USER GUIDE The TIR Customs Portal application provides Customs Administrations and Associations with both possibilities of consulting up-to-date information on the status of TIR Carnets and also entering a TIR termination for authorized parties by means of a single and new user-friendly, internet-based interface. Information accessible through the TIR Customs Portal The TIR Customs portal application is developed by the IRU in application of the Annex 10 of the TIR Convention, 1975. The Customs Authorities that request the use of TIR Customs Portal will be granted access to constantly updated on-line data on TIR Carnets and their termination records. In addition, specific features allow the Customs Authorities to download a list of invalid / invalidated TIR Carnets for their own use. The TIR Customs Portal application provides Customs Administrations and Associations with both possibilities of consulting up-to-date information on the status of TIR Carnets and also entering a TIR termination for authorized parties by means of a single and new user-friendly, internet-based interface.

Information accessible through the TIR Customs Portal

The TIR Customs portal application is developed by the IRU in application of the Annex 10 of the TIR Convention, 1975. The Customs Authorities that request the use of TIR Customs Portal will be granted access to constantly updated on-line data on TIR Carnets and their termination records. In addition, specific features allow the Customs Authorities to download a list of invalid / invalidated TIR Carnets for their own use.

To obtain a full view of TIR Customs Portal (without scroll bars) the screen’s resolution to be set up is 1280x1024. Below the user is given all the necessary information to friendly use TIR Customs Portal.

HOW TO USE THE TIR CUSTOMS PORTAL

You will use the following link to connect to the TIR Customs Portal: https://tircustomsportal.iru.org

Information a

The standard application has the on-screen language options of English (default), French or

Russian, which you can set “on-fly” when using the application.

Change your language if necessary before starting with your data entry. The system will

automatically keep your preference for any future connection to TIR CustomsPortal.

By clicking on the Logout link, the user logs out and is redirected to the login page of the TIR

CustomsPortal application.

The TIR CustomsPortal application consists of four tabbed pages and users can swap

between them by clicking on the tab titles: “Home”, “Transit Operations”, “Consultation of TIR

Carnet Data” or ”Download Lists of Invalid TIR Carnets”.

HOME PAGE

After logging in successfully, the user will see the “Home” page of the TIR Customs Portal

application.

Dynamics of data transmissions

It displays information on number of termination records, days of transmission and average

transmission delay.

Create Termination:

The available data entry fields are as follows:

TIR Carnet reference number;

Termination type:

Final or partial termination? It contains two radio buttons for specifying whether the

termination was Final (F) or Partial (P). Final means that all the goods are uploaded

whilst Partial designates only a part of them. By default, Final termination is selected;

Volet page number:

It refers to the page number of this termination with possible pair-page choices from 2 to 20;

Custom office:

It contains a name or number of the custom office of destination where the termination of the

TIR operation takes place. Both numeric and text values are accepted in this field up to 30

characters;

Customs ledger and Date:

It refers to the record number mentioned in the Customs Ledger. Both numeric and text

values are accepted in this field up to 30 characters. Date corresponds to the date

registered in the Customs Ledger and can be set via the calendar;

Certificate of termination and Date:

It contains the reference number indicated on the certificate of termination of the TIR

operation (boxes 24-28 of voucher N°2) at the Customs office of destination. Both

numeric and text values are accepted in this field up to 30 characters. Date corresponds

to the date registered in the certificate of termination of the TIR operation (boxes 24-28 of

voucher N°2) at the Customs office of destination and can be set via the calendar;

Reservations:

It contains two radio buttons for specifying whether the termination was without (OK) or

with reservation (R) according to art. 8 and art. 11 of the TIR Convention;

Customs comments:

It is an optional field. Both numeric and text values are accepted in this field up to 126

characters;

Number of packages:

It is an optional field accepting only numeric values.

Non mandatory fields (Customs comments and/or Number of packages) can be left

empty.

Save as draft: it saves the entered data as a draft in the system and displays a new TIR

termination entry form. The saved draft can be found in the “Transit Operations” page,

completed with the missing data and submitted later. Save as draft does not require data in

all mandatory fields, only the TIR Carnet number is obligatory.

Close for the closure of the Termination record window

Submit requires all mandatory fields to contain correct data. After clicking on Submit, the

system displays the Preview screen unless the data entered is erroneous.

Observe the submitted data on the Preview page and click on the Transmit button to send

your TIR Termination data to IRU. Once transmitted, you can find and view the termination

data in the “Transit Operations” page. A confirmation message will appear to report the

transmission of the TIR Carnet termination data.

Search TIR operation:

You can also search TIR operation information by inserting the TIR Carnet Number or Customs office

for a TIR Carnet. You can also insert more details for the research with the dates From: & To: or

select it via the Calendar

Then, you have different possibilities with the display of the window Transit Operations. For the TIR

terminations search, you can insert TIR Carnet or Customs Office, insert details From To for the dates

or use the Calendar

You have the possibility to search also TIR Carnets according to the status All, Sent, Correct or

retrieve Draft.

New : it is used to create a new Termination record as for

CONSULTATION OF TIR CARNET DATA

TIR Carnet number

o Enter the TIR Carnet number in the respective field o Click on Search button to get information

o Click on Clear to erase and enter a new TIR Carnet Number

All the TIR Carnets issued since the introduction of a control system for TIR Carnets can be queried. It covers all the TIR Carnets with a number greater than 14 000 000.

The TIR Carnet number should be data-captured without any spaces, comas or dots. For TIR Carnets which number are under 25 000 000, only 8 characters are needed. For TIR Carnets which number are above 25 000 000 it is required to capture the two first characters. (Example: XH26355010).

Click on Search button to get the TIR Carnet Information.

Error messages displayed

“NO INFORMATION AVAILABLE” and “THE IRU HAS NOT YET ISSUED THE TIR CARNET

The TIR Carnet has not been issued by the IRU. If such a TIR Carnet is presented to the Customs

Authorities, it should be retained and through the national association, they contact the IRU.

“THE TIR CARNET NUMBER IS INCORRECT”

Re-enter the TIR Carnet number and make sure that the number data-captured is correct.

If so, make sure that the characters and the numbers are the one indicated on the TIR Carnet.

“TIR CARNET NUMBERS 25000000 AND ABOVE HAVE TWO CHARACTERS IN FRONT OF THE NUMBERS! PLEASE CAPTURE THE TEN CHARACTERS!”

The Carnet status: Shows the current status of the TIR Carnet queried according to the information recorded at the IRU.

The following status may appear:

The TIR carnet is in circulation

The carnet was issued by the IRU and is in use.

The TIR Carnet is returned to the association, not yet returned to the IRU

The TIR carnet was returned to the IRU to be archived. If such a TIR Carnet is presented to the Customs Authorities, it should be retained and through the national association, they contact the IRU.

Information displayed by TIR Customs Portal on TIR carnet issuing association

Issuing association: It shows the issuing country Iso Alpha 3 code, name and logo of the Association that issued the TIR Carnet, as mentioned in field 2 on the cover page of the TIR Carnet.

Holder details: Shows the holder Identification number assigned by the Issuing Association to its

member and corresponds to the number in field 3 on the cover page of the TIR Carnet.

General Information on the TIR carnet

Carnet type: Shows the number of pages (volets) contained in the TIR Carnet, usable for a TIR transport. TIR Carnets in circulation have 4, 6, 14 or 20 pages (volets). This number is indicated on the top left side on the cover page of the TIR Carnet.

Issued to association on: This corresponds to the date on which the IRU has issued the TIR Carnet to the Issuing Association

Expiry date: This corresponds to the final date of validity in field 1 on the cover page of the TIR

Carnet.

Yellow manifest language: Shows the language used on the Yellow Goods Manifest in the TIR Carnet

Issued to holder on: This corresponds to the date on which the Issuing Association has issued the

TIR Carnet to the TIR Carnet Holder.

A Higher-Level Guarantee with the TIR+ additional guarantee

TIR+ Voucher Number: This number refers to the unique number of the TIR+ additional guarantee that is registered with the accompanied TIR carnet. This number is composed of 12 numeric characters (for example, 4800-0106-4328). When registered, the TIR+ voucher provides an additional amount of EUR 100,000 (one hundred thousand) in addition to the guarantee provided by the accompanied TIR Carnet on the customs territory of the Eurasian Customs Union. The guarantee for the TIR carnet is consequently increased to EUR 160,000 in total.

Registered on: Corresponds to the date of the TIR+ voucher registration in the system, i.e. when the TIR+ voucher was definitively linked to the TIR Carnet number.

Guarantee amount:

The total guarantee provided to the Customs through this carnet is € 160,000.

Details on the invalidation status of the TIR Carnet

As soon as a TIR Carnet is reported by the Issuing Association as lost or stolen, retained, destroyed or in the hand of a suspended or excluded Holder, the IRU proceeds to the invalidation of the TIR Carnet concerned. If such a TIR Carnet is presented to the Customs Authorities, it should be retained and through the national association, they contact the IRU

The status « Invalid TIR Carnet » status is completed with information of return of TIR Carnet.

Invalidation date/time: Corresponds to the date and the time in Geneva (GMT+1) when the IRU

invalidated the TIR carnet. The format is the following: DD/MM/YY hh:mm.

Where:

DD means day displayed with 2 numerical characters, MM means month displayed with 2 numerical characters, YY means year displayed with the 2 last numerical characters of the year, hh means the hour displayed with 2 numerical characters in 24h format, mm means the minute displayed with 2 numerical characters,

Example: if 01/04/2014 14:17 is displayed in the field, it means that the TIR carnet was invalidated by

the IRU on 1st of April 2014 at 2 hours PM, 17 minutes (GMT+1).

Status: The status is for the use of the TIR Carnet (either Used or Unused) and also for the validity of the TIR Carnet (either Expired or Not Expired).

IRU comments: Shows comments made by the IRU. If no comments, No.

It shows the number of customs records available as for examples below:

It means that no customs termination records are available.

ISO Alpha 3 code of the country where the TIR operation was terminated at the customs of

destination. For example, TUR is for Turkey.

Name or number of Customs office of destination.

Shows whether the termination was partial (P) or final (F) at the Customs office of destination. Partial

(P) means that part of the goods was unloaded. Final (F) means that the total of the goods was

unloaded.

OK means that the termination of the TIR operation was certified with no reservation(s).

R means that the termination of the TIR operation was certified with a reservation(s).

Shows the number of the page used for the termination of the TIR operation.

Shows the record number and the date as mentioned in the Customs Ledger.

Shows the reference number and the date indicated in the certificate of termination of the TIR

operation (boxes 24-28 of voucher n°2) at the Customs office of destination.

Shows the quantity of goods unloaded at the customs offices. This field is optional, but extremely

useful for controls.

Used by the customs offices to data-capture any comments needed. This field is optional.

Corresponds to the date of receipt of the record in the IRU’s system

To check another TIR Carnet, click on Clear button and insert the new TIR Carnet Number then,

click on Search button.

DOWNLOAD LISTS OF INVALID/INVALIDATED TIR CARNETS

Here you have the possibility to download the lists of invalid/invalidated TIR carnets in different formats and languages.

The lists are updated daily. Only TIR Carnet numbers above 51 000 000 are available.

Lists available Three different lists of invalid / invalidated TIR Carnets can be downloaded with selection from drop list Invalid Carnets type.

All is displayed for the complete list of invalid / invalidated TIR Carnets. This includes used, unused,

expired or not expired and issued or not issued TIR carnets declared at the IRU.

Not Expired-Issued to Holder is for all TIR Carnets already issued to Holder and for which expiry date

is still valid.

Not Expired-Not issued to Holder is for all TIR Carnets not issued to Holder yet and for which expiry

date is still valid.

File format:

Four different formats can be selected, two of which contain no header:

According to the selected format, the headers of the columns are the following:

Click on Download

When clicking on “Download” a standard file download message depending on the browser

used is displayed. The user has the choice to save the file or open the file on his computer.

If the user chose to save (download) the file he/she will be presented with dialog window where he/she can select location, name and document type. The default TIR Customs Portal extensions are:

.txt for Text/No Header and UNICODE/No Header text files

.xls for Excel files HTM for HTML file, which will be open directly into

the user browser.

Hereafter is the procedure for the 1st

download the user will make.

Example of downloading for IE Users:

Text (or UNICODE) format: same procedure for an Excel format file

Once “download” is selected the mentioned window appears:

Click on “Save” to obtain the next step.
