1.0 OPENING COMMENTS - OPEN

Call to Order / Quorum Check

The Non Metallic Materials Testing (NMMT) Task Group (TG) was called to order at 8:00a.m., 22-Feb-13.

The Code of Ethics and Conflict of Interest Policy was presented for all Nadcap attendees. The new PRI Compliance video was shown to all Nadcap attendees. (Note: The Code of Ethics and Conflict of Interest information is also available in the Nadcap Attendees Guide on Page 7).

1.1 Approval of Previous Meeting Minutes – OPEN

The minutes from October 2012 were approved as written.

1.2 Agenda Review – OPEN

John Key presented the agenda for the NMMT meeting for the week.

2.0 STAFF REPORT – OPEN

ACTION ITEM: PRI to include data chart showing number of audits without findings. (Due Date: 3-Jun-13)

ACTION ITEM: PRI to include an executive summary of the data contained within the charts. (Due Date: 3-Jun-13)

ACTION ITEM: PRI to include a slide of the checklist questions that are reflected in each chart data, slide(s) to follow each bar chart etc. (Due Date: 3-Jun-13)

ACTION ITEM: PRI to include chart(s) with breakdown of changes since last meeting to identify trends. (Due Date: 3-Jun-13)

ACTION ITEM: Sub team created to identify objectives for the data. Team Members: Debra Maier, Vitorio Stano, Pat Dunleavy, Pete Atwell, COMAC, and John Key. (Due Date: 3-Jun-13)

3.0 METRICS – OPEN

4.0 PROCEDURE REVIEW – OPEN

John Key presented the latest procedure amendments.

5.0 ACTION ITEM REPORT-OUT – OPEN

The RAIL closed items were presented to task group.

ACTION ITEM: PRI to verify if action item #8 has been closed. (Due Date: 3-Jun-13)

6.0 SCOPE FOR SPECIMEN PREPARATION – OPEN

PRI overlooked this action from the October 2012 meeting. However limited information was obtained. TG held a discussion on the best method to identify the scope for specimen preparation.

A vote was taken to determine which primes require a separate scope of accreditation for specimen machining. Vote: For - Zero Against – Unanimous

7.0 OPEN DISCUSSION – OPEN

NOTE: Due to the length of the discussion about ISO 17025, the AC7122 ballot comments were not discussed.

With reference to ISO 17025, it has been identified that actual tests need to be identified on the ISO 17025 accreditation certificate.

CONFIRMED MINUTESACTION ITEM: PRI to add agenda item for the next closed meeting to review the ISO 17025 relationship to the revised NOP-002. Include MTL Task Group. (Due Date: 3-Jun-13)

Motion made to accept the performance of AC7122 audit at independent laboratories where the test codes of Nadcap accreditation do not match the ISO 17025 specific list of test methods (scope) of accreditation.

ACTION ITEM: PRI to take forward to NMC. (Due Date: 3-Jun-13)

ACTION ITEM: PRI to send copy of this motion to all subscriber and supplier voting members. (Due Date: 3-Jun-13)

Amendment to the MOU with Elastomer Seals Task Group (SEALS) was presented by John Key to the TG.

Motion made to accept changes to the MOU with SEALS as written.Motion Passed unanimously

MOU was signed by NMMT Chair John Key and SEALS Chair Manuel Koucouthakis.

8.0 2013 IPT PLANNING - STATUS UPDATE – OPEN

Mike Bemis presented latest status for the next IPT 2013.

ACTION ITEM: PRI to confirm if all currently accredited laboratories have responded to participate in the IPT, or have declined for a reason. If not, how about Exova or other. Upon compiling this list, PRI to distribute to all Subscribers. (Due Date: 3-Jun-13)

ACTION ITEM: PRI to add an agenda item for the next closed meeting to review IPT participants. Put in NTGOP, failure criteria for not participating in an applicable IPT. (Due Date: 3-Jun-13)

ACTION ITEM: PRI to add agenda item for next Open meeting to discuss alternative managed IPT’s that the TG will accept. (Due Date: 3-Jun-13)

9.0 REVIEW OF FAILURE CRITERIA – OPEN

Motion made to leave current mode B failure criteria for NMMT in NOP-011 as is.Motion Passed 10:0

ACTION ITEM: Roger Stirling to verify above data to determine if it is for independent laboratories and / or captive labs. (Due Date: 3-Jun-13)

ACTION ITEM: Regarding Mode Failure B - Look at data in detail, i.e. linkages with AC7118 and AC7124 – Roger Stirling to present results at next Nadcap meeting. (Due Date: 3-Jun-13)

11.0 AC7122 APPENDIX B – OPEN

Motion made to keep the appendix B as part of the Audit Handbook clarification.Motion Passed unanimously

12.0 AUDIT GRADING CRITERIA FOR AC7122– OPEN

ACTION ITEM: John Key to review audit grading criteria to include capability of specimen preparation. (Due Date: 3-Jun-13)

ACTION ITEM: PRI to request feedback on length of audit versus grading criteria from Independent labs and auditors. (Due Date: 3-Jun-13)

13.0 OPEN DISCUSSION – OPEN

ACTION ITEM: PRI to send Globalization Testing presentation to all TG members in AC7122 and ask for any comments back. (Due Date: 3-Jun-13)

ACTION ITEM: COMAC to compile list of their test standards. Present at the next Nadcap Meeting. (Due Date: 3-Jun-13)

ACTION ITEM: Sub-team to start drafting checklist for testing of fibers. Team: Same as AC7124 team. (Due Date: 3-Jun-13)

ACTION ITEM: Subscribers to notify their qualified fiber suppliers regarding the addition of fiber testing to AC7122. (Due Date: 3-Jun-13)
