OPERATIONS SECTION:

OUTBREAK MITIGATION: Identify the COVID-19 spread, including clusters; track any lab confirmed cases and determine

potential exposures. Identify the spread of COVID-19 in long-term care and community living facilities and provide infection

control guidance and resources to those facilities. Input data from Epi into existing systems; WDRS and Redcap surveys.

Currently there are 15 confirmed active outbreaks – these outbreaks meet the definition of an outbreak and have

had active cases within the last 28 days. Additionally, there are 8 Long Term Care facilities that have active outbreaks

School Task Force continues to work with OSPI, DOH and local superintendents to develop school plans with a focus

on outbreak mitigation and safely re-opening. School plans must be submitted no later than 2 weeks before school

starts

BFHD is developing a “toolkit” for outbreaks investigations in Schools

EPIDEMIOLOGY AND CARE COORDINATION:

BFHD in collaboration with City partners from Kennewick, Pasco and Richland completed the full 15 site masking

survey for dates 7/17/20-7/23/20 and the SURVEY SAYS 98% compliancy rate!

Monitoring for test results from two farms and H2A Housing Facilities in the area. One of the H2A housing has a

current positivity rate of 66%.

Care Coordination team is currently coordinating with approximately 40 cases who have identified the need for

assistance (food, hygiene, rent etc.) while in isolation. The assistance they receive enables them to stay in isolation

for the full 10 day as recommended by the CDC.

An Online Survey Portal for businesses to report COVID cases at their facilities is available on the BFHD website at

https://redcap.iths.org/surveys/?s=YNJCRHP9F7. A business is required to report if there are 2 or more cases in

the business or there is a risk of COVID spreading in the business. This on-line reporting tool will provide easy access

for businesses to report to BFHD and will allow BFHD to prioritize these business outbreaks by level of risk

BFHD Community Recovery Webpage has been updated to use the State COVID-19 Risk Assessment Dashboard for all

metrics reporting. There are three tables - Benton - Franklin - Washington State You are able to view our two

counties as well as the rest of the counties in the

COMMUNITY TESTING:

BFHD is in the planning stages with the Health Commons Project for COVID Testing assistance in our area with the

goal of being able to train local fire personnel to assist with community testing

BFHD is looking to pilot a project for “self-testing” with Everlywell, a company that provides “at-home” test kits. This

pilot to be conducted in some Long-Term Care facilities to determine the ease of use and efficacy of this at-home test

concept. One drawback is the requirement that every person tested must have a unique email for results to be sent

to and tests are only available for those over the age of 18, but there is no doctor’s order required for the

administration of the test. More to come on this in the coming weeks

BFHD has partnered with MTI to conduct “Pop Up” mobile testing throughout Benton and Franklin Counties. Days

and times will be posted on the BFHD Facebook Page. This week MTI did “Pop Up” testing events in Benton City and

E. Pasco. During the Pasco Pop Up on 7/23 Pasco Fire Dept. assisted MTI by handing out cloth masks (roughly 300) to

those being tested and Pasco Police put out electronic message signs in English and Spanish to direct people to the

testing site- great collaboration, thank you Pasco.

BFHD continues to try to establish testing dates/sites with MTI at least 3 days out. We have received a number of

comments stating that more people would be able to use this service if they were aware of this service sooner

The National Guard and BFHD continues testing at both the Toyota Center in Kennewick (back side accessed from

Grandridge Blvd) and the HAPO Center (TRAC) – No appointments and bring Insurance card - if you have coverage –

if not insurance is not required. These drive thru testing sites are available to all residents and do not require a

physician’s order to receive a test. Those that need a “free” test can still get a test. Both sites will operate Tuesday –

Saturday 0800-1300 for an undetermined amount of time. To date there has been 7110 tests administered: 3506 at

the Toyota Center site and 3604 at the HAPO Center site

The approximate positivity rate from the National Guard Testing sites is 15% - PLEASE NOTE that if a person has

previously tested positive “re-tests” through the National Guard site and is still positive they are NOT counted as a

new case – this does NOT add to our case count

TRAINING AND VOLUNTEERS Develop and administer volunteer training and coordination to supplement current staff as

needed.

Benton County has provided 3 employees to assist with BFHD data analysis

City of Richland conducted another drive thru mask give away on Friday July 24th at the Richland City shops. 2500

cloth face coverings were available to the public for free

Benton and Franklin Counties have been notified that they will be receiving child size cloth masks from the State

Emergency Operations Center, Benton County to receive 7200 and Franklin County to receive 4800. These masks

are earmarked for the 200% Federal Poverty Level population

The state is planning on providing another round of adult cloth masks to the counties in the near future. These

masks will be designated for the 200% Federal Poverty level population

PPE requests from Hospitals/EMS/Law Enforcement/Clinics/LTC/Dentists need to be sent to their respective

Emergency Management no later than 10:00am every Friday or as circumstances dictate – a weekly request will be

made to the state every Friday for delivery of supplies the following week
