Aim of Course

The aim of this session is to provide instruction on the use of the computerised radiation management programme

Certificates

Work with Radioactive materials is regulated by the Radioactive Substances Act 1993.

Under this Act the workers need:

•Certificate of Registration to hold radioactive materials

•Certificate of Authorisation to dispose of waste radioactive materials

Certificates issued by the Scottish Environment Protection Agency (SEPA)

Certificates

The Certificates strictly defines how and where you can dispose of waste radioactive materials.

All the present Certificates we have for work with unsealed radioactive sources specifically state that solid waste would be held in a store on Westburn Lane

University sold this store – making all our Certificates illegal

SEPA Requirements

SEPA have required the University to apply for new Certificates for all relevant buildings.

University has applied for Single Site Certificates of Registration and Authorisation

Advantages of Single Site Certificates

•Only one maintenance fee;

•One allocation for holding and disposal for the University

•Ability for me to re-allocate limits between buildings

•Applied for an allocation of ‘Any Other Beta/Gamma Emitters’ – Allows start up experiments without applying for new Certificates

Disadvantages

•Central records to be kept

•Linkage – problem in one Unit may loose the Certificates for whole University.

Need for Central Records

•For me to spend each month receiving paper records and calculating any problems – Cost and time;

•Employ a separate person – Cost;

•Put in place a central computerised record system – This is what we have chosen

Page 10: University of St. Andrews Environmental, Health and Safety Services 1 Paul Szawlowski Environmental, Health and Safety Services, 65 North Street

We chose the RadProt system

Access to the RadProt System is via:

•Current Staff to

•Safety and Wellbeing Section – Radiation Section to

Radiation use and disposal computer programme

Or website address:

https://portal.st-andrews.ac.uk/radprot/open/

How does Radprot Work

•Splits controls between ‘Users’, ‘DRPS’ and Administrator

•Management of radioactivity – DRPS

•Removes need for paper records that presently exist (Except transport Records)

•NOTE – All paper records in existence must be kept in a safe place. Records for 10 years

Page 13: University of St. Andrews Environmental, Health and Safety Services 1 Paul Szawlowski Environmental, Health and Safety Services, 65 North Street

•Ordering Radioactivity

•Done by DRPS (or nominated Depute) only;

•Order to be placed with DRPS (or nominated Depute);

•Fill in form and sign form

•Need to have the risk assessment

Number

•Isotope must be on that risk

Assessment

•Take signed form plus

Purchase order for ordering

14

University of St. Andrews

Receipt of Radioactivity

•When radioactivity arrives – must be checked in by DRPS (or nominated Depute)

•Completes form

•System will not

allow aliquots to be

removed without

DRPS receipting

radioactivity.

•Gives source ID Number

1. Training Programme – Will allow you to practice with the system without generating any legal records

Access to the Training Programme is:

Username: user

2. Live Programme – Will generate legal records – Please be careful in use of the Live Programme as it is the University Legal Record

Access is via your e-mail username and password

You will notice that only one isotope can be added to this risk assessment.

To add more than isotope – save the risk assessment then re-open the risk assessment – a new line will appear to add more isotopes

It is very important that if aliquot taken then waste is registered

Otherwise system will believe radioactivity still exists in the laboratory

Could stop work as system believes exceeded Registration Limits
