Tier 1 • General education must guarantee that all students, including special

populations, receive effective differentiated instruction by the classroom teacher.

• Behavior support is provided through classroom routines and regularly scheduled guidance lessons. Classroom teachers and guidance counselors provide classroom interventions utilizing effective instructional strategies. All campuses follow standard procedures around attendance.

• Examples: skill based academic grouping, social skills teaching, positive proactive discipline, teaching school behavior expectations, guidance prevention & incentive programs.

Tier 2 • Academic supports are provided in addition to what occurs in the

classroom for Tier I students, often delivered in small to medium-sized groups. Students identified for placement at Tier II will be assigned to a case manager beyond the classroom teacher.

• More intensive academic supports are provided through specialized programs, partially outside of the classroom. Specialized behavior and attendance plans are implemented by the teacher and case manager. Support can be provided by the general education teacher and/or monitored by interventionist. This Tier targets approximately 15% of the student population.

• Examples: intensive social skills training, informal FBA and BIP, small group instruction, parent consultation, individual counseling, group counseling, adult mentors, referrals to outside agencies, classroom walkthroughs, progress monitoring.

Tier 3• Specialized academic support is provided either in one-to-one

settings or small groups. Students identified for placement at Tier III will be assigned to a case manager beyond the classroom teacher.

• Behavior plans and activities are provided in pull-out sessions by the Student Support Staff in coordination with the teacher and the parents. This Tier targets approximately 3-5% of student population.

• Examples: intensive academic skills teaching, social skills teaching, formal FBA and BIPs, multi-agency collaboration, individual counseling, group counseling, classroom walkthroughs, progress monitoring.

Case Manager Responsibilities

• Responsibilities include, but are not limited to: • Advocating on behalf of the student• Assessing student needs• Supporting the student with appropriate interventions• Communicating regularly with students and their

parents/guardian• Ensuring a coordinated partnership with relevant staff and

community• Monitoring and evaluating student progress• Documenting ongoing case management activities

Teacher Responsibilities• The delivery of a guaranteed and viable curriculum• Positive Behavior Intervention Support (PBIS)

strategies• Consistent attendance initiatives• Implementing interventions in the classroom• Implementing interventions at various times• Communicating with case managers• Assuring all assigned students meet goals

Student “Triggers” For Tier 2

• Failed the Reading OR Math state assessment • Student received a failing grade in one EOY core subject• Student was retained one or more times at any grade level• Student is one year behind his/her high school cohort in

expected graduation year• Student absent for 10% or more of the school year or three

unexcused full day absences • Two stage two discipline referrals

interventions and meetings with the students who are being serviced

• Teachers do not have access to Exceed• Teachers will eventually have access, but we

don’t know when yet• Ask the case manager if you wish to view the

documentation

Activities• Sitting by grade levels, review the list of students

who are tiered and highlight your student on the list. Discuss strategies that you can use to help the students with other teachers who have the same student.

• Sitting by departments, review the interventions or activities in the U.R.S. Handbook. Determine if the interventions or activities are still being used, and expand on how, why, and to what degree they are being used. Record on the tablets your findings.
