and equipment infrastructure installed within a communications facility to support voice communication. Typical voice communications facilities include Dial Central Offices (DCOs), Remote Switching Centers, main telecommunications rooms within buildings, as well as stand alone communications shelters or “huts” for remote switching units or voice gateways. In current Army locations it is a mixture of VOIP and legacy TDM.

• Vision:• This Industry Day presents an opportunity for I3MP to provide a

transparent open discussion of current contract support requirements and future opportunities that are planned for the near future

• Notional information is provided for long term opportunities for general planning purposes

• Overall IDIQ Contract Methodology:

• Selection of an existing IDIQ vehicle with sufficient scope, flexibility, ceiling and period of performance to meet the entire procurement activity

• Tasks will be developed within the singular identified IDIQ, and structured to meet specific requirements within the program

Intent was that we could rapidly execute single smaller task orders for each site.

Thoughts for Industry• Role of OEM and Prime Contractor

• Know the difference, and appreciate the roles

• Remember I3MP goal is to deliver capability• Good enough now probably is better than a perfect later• But don’t let us do stupid

• Feedback on RFI• Getting a little better, but still post award/RFP release seems to be a large

uptick in information that would have been helpful during RFI

• Honest timeline assessments for RFPs• Reverse Auctions

• Pros and Cons
