2015 USA Powerlifting’s Most Successful Year

Last year was USAPL’s largest year ever, with this year currently ahead of this time last year.

CHALLENGES

Atlanta Lawsuit

The council representing both parties have come to an agreement so that the lawsuit might be closed, however the

plaintiff has yet to sign. It is a closed agreement not to be made public.

At issue – can meet directors/individuals contract in the name of the USAPL, the answer is no. The bylaws have

been changed so the president is the only contracting agent for USAPL.

Other federations

Another federation has pirated our coaching curriculum and is offering courses using our materials. They are

currently offering more courses per year than we are.

Infrastructure and growth

We need to grow in areas where there is currently little or no activity but we also need to make certain that we

grow where there is a market.

Also need more officials, meet directors and volunteers so that we might hold more meets and that those meets

are well run.

On track to hit 10,000 members this year with more growth in the coming years.

International Doping Failures

Obviously always a concern there is also a concern in that there is an increasing financial burden for each failure

we have. First failure the organization is fined 2000 euro, the 2nd failure is 2000 euro, the 3rd failure is 10,000

euro, and the 4th failure the federation is suspended for 1 year.

Most failures aren’t the elite lifters but rather new lifters with master lifters also being at high risk for failure.

TUEs come through often for hormone replacement for master lifters.

Social Media

Social media sites are not the official mouthpiece for the organization. All official posts will contain a link back to

the National website.

USA Weightlifting – last year saw the first meet in which USAPL and USAW shared a venue. We have a meet

schedule with them this year to take place in Reno, NV.

Bodybuilding.com – Official livestream site for National meets. They also have made their USAPL streaming

page available for any live streamed meet that doesn't conflict with national events.

Doughnuts and Deadlifts – Major sponsor at the Arnold

Rogue – Sponsor for Arnold event. They have also begun sponsoring athletes with Nick Tylutki being one of

those sponsored.

4) Vice President’s Report – Johnny Graham

First, I want to once again thank our members for supporting me and this GREAT organization during the past year.

Since the last NGB meeting, USAPL has taught me what real work with Powerlifters is all about. With my travels to

many USAPL/IPF events around the Country and the World, every trip, I learn something new, enjoying watching and

Learning from best Lifters and coaches. With this learning and watching, I know that the future of our organization is

improving every day.

We have continued to fix the problems of the old National office, with the office being with the President, many things are

being handled in a more professional manner. With this change, and the growing membership of our Organization, we

have found that the workload is much larger. We have several changes to insure that we run this organization as a

business approach to the lifters. These changes have been made, and with our continued increase of membership, things

are getting out faster to the members. We have also found, that we cannot just work as a volunteer operation, to maintain

the National Office.

The Committee Chairs, are also working hard to improve the status of our National Championships, as we see with this

event our first combined Nationals. The Championship committee will work to insure that all our National events are run

at a high standard.

a. As we continue our growth, many of our State Chairs have worked and gotten out there and informed the

members, teams, gyms, and local High Schools of our organization.

b. As we continue to involve ourselves with the IPF, we must insure our officials adhere to the same standards of

performance. So we will continue to update our State and National referee test, to coincide with the IPF rules.

c. We have made a great improvement of selection of National Meet directors, with the Championship committee.

With this, more people are stepping forward to put on National meets, as this was the case of the 2015 Military

Nationals, hosted by a first time meet director, David Goodwin, and was a great success. This is a big plus for us,

as the meet director, is ready to host more events... Once again, state chairs, ask those great local meet directors

to bid on National events, and SUPPORT them.

d. The members sitting here on the Executive Committee have worked really hard to improve their accessibility to

the members. However, we as members MUST remember, that they also lead other lives, and sometimes cannot

get back with you as fast as you would like. You do have a voice to the EC, they are returning calls, and we are

listening to what the members have to say, and give them the best possible support needed, but just because you

don’t get the answer you want, or in the time you requested, don’t go to the social media to voice your concerns.

By doing this we are putting ourselves in a bad spotlight, by constantly badmouthing the Organizations on the

forums. The competition is just waiting, and then they add on to something that can easily be handled with a little

patience. All members must support this organization if you also want us to continue to succeed. Let’s work

together, and stop finding all the negativity that will bring us down.

e. As we have made changes to records, we have made progress in improving our records update. However, we

must remember, that for the records to be recorded, the lifters must have the proper paperwork/ID for it to stand.

Lifters train for months to prepare for a chance to put their name in the record books. Please be advised, this is not

an easy task, as records change almost every month, and they must have everything needed for it to stand. Once

again, State Chairs, YOU are responsible for insuring that the records are updated in your state.

Our Coaches Certification program, has continued to grow. Big thanks to Matt Gary, and Dan Gaudreau for taking on

this task. We have had several Coaches Clinics, and they all have been well attended. Our OMT’s have continued to

improve, and with the new guidelines of doing WADA Lab test at National events, our Testing status with the IPF has

improved...

Our booth sales, at the Arnolds, and High School Nationals hit new highs in 2015 This is due to the hard work of getting

more gear that the lifters are asking for. With his input, and the support of Priscilla Ribic, and our National Meet directors,

we are on the road to new sales.

The Coaching Staff at International Events, has once again been superb. However, as this is the final year of our Coaching

staff commitments, some positions will be open for selection. ALL International Team Coaches, must remember, that

your positions are NOT automatic. You must submit your resume in for the 2016-2018 selection years. I am pleased to

say we have the BEST coaches in Powerlifting. THANK YOU!!

Proposal: Require scale certification every two years for National meets and American Records.

Rationale: With modern digital scales, accuracy is higher compared to the old slide scales and they are rarely not

Proposal: Eliminate deadlift-only and push-pull divisions from record divisions.

Rational:

1. The number or records that we keep is excessive. We have approximately 215,000 records available to a

membership of less than 9,000.

2. Most deadlift only and push-pull records are vacant, as there is minimal participation in these divisions.

3. State records currently lack accuracy due to the enormous workload of maintaining 9,000+ records per state.

This would reduce the number of available records by approximately1

Collegiate Committee Proposals

PROPOSALS:

Committee voted to award the 2017 Collegiate National Championship Bid to Wes Zunker to be held at the El Tropicana

Hotel in Downtown San Antonio, TX PASSES

1. Committee voted to require any team entered at each year’s Collegiate National Championship to have at least

one coach who is either a USAPL Certified Coach or a USAPL State Referee (or higher). Teams that do not have

a certified coach or referee as a coach will not be granted coaching passes. Current Teams & Coaches may apply

for a waiver for a 2-year exemption

2. Committee voted to accept a proposal stating that all qualifying totals must be verified in the USAPL Results

Database. Any qualifying total that cannot be verified in the results database will be rejected and therefore

ineligible.

3. Committee voted to accept a proposal modifying its qualifying criteria. Any weight class that has averaged less

than 10 lifters over the past three years will have its qualifying total adjusted to the equivalent of 50 Wilks points

less than the maximal bodyweight score of said weight class.

4. A proposal was voted for acceptance of use of “Prime Time Lifting Sessions” at Collegiate National

Championships which will be at the discretion of the Championship Director. Its use shall be announced no later

than January 1st of the Championship year.

5. A proposal was accepted to change the voting procedures whereby all voting matters being voted on must be

documented and published.

6. Committee voted to accept a proposal whereby the Collegiate National Championships will have a Division I and

Division II Collegiate National Championships each year. Division I will be equipped and Division II will be raw.

The Division I & II National Championships will be held simultaneously in the same venue during each year’s

Collegiate National Championships. Consequently, there will be Men’s & Women’s Team Champions in each

division.

ALL PASSED WITH THE SUGGESTION TO RECONDSIDER THE NAMES CHOSEN DIVISION I

(EQUIPPED) AND DIVISION II (RAW) AS THESE NAMES HAVE A LONG HISTORY IN COLLEGIATE

SPORTS WHICH MANY WILL ASSUME IN THIS CONTEXT AS WELL.

Proposal: Author – Travis Werner April 28, 2013 • Proposal: Change the wording of section iii of “Awards” to allow for current IPF team scoring rules. The

new wording would read as follows: iii. Each school that is entering the team competition must submit a roster of up to 8 women or 9 men at least one day prior to the

first session of lifting. The meet director will post all team rosters prior to the start of the first lifting session. IPF scoring rules will be used based on the 5 highest-scoring lifters from each team roster.

• Rationale: At the 2012 meeting, we approved the new IPF weight classes. Most of us assumed that this implied the usage of 5-man IPF scoring as well. The Collegiate Guidelines says that we will use IPF scoring, but because of the ambiguous wording in iii, we were forced to use 6-man scoring at the 2013 Collegiate Nationals. This clears up any ambiguity and will move us to IPF 5-man scoring at future Collegiate Nationals Pass

PASSES: 43 FOR/0 AGAINST

Proposal: Author- Travis Werner February 19, 2014 • Proposal: Open the 43 kg class (women) and 53 kg class (men) to all lifters that are eligible to compete at

collegiate meets • Rationale: Our current scoring rules state that we follow IPF scoring rules; however IPF scoring rules state

that the lowest weight classes are only available to juniors and sub-juniors. This could potentially create conflict because collegiate lifters can be up to 25 years of age. This proposal would include older collegiate lifters (24 and 25) in the scoring of the lowest male and female weight classes. Pass at Collegiate Committee

FAILS: 16 FOR/29 AGAINST/1 ABSTENTION

Raw Committee Proposals

Submitted by Joe Warpeha on behalf of the Raw Committee

Proposal: For the NAPF Raw Challenge at the Arnold, allow Open Raw National Champions to register up to one week

before the usual registration opens to ensure they get a spot if they want one. Open Raw National Champions must also

meet the Wilks points criteria required to qualify for the NAPF Raw Challenge.

Rationale: The 70-lifter limit for the 2015 NAPF Raw Challenge was reached in less than two hours of the opening of

registration. Registration opened at midnight (Eastern Time) and was filled by 2am. If the event continues to be this

popular in the future, there may be no way to get around such a short window of time to enter. However, the above

proposal would allow Open Raw National Champions some extra time to enter the meet (before the general registration

opens) and not be denied entry simply due to the fact that that they did not stay up until midnight to enter right when the

registration opened. If the NAPF Raw Challenge is to showcase USAPL’s best-of-the-best in raw lifting, then our open

national champions should be afforded the opportunity to enter without running the risk of being denied entry because

they missed a very small time window in the middle of the night.

VOTE NOT TAKEN, AGREED TO BE DONE BY ARNOLD COMMITTEE

Submitted by Joe Warpeha on behalf of the Raw Committee

Proposal: Beginning at the 2015 Raw Committee meeting, meet bids for future Raw Nationals will be submitted and

voted upon at the Raw Committee meeting. This recommendation will then be forwarded to the NGB (at its next meeting)

for final approval. To clarify: The bid for 2017 Raw Nationals will be submitted, voted upon, and approved at the 2015

NGB meeting (as has been the procedure up to now) and the bid for 2018 Raw Nationals will be submitted and voted

upon at the 2015 Raw Committee meeting.

Rationale: This is in line with the meet bid submission and approval process for other national meets (e.g., masters, high

school, collegiate, etc.). This is in compliance with the By-Laws requirement that future national meet bids not be

awarded more than 3 years prior to the event.

PASSES: 40 FOR/1 AGAINST Teen/Junior Committee Proposals

Scranton, Pennsylvania submitted a bid for the 2017 HS Nationals. After discussion on the facilities and the necessity of

the facilities being able to host a three-platform meet the bid was awarded to Steve Mann. The Meet will be held from

March 31st- April 2nd of 2017. PASSES UNANIMOUSLY

Proposal: The Committee voted to support a HS Raw National Championship to be hosted by the USAPL in December of 2016 on a date and in a location to be determined. The first year of the meet would not have a qualifying total. Attendance at this meet will help shape the direction that this meet will go in the future.
