National Food Control System

protect consumers from unsanitary, unwholesome, mislabeled or adulterated food; and

contribute to economic development by maintaining consumer confidence in the food supply and providing a sound regulatory system for domestic and international food trade.

Food safety and quality capacity can be considered as the ability to perform appropriate functions effectively, efficiently and sustainably in order to ensure the safety and quality of food for domestic consumption and export.

UNNExT Workshop on Cross-border Trade

1. Delineate and link mandates and responsibilities of government agencies involved;

2. Provide a mechanism for coordination and accountability in the implementation of regulatory functions;

3. Establish policies and programs for addressing food safety hazards and developing appropriate standards and control measures;

4. Strengthen the scientific basis of the regulatory system; and 5. Upgrade the capability of farmers, fisherfolk, industries, consumers and

government personnel in ensuring food safety.

BPI – National Plant Quarantine Services Division


Issuance of Phytosanitary Certificate for export of plants, planting materials and plant products.

Evaluation of application for accreditation of quarantine treatment providers, fumigators and heat treatment companies.

Vigilance in the inspection and supervision of treatments of commodities for export.

Monitoring of Methyl Bromide usage of fumigation companies as required by the Montreal Protocol under the National Methyl Bromide Phase-Out Plan.

BPI – National Plant Quarantine Services Division


Coordinates with various stakeholders, other government agencies, fumigation companies and the members of the export industry regarding implementation of international regulations for immediate compliance.

Lectures and seminars to various stakeholders regarding issues/updates on export plant quarantine requirements of international community on WPM regulation, standard treatment process and fumigation issues.

Provides technical assistance to clients and other stakeholders regarding inquiries on export requirements and procedures.
