    Situation

    Report

    Highlights

    National: The Government of DRC, in cooperation with partners, has

    activated a national Ebola Virus Disease contingency plan and is strength-

    ening prevention measures (see p. 2 for details).

    Eastern Zone: Additional funding for emergency response to SGBV is

    needed in North Kivu, Province Orientale and Maniema to sustain interven-

    tions for child survivors.

    North Kivu: The security situation in North Kivu remains extremely

    precarious, and characterized mainly by military operations by the FARDC

    in collaboration with MONUSCO/FIB against various armed groups

    (especially in Walikale). In southeast Lubero, more than 2,735 displaced

    households fleeing insecurity caused by armed groups in areas of Province

    Orientale bordering Lubero.

    North Kivu, Masisi & Rutshuru: An outbreak of suspected cholera cas-

    es were recorded, largely in and around IDP sites. There were 111 cases in

    Masisi health zone (HZ), mostly in displacement sites of Muheto, Kasenyi

    and Kibabi. In Birambizo HZ (Rutshuru), suspected cases were reported in

    Kiribi. RRMP is conducting a WASH response in Muheto IDP site (Masisi).

    South Kivu: Renewed activity by armed groups Raia Mutomboki and-

    Mai Mai Yakutumba on FARDC positions in Kalonge, Katana and Fizi is

    causing population movements.

    Katanga: Interethnic conflict between Pygmies and Balubas continued

    in Tanganyika, with a violent extension to Kabalo territory, causing the dis-

    placement of approximately 2,274 Pygmy households according to a RRMP

    MSA. Interagency missions as well as MONUSCO have reported protection

    violations by Luba militias against pygmy civilians, including children.

    Strengthening Preparedness for Ebola Virus Disease in DRC

    To date DRC has not been affected by the ongoing EVD outbreak in Guinea, Liberia, Sierra Leone and Ni-

    geria, with no Ebola cases reported in DRC. However, in response to the outgoing outbreak in West Africa

    DRC has enhanced the level of surveillance and activated a national Ebola contingency plan. The contin-

    gency plan will be operational in the 11 provinces of country and provides for systematic screening in all

    the 86 border check points of DRC. WHO has prepositioned protective equipment for health workers in all

    provinces, and training for health workers will be planned. Hospitals suitable for isolation of Ebola patients

    are being identified and designated.

    Two press conferences by the Minister of Health took place to share key messages on Ebola disease with

    the population, and inform them of preventative actions taken by the government, which will include screen-

    ing of arriving passengers using thermal scanners set at the airport of Ndjili. As in the past, UNICEF is

    working closely with WHO and the Minister of Health and will lead on the communication component of

    Ebola response. UNICEF teams are working to update messages and produce adequate copies of commu-

    nications material, and will support the government for radio communication and other measures.

    DRC has relatively strong experience in Ebola outbreak management, as it has experienced six Ebola out-

    breaks in the past, most recently in Province Orientale in 2012. The DRC government has provided tech-

    nical support, including epidemiologists, clinicians, experts in communication, logisticians and psycholo-

    gists to support the countries currently affected .

    Political, Security & Humanitarian Situation (1/2)

    North Kivu

    The security situation in North Kivu remains extremely precarious, and characterized mainly by military opera-

    tions by the FARDC in collaboration with MONUSCO/FIB against various armed groups.

    Walikale: About 20,000 people stranded in and around Kibua as a result of FARDC operations against

    armed groups since 1st July. FARDC, supported by MONUSCO/FIB, now control all villages between Walikale

    Centre and Kashebere. Humanitarian actors including RRMP are trying to access these difficult to reach areas

    for emergency response.

    Lubero: Displacement of more than 2,735 households in several communities in southeast Lubero fol-

    lowing recurrent clashes between Nduma Defence of Congo (NDC) and the Democratic Liberation Forces of

    Rwanda (FDLR) in Fatua, but also due to persistent insecurity linked to the presence of members of armed

    groups Cheka and Lafontaine in Bunyatenge, Kitowa and surrounding areas. Additional displaced families have

    arrived fleeing elements of Mayi-Mayi Simba in Lomo, Bembu and Libya communities (Province Orientale, bor-

    dering Lubero).

    Beni: 4,020 displaced families are spread among different localities on the Beni -Cantine-Mabalako-

    Pendekali axis. They are fleeing into North Kivu due to exactions including looting, burning of houses, rape and

    murder committed by the members of the Morgan militia group in border areas of Province Orientale.

    Masisi & Rutshuru: An outbreak of suspected cholera cases recorded, largely in and around IDP sites.

    There were 111 cases in Masisi health zone, including 46 cases in week 26 and 65 cases in week 27 with 3

    deaths, mostly in displacement sites of Muheto, Kasenyi and Kibabi. In the Health Zone Birambizo (Rutshuru

    territory), suspected cases were reported in Kiribi (4 cases in week 24, 14 cases in Week 25 and 34 cases in

    week 26 cases with 3 deaths). The RRMP is currently conducting a WASH response in the IDP site of Muheto

    (Masisi).

    South Kivu

    Renewed activity by armed groups Raia Mutomboki, Mai Mai Yakutumba on FARDC positions in Kalonge, Kat-

    ana and Fizi causing population movements.

    Fizi: Clashes in progress between the FARDC and the Mayi Mayi Yakotumba responsible for displace-

    ments of about 3,730 people.

    Kabare: At the end of July RRMP confirmed the presence of 1,644 displaced households (>8,000 people)

    in Kavumu following the clashes between FARDC and Raia Mutomboki of 10 and 11 July 2014, but also due to

    land-related conflicts at community level.

    Kalehe: Displacement of about 14,000 peoplefrom South Hombo (axis Katatawa - Musenge - Hombo Nord

    - Chambuca) and several localities in the groupement of Waloaloanda following clashes between the factions of

    Raia Mutomboki in Otobora, Karete and Musenge (North Kivu) .

    Cholera: The situation has improved in the province, with all health zones in endemo -epidemic areas

    (Fizi, Uvira and Kadutu Minova) reporting below the epidemic thresholds.

    Oriental Province

    South Irumu: Clashes between FARDC and FRPI armed group continued in July. Multiple incursions of FRPI

    were observed very close to large population centers of Geti and Aveba, causing displacement of around

    10,000 people. Cases of targeted attacks on civilians suspected of collaborating with either the FARDC or rebel

    groups have been reported, including two people killed by the FRPI in the towns of Chekele / Kaswara. This

    atmosphere of fear has contributed to continuing population movements in the area.

    Wamba: Looting of the general referral hospital and abductions reportedly by Mai Mai Simba militia

    members.

    Opienge: 30,000 people remain displaced in a highly inaccessible area, where the RRMP multi-sectoral as-

    sessment (MSA) report showed acute vulnerabilities in all sectors. RRMP will respond, and the inter-cluster has

    drafted a response plan for additional resource mobilization at national level. Humanitarian response has been

    delayed as the roads are very deteriorated.

    Maniema

    Punia: While 28,020 people returned to their villages, Kasese still hosts 17,625 displaced people who

    fled attacks of Raa Mutomboki on Kyolo in early June 2014. The context of this area is dominated by the prob-

    lems of protection with more than 100 women raped and more than 90 people abducted, the presence of 10

    ENA and 103 EAFGA. Access to water, shelter, education and NFI remains difficult in Kasese, as 24 villages

    and three primary schools were burned during the attack in Kyolo area. According to the nutritional screening

    performed at least one in two children suffering from severe or moderate malnutrition. The food consumption

    score is poor in 41% of households (Kasese is food emergency phase 4 as classified by the Food Security

    Cluster). Finally, access to Kasese is only possible by air on a track of 944 meters which only 620 are main-

    tained.

    Kabambare: 11,700 displaced and returnee households have been registered in Salamabila, Wamaza,

    Kabambare town and Kabeya fleeing abuses of the Raia Mutomboki armed group.

    Katanga

    As in June, three major conflict dynamics continued to provoke population movement in the province. Inter-

    ethnic conflict between Pygmies and Balubakat continued in Tanganyika, with a violent extension to the

    territory of Kabalo, causing the displacement of approximately 2,274 Pygmy households according to a RRMP

    MSA. Interagency missions as well as MONUSCO have reported protection violations by Luba militias against

    pygmy civilians, including children.

    Ma Ma Yakoutoumba have continued their attacks against villages at the border between South Kivu and the

    Bendera and Kabimba axes, also looting communities living along the lake, causing the displacement of almost

    1,000 people.

    Ma Ma Bakata Katanga has been active, particularly in area between Pweto, Manono, Moba and Mitwaba,

    causing new displacements of population and reducing return movements that had begun. Rumors of a FARDC

    military operation against Gedeon on the Kibawa mountains continue to circulate.

    UNICEF emergency teams carried out a 2,500km field monitoring mission from 20 June to 09 July around war-

    affected territories (Mitwaba, Manono, Nyunzu, Kalemie, Moba, Pweto). The mission noted the need to advo-

    cate and sensitize FARDC to stop exactions against civilians, particularly reported in Mitwaba.

    Persistent gaps were noted in emergency interventions in health and protection, but also in education, particu-

    larly for victims of violence and children formerly associated with armed forces and groups.

    Analysis of results Katanga

    319 cholera cases have been reported, with 4,814 cumulative since the beginning of 2014, a positive trend as

    compared to 2013. Majority of cholera cases reported this month are coming from Haut Lomami, Mitwaba and

    Tanganyika districts. This trend is emphasized by the size of the district and also with population displacement

    coming from Tanganyika and the death Triangle. MDA (Medecins dAfrique) with UNICEF funding is responding

    in Haut-Lomami and Solidarites with ECHO and Pooled Fund is supporting response in Tanganyika.. We still

    have a gap in Mitwaba. Pooled Fund has been allocated 850 000 USD to support response for cholera outbreak

    in Malemba Nkulu in the haut Lomami District. RRMP has supported a Wash intervention for 9 820 IDPs in Tan-

    ganyika.

    North Kivu

    615 Cholera cases has been reported in Goma, Karisimbi and Rutshuru health zones. This bad result is related

    to the water quality sold from contaminated water tank. A campaign to clean all water tanks has been put in

    place during the month. Response is supported with Solidarits International. RRMP had supported a WASH

    intervention for 11,410 IDPS in Beni and Lubero territories. Pooled Fund has been allocated 750,000 USD to

    support WASH response in Masisi and Lubero territories.

    South Kivu

    Over the past 4 weeks 358 cholera cases have been reported mainly in endemic areas in Uvira, Minova, Bukavu

    and Fizi, putting the total number of cases from the beginning of 2014 at 3,055. This number is higher than the

    number of 2,741 cases registered last year at the same period. Uvira is still facing problem with the water net-

    work. For the province, the response is still supported by UNICEF and ECHO with OGB, ACF, SI, YME as imple-

    menting partners. An RRMP intervention for 8,436 IDPs in Shabunda following the violence in Maniema has

    been put in place.

    Oriental Province

    Education

    14 additional schools reported destroyed in the Mitwaba-Pweto re-

    gion

    Analysis of results

    Results have not changed significantly since last month as schools are closed , but UNICEF is working closely

    with the Ministry of Education and partners to prepare for the back to school campaign, including in conflict-

    affected areas.

    Katanga

    More than 80,000 children will be able to benefit from improved teaching techniques (including peace building)

    thanks to the training provided in July to 684 teachers from 271 schools. 20 trainers have also been trained in

    the newly released Peace Building training manual by the Ministry of Education and UNICEF, and they will roll

    out teachers training to directly benefit 17,000 children in the forthcoming weeks. Meanwhile, the situation on

    the ground remains difficult, with several schools occupied by IDPs and destroyed by FARDC and Mayi Mayi

    rebel groups, including an additional 14 schools that were reported destroyed by rebel groups in the Mitwaba-

    Pweto region.

    Equateur

    The humanitarian situation remains critical in the province with the continued arrival of CAR refugees as well as

    returning Congolese refugees from Republic of Congo. In July pedagogical training was given to 198 teachers

    at schools with CAR refugee children.

    North Kivu

    A volcanologist has been hired to help prepare a module on volcano education and raise awareness on DRR in

    schools.

    Analysis of results

    North Kivu

    In July, 6,865 persons received emergency medical assistance through RRMP in Mutwanga and Masisi HZ.

    Katanga

    In June, the cholera trend is lower compared to last year for the same period, with a total of 5,515 cases/177

    deaths( 3.2%) vs 11,555/227 deaths ( 1.9%) the same period in 2013. The most affected HZ are Kinkondla,

    Mukanga, Bukama and Butumba. Response activities are conducted by the partners MDA and ADRA. A pilot

    campaign of Oral cholera Vaccine (OCV) conducted by MSF France took place on July in 2 health areas in

    Kalemie city, with about 51,300 persons targeted during the campaign.

    Measles response has been conducted on Bendera axis in Kalemie by IRC (RRMP South Kivu). A riposte is

    planned in Kilwa HZ by partner ALIMA. In week 30, a total of 9 HZ reached the alert level in Katanga and needs

    to be closely monitored.

    South Kivu

    From week 27 to 30, out of the 772 cholera cases (2 deaths) reported in DRC, 294 cases ( 2 deaths) were in

    South Kivu, which remained the most affected province since the beginning of the year. Measles response has

    been conducted in 3 HZ (Minova, Kalonge and KimbiLulunge) by RRMP and MSF, and on Bendera axis

    (Kalemie, Katanga) by IRC as part of RRMP South Kivu. A total of 218,515 children aged 6 months-15 years

    were vaccinated for measles with the integration of oral polio vaccine for 81,651 under 5.

    Kinshasa/ Bas Congo

    UNICEF is continuing assistance to returnees from Brazzaville by supporting the mobile clinic and police health

    center in Maluku site. In July, UNICEF supported the government in vaccinating 25,936 children against measles

    and polio in Kinshasa and Bas Congo. Maluku site, in Kinshasa, will be closed on Sunday 10 August by the gov-

    ernment. Vaccination against measles and Polio will continue at the beach of Kinshasa and Bas Congo.

    Orientale Province

    An outbreak of pneumonic plague was confirmed in Logo ( HZ) in Ituri district. From June 25th to July 11th, a

    total of 17 cases notified and 7 deaths ( 41% of lethality). The last case was admitted for treatment on July 11th.

    A joint response by partners including MSF and UNICEF in support of the minister of health allowed rapid control

    of the outbreak.

    Kasai Occidental

    There has been an outbreak of diarrhea since health week 27 in the territory of Luiza, with a high mortality of chil-

    dren under 5 (Out of 218/246 total cases, with 11 deaths all of children below 5). UNICEF has supported health

    authorities with 5000 RSO, 450 Ringer Lactate and 10.000 zinc pills to complement the WHO basic kits.

    Nutrition

    olds as defined in the HAP, whereas UNICEF may support response in other areas in some cases.

    Analysis of results

    Maniema

    In the last 2 months Kasese health area (Punia HZ) received internally displaced persons from the neighboring

    provinces of North and South Kivu due to conflict. An investigation mission carried out in July 2014 by MSF re-

    vealed a precarious nutrition situation. Indeed, out of 1,113 children screened for acute malnutrition, 118 were

    found with acute malnutrition, of whom 79 were suffering from severe acute malnutrition. UNICEF will imple-

    ment an emergency nutrition response in Punia HZ through a local NGO partner to treat an estimated number

    of 700 children with severe acute malnutrition; 1,000 boxes of Ready To Use Therapeutic Food (RUTF) are

    being sent to Maniema.

    The 2013 DRC Health and Demographic Survey showed that Maniema province had the highest prevalence of

    acute malnutrition (GAM rate of 22%). In order to identify the most affected zones, UNICEF in collaboration with

    Ministry of Health is preparing to undertake nutrition surveys in 9 territories in Maniema province starting August

    2014.

    Katanga

    Nutrition intervention in Kansimba (GAM 15.2%) has started in the course of July 2014 with the support of

    COOPI funded by UNICEF and ECHO. A total of 1,900 children aged 6 59 months suffering from severe

    acute malnutrition will have access to quality treatment.

    Bandundu

    Following a nutrition alert received through the nutrition surveillance system, a nutrition survey is being con-

    ducted by PRONANUT in Popokabaka health zone.

    Equateur

    In order to better monitor the nutritional situation in Equateur, UNICEF has initiated work with Ministry of Health

    (to establish a nutrition surveillance system in 82 sites spread across 46 health zones in the province (15 HZ in

    Mbandaka district, 16 HZ in South Ubangi district and 12 HZ in Tshuapa district).

    Analysis of results

    North Kivu

    Compared with the previous month, the rate of CAAFAG has significantly increased from 30% to 67% in July. This

    positive result is attributed to the growing number of verification centers in the territory of Walikalein particular, six

    centers were newly established in July. However, the ongoing conflicts between FARDC and several armed groups in

    Masisi, Walikale, Lubero and Beni have prevented armed groups from stopping the use of children and releasing

    them. During this month, 135 separated and unaccompanied children were identified and reunited with their families,

    which represented 57% lower than the last month. This is as a result of ongoing conflicts in Masisi territory which are

    slowing family reunification. Despite an urgent need for emergency response to SGBV, due to funding shortages

    there were no interventions for child survivors in North Kivu, Province Orientale and Maniema in the month of July.

    South Kivu

    The month of July focused on monitoring of socio-economic reintegration activities for children affected by the armed

    conflicts in the province of South Kivu. For example, 10 children were newly employed in microenterprises after re-

    ceiving professional training in the territories of Lemera and Uvira. In July, summer vacation increased the number of

    children participating in Child Friendly Spaces (CFS) activities to 26,628. In order to continue to protect children from

    exploitation and re-recruitment in a sustainable manner, UNICEF partners are preparing for handover CFS manage-

    ment to communities and the government in the territory of Kabare.

    Province Orientale

    In the HUBU, the security situation is relatively calm because LRA incidentslooting, ambush and kidnappinghave

    significantly declined. However, there are serious concerns about the presence of foreign and national intruders and

    unidentified armed groups in the Haut Uele. In July, summer vacation and agricultural activity were the major factors

    that kept children from participating in CFS activities.

    Katanga

    The reappearance of Gdon in the death triangle is a serious threat to ongoing conflict resolution activities. It is pre-

    sumed that 300 children are associated with Gdon. The confrontation between FARDC and the armed groups in

    the territories of Pweto and Malemba Nkulu have been marked by increased exploitation, abuse and violence.

    Non-Food Items (NFI) and Shelter Partners Solidarites and NRC assist nearly 4,000 displaced families

    through cash voucher fairs in North Kivus volatile Masisi territory

    Analysis of results

    Actors in the NFI sector served over 15,853 families, or nearly 80,000 persons, during the month of July.

    UNICEF partners accounted for 57.4% of this NFI response in July. Since January, UNICEF partners account

    for 58.5% of all NFI response with over 386,000 people assisted (note that this does not include ICRC who

    operates outside the Strategic Respose Plan (SRP) and has reached 123,975 people as of 30 June). Among all

    actors, 62.8% of families are assisted in accessing essential NFI through cash vouchers ; 37.2% via direct

    distribution. For UNICEF this proportion is much higher, with over 78% of assistance delivered via vouchers.

    To date UNICEF voucher fairs in 2014 have injected over $4.4 million into the local DRC economy via hundreds

    of local merchants. Since January among all actors, 55% of NFI beneficiaires have been displaced families;

    30%, returning displaced; 7%, host families; 4% repatriated refugees; 3% other vulnerable families, and 1%

    victims of natural disasters.

    Katanga, Nord Kivu, and Orientale provinces remained the areas with highest levels of vulnerability in

    July, with needs far oustripping the response capacity of the major NFI actorsparticularly UNICEFs RRMP

    (Reponse Rapide aux Mouvements de Population) mechanism. Even with tightened targeting criteria for RRMP

    NFI response introduced in May 2014, pre-positioned response capacity in distributions and cash voucher fairs

    is being expended faster than antcipated, especially in North Kivu. Together with other cluster actors, by the end

    of July the NFI sector was at 36.1% of its high priority target for the year as per the 2014 Strategic Response

    Plan. These results are positive given mobilized resources for the cluster are far below estimated needs.

    North Kivu. RRMP partners Solidarites and NRC assisted 3,995 displaced houeholds in Kasenyi and

    Katoyi (Masisi territory) coming from Ufamandu I andthe largest NFI intervention in the province in July.

    Significant gaps remain in Lubero and Walikale territories as fighting continues and intensifies between FARDC

    and militia groups including NDC, FDLR and Fontaine.

    Orientale Province. UNICEFs RRMP partner Solidarites continues to respond to the waves of

    displacement in South Irumu territory through cash voucher fairs; 971 households were assisted this month.

    Samaritans Purse, the only other major actor in the province with flexible pre-positioned response capacity in

    NFI, reached another 1,799 families with a targeted distribution of plastic sheeting and blankets

    Katanga. RRMP partner International Rescue Committee (IRC) reached 1,490 households this month

    all via voucher fairs. Of note were the fairs in Manono territory for 933 dispalced and returnee households

    affected by the conflict between Batwa and Bantu that has been intensifying. The largest NFI interventions in

    Katanga in July were organized by the National Caritas in support of diocesain partnersreaching 3,000

    households in multiple displaced person sites around Pweto. Also in July, RRMP partner IRC trained local

    NGOs in the voucher fair approach in an effort to increase the number of capable NFI actors in the province.

    Multi-Purpose Cash-based Assistance

    Analysis of results

    Implementation of the first phase

    In July 2014, UNICEFs partners in the UK Aid-supported ARCC (Alternative Responses for Communities in Cri-

    sis )programme completed all activities for the Phase 1 of their projects. In total 12,006 households (an estimat-

    ed 60,030 persons) in North Kivu and Orientale provinces have been reached through ARCCs combination of

    different cash-based response approaches.

    In North Kivus Masisi territory, Concern assisted 1,416 displaced, returned displaced and host family house-

    holds with cash transfers in July. Since the beginning of Concerns programme, 2,391 households have re-

    ceived a first installment of $45 voucher in multi-sectorial voucher fairs. During this reporting period, UNICEF

    and Concern teams accompanied UK Aid Country Director and other colleagues to visit Masisi as beneficiary

    families were receiving cash transfers which families reported planning to spend on services (health and educa-

    tion) and livelihood related activities as basic needs had been covered with the previous voucher and cash trans-

    fers.

    During July, in Orientale Provinces Djugu territory, Solidarits International assisted 1,292 returned displaced,

    repatriated refugees, displaced and host households with a $110 of vouchers for use in existing markets (open

    market vouchers). The beneficiaries could also redeem up to $40 of the $110 voucher in cash. Since the begin-

    ning of the programme, Solidarits has assisted 5,615 households in North Kivu and Orientale.

    In North Kivus Nyiragongo and Rutshuru territories Mercy Corpss July activities included transferring $40 to

    2,000 displaced, returning displaced and host family households through use of the m-pesa mobile money

    transfer system of Vodacom. The same beneficiaries had already received a $80 voucher to be spent in the local

    markets, for a total assistance of $120. In Orientale Provinces Dungu territory, Mercy Corps partnered with m-

    pesa and Soficom to transfer a total amount of $120 per household. Also in July, 486 householdd received a

    transfer of $20, 1,048 received $30 and 377 received 440.To date, a total of 3,989 households have been assist-

    ed by Mercy Corps in North Kivu and Orientale.

    ARCC partners Concern, Mercy Corps, and Solidarites completed

    all voucher and cash transfer interventions for the first phase of this

    programme, with a total of over 60,000 people assisted.

    Resource Mobilization

    In February 2014 UNICEF launched its global Humanitarian Action for Children (HAC), which includes funding

    requirements for humanitarian action throughout DRC in 2014. In line with the 2014 inter-agency Strategic Re-

    sponse Plan, UNICEF is appealing for US$125,945,000 to meet the humanitarian needs of children in the Dem-
