Abstract: CBP Form 3078, Application for Identification Card, isfilled out in order to obtain an Identification Card which is usedto gain access to CBP security areas. This form collectsbiographical information and is usually completed by licensedCartmen or Lightermen whose duties require receiving,transporting, or otherwise handling imported merchandise whichhas not been released from CBP custody. This form is submittedto the local CBP office at the port of entry that the respondentwill be requesting access to the Federal Inspection Section. Abstract: Trade Agreement Implementation Act, Title VI, knownas the Customs Modernization Act (Mod Act) amended title 19U.S.C. 1508, 1509 and 1510 by revising Customs and BorderProtection (CBP) laws related to recordkeeping, examination ofbooks and witnesses, regulatory audit procedures and judicialenforcement. Specifically, the Mod Act expanded the list of partiessubject to CBP recordkeeping requirements; distinguishedbetween records which pertain to the entry of merchandise andfinancial records needed to substantiate the correctness ofinformation contained in entry documentation; and identified alist of records which must be maintained and produced uponrequest by CBP. The information and records are used by CBP toverify the accuracy of the claims made on the entry documentsregarding the tariff status of imported merchandise,admissibility, classification/nomenclature, value and rate of dutyapplicable to the entered goods. Title: Deferral of Duty on Large Yachts Imported for Sale.

Abstract: This collection of information is required to ensurecompliance with 19 U.S.C. 1484b which provides that anotherwise dutiable yacht that exceeds 79 feet in length, is usedprimarily for recreation or pleasure, and had been previously soldby a manufacturer or dealer to a retail customer, may beimported without the payment of duty if the yacht is importedwith the intention to offer for sale at a boat show in the UnitedStates. The statute provides for the deferral of payment of dutyuntil the yacht is sold but specifies that the duty deferral periodmay not exceed 6 months. This collection of information isprovided for by 19 CFR 4.94a which requires the submission ofinformation to CBP such as the name and address of the ownerof the yacht, the dates of cruising in the waters of the UnitedStates, information about the yacht, and the ports of arrival anddeparture.
