Current highlights

Embedding MRS priorities in ESIF (IPA/NDCI) programming 2021-27

21/05/2019 - General Affairs Council Conclusions on the implementation of EU MRS:

• Participating countries and regions to take into account MRS priorities in post-2020 ESIF (IPA/NDCI) programmes

How?

• MRS key implementers and ESIF (IPA/NDCI) programme authorities in each MRS to jointly identify the MRS priorities which could be supported by 2021-27 EU programmes

When?

• As early as possible when conceiving the partnership agreements and national/regional OPs, i.e. NOW

• 8 EU MSs (DK, FI, SE, EE,

LT, LV, PL, DE - 3 landers +

Berlin and Hamburg).

Cooperation with non-EU

countries in the Region

(Belarus, Iceland, Norway,

Russia) is welcome

• 80 million inhabitants.

• GDP (PPS) is 14% of that of

EU28.

EUSBSR state of play

• 30 Oct 2019 EUSBSR will turn 10 years

• Current Presidency: Finland

• Embedding: 23-24 September: 1st meeting between EUSBSR key implementers and ESIF programme authorities of the Baltic Sea countries/regions

• Revision of Action Plan: this is the 2nd revision of the AP. Started under DK EUSDR Presidency, gaining momentum under FIN Presidency

• 2019 Annual Forum: Gdansk (PL). 750 participants, inspiring intervention of Cssnr Bienkowska.

• 2020 Annual Forum: DK unable to organise it. FIN stepped in: the Forum will be in Turku 16-17 June 2020

• 14 countries: 9 EU MSs (AT, SK, CZ, HU, SI, HR, RO, BG, DE

- 2 landers: Baden-Württemberg and Bayern) and 5 non-EU

(SRB, BiH, MNE, MLD, UKR – the regions along the Danube)

• 115 million inhabitants.

• GDP (PPS) is 8% of that of EU28

EUSDR state of play

• Current Presidency: Romania (1/11/2018-31/10/2019) to be followed by Croatia

• Revision of Action Plan (1st revision, process launched in May 2019 ):

• Aim: (i) update; (ii) more strategic approach; (iiI) re-define actions to better link them with funding programmes (enable embedding).

• Timing: draft revised AP is currently being discussed. Final text ready beginning 2020

• New AP to get high-level political support (tentative ministerial meeting in Q1 2020 with participation of new Commissioner)

• Embedding: as soon as revised AP will be available (as of Q1 2020).

• 9 countries: 4 EU MSs (GR, HR, SI, IT - 13 regions) and

5 non-EU (ALB, BiH, MNE, SRB, MKD)

• 72 million inhabitants.

• GDP (PPS) is 10% of that of the EU28.

EUSAIR state of play

• Current Presidency: Serbia (1/06/2019 – 31/5/2020), to be followed by Slovenia

• Inclusion of North Macedonia (MKD) in the EUSAIR:

• request from EUSAIR EU MSs to include MKD accepted by General Affairs Council on 9/04/2019.

• COM procedures ongoing to include MKD in the Commission EUSAIR Communication

• MKD to initially coordinate with IT and SRB the Transport/Energy pillar

• Embedding:

• 2018 Catania Declaration: point 6

• 1st meeting between EUSAIR key implementers and ESIF/IPA programme authorities: 17/09/2019 Portoroz (SI)

• 7 countries (48 regions): 5 EU MSs (AT, FR, DE, IT, SI)

and 2 non-EU (CH, FL)

• 80 million inhabitants

• GDP (PPS) is 20% of that of EU28.

EUSALP state of play

• Current Presidency: Italy (until end Nov. 2019), next: France. Green economy, youth, citizen involvement are the main themes of the IT 2019 Presidency

• Results: effectiveness of Action Groups is uneven: some are lagging behind

• Governance: working relations between Executive Board and Action Groups need to be improved. A Task Force on Governance has been set up (FR, AT, DE), to be coordinated by the Commission

• Embedding: ambitious programme agreed by current (IT) and future (FR) Presidencies. Kick-off at the Annual Forum in Milan on 28-29/11/2019. Cooperation with EUSBSR is envisaged.
