District Kech of Makran division with a population of around 15 lacs, the land of a romance legend, has always been a place of importance for its geographical location, and famousforitsproductionofdatefruit. Thepeopleoftheregionhadalwayslongedforauniversitynearby.Theirdreamfinallymaterialized in theshapeofan independentUniversity inMay2013under theUniversityofTurbatAct2012.Thiswasmadepossibledue to the zealouseffortsput inbyacademicandadministrativestaffatthesubcampuswiththesupportofnatives,politicalparties,provincialgovernmentandmanagementofUniversityofBalochistan. TheProjecttitled“EstablishmentofUniversityofTurbat”wasapprovedbyECNECduringMay2011.Although the commencementyearof theProjectgiven in thePC-Iwas2011-12; however the Project was actually startedfromtheF/Y2013-14afterinductionof full-time VC and other Senior officers. AccordingtodeputyprojectDirectorKaziKashifBaloch,almost85%oftheconstructionworkshavebeencompletedbyDecember2017ina record period of four years only and university has been shifted from rented buildingtoitspermanentbuildingsituatedatM-8GinnaareainOctober2017.

Thenewbuildingcomprisesall facilitiesforhigher learningincludingacademicblocks,classrooms,lecturetheaters,videoconferencehall,Computerlabs,Chemistrylabs,Caféteria,StudentfacilitationCentre,adminblocks,BachelorsHostels,CentralLibrary,boy’shostel,girl’shostel,residentialcolony,sportcomplex,mosque,PrimarySchool,andMedicalCenter.Despitetheheavyoddsanddauntingchallenges,UniversityofTurbatisonwaytobringinganeducationalrevolutioninthedomainofhigherlearninginMekranDivision. Soon after taking oath as Governor Baloch-istan,HonorableMohammadKhanAchakzaiandthenChiefMinisterBalochistanHonorableDrAbdulMalik Baloch, in collaboration with Higher Education Commission extended exceptional support and assistance for the development of Turbat University. The provincial government led by ChiefMinister Nawab Sana Ullah Khan Zehri and FederalGovernmenthaveensuredtoexpeditetheprocessofthegrowthofTurbatUniversity.

Professor Doctor Abdul Razzaq Sabir and Professor Doctor Abdul Saboor Balochtook over the charge as first Vice Chancellor and Pro Vice Chancellor ofUniversity respec-tively.Within a short spanoftimeVice chancellorwith the support of supremelyqualifiedfaculty members and smart working administrative staff, introduced under-graduate and post-graduate programs in various departments including Department of Management Sciences,ComputerScience,Commerce,BalochiwithM.Philcourses,English,PoliticalScience,Economics,Education,Chemistry,Bio-chemistrylastbutnottheleastdepartmentofLaw.TheCPECStudyCentersatmaincampusTurbatandGwadarCampusareadditionintheresearchonCPECrelatedsubjects.TheuniversityaftergettingformalapprovalbytheHEChasalsostartedM.PhilprogramindepartmentofChemistryandInstituteofBalochilanguageandCulture. In 2016 the Department of Baloch wasconverted into Institute of Balochi Language and Culture for the core purpose of advanced studiesandresearchinthefieldsrelatedtoBalochi Language, Literature, Education, Art and Culture.Under the directorship of Prof Dr Abdul Saboor Baloch, the the IBLC is working to preserve and promote the Cultural heritage of Baloch and Balochistan and to ensure its continuity by disseminating it in the younger generation. The MullahFazulChairisalsotheintegralpartoftheinstitute.SinceitsinceptionasaSubCampusofUniversityofBalochistaninNovember2009,theprogramofBBA4years,BSCS4yearsandB.ComtwoyearshadalreadybeenintroducedintheCampus. Witharoundeighteenhundredstudentsand120employees,theUniversityofTurbathasbeenprovidingqualityeducationandfinancialassistance to its students throughPrimeMinister’sFeeReimbursementscheme,BalochistanEndowmentFund,HECNeedBasedandmeritbasedScholarship,KareemDashtischolarshipandmanyothermeritbasedscholarshipsThe passed out graduates and alumni ofUniversity are expected to play a vital role in the activities of the projects under China Pakistan Economic Corridor (CPEC) to bring about prosperityintheregion. UniversityofTurbatbelievestopromoteacultureofinnovativeandentrepreneurial,tofosterandintegrativethinkingamongstudentssothattheycouldcontributeintheprojectsof(CPEC)andcouldbringPakistantowardstheeconomicindependence. Following the nonstop academic success and unfaltering achievements along with the completionofallformalities,theUniversityofTurbatwasrecognizedbytheHigherEducationCommissionofPakistanasthe158thpublicSectorUniversityinthecountryandsecondpublicSectorGeneralUniversityintheprovinceon12thMarch2014within10monthsafterswitchingovertoafull-fledgedUniversityfromasubcampusofBalochistanUniversity. Inthisshortspanoftime,UniversityofTurbatearnedanumberofaccoladeswhichhavebeenacknowledgedbythepeoplefromallwalksoflifeinthecountry. Asmanyastalentedandqualified50facultymembersandscholarshavebeensenttodifferentuniversitiesofPakistanandabroadMalysia,Thailand,Turkey,GermanyandUKforM.Phil.,MS,Ph.D.andMSleadingtoPh.DundertheHumanResourceDevelopmentProgram,AghazeHaqooqBalochistanScholarshipandotherHECscholarshipsscheme. Morethandozensofthem,aftercompletionoftheirdegreehavere-joinedUniversityandrestofthemareexpectedtorejointheuniversityverysoon.Bytheyear2020thenumberofPh.Dfacultyareexpectedtoraiseup-tofifty.

University of Turbat enlisted its name in the list of that successful university of the country who managed to hold its first convocation within three years of its inception.The 1st Convocation of the University of Turbatwas held onMarch 8, 2017 at newly built UniversityComplexnearginnaarea.GovernorBalochistanandChancellorUniversityofTurbat MuhammadKhanAchakzai presidedover the 1st convocation inwhich 220 graduateswereconferred degrees and 12 position-winning graduates were also awarded goldmedals. The convocationceremonywasattendedbythenChiefMinisterBalochistanDrAbdulMalikBalochasguestofhonor,memberelectioncommissionofPakistanJustice(R)ShakeelAhmedBaloch,prominentpoliticalfigureSyedIhsanShah,ZahoorAhmedBuledi,presentandex-membersofthesenate,federalandprovincialAssembly,vicechancellorsofdifferentuniversities,officialsofthecivilandarmedforces,localnotables,educationistandrepresentativesofthecivilsocietyandmedia. UniversitysucceededtoholdthemeetingsofitsstatuaryandotherbodieslikeSyndicatefivetime,AcademicCouncilseventime,FinanceandPlanningCommitteeseventime,FacultyCounciltwotime,Boardofadvancestudyandresearchtwotime,selectionboardsixtimes,aswellasallimportantmeetingoftheapexbodytheSenatethreetime. Universitiesarerecognizedandacknowledgedworldwidemainlybyitsresearchandpub-licationsoutputgoinghandinhandwithacademicdevelopment. Research and publications have been the defining distinction of the University of Turbateversinceitsestablishment.Earnesteffortsareconsistentlymadetopromoteavibrant researchcultureandprovideafavorableenvironmenttobothitsfacultymembersandstudentsforexplorationandinnovativemarketorientedhigherlearning. UniversityofTurbatlauncheditsveryownannualResearchJournalGIDROSHIAforthisspecificpurposewhileIBLCalsohasinitiateditsresearchjournal(MEERI)recognizedbytheHEC. The Office of Research, Innovation, and Commercialization (ORIC) with the aim to promote and enhance research activities, providing a complete platform to the researchersandaugmenttheirresearchskillsfromworkingbenchtoafurnishedproduct.TheORICinUoTisstrivingtoestablishstronglinkswithindustryinordertofacilitatethestudentsforseeking internshipsandgettingresearchprojectsforensuringtheirfuturebright. Abi-annualnewsletter“KECHNEWS”frommaincampusand“ZERWAANNEWS”fromGwadar campus are another symbol of distinction for the University. Therefore, UniversityofTurbat isenlistedasoneofthosesuccessfulgeneralUniversitieswhichhaveachievedthe enviablefeatofpublishingtheirAnnualResearchJournal,Bi-annualNewsletter,AnnualReport,ProspectusandConvocationBookletinsuchashortspanoftime.ThisistrulyabigsuccessstoryforaUniversityinsuchafarflungandremotearea. University of Turbat, being a student centric university, is extending all possible facilitiestoitsstudentsforqualityhigherlearning,research,andextracurricularactivities.Having established a well-furnished and equipped computer lab with latest computers funded by GovernorBalochistanMuhammadKhanAchakzai,connectedwithinternetgivingaccesstothemajor informationandcommunicationnetworksworldwidetoenhanceresearchcultureandadvancedstudieswithinuniversity. A smart video conferenceHall has establishedbyHEC to connect theuniversitywith nationalandinternationalinstitutionsofhigherlearning.

Directorate of Information Technology, the backbone of the university, is one of the paramountachievements,connectedtoPakistanEducationandResearchNetwork(PERN2)bytheHigherEducationCommissionofPakistan,providingWifiservicestostudents,facultymembersandadministrativestaff. Besides seminar libraries ineachdepartment,universityalsohascampus libraryanduniversity public library with more than 30,000 books on different subjects, national and internationalresearchjournal,publications,periodicals,andnewspapers. ThebuildingofUniversityPublicLibrarywashandedovertouniversityofTurbatasperthedirectivesofthenChiefMinisterBalochistanDr.AbdulMalikBaloch. DirectorateofPublicRelations,acareercounselingandstudentaffairscellhavebeenestablishedtohelpthestudentstoresolvejobrelatedissuessuchasfindingworkandsettingcareergoals. The Quality Enhancement Cell (QEC) with the support of Quality Assurance AgencyofHigherEducationCommissionofPakistanisworkingeffectivelyaccordingtotheneedsof modern times in a changing world. Prof Dr Gul Hassan Director QEC is vested with the responsibility to ensure quality education with the futuristic mindset, encourage different academicactivities,facultytraininganddevelopmentworkshop,andpreparingself-assessmentreportofdifferentdepartments. University of Tubat has signed a number of MOUs with leading national and internationaluniversities andeducational institutionsforpromotionofhigherlearningandresearchskillsandtoexchangeaframeworkofcooperationandfacilitieswiththesignatories.UniversityofTurbathasplanstosignMOUswithmorenationalandinternationaleducationalinstitutionsinfuture.

University of Turbat has organized many seminars, workshops, training sessions,literaryandacademicevents,internationallectureseries,certificationcoursesinITand entrepreneurialship,businessgalas,sportfestivalsandstudytours. University of Turbat also has the exquisite honor of hosting the all-important inter-universityconsortiumforpromotionofsocialsciencesuccessfullyinApril2015atfutureeconomiccorridorcityGwadar,withthefinancialassistanceofprovincialgovernmentandthepatronageofHisExcellencyMuhammadKhanAchakzai,governorBalochistan. Completion of university permanent complex in record time, establishment of itssubcampusatCPECcentralcityGwadar,raising4departmentsto9alongwith18programsin three faculty including facultyofArtsandSocialSciences, facultyofCommerce,Lawand Management Sciences, Faculty of Science and Engineering, startig M.Phil program, taking reliable security measures, cheating free examination system , launching IT academy in collaboration with HEC, entering into MOUs with national and international universitiesand educational institutions to exchange experiences and knowledge, establishing smart computer lab funded by worthy Chancellor Muhammad Khan Achakzai, affiliating of three degreecollegesofMakrandivisionwithuniversityofTurbat,co-hostingnationalseminaronCPECatGwadar,conductingmeetingsofstatuarybodywellintime,holdinginteruniversitydeclama-tioncontesttopromotecriticalthinkingwithpositiveapproach,ITandliteraryrelatedseminar, organizingindigenousOn-CampusTraining,internationallectureseriesviavideoconference,annual BusinessGala,variousscholarshipsforstudents,nationalbookfairandvariousextra-curricularactivitiesinregularintervalareamongtheconsiderableachievementsofuniversity. Many ideas and projects are in pipeline as the part of short and long term strategicplanoftheUniversity.Establishmentof4newscienceandmarketorientedsubjects,tosetup anothersub-campusinPanjgor,establishingschooloflegaleducation,Businessadministration,sendingmore scholars abroad for higher studies, training and refreshment courses, startingPh.D,M.Phil,diplomaandcertificateprogramsindifferentdisciplines,startingChinese,EnglishandBalochilanguageprogram,affiliationofmoredegreecollegesandeducationalinstitutionswithuniversity,hostingnationalandinternationalconferences,launchinghousingschemeforitsemployees, settingupconstituentModelHighSchoolandgenerating revenueby itsown resourcesareamongthemainmissionoffutureroadmapoftheTurbatUniversity.

Theestablishmentoftheuniversityisinpursuanceofthegovernment’spolicytomakehighereducationaccessibletoallstrataofsocietysothattheeducationaloutputintheshapeoftrainedhumanresourcecontributestotheoveralldevelopmentoftheprovinceofBalochistan.IamsurethelevelofcommitmentonpartofallconcernedwillsoonearnsignificantplaceforUniversityofTurbatinthelistofleadinginstitutionsofhigherlearninginthecountry I would like to convey me felicitations to Vice Chancellor, his energetic faculty, staff and studentsforthegrowthofUoTinquicktime.Impartingqualityandstandardeducationwithcompletionof academicsessionsintimelymanner,successfullyholdingoffirstconvocationoftheuniversityshiftingofacademicactivities in thenewlyconstructedcampus, is theresultoftirelessefforts thatdeservesallappreciations;indeed.UniversityofTurbatisagatewayofopportunitiesofacquiringtopoftheline educationindifferentcontemporarydisciplinesatlarge. Government of Balochistan is putting in its best effort and channelizing available resourcesto transform the Universities in the province into stat-of-the-art institutions of international reputethatareequippedwithlatestteachingtechniques,trainingequipmentandtechnology.Infuturealso, Balochistangovernmentwillcontinuetoextenditsfullsupport inmakingtheuniversitiesprestigiousacademicandresearch institutionsof thecountry. It is matter of immense pleasure for me to say that we are doing our utmost to build a distinct center for higher education in the province by zealously upholding our guiding principles as expressed in the motto of our University. I would like to extend my heartfelt facilitations to all the, faculty, management and staff and students of the University of Turbat for their day and night determined efforts for uplift of the institution. The task of introducing higher education to this remote part of the county and overcoming all sort of challenges has fortified our will to aim higher and push horizons for the people of the area and multiply possibilities of success in different walks of life. The trajectory of the University is adorned with some commendable achievements on the part of the University. Some of them include the recent shifting to it permanent main campus at Ginnah M-8 University Road Turbat, and successfully holding its first Convocation in March, 2017 whereby scores of students were conferred upon degrees by the honorable Governor Balochistan Muhammad Khan Achakzai. The establishment of the Sub Campus of University of Turbat at Gwader during the year 2017 speaks volumes of the supreme hard work and dedication of my committed and enthusiastic team endowed with mission to see University of Turbat as one of the finest seats of learning in country. The supreme will power, support and faith of the parents in the budding institution and students saw us through those challenges and today we can hold our heads high with confidence seeing the jubilant faces of graduates from the first two batches of the University. The achievements earn by university within short span of time speak volumes of the tireless efforts of the University Faculty, administration and staff for making this day a reality. It would not have been possible without their determination. I am confident the students will uphold the highest standards of academic excellence and prove to be invaluable success stories that will bring acclaim to their alma mater, University of Turbat. Their association with UoT is a ceaseless bond that we cherish every day. I wish them all the best for their future endeavors.

The 1st Convocation of the University of Turbat was held here on Wednesday, March 8, 2017 at newly built Uni-versity Campus. Governor Balochistan/Chancellor University of Turbat Muhammad Khan Achakzai presided over the 1st convocation in which 220 graduates were conferred degrees and 12 position-winning graduates were also awarded gold medals. He also awarded certificates of appreciation to the research scholars of the university who had completed their MS/Master degree from local universities or abroad. Addressing the convocation, the Governor Balochistan

Muhammad Khan Achakzai congratulated the graduating students and their parents on getting degrees and medals and said that it is now their turn to pay back to the society and contribute to the nation building and development. He said “holding first convocation for any university is a historical day and I’m proud to chair the first convocation of Turbat University”.

He urged the students to join their respective professions to serve the society and humanity. He lauded the progress achieved by the Turbat University in short time and positioned itself among fast growing universities in Pakistan. He assured that government of Balochistan was committed to ensuring quality education and raising education standard in Balochistan as a top priority. The Chancellor said that the coastal Mekran is the economic hub of Pakistan and we all should work jointly for achieving our national priorities, adding that the female gradates of Mekran are second to none in terms of talent in all spheres of life including education, if they keep on learning they would touch the sky. The guest of honor of the convocation ex-chief minis-ter Balochistan Dr Abdul Malik Baloch has said “education is essential for development and prosperity of any nation”. He was hopeful that passed out graduates of Turbat University would be provided opportunity to play their role in the on-going development activities of CPEC in the region. He urged the youth not to stop here and go for M.Phil and Ph.D and to focus on education for the development of the province in particular and for country in general to bring a positive change in the society. He announced a grant of Rs 30m to buy laptop for pass out graduates and for other missing facilities.

Presenting a wholehearted welcome address, Vice-Chancellor Prof Dr Abdul Razzaq Sabir spoke about the academics, research, development, extension and future plans of the university. He said that with a history of just three and half years of excellence, Turbat University is now all set to positioning itself among the lane of fast developing universities of the country. Vice Chancellor said that the institution was swift-ly achieving the milestones and developing talent by using knowledge, resources and skills for growth of human resource

in this far flung area of the country. Vice Chancellor was thankful to the Chairman Higher Education Commission Dr Mukhtar Ahmed for cooperation and support rendered by him in the rapid development of University of Turbat in short time. Earlier, the governor Balochistan inaugurated the laboratory of Chemistry department and video conference hall. He also handed over the keys of a van and a bus to the vice chancellor of the university.

The governor Balochistan and ex chief minister Balochistan were gifted Balochi Traditional Shawl, shield and painting by the Vice Chancellor. The convocation was also attended by the member election commission of Pakistan Shakeel Ahmed Baloch, Syed Ihsan Shah, Zahoor Buledi, present and ex-members of the senate, federal and provincial Assembly, vice chancellors of different universities, officials of the civil and armed forces, local notables, officials from local administration, educationist and representatives of the civil society and media.

Introduction The Institute of Balochi Language and Culture (IBLC) in the University of Turbat was first established as the Department of BalochiLanguageandLiterature in2013tocatertheneedsof thestudentsofBalochilanguageandliterature.Soonafteritsestablish-mentthedepartmentbecameoneofthemostpopulardepartmentsoftheUniversitywithenrollingmorestudentsinitsfirstbatchandproveditselftobethecenterofexcellenceforthestudy,teachingand researchaboutBalochilanguage,history,literatureandculture. Seeing its popularity and feeling the need of time the universityadministration,onthewishesofthethenChiefMinister BalochistanDr. AbdulMalik Baloch, upgraded the department of BalochilanguageandliteratureintheUniversityofTurbat,in2016,to an Institute (Institute of Balochi Language and Culture) and its horizons were widened and broadened to research and work on Balochhistory,language,literature,culture,oraltraditionsandalotmorewhichparticularlypertaintoBalochanditsculture. Apart from offering BS (four years/eight semester) MA (twoyears/four semesters), and MPhil programs, the Institute is alsoplanning tooffer PhDprograms shortly.Moreover, the institute isalsorunningachairattributedtolegendryBalochpoetMullaFazul,namedas ‘MullaFazulChair’. The institute isalsopublishinga re-searchjournal‘Meeri’inwhichtheresearchpapersfromwell-knownauthorsandresearchersregardingBalochi language, literatureandculturearepublishedinit. Theinstitute,apartfromconductingandsupervisingscholarlyandacademicworksonformation,classificationandstandardizationofBalochiterminologiesrelatedtothedifferentaspectsoflife,isalsoworkingonIndexationofBalochiresearchjournals.Intheinstitute,theInstitutehasalsosetupareferencelibrary,andtheestablishmentofaMuseum,aCenterforTranslationstudiesandaCultureCenter,Oriental and Occidental Language Center, Collection of general Archives,andaBalochCulturalExhibitionCenterareinthepipeline.TheInstituteisalsoworkingonBalochiMusicandonpreservationofBalochiOraltraditions.

Introduction Established in November 2013, the Department of PoliticalScience, University of Turbat is moving ahead with utmostcapacity to the satisfaction of graduates and facultymembers.Withthesatisfactoryresultsofthepasttwopassedoutbatches and the near about passing out of the third batch, thedepartmentisemergingasanattractivevenueforambitiouslearnerstobenefitfromthecoursesandprogramsofferedatthedepartment. Introduction This department was established since the inception of the University of Balochistan, sub-campus Turbat on 23rd November,2013. Introduction The Law Department University of Turbat (School of Legal Education) is only legal institution in Makran Division initiated by UniversityofTurbat.Thepurpose tostart the legaleducation is tofillvacuumofskilledlawyersinprovince.TheLawDepartmentUni-versityofTurbathasbeenestablishedonthespecial instructionoftheJudiciaryandpressingdemandoftheCivilSocietytofillthegapofJudiciaryduetocarnageof8thAugust2016andLawdepartmentwas inauguratedbyHonorableChiefJusticeBalochistanHighCourtJusticeMuhammadNoorMiskanzaion5thOct2017. Difficulties faced by legal education sector in Pakistan havebeenincreasedbythefactthatunlikeothersubjectsinthefieldof humanities, law institutions in Pakistan have been unable to promoteandestablishlegalacademicsandscholarswhoseprimary role include legal research and teaching, with the result that majority of these law institutions/colleges depend upon practicinglawyerstofulfilltheirteachingneeds,peoplewhohaveneitherthetimenor are trained in thepedagogyandacademic research. Thisis unfortunate since legal research provides much needed critical discourse and evaluation of legal rules, which most practicing lawyersdonothavethetimetoconduct,butisimportanttoensure thedevelopmentoflawintherightdirection. The legal education is not just about training lawyers, but isusedbypeoplewhowillgoontobecomepolitical leaders,humanrightactivist, social reformers, legislators legaldrafters, jurists,etc.Legaleducationalsoplaysavitalroleinanysociety.Itisessentialin promotingawarenessabouttherightsandobligationsofcitizensandpublicinstitutions. Introduction The Department ofManagement was established in 2009 inthesub-campusTurbatofUniversityofBalochistan.Thedepartment initiallystarteditsBBAprogramin2010soonafteritbecamepartofUniversityofTurbat.In2014itstartedMBA(3.5years)program. Thedepartmentoffersspecializationinfinance,humanresource management and marketing. University of Turbat would set up CPEC Study Center in its main campus Turbat and Gwadar Campus. The sixth meeting of academic council of UoT held on March 25, 2017 in city campus while VC UoT Prof Dr Abdul Razzaq Sabir was in the chair. The meeting was attended by dean faculty of Commerce Law and Management sciences Dr Munir Ahmed Baloch, Registrar Dr Hanif Rahman, Controller Examinations Tanvir Ahmed, Director Finance Ghulam Farooq Baloch, Director Gwadar Campus Ijaz Ahmed, heads of teaching departments and Principals of affiliated Colleges. Dr Sabir said that UoT was working on a comprehensive plan for the promotion of higher education and research culture in the region. He congratulated faculty members and administrative staff on organizing 1st convocation of UoT successfully. VC emphasized to take earnest efforts for the promotion of a vibrant research culture and provide a favorable environment to both its faculty members and students for exploration and innovative market oriented higher learning. Controller Examinations informed the meeting that his institution is going to conduct BA. B.Sc Examinations of affiliated colleges first time this year and all arrangements are completed to ensure a cheating free Examinations system. The members of the meeting came up with valuable suggestions to further improve the quality of education in this far flung area of the country.

The 5th meeting of the syndicate of Turbat University was held on April 18, 2017 at city campus. The Vice Chancellor UoT Prof Dr Abdul Razzaq Sabir presided over the meeting. The meeting was attended by the registrar Dr Hanif Rahman, dean faculty of Management Sciences Law and Commerce Dr Munir Ahmed Gichki, director IBLC Prof Dr Abdul Saboor Baloch, director QEC Prof Dr Gul Hasan Baloch, director finance Ghulam Farooq Baloch, controller examinations Tanvir Ahmed, Dr Manzoor Ahmed of Uthal University and Advocate Mehrab Baloch. Addressing on the occasion Prof Dr Abdul Razzaq Sabir said that his institution would left no stone unturned for the promotion of higher education by observing quality, merit and academic and administrative discipline strictly. Besides approving the minutes of the meeting of the statuary bodies held previously, the syndicate also discussed on creation of posts for different sections. The syndicate also approved the case of enhancement in the remuneration of the daily wages employees of the university and settled down the matters related to establishment of department of procurement and other miscellaneous matters of the academic, finance and administrative section.

The second meeting of the Senate of Turbat University presided over by Prof Ghulam Rasool Khalid as convener (nominated by the Governor Balochistan/Chan-cellor Turbat University Muhammad Khan Achakzai) was held at university public library onSaturday April 29, 2017. The meeting was attended by varsity Vice Chancellor Prof Dr Abdul Razzaque Sabir, Former Federal minister for education Ms. Zubaida Jalal, Dean faculty of Commerce, Law and Management Sciences Dr Munir Ahmed Gichki, Director QEC Dr Gul Hassan, former vice chancellor Uthal University Dr Abdul Hameed Bajwi, Registrar UoT Dr Hanif ur Rahman, Director Finance Mr. Ghulam Farooq, Prof. Muhammad Usman, and other members of the university senate. Speaking on the occasion Prof Ghulam Rasool Khalid lauded the quick progress of the university in short span of time saying that “under the patronage of Governor Balochistan Muhammad Khan Achakzai the growth of universities in province is enhanced with quality education and modern facilities”. Vice Chancellor Prof Dr Abdul Razzaq Sabir informed the senate about the success story and progress report of the university in the year 2016 saying that university has planned to introduce new programs of studies in near future and his institution was committed to take initiative for the promotion of academic and research culture in the university. Being the supreme body of university the senate has approved the annual reports of university for the year 2016. The house has also accorded approv-al of minutes of the meetings of various statuary bodies of the university held previously. After the meeting the members of the senate visited the newly built complex of the university where project director Engr. Manzoor Ahmed Baloch briefed the quests about development of civil work.

UoT Holds 2nd Senate Meeting

The Turbat University’s 2nd meeting of Advance Studies and Research Board (ASRB)was held on November 17, 2017 at committee room in its newly constructed permanent building. Vice Chancellor Prof Dr Abdul Razzaq Sabir chaired the meeting. The meeting was attended by university’s registrar Prof Dr Hanif Ur Rahman, director Institute of Balochi Language and Culture (IBLC) Prof Dr Abdul Saboor Baloch, director QEC Prof Dr Gul Hassan, Prof Dr Naeem Ullah and Prof Dr Ghafoor Shad. Speaking on the occasion Vice Chancellor said “besides Master and BS programs the commence-ment of higher studies mainly MS and M.Phil programs in different department is a great achievement for university in short span of four years”. He said his institution would not compromise on quality education and research activities subsequently the higher edu-cation commission had approved the M.Phil program in IBLC and Chemistry department after competition of all prescribed formalities for advanced studies and simultaneously the M.Phil program will be started soon in Management Sciences and Economics de-partment. Appreciating the quality of research carried out by scholars in IBLC, Dr Sabir said it would set a trend for others to follow and the IBLC has the strength to become the center for research on Balochi language and culture for international researchers. The board approved the progress report of various M.Phil scholars and 13 research thesis for evaluation. The board also approved to start new admission in M.Phil program in IBLC and Chemistry and 3.5 years MBA program in Management Sciences department. The members of the board appreciated the interest and efforts put in by vice chan-cellor for the promotion of higher studies and research activities in university. Earlier the Vice Chancellor welcomed the participants of the meeting and expressed his gratitude for their participation and their commitment for the development for the university.

The 7th meeting of Finance and Planning Committee was held on November 20, 2017 in newly constructed university building. VC UoT Prof Dr Abdul Razzaq Sabir chaired the meeting. Vice Chancellor said that his institution was committed to stick on financial rules and regulations for the transparent utilization of public fund in promoting higher education in the region. He said financial discipline was considered very important for the develop-ment of any institution and Turbat University would never compromise over the financial discipline and it must be observed at any cost. Appreciating the efforts of project director and his team the Vice Chancellor said the completion the mega project of university in the prescribed time was due to proper planning. The meeting also discussed and approved the budget estimates for the year 2017-18, actual expenditure for 2016-17, remuneration rates for examinations, fee structure for Law department and 40% allowance to the faculty members on study leave for higher studies. During meeting re-investment of the endowment fund of the university and the financial rules were also discussed and recommended for presentation to the Syndicate and Senate for further deliberation and approval.

UoT holds 6th meeting of Syndicate

The 6th syndicate meeting of Turbat University presided over by the Vice Chancellor Prof Dr Abdul Razzaq Sabir held in main campus here on December 6, 2017. Besides approving the names of the convener for the board of studies and courses for BS program being taught in affiliated colleges the meeting also discussed the services statutes, rules and regulations of the university. Apprising the performance of the house VC hoped that the experience, expertise, valuable guidance and in-time input of the eminent members would surely lead the University towards fast academic growth, sound financial regulations and good governance. He assured the house that merit would be strictly observed in all respects for the development of the University and introducing new approaches to learning, inno-vative thinking, acquisition of knowledge and promotion of ethical values and attitudes. The meeting was attended by university’s registrar Dr Hanif Ur Rahman, dean in Lasbela University of Agriculture, Water and Marine Sciences (LUAWMS) Prof Dr Manzoor Ahmed, Advocate Mehrab Baloch, dean faculty of Commerce, Law and marine Sciences Prof Dr Munir Ahmed Gichki, director Institute of Balochi Language and Culture (IBLC) Prof Dr Abdul Saboor Baloch, director Quality Enhancement Cell (QEC) Prof Dr Gul Hassan, controller examination Tanvir Ahmed and deputy director finance Rehmatullah Baloch. Earlier the Registrar presented the agenda items before the forum for discussion and decision. The house also approved the minutes of 5th syndicate, 7th academics council, 7th meeting of finance and planning committee and the minutes and the deci-sions of other meeting. Besides establishing new teaching department, the house also agreed unanimously with recommendations for converting Law department into School of Legal Education. The august body also ratified the budget for the fiscal year 2017-18 and the expenditure for the year 2016-17. The meeting also approved creation of new posts in various teaching department in its main campus and Gwadar campus. The meeting has also approved recommendations of Selection Board regarding appoint-ment of teachers in different departments of the University.

The 7th Meeting of Academic Council Held

The 7th meeting of Academic Council University of Turbat was held on November 28, 2017 at main campus of the University chaired by the vice-chancellor Prof. Dr. Abdul Razzaq Sabir. Addressing the meeting VC said: “due to the dedicated commitment of faculty members and administrative staff Turbat University stands in the lane of country’s good institutions of higher education.” He said after shifting from rented building to its own permanent building the varsity is now capable to raise the number of programs of study and open new departments in the field of science and engineering and social sciences in accordance with available resources the needs of modern time. The meeting was attended by registrar prof Dr Hanif Ur Rahman, dean faculty of Commerce, Law and Management Sciences Prof Dr Munir Ahmed Baloch, Prof Dr Gul Hassan, Prof Dr Naeemullah, Mr. Abdul Qayyum, controller examinations Tanvir Ahmed, Dr Riaz Ahmed, Mr. Shah Mir Baloch, Director Gwadar campus Ijaz Ahmed, heads of teaching department and representatives from affiliated degree col-leges. The council discussed and approved the minutes of previous meetings and the courses for four years BS program in various departments of UoT. Approval was also given to the courses of four years BS programs continued in affiliated colleges. In the meeting Prof Dr Gul Hassan presented the idea of launching Associate Degree Programs in different disciplines, converting department of Law into School of Legal Education and establishment of departments of Natural and Basic Sciences and Social Sciences in UoT. The meeting deliberated upon various agenda items including confirmation of minutes and action taken on minutes of the 6thacademic council, rules and regulations for the library, approval of members for Board of Studies for various departments, approval to dedicate the academic block-1 as Dooda Rasheed Block and many other academic matters.Earlier the registrar UoT presented the agenda items before the council for deliberation and necessary action. At the end Vice Chancellor Prof Dr Abdul Razzaq Sabir thanked all members of academic council especially heads of affiliated colleges for their participation and invalu-able academically rich suggestions for the betterment of higher education in the region.

Directorate ofInformation Technology

The Information and Technology departments is highlighted some of its achievements during the period of 2014. The milestones achieved are enormous. Information Technology department is the backbone of any organization. Internet has made the world a global village. Information Technology is the gateway that global village. Organization are empowering their Information and Technolo-gy departments to meet the challenges of modern era. University of Turbat has established its Information Technology department in 2013 and Mr. Abdul Hakeem from Department of Computer Science, is in charge. One of the achievements after affiliation was to get connected to Pakistan Education and Research Network (PERN 2) by Higher Education Commission. On 1st Nov, 2014 The University was enlisted in PERN 2. Matter related to Information Technology are overseen and regulated by Information Technology department. Inter-departments are provided technical assistance for smooth work progress. For better communication, Infrastructure for internet is developed. Fully furnished computer labs with latest specification, each system fully integrated with latest software and capable of running the up to date graphic tools such as Auto CAD and Maya etc. Wi-Fi Service is provided to students, faculty and administration. Students can access network and internet resources through different hotspots. For security measures Wi-Fi clients are allowed to access internet with proper registration. Information Technology department enhances the collabora-tion of internal departments and administration with in University. After two well functional computer labs, a third with the most advanced machines to date with the power of tackling most advanced engineering tasks and simulation has been established and been inaugrated by worthy CM Balochistan, Dr. Abdul Malik Baloch.

The National Education Research and Education Network, Pakistan (PERN 2). University of Turbat has achieved one its milestones being connected to PERN 2. Pakistan Education & Research Network is the only research and education network of Pakistan which as launched in 2002. The purpose of this nationalresearch and education network is to providecommunication infrastructure to the universities, institutions of higher learning and research organizations to meet their networking and internet requirements. Directorate ofPublic Relations

In this most communicative and media era it became increasingly important for every Institute/Organization including universities to know what their clients and stakeholders are thinking about them, what they like and dislike, and what concerns and satisfies them. Historically, the practice of Public Relations unit within universities has been one-way, asymmetrical. In recent years, however, scholars have advocated a strategic approach to University Public Relations that moves beyond media relations and embraces strategic management, two way symmetrical communications. Most of the Universities had a problem in making liaison with public, media and other stakeholders; therefore they preferred to establish the Directorate or the Unit of Public Relations in the vicinity of the Universities for having strong linkage with stakeholders and media to improve the positive image of the University in society. In recent years, numerous universities have established Public Relations unit in order to bettercommunication with students, alumni, communities, affiliated and constituent colleges, public and other stakeholders. Acknowledging the contemporary dominating role of media in national development, and the increasing importance of the Public Relations unit in educational institutions, it has been decided by the competent authority of UoT to establish Directorate of Public Relations in the institution. Mr. Ijaz Ahmed Baloch has been assigned the charge as first Director of the Directorate of Public Relations, UoT on June 24, 2015. This office directly works under Vice Chancellor´s super-vision, therefore this office is bound to perform its duties under the auspice, guidance and patronage of the Vice Chancellor. In the year 2016 this directorate proved itself the main publicity arm and publication unit of University of Turbat. It dealt not only with dissemination of information and news pertaining to the university, and Public Relations,focusing mainly on projection of official policies, academic activities and development programs through issuance of handouts, press releases and maintaining a close liaison with the local media and Cable Television Network, but also managed to publish Bi-annual Newsletter, Annual Report, Prospectus, and other publications. This office worked with a mission to maintain and strengthen university media relationships, publicity and projection of university’s curricular and co-curricular activities and responded client’s feedback properly.

Introduction Quality Enhancement Cell started working vigorously in 2013 under the kind supervision and patronage of the Vice Chancellor. The Vice Chancellor provided re-quired space and necessary equipments for getting more effective and efficient working.QEC started working with the staff appointment. The post of Director was filled by as-signing charge to Prof. Dr. Gul Hasan. A quality culture has been developing in the University of Turbat. Almost all degree Programs offered by teaching departments of the University in different subjects in the process of accreditation by the respective accreditation bodies.Mission QEC is committed to assure and enhance the quality of higher education at University of Turbat with respect to good teaching strategies, sound infrastructure, outcome based education, positive students’ perception, valid programs assessment tools and a learning environment conducive to research activities.Objectives• To collate data through feedback forms and course outlines/ plans from the respective departments. • To conduct trainings on regular basis for the Program & Assessment Team in order to generate awareness regarding self-assessment process. • To assess the current status of educational provision at departmental level by holding meetings with the Program & Assessment Team.• To critically examine the data and formulate recommendations in consultation with the concerned Head/Chairperson/ In-charge of the department. • To follow the progress of the corrective actions highlighted in the Self-Assessment Report (SAR) by the respective departments. • To affirm whether curriculum, subject and staff development, research and other scholarly activities are conducted as per the HEC criteria. • To facilitate the respective departments in getting accreditation certificate from the councils/ bodies prescribed by Higher Education Commission. • To acquire the membership of the international agencies working in the domain of quality assurance.• To verify whether Institutional Performance Evaluation Standards (IPES) devised for the betterment of Higher Education Institutions (HEIs) are in accordance with the HEC guidelines.• To make sure that the university abides by the rules & regulations set by HEC in terms of faculty appointment, admission to MS/M.Phil and Ph.D programs and last but not the least, plagiarism detection service by utilizing Turnitin Software.Self Assessment Reports of Targeted Degree Programs (2016-17) Quality Enhancement Cell UoT during the current year (2016-17) conducted self-assessment of following seven degree programs. 1. The concerned Dean/ HoD submitted Implementation Plan summary keeping in view the AT findings by 30th May, 2017 that will be forwarded to your kind authority for consideration and assuring their implementation. During implementation phase, the responsible body (department/section) will be asked for any corrective action as well as facilitated for any required resources by your kind authority. In this context, the concerned Dean/HoD will inform QEC for any corrective action taken and lacking/weaknesses improved. Further, QEC will keep in touch for continuous follow up to the “Implementation Plan”. The QEC office will forward “Implementation Plan summary” of targeted degree programs by 15th June, 2017.It is evident that continuity and persistency in efforts to improve the academic quality, no matter how small it is, will definitely improve the academic of various degree programs offered by UoT.

The Vice Chancellor University of Turbat Dr Abdul Razzaq Sabir said that his institution was committed to organize series of capacity building program for equipping the faculty with technologically advanced tools that can facilitate their a cademic careers and give a direction to their natural talents. He was speaking on Tuesday in a closing ceremony of a 5-Day Indigenous Professional Faculty Development Pro-gram held under the banner of Quality Enhancement Cell (QEC) University of Turbat in Collaboration with Learning Innovation Division (LID) Higher Education Commis-sion Pakistan continued from January 30 to February 3, 2017 at UoT main campus. Dr. Sabir said the second phase of the program would be held at UoT Gwadar Campus from Tomorrow. Director QEC Dr Gul Hassan and Program Coordinator Shah Mir Baloch HEC Master Trainer and Chairman Department of English also spoke on the occasion. Mr Shah Mir Baloch highlighted the learning outcomes of the program saying that it was aimed at honing the pedagogical skills of newly recruited University Faculty through comprehensive sessions on different academic subjects including learner psychology, teaching as an art, communication skills and session on micro-teaching. Vice Chancellor distributed the certificates among participants.

A 5-Day Professional Faculty Development Program was held at Gwadar Campus of Turbat University from April 17 to 21, 2017. Varsity Vice Chancellor Prof Dr Abdul Razzaq Sabir was the chief guest in the opening ceremony of the training.Program Coordinator Mr Chakar Hyder and Deputy Director Gwadar Campus Fida Ahmed distributed certificates among participants in the closing session. The training workshop was organized under the banner of Quality Enhancement Cell (QEC) University of Turbat in collaboration with Learning Innovation Division of Higher Education Commission at UoT Gwadar Campus.In his message Vice Chancellor Prof Dr Abdul Razzaq Sabir commended the efforts put in by Director QEC Dr Gul Hassan Baloch, Director Gwadar Campus Ijaz Ahmed, program coordinator Chakar Hyder and faculty member for shaping such a success-ful training program at Gwadar Campus. Vice Chancellor also extended his gratitude to Chairman HEC Dr Mukhtar Ahmed for taking keen interest in promotion of higher learning in campuses at Turbat and Gwadar. A three day awareness seminar on “Quality in Education” was held at Gwadar Campus of Turbat University from February 23-25, 2017. The Awareness Seminar was organized under the banner of Quality Enhancement Cell (QEC) University of Turbat in Collaboration with UoT Gwadar Campus in order to train fresh faculty members at Campus. Registrar UoT Dr Hanif Rahman and Controller Examinations participated in seminar as resource person. Vice Chancellor Prof Dr Abdul Razzaq Sabir and Chairman Municipal Committee Gwadar Abid Sohrabi graced the opening and closing ceremony as chief guest respectively. In opening ceremony Prof Dr Abdul Razzaq Sabir said that his institution will leave no stone unturned for the capacity building of the faculty and administrative staff of his institution. During closing ceremony Mr Abid Sohrabi said stu-dents of Gwadar and faculty members of this institution are second to none. He offered every kind of support to the Campus administration for the development of institution and the promotion of higher education in the region. Higher Education Commission (HEC) has issued NoC to University of Turbat for launching M.Phil program in the department of Chemistry. This NOC was issued on June 20, 2017 to the Turbat University after meeting the all pre-requisites and criteria set by HEC for launching M.Phil Program in the institutions of higher learning. After the Institute of Balochi Language and Culture now Turbat University would also offer M.Phil program in the department of Chemistry and would provide the facilities for acquiring higher studies and research in the field of Science and Engineering to the people of the area at their door steps.

Finance

Salient Features The main sources of funding of UoT are Development Grants and Recurring Grants being received from the Federal Govt through HEC. HEC is also providing dedicated funds for specific purposes such as to meet security requirements, to provide in house training etc. Apart from the above, The honorable Governor Balochistan also allocates some funds to the University as Grant in aid for specific purposes. The University’s own revenues from Tuition Fee, exam fee and other heads are also contributing in its Revenue Pool to some extent. Recently UoT has started taking examinations of students of affiliated colleges from which significant revenues are being generated.

The UoT Project The Project titled “Establishment of University of Turbat” was approved by ECNEC during May 2011 at a total cost of Rs. 1580.39 (M). Although the commencement year of the Project given in the PC-I was 2011-12; however the Project was actually started from the F/Y 2013-14 after induction of full-time VC and other Senior officers. Since July 2013, the work of the construction of new Campus is continuing without any break and by November 2017, almost 85% of the works have been completed. The academic and other activities have already been shifted to the new campus. Apart from Civil works the Project cost also includes other components such as scholarships for higher studies, Purchase of equipments, Furnitures & Fixtures, books and Journals, Transport and Security system etc. Due to delay in starting of the Project, law and order problems and other rea-sons the cost of Project increased beyond the permissible limit of 15%; as such a Revised PC-I was prepared and approved by the Govt at a cost of Rs. 2820.62(M) during January 2016. The total releases received upto November 2017 were Rs. 1925 (M) while a total amount of over Rs. 1737 (M) have been spent from the Project funds by 31st October 2017.

Recurring Grant Soon after being recognized by HEC, the University of Turbat started receiving annual Recurring Grant from HEC w.e.f Sept 2014. It received total grant of Rs. 45(M) during 2014-2015, Rs. 100(M) during 2015-2016 and Rs.138(M) during F/Y 2016-2017. For the current F/Y (2017-2018) it has been allocated Rs.129.555(M) including Rs.6(M) for Need Based Sholarships. The total releases against Recurring grant during last three years has been Rs. 1979 (M) up-to November 2017 while total expenditures for the same period were more than this.Endowments Fund The former Chief Minister of Balochistan Dr. Abdul Malik Baloch, had announced during the stone laying ceremony of the UoT Project on 6th February 2014, to provide funds for establishment of UoT’s Endowment fund. Accordingly an amount of Rs. 50 (M) was received from GoB during last quarter of F/Y 2013-14 which was invested in three years term deposit in NBP @ 11.75 % p.a after obtaining comparative rates of interest through open and transparent bidding. After maturity the original amount plus 50% of the

profit were reinvested in National Bank of Pakistan (NBP) for one year. This fund were meant for investment in the long term deposit/securities in order to meet long term financial needs of the University and the profits/interest will be utilized for providing scholarships and other benefits to the students. Grant in aid The honorable Governor Balochistan/ Chancellor PSU ‘s of Ba-lochistan has very kindly granted a total amount of Rs. 69 (M) during the last three years i.e. 2013-2014, 2014-2015, 2015-2016 as Grant in aid which have been spent for the heads and purposes prescribed by the Government of Balochistan. The allocation for F/Y 2017-18 is still awaited.Future PlansThe Management of University of Turbat is determined to make the University financially healthy and stable in the long run. To achieve this objective it aims at enhanc-ing its revenue–earning capacity on the one hand and strengthening financial discipline and governance on the other hand. The University has already started the process of affiliating all the colleges and other institutions within its jurisdic-tion as well as to register Private Candidates. It is expected that this will bring in significant revenues during subsequent years. There are a number of other plans in pipeline aimed at making the organization financially self-sustaining.

Office for Research, Innovation & Commercialization (ORIC)Introduction The Office of Research, Innovation and Commercialization (ORIC) was established in February 2016 as a section of University of Turbat. Mr. Abdul Majid Nasir, Lecturer, Department of Commerce is appointed as the in charge of the office. Since then University has conducted various activities to build the research, innovation and commercialization culture in the vicinity of University. Mission The mission of the Office for Research is to develop, expand, enhance and manage the uni-versity’s research programs and to link research activities directly to the educational, social and economic priorities of the university and its broader community. The office is also responsible for assuring that the quality of research reflects the highest international standards and advances the stature of the university among the world’s best research institutions. Moreover, the office aims to be the best research center of the region and build and sustain productive relationship and linkages with the governmental agencies, international academic and governmental agencies, private sectors, industries, elementary and secondary schools and colleges. Further, innovation and production of ideas, patents and innovation would remain as the core values of the office. • One faculty member sent his research project proposal for HEC Technology development fund.• One faculty member sent his research project proposal for HEC National Research Program for Universities• Organized Business Gala – 2017 on November 13 – 14, 2017 where the students learnt the process of business idea generation through business plan report and in the meanwhile they practically executed their projects in terms of stall. In the event, the students created a total turnover of Rs.2 Million. • Conducted a session on Role of SMEs and Entrepreneurship in Balochistan in collaboration with SMEDA Balochistan during the 2nd Invention to Innovation Summit organized at University of Balochistan. • Students participated in Business plan competition and secured a special prize during the 2nd invention to innovation summit organized at University of Balochistan.• Two faculty members of Chemistry department participated as judge of technology competition in the 2nd invention to innovation summit organized at University of Balochistan. • The faculty members published approximately 15 research papers in the national and international recognized research journals• At least 20 oral conference papers were read by the faculty members and students in local and international conferences including the conference paper of Mr. Adeel Ahmed, Assistant Professor, and Department of Management Sciences at the conference of Academia, one of the leading research groups of the world.• Initiated an Entrepreneurship center and started a 4 month Certification in Entrepreneurship program where 42 students got admission and secured their 4 months certificate. During the program, mentorship was provided through various in-house, national and international professors and practitioners. FINANCIAL AID OFFICE

The University of Turbat, financial Aid office is dealing with the Need Based Scholarships for the needy students of University of Turbat. In this process the office is currently dealing with two scholarship programs including HEC Need Based Scholarship and HEC-French Need Based Scholarship. Under the HEC Need Based Scholarship program, the office has provided 54 scholarships to the 2015-2018 batch, 69 scholarships to 2016-2019 batch and 6 scholarships to 2017-2020 batch. These scholarships were provided to the bachelor and master students of various disciplines within the UoT. Moreover, Under HEC – French Need Based Scholarship, 16 scholarships were provided to the undergraduate students of various disciplines. Additionally a new scholarship is created under the head of Karim Dashti Scholarship (KDS), where an initial amount of Rs.1 million has sought for the purpose.

The Scheme was approved in June 2012 by the Government and was initially designed to reimburse tuition fees and on and off mandatory charges for the students of Balochistan, FATA and Gilgit Baltistan. In 2013, it has been made an integral part of Prime Minister’s Youth Program. The scope of the Program has been increased since then and now 114 districts of Pakistan are eligible under the Scheme.Financial Coverage of the Scheme:1. Turbat University Vice Chancellor Prof Dr Abdul Razzaq Sabir on Wednesday May 10, 2017, met Governor Balochistan/ Chancellor Turbat University Muhammad Khan Achakzai at Governor House Quetta. Vice Chancellor briefed the Governor Balochistan about the University’s 2nd meeting of Senate held recently at UoT and University’s progress and performance during the year 2016. Meanwhile Vice Chancellor also presented University’s Annual Report 2016 to the governor Balochistan.

Governor Balochistan Muhammad Khan Ackazai expressed pleasure over the growing number of enrollment in univer-sities and colleges that indicates towards development of higher education and improvement of educational institutions in the province. He was presiding over the 3rd meeting of Chancellor’s committee at governor house here on October 14, 2017. Different proposals were examined during the meeting for the betterment of higher education and further strengthening the educational institutions for higher learning in the province. The students of the University of Turbat has secured special award during Business Plan Competition in the 2nd Invention to Innovation Summit held at University of Balochistan Quetta held from 25-26 April 2017. The team UoT led by director ORIC also organized a session with title of “the role of entrepreneur-ship and SMEs growth in the current economic scenario of

Balochistan” in the Summit on April 26. The annual two day “2nd Invention to Innovation Summit 2017” jointly organized by University of Balochistan, Pakistan Science Founda-tion (PSF), PASTIC and Institute of Research Promotion (IRP). Balochistan Governor Muhammad Khan Achakzai chaired the inaugural session of the Summit in UoB on April 25. The Summit highlighted the importance of local technologies for knowledge econo-my of Pakistan and provided an opportunity for linkage and technology transfer between academia, industry and government. The objectives of the Summit were to promote, disseminate, expand and advance the viable research technologies.

Chief Justice Balochistan High Court Mir Muhammad Noor Miskanzai along with Judges of BHC Justice Muhammad Hashim Khan Kakar, Justice Abdullah Baloch and registrar BHC Rozi Khan Bareech met with Vice Chancellor Prof Dr Abdul Razzaq Sabir during a visit to City Campus of Turbat University on May 4, 2017. During meeting it was decided to start graduation program in Law soon at Turbat University. Chief Justice BHC assured to provide all kinds of assistance and facilities to initiate graduation program in Law under the umbrella of Turbat University. Briefing the visitors about the develop-ment of Turbat University, Vice Chancellor said that his institution earned a respectable place in the field of higher education in the country in short time of four years. He said” our graduates are second to none they are capable to compete the students of other universities”. A One Day National Seminar on “the life and literary work of Mulla Fazul” was held at Turbat University under the banner of Mullah Fazul Chair Institute of Balochi Language and Culture (IBLC) University of Turbat on May 8, 2017. Former Chief Minister Balochistan Dr Abdul Malik Baloch graced the occasion as chief guest. Speaking on the occasion Dr Abdul Malik Baloch lauded the establishment of IBLC in Turbat University for the development of research activities for promotion of Balochi language and culture around the world. He asked for taking all possible steps to bring IBLC at par with international research centre. He announced Rs 10 million to further develop and strengthen the Institute of Balochi Language and Culture in order to bring youth generation toward research activities. In his welcome address Director IBLC Prof Abdul Saboor Baloch extended grat-itude to Dr Abdul Malik Baloch taking keen attention for the development of education and culture during his tenure of government. He said “VC UoT Prof Dr Abdul Razzaq Sabir presented the idea of transforming Balochi department into an Institute of Ba-lochi Language and Culture. HEC 15 year’s celebration in Balochistan was observed on September 28, 2017 cover-ing variety of showcasing events and activities to commemorate HEC’s 15th year’s com-pletion in a favorable and gainful manner. BUITEMS hosted regional showcasing event in collaboration with HEC Regional Center Quetta. A delegation comprising on faculty and students from University of Turbat actively participated in the event. The theme of all these events was based on HEC’s unparalleled contribution towards promoting quality education and infusing dynamism in the higher education sector. The HEC had planned to commemorate its 15th anniversary from September 12 to October 11, 2017. Speaking on the occasion, Vice Chancellor University of Turbat Prof Dr Abdul Razzaq Sabir said, “Under the leadership of the Chairman Prof Dr Mukhtar Ahmed, HEC has streamlined the higher education institutions in pursuit of quality research and innovation in the country. The ORIC in Turbat University is working effectively in the line with HEC guidelines to promote research culture and entrepreneurialship in far flung part of the country”. He said HEC since its establishment back in 2002 has achieved various mile-stones mainly it has strived to promote higher education in Pakistan and Balochistan. The chief guest of the event provincial Minister for Planning and Development Hamid Khan Achakzai, Vice Chancellors of different universities and regional Director HEC at Quetta also spoke on the occasion and acknowledged the services rendered by the HEC for the development of institutions of higher learning in Pakistan. They said that with tremendous hard work during these fifteen years, HEI’s in Pakistan have attained excellence in leadership, governance and management. The faculty members and students from BUIETMS, UoB, SBK Women University, LUAWMS Uthal, BUET Khuzdar, University of Loralai and ALHamad Islamic University also participated in showcasing events. Three among five projects/products of Turbat University were shortlisted and to be showcased in the HEC celebration of 15 years completion in Pak China Center Islamabad in October. Balochistan High Court (BHC) Chief Justice Muhammad Noor Meskanzai has advised stu-dents to acquire law education

in maximum numbers to meet the demand for law professionals in the province and play a vital role in the supremacy of rule of law and provision of speedy justice to the masses. Inaugurating the newly-established Department of Law at the University Public Library on Thursday October 6, 2017, he recalled the August 8, 2016 suicide attack in Quetta in which more than 75 competent Lawyers were martyred, leaving a vacuum in the legal fraternity. Chief Justice appreciated the efforts of the Vice Chancellor UoT Prof Dr Abdul Razzaq Sabir and his team for opening the Department of Law on his request. He assured that Balochistan High Court would be willing to assist it in any way possible and looks forward to a long term journey of cooperation and coordination with University. Chief Justice also ensured the university administration that the Judges would teach law students voluntarily. Honorable Justice Muhammad Hashim and Ad-vocate General Balochistan Amanullah Kanrani also spoke on this occa-sion. The Vice Chancellor University of Turbat Prof Dr Abdul Razzaq Sabir along with an elev-en members high level educational delegation visited Belarus capital Minsk from 23-28 October 2017. The delegation visited different universities and education ministry. The purpose of the visit was to find out ways to strengthen the educational linkage between Pakistani and Belarusian Universities. On the conclusion of the weeklong visit, Dr Sabir said he believed for strengthening the cooperation and collaboration between Turbat University and International Universities in the field of research and different exchange programs for the students and faculty members of his institution. The delegation visited different institutions of higher learning including Belarusian State University, Belarusian State University of Informatics and Radio electronics, Belarusian National Technical University, Republican Institute for Vocational Education, Belarus State Economical University and State Committee on Science and Technology. Commander Southern Command Balochistan Lieutenant General Asim Saleem Bajwa visited University of Turbat on 11th October, 2017. He called upon vice chancellor UoT prof Dr Abdul Razzaq Sabir and discussed the matter related to ensuring peaceful en-vironment for higher learning in campus. He went around different classrooms, library, computer laboratory and shared views with students and faculty. Meanwhile he also visited newly constructed university permanent building at ginna area. Vice chancellor briefed the visitors regarding academic and extra-curricular activities, infrastructure de-velopment and future plan of his institution. Lt General Bajwa appreciated the efforts taken by Vice Chancellor and his team in promoting higher education in this far flung area of the country. Turbat University’s Vice Chancellor Prof Dr Abdul Razzaq Sabir said that in Pakistan it is vitally important that sustained efforts are made to develop a spirit of appreciation and tolerance for difference of opinion without harboring ill will. He was speaking at an awareness pro-gram organized by Political Science Department on occasion of International Peace day here

on Thursday September 21, 2017 at city campus. He said any sort of discrimination was bad and only served to divide communities along sectarian and ethnic lines. Vice Chancellor asked the youths to play their role in strengthening the ideals of peace, progress and prosperity. Dr Sabir said besides academic activities Turbat University had been committed since its inception to play its role in social sector. Chairman Department of Political Science Changeez Ahmed and faculty member Muzzafir also shared views on the need of tolerance, mutual respect and dignity for durable peace in the world.

The VC Turbat University Prof. Dr. Abdul Razzaq Sabir said that his institution in short span of time had sent around 30 faculty members and scholars in coun-try’s best universities and abroad for Ph.D and MS on merit. The core purpose of this project was to enhance the number and quality of research scholars and qualified teachers in the university. Presid-ing over the 5th meeting of HRD

committee of UoT in his chamber he said after completion of their Ph.D program the scholars would join Turbat University and they would play an important role in promoting quality higher education and research activities. National Accreditation Council for Teacher Education (NACTE) has declared B.Ed (Hons) program in conformity with the HEC guidelines and National Profes-sional Standards for Teachers in Paki-

stan. A team of academic evaluators of (NACTE) visited Main Campus Turbat and Gwadar Campus from July 29 to 31, 2017 to facilitate the institution for zero ac-creditation of the program being offered in the education department at Main Cam-pus Turbat and Gwadar Campus of the University. A two member team consisting on Secretary NACTE Dr. Irshad Ahmed Farrukh and Dean of Education University of Karachi Prof Dr. Nasir Sulman had assessed and verified various facilities and in-frastructure available in Education department. Registrar UoT Dr. Hanif Ur Rahman, Director QEC Prof. Dr. Gul Hassan, Prof Dr. Gulzar Ali Shah, Director Gwadar Campus Ijaz Ahmed and faculty member Dur Jan Gichki were also present on the occasion. “Kitab Dost Balochistan Tehreek” has gifted over 2,500 books to University of Turbat at a ceremo-ny organized by Balochistan Peace Forum for the promotion of reading culture among students and young generation. The books were formally hand-ed over to the VC Prof Dr Abdul Razzaq Sabir by Nawabzada Haji Lashkari Raisani, Chairman Balochistan Peace Forum at a ceremony held at Press Club Quetta here on September 30, 2017. Speaking at the occasion Nawabzada Haji Lash-kari Raisani said the problems and crises faced by

Balochistan and nation can be solved by persuading the youths toward reading culture. The University of Turbat (UoT) has established a China-Pakistan Economic Corridor (CPEC) study Centre on the Gwadar and Turbat campuses.The CPEC study centre will hold a variety of international and national conferences, seminars and programmes on development projects under CPEC. The aim of the CPEC study center will be to engage local scholars in research and devel-opment, and facilitate their dialogue with others through seminars and conferences. Pakistan is fac-ing a rising need of research on development, espe-cially CPEC, to understand the extent of impact that it is going to make on different stakeholders within

the country. The Vice Chancellor University of Turbat Prof Dr Abdul Razzaq Sabir said the completion of construction work on University’s permanent building and start academic activities in short span of four years was not less than a milestone in the field of higher education. He was speaking at a formal meeting on historical occasion of shifting of university to its newly constructed permanent building on October 19, 2017. The meeting of Rules and Regulations Com-mittee was held on 21 September 2017 at University of Turbat. Vice Chancel-lor Prof Dr Abdul Razzaq Sabir chaired the meet-

ing. The committee reviewed and approved the Rules and Regulations to be presented in apex statuary forum for appropriate action. The meeting was also attended by Prof Dr Zeenat Sana of University of Balochistan, university’s registrar Prof Dr Hanif Ur Rahman, director QEC Prof Dr Gul Hassan and director Finance Ghulam Farooq Baloch.

University of Turbat conducted first B.A/B.Sc Annual Examinations-2017 of its affiliated colleges including Government Girls Degree College Turbat, Government Girls Degree College Panjgur and Government Boys Degree College Gwadar. The papers of theories continued from 12-29 September 2017. There were four examinations centers including Government Girls Degree College Turbat, Government Girls Degree College Panjgur, Government Girls Inter College Gwadar and Government Boys Degree College Gwa-dar. Before starting of the examinations, the office of the Controller of Examinations in collaboration of QEC UoT organized one day orientation training workshop for the Center Superintendents and Deputy Superintendents. The supervisory staff was orient-ed and trained on their role and responsibilities, code of examinations, superintendent file and practical experiences in specific context to the examinations matters.University of Turbat succeeded in conducting transparent and cheating free examinations of B.A/B.Sc. No doubt, this success is the result of great efforts of supervisory staff deployed at examinations centers, kind support of the principals of affiliated colleges and their staff.

The First Meeting of Board of Study (BoS) of Depart-ment of Law was held on August 18, 2017 at U n i v e r s i t y of Turbat.

Chairperson Department of Law Prof Dr Gul Hassan was on chair. Prof Dr Aziz Ur Rah-man of International Islamic University Islamabad (expert/member), former Advocate General Advocate Nazimuddin Baloch (member), Advocate Mehrab Gichki (member), registrar UoT Dr. Hanif Ur Rahman (on invitation) and director Campus (Gwadar) Ijaz Ahmed (member) attended the meeting. Department of Chemistry has organized a one day awareness seminar in eve of World Health Day on April 11, 2017 at Seminar Hall of Chemistry department. The Seminar was attended by Faculty members, students and representatives of print and electronic media. Acting Registrar UoT and Dean Faculty of Science and Engineering Dr. Haneef Ur Rehman was the chief guest of the seminar. Students presented their papers regard-ing infections and diseases that are endemic in our area include viral infections AIDS and Chicken Ghonia, bacterial infection tuberculosis (T.B), diabetes, and very common nervous disorder Schizophrenia. It was a great source of knowledge sharing where faculty and students gathered to contribute their knowledge regarding health care. Dr Hanif Ur Rehman said that his department would continue to conduct such a type of awareness program to highlight the different issues regarding health care in our society.

of Turbat Prof Dr Abdul Razzaq Sabir inaugurated plantation campaign at the newly constructed University Campus at Ginna here on January 9, 2017. The inauguration ceremony was attended by heads of department, faculty members and students.Students along with teachers and other employees of the university are participating in this plantation drive as the part of the part of the program. Speaking on the occasion the Vice Chancellor said “the purpose of the plantation cam-paign is to keep the surroundings clean, green and pollution free, in addition to contrib-ute in the efforts to resist global warming and adverse effects of climate change”.

A Memorandum of Understanding (MoU) was signed between Office of Research Innovation and Commercialization (ORIC) University of Turbat (UoT) and Small and Medium Enterprise Development Author-ity (SMEDA) Balochistan. According to memorandum both institutions would work together for the promotion of entrepreneur-ship and SME development in youth and students of Balochistan region, through establishment of Entrepreneurship De-velopment Center (EDC) at University of

Turbat by developing their entrepreneurial skills and providing them a platform for growth. The memorandum calls for organizing different Capacity Building Training Programs for the students of Turbat University and to develop the interaction and primary linkage between the institutions and commercial world.Mr. Abdul Majid Nasir director ORIC UoT and Mr Shakoor Ahmed Provincial Chief SMEDA Balochistan signed on MoU at Quetta on May 26, 2017. Vice Chancellor University of Turbat Prof Dr Abdul Razzaq Sabir was also graced this occasion. He said his institution was determined to produce job providers instead of job seekers and this memorandum would help the students to start up their own business.

Business Gala - 2017

Office of Research, Innovation and Commercialization (ORIC) has Organized Business Gala – 2017 in collaboration with faculty of Commerce, Law and Business Administra-tion. Varsity’s Vice Chancellor Prof Dr Abdul Razzaq Sabir inaugurated the event. An energetic team led by Mr. Essa Karim, Lecturer Department of Commerce successfully organized the annual mega event on November 13, 2017 (for males) and November 14, 2017 (for females). The gala was a mega sort of Entrepreneurship competition among all the students of UoT, where the students were asked to submit a business plan in a prescribed format, moreover, they were allowed to initiate and execute their businesses in shape of two day business stall by implementing various dimensions of business in their activities including marketing, finance, risk management, human resource man-agement, IT and etc. In the event, a total of 300 students participated through exhibiting 50 stalls and they generated total revenue of Rs.2 Million. More than 5,000 people from civil society, schools, colleges and other public and private organizations attended the 2 day event. Additionally, the local organizations including Kech Tower, Syed Hashmi School Turbat and BHB Date company were also allowed to exhibit and sale their prod-ucts and ideas in the forum. The 1st position was won by Chemistry Magic Show of BS-Chemistry students while Area 51 of Management Sciences students, and Techno Experts stood 2nd and the students of computer science got the 3rd position.

Turbat University’s Vice Chancellor Prof Dr Abdul Razzaq Sabir said besides academic activities his institution incorporating its social and extracurricular activities in order to promote learning and tolerant environment in the students of the university. He was speaking after inaugurating the annual sports week event at University sports complex. He said” this event reinforced UoT mission of producing not only professionally skilled graduates but graduates who are better individual of the society as this event offers an opportunity to students to utilize this platform as an event of their energies and also learn the importance of teamwork, and never-say-die spirit. The sports week proved a huge success as students are participating vigorously in variety of games including football, Cricket, Volley Ball, Tennis, Badminton, Chess and other traditional and cultural games.

The Vice Chancellor Uni-versity of Turbat Prof. Dr. Abdul Razzaq Sabir said that his institution was committed to pro-vide an ideal learning en-vironment to its students, particularly to the new comers and facilitate them in whatever way possible. He was speak-

Computer LaboratoriesThe University of Turbat (UoT) has a well furnished and equipped computer labs working under the Computer Science Department and IT section of the University, there are more than200 latest new computers have been provided to the University Computer Laboratory. This service provides net services to the Central Library, departments, faculty and administrative offices 24 hours. In the Central Labs, PCs are provided, offering a range of standard office software for document creation and presentations. Specialist provision is available to support research and advanced study within the University. Computers in the campus are connected to the University’s main server through a wide area network giving access via the internet to the major information, research and communications networks worldwide.

Campus LibraryThe books and reading material available in Library support not only every course in the cur-riculum i.e. Management Sciences, Computer Science, Commerce, Economic, Political Sci-ence, English, and Balochi but also include selected stock of general books and materials on History, Anthropology, Islamic Studies, Geography, Archeology, Regional Studies, languages and literature, published by National and International pubishers, Library also has subscribed national and international periodicals, publications, newspapers in English, Urdu and Balochi etc. The whole library system at campus library is being computerized and HEC has been asked to provide facilities for online library service which will be available through a network after the completion of the computerization process. The library also has a reasonable number of internationally published Research Journals

Student HostelsUniversity of Turbat has students from all over Makran that are enrolled in different programs.Some of the students are not resident of Turbat City. For them, UoT has 3 buildings for hostels, which include 2 for boys and 1 for girls, with all basic needs and comfortable in the campus. Each hostel has its own cook and mess, which is partially supported by the University. There are security guards on each hostel, and a female warden for the girl’s hostel.

Campus CafeteriaThe University of Turbat at its City Campus has a well-furnished Cafeteria having fast food andtea shop facilities only for campus students and faculty members.The Cafeteria has seating for more than 30 students at a time with seperate seats for maleand female students or faculty members. Photocopy facility is provided in the shops within the campus for facilitating students of UoT, especially females.

University TransportationThe University of Turbat has four buses, one coaster and 2 Vans toprovide pick and drop facility to the studentsliving in Turbat city and suburbs. The University also provides transport facility to its students for field work and annual picnics once a year to each department on need basis. The study tours for students are partly financed by the students and supplemented by the University, subject to availability of funds. UoT also has an ambulance for the students and faculties. And Ten vehicles for the administrative staff

Introduction Gwadar is located on the coastal line of Makran on the lips of Arabian Sea in the largest Province of the country Balochistan, around 750 Km from Karachi. Port city of Gwadar is at the heart of mega project of China Pakistan Economic Corridor (CPEC) worth initially over $46 billon investment. The CPEC related projects are anticipated to have the potential to turn around the future of not only this area but also promises massive economic growth for the country and entire region.The facility of higher education has always been one among the biggest missing facilities for the people of the area. There was an immediate need of a university for the people of Gwadar in this fast growing world. So University of Turbat took the initiative to establish its sub campus at Gwadar to fill the gap between people of Gwadar and higher learning.Initially, the idea of establishment of a Sub Campus of Turbat University in Gwadar was driven by the Vice Chancellor University of Turbat Prof Dr Abdul Razzaq Sabir in early 2015. A team of expert led by the Vice Chancellor prepared and tabled the idea of establishment of Gwadar Campus at statuary bodies of Turbat University like Academic Council and Syndicate for approv-al. After the approval of recommendation of establishment of Gwadar Campus from statuary bodies the project has been presented in the apex statuary body of University the Senate during its first meeting, for final approval on March 30, 2016 chaired by Governor Balochistan/ Chancellor University of Turbat Muhammad Khan Achakzai.In pursuance of principle approval by Honorable Governor Balochistan/ Chancellor University of Turbat Muhammad Khan Achakzai, the Higher Education Commission Pakistan issued a notifi-cation on July 4, 2016 to set up a Sub Campus of University of Turbat at CPEC central city Gwadar. The Sub-Campus of University of Turbat was established at Gwadar under the Umbrella Project of “Establishment of Sub Campuses of Public Sector Universities at district level (Phase-1)” has been approved by (ECNEC) in its meeting held on January 25, 2017. The Sub Campus in CPEC central city Gwadar will be transformed into a full-fledged university of Gwadar at par with international standard in near future.Prime Minister Muhammad Nawaz Sharif inaugurated the project of University of Gwadar at Gwadar amid inaugurating a string of development projects on September 1, 2016.Commencement of the Classes To fulfill the desire and promise of the Prime Minister Islamic Republic of Pakistan Mian Muhammad Nawaz Sharif with the help and patronage of Federal Minister Prof. Ahsan Iqbal the admissions at BS/B.Com level have been advertised in the Oct, 2016 after conducting proper admission tests around 200 students have applied for admission in first semester and the classes in four subjects/programs were formally inaugurated by Vice Chancellor Prof. Dr. Abdul Razzaq Sabir on 16th Jan, 2017 and classes are successfully running in the Campus at Gwadar.ActivitiesThe students of Gwadar Campus attended a one-day workshop on building Entrepreneurship and Leadership skills in youths, organized by SMEDA in collaboration with British Council held at Gwadar on January 18, 2017. Gwadar Campus also hosted a one-day national seminar on “Tertiary Education and Youth Development of Gwadar in Perspective of CPEC” held on February 18, 2017. The prominent scholars, researchers and Professor from Quetta, Karachi and Gwadar participated in Seminar and shared views and interactive sessions with faculty and students. On the special directives of Vice Chancellor Prof Dr Abdul Razzaq Sabir the Quality Enhancement Cell (QEC) University Turbat organized a three-day awareness seminar on ‘Quality in Education” in collaboration with Gwadar Campus from 23 to 25 February 2017.

The Students of Gwadar Campus along with the students of Main Campus Turbat went on an exposure visit to Lahore from 12-17 March 2017.Facilities and Infrastructure. Presently Gwadar Campus is running in five different buildings. A complete, widespread, and separate block having around 24 different size rooms/halls, guard room, washrooms, kitchen have been allocated for the Gwadar Campus by the local administration (CommissionerMekran Division and Deputy Commissioner Gwadar) with consent of the concerned department(Department of Higher Education and Colleges Balochistan) in the newly constructed building of the Govt. Boys Degree College Gwadar situated in the mid of the Gwadar City approachable for the students from different areas of the Gwadar district. University has also hired a 22 room triple story building in the entrance of Gwadar City for multi-purpose use including Guest House, residential rooms for faculty and boys hostel and guest room. Under the banner of Turbat University, Gwadar Campus is working on a plan to introduce a culture of innovation and entrepreneurship to foster integrative thinking among students so that they could contribute in the projects under CPEC for the economic prosperity of Pakistan in general and Balochistan in particular. Soon after its establishment the administration of Turbat University flourished its Gwadar Campus with adequate facilities including Computer Lab with latest Computer systems, Internet and WiFi Services, Central library with thousands of Books, Transport Facility, Boys’ Hostel, Girls’ Faculty Hostel, Guest House, Seminar Hall, 30kw power house and a Cafeteria. Three other buildings consisting of at least 20 rooms each are needs to be hired for girl’s hostel, faculty bachelor hostel male and faculty bachelor hostel for female to accommodate out station girl’s students, male faculty members and female faculty members. First academic year has started at Gwadar Campus of Turbat University on January 16, 2017. In opening ceremony of first academic year Vice Chancellor UoT, Prof Dr. Abdul Razzaq Sabir called this historical event as origin of University of Gwadar and opening of new vistas of opportunities for the development and prosperity of the people. Member provincial Assembly along with ex MPA Zahoor Ahmed Buledi and officers from district administration on February 18, 2017 visited Gwadar Campus and called upon director campus and faculty members. They also went to class rooms and shared views with students. Mr Kalmati announced a grant on account of scholarship for needy students. He also assured to provide 10,000 books for library and financial assistance to bridge the missing facilities at Campus.

The students of Education, Computer Science, Commerce and Management Sciences of UoT Gwadar Campus visited UoT Main Campus and its academic activities on April 8, 2017 under the supervision of in-charge Students Affairs Ms Sadia and other faculty mem-bers, who escorted the students. A massive contingent of 90 students who are pursuing their first semester at Gwadar Campus partici-pated in the exposure visit. Besides recreation-al activities this exposure tour was also aimed at professional and educational development of

the students. The students visited different class rooms, campus library, computer lab, public library and newly built UoT complex at Ginna. Different interactive session were conducted between host and visiting students. As the part of learning and tourism the students were also exposed to Mirani dam while coming back to Gwadar.

A Karachi-based delegation of the Consulate General of People’s Republic of China visited Gwadar Campus of Turbat University on Friday September 15, 2017. Turbat University’s Vice Chancellor Pro Dr Abdul Razzaq Sabir along with Registrar UoT Dr Hanif Rahman and Director Campus Mr Ijaz Ahmed welcomed the delegation which included Culture Consul Mr Zu Zhijie, Ms Lie Xiaomeng, Mr Chen, Chairman/CEO China Overseas Ports Holding Company (COHPC) Pakistan Mr. Zhang Baozhong, Deputy General Manager Gwadar Free Zone Mr. Peter Hu, Deputy Manager Admin Gwadar Free Zone Mr Dadullah Yusuf and protocol Officer Nasim Dashti. The PSO to VC Mr Chakar Hyder, Incharge Computer Sciences Department Mr Hafeezullah, Incharge Education Miss Shahnaz Noor, Incharge Commerce Mr Mujahid Hussain, faculty member Miss Sadia Naseer, Mr Fida Hussain, Mr Muhammad Irshad, Mir Bilal Khan, Mr Zain Ul Abideen and Mr Shay Haq Baloch were also present on this occasion. The delegation visited the class rooms, computer laboratory, library and CPEC Study Center and shared views with students and the faculty. The Vice Chan-cellor briefed the delegation on academic and infrastructure development of Turbat University and its Gwadar Campus. He said Gwadar Campus would be transformed into a full fledged university of Gwadar in near future where more than thirty subjects of Science, Engineering and Social Sciences including modern sciences and technolo-gy would be introduced. Dr Sabir put forward the idea to develop linkage and faculty and students exchange programmes between the University of Turbat and Chinese Universities in collaboration with the Higher Education Commission (HEC) and the chancellor office. Delegation said they would work with the administration of Turbat University and cooperate for the development of Gwadar Campus (future University of Gwadar) to promote technologically advanced education. They said they would focus on capacity building of the faculty and students of the Gwadar Campus and University of Gwadar. The Vice Chancellor and Director Campus presented the souvenir to the members of the delegation.

Chairman COHPC warmly welcomed the Vice Chancellor and ensured to provide assistance and cooperation for the development of UoT Gwadar Campus and University of Gwadar for the development and prosperity of the people of Gwa-dar and rest of the region. Vice Chancellor briefed the Chairman COHPC regarding the four years success story of Turbat University and the steps taken by concerned quarters for the establishment of University of Gwadar. He said CPEC Study Center has been established in UoT main Campus and its Sub Campus at Gwadar and Basic Chinese Language Program will be started soon in Gwadar Campus. Chairman COHPC appreciated the efforts put in by the administration of Turbat University for the promotion of higher education in the this part of the country, he proposed to launch Engineering and the subjects of modern sciences in Gwadar University for enabling the people of Gwadar to meet the future challenges. He said people of Gwadar have enormouspotential from all dimensions to play their role in any kind of business activ-ities and economic development. He assured that the people of Gwadar including the students of Gwadar University will be preferred in seeking jobs in the projects of CPEC. Both sides agreed to continue bilateral interaction to widen the areas of cooperation for the capacity building of the faculty and students of Gwadar Campus (future university of Gwadar). Vice Chancellor thanked the Chairman for taking keen interest in the progress of the university and higher education in Gwadar and surrounding areas.

QEC Prof Dr Gul Hassan, Director Planning Muhammad Hayat and Director Gwadar Campus Ijaz Ahmed welcomed the legislator at the sub-campus on their arrival. Gwadar Port Authority chairman Dostein Khan Jamaldini and other officials of GPA accompanied the legislators during the visit.Appreciating efforts of the HEC and the university’s administration for the establish-ment of the sub-campus in Gwadar, Mr Khanankhail said that the government’s move to convert the Gwadar campus into a full-fledged university was positive step for the people of the area. He said the campus would help students of the area in acquiring higher education. With quality higher education young people of the area would be able to face future challenges, he added.Dr Saeed briefed the visitors on the progress of the sub-campus. He said the federal government was planning to establish a university in Gwadar, adding that the plan was included in the Public Sector Development Programme for the year 2016-17.He said the charter for the establishment of a university in Gwadar had been sent to the relevant department of Balochistan government for vetting.Prof Dr Gul Hassan of Turbat university informed the visitors about the four-year performance of the university and the sub-campus. He said the Turbat university had been shifted from a rented place to its own newly constructed building. He said academ-ic activities in the sub-campus at Gwadar had been in progress since January this year.On behalf of Vice Chancellor Prof Dr Abdul Razzaq Sabir the legislators were presented the shields and university annual report.

Higher Education Commission’s (HEC) director general for planning and Development Dr Mazhar Saeed ensured the management of Tur-bat University for taking all possi-ble measures for the development of University of Turbat and its Sub Campus in Gwadar in order to pro-mote quality higher education for the people of the region because quality education is the need of the hour to address the challenges our country face. He was speaking at a meeting with Turbat University management at Gwadar Campus on October 27,

2017. On behalf of Turbat University’s Vice Chancellor Prof Dr Abdul Razzaq Sabir, the Director Campus thanked Dr, Saeed for visiting campus and taking interest for uplifting the standard of higher learning in this region. The meeting was attended by university’s Registrar Dr Hanif Ur Rahman, Director Planning Muhammad Hayat Baloch, Incharge Management Sciences Fida Ahmed, Incharge Computer Sciences Hafizullah, Incharge Education Shahnaz Noor, Incharge Commerce Mujahid Husain and Incharge IT Muhammad Akram. He also went around different classrooms, computer laboratory, library and faculty offices. He expressed his satisfaction over the infrastructure and facilities available for academic activities in the campus. The student’s delegation from University of Turbat Main Campus and Gwadar Campus under the supervision of Mr. Chakar Hyder PSO to VC and Miss Durjan Gichki lecturer Education department in Gwadar Campus participated in Youth Mobilization Campaign continued from July 20-25, 2017 in Quetta and Ziarat. The students of the universities from Punjab, KP and Balochistan were also involved in this campaign. The delega-tion visited UOB and BUITEMS attended various programmes, speeches by the vice chancellors of different universities. Ms.Raheela Durrani speaker Balochistan Assembly and Mr.Rahim Ziarathwal Minister for Education Balochistan shared their views with the student’s delegation during a visit to Balochistan Assembly. Another interactive programme was also held in Quaid-E-Azam Residence Ziarath.Commander southern command Balochistan ‘’General Amir Riaz’’ addressesed the student’s delegation and received questions from the participants.Chief Minister Balochistan’’ Nawab Sanaullah Zehri’’ distributed more than 150 laptops among the students on this occasion.

University of Turbat and CIBA Consulting Pakistan (Pvt) Limited reached on an under-standing to launch SAP Learning Program for the faculty and students of Gwadar Campus of Turbat University at. This proposal was discussed and approved at a meeting between Turbat University’s Vice Chancellor Prof Dr Abdul Razzaq Sabir and President CIBA Con-sulting Pakistan (Pvt) Limited Major Ali Jaffar Zaidi (Retd) held in Gwadar Campus on Sep-tember 11, 2017. Consequently Documents of Understanding (DoU) between Universi-ty of Turbat and CIBA Consulting Pakistan

(Pvt) Limited for “SAP learning Hub” Students and Professional Edition Training and Certification at Gwadar Campus of Turbat University was signed on September 12, 2017 at Gwadar Campus. Major Ali Jaffa Zaidi (Retd) President CIBA on behalf of CIBA Consulting Pakistan (Pvt) Limited and Mr Ijaz Ahmed Director Campus (Gwadar) on behalf of University of Turbat signed on DoU. According to the document CIBA and Uni-versity of Turbat agreed to promote and facilitate SAP learning programs and activities for the students of Gwadar Campus. CIBA Consulting will provide their best resourc-es in terms of Awareness Seminars, Conduction of Workshop, Study Material, SAP ID- SAP License, Suitable Examination Environment/ Internship, Life Cycle and Job Placement till interview level only. The faculty members Gwadar Campus and representative of CIBA were also present during signing ceremony on DoU. Incharge Computer Sciences Mr Hafeezullah and Incharge I.T Section Muhammad Akram will be the focal persons of the different modules of the program. Mir Bilal Khan, Mr Shayhaq Baloch, Director Sales & Marketing CIBA and Vice President Edu & Tech CIBA were president on the occasion. Both sides expressed their consent to expand SAP Learning Program for the students and employees of Turbat University in future.

The Vice Chancellor University of Turbat Prof Dr Abdul Razzaq Sabir ensured the faculty members at Gwadar Campus that every possible steps would be taken to address the issues and problems faced by teaching department and their faculty in the greater interest of the campus. He was speaking at meetings with the faculty members of Management Sciences, Computer Sciences, Education and Commerce held sepa-rately on September 11, 2017 at Gwadar Campus. Each department raised future plan and their needs and requirements for academic and extra-curricular activities in the next semesters of their respective department. The vice chancellor ensured to provide ade-quate number of books and other facilities for campus library and departmental library. He said that teachers from Gwadar Campus would also be sent to Islamabad for Master Training Program. Dr Sabir appreciated the dedication and devotion of the faculty and administrative staff for the development of Gwadar Campus.
