West Bengal eDistrict Issuance of Temporary Water connection by NKDA

1 Introduction

1.1 Application Overview

e-District is the project that aims at electronic delivery of identified high volume citizen centricservices, at district and sub district level by utilizing the four pillars of infrastructure namely,SDCs, SWANs, SSDGs, Kiosks and CSCs, optimally to deliver public services electronically tocitizens at their door steps.

e-District has been envisaged by Government of West Bengal as automation of workflow andinternal processes of District Administration for providing services to the citizens. This project isof paramount importance to the State as it would help in moving towards electronic workflowsystem for the district administration and help in providing efficient individual departmentservices through Common Service Centres (CSCs) and Kiosk Centres, which would be theprimary front end channels as envisaged in the project.

1.2 Functional Scope of the System

The system is intended at electronification of the Issuance of temporary water connection.Scope of the system mainly includes application submission, Approval, CertificateGeneration and Report Generation Process. The System also allows the status inquiry forthe application Submitted and maintaining Electronic Register

System will be accessible from the following places for Issuance of temporary waterconnection service

CSC (For Application Submission) Kiosk Centre (For Application Submission) Internet (For Application Submission) Government Offices (For Application Processing Approval of the application will be done by Executive Engineer. The generated certificate willbe downloaded / printed either from CSCs, Kiosk Centre or directly from WB e-Districtportal.

This User Manual describes the step-wise process for Issuance of Temporary Water connectionby NKDA in West Bengal eDistrict Application. It explains how the citizen can apply for theTemporary Water Connection by himself or with the help of CSC / Kiosk Operator and how theback end actors (Executive Engineer, Surveyor) approve or reject or send back the applicationafter verification.

WB e-District application notifies the applicant about the status of the application via SMS and

email. Similarly the approver gets notification from the system for the pending applications.


2 Application for Issuance of Temporary Water connection – Application Process

2.1 Login to the Application

In order to log in to the West Bengal eDistrict Application, the user should open an internetbrowser, type the URL in the address bar and press Enter. West Bengal e-District Applicationlogin page appears as below:

The login page contains ‘Welcome’ message for the users of West Bengal e-District application.Login option is for Admin/ Kiosk User and Other User. The user should select the General Login.It is the default option.

The user can select the language (English/ Bengali) from the drop down. Enter User Name andPassword and type the Captcha as it appears in the screen. Press Login to enter the homepage of the application.

If the applicant is registering into the system for the first time, he/ she will have to click onCitizen Registration. If the applicant has forgotten the password, click Forgot Password.

2.2 Home Page

After login to West Bengal eDistrict, the Home page appears. It shows the comprehensivelist of services under Department and District column. The Issuance of Temporary Waterconnection by NKDA is a service under the Department Category as shown below:

2.3 Apply to Services

Click on ‘Apply to Services’ to view the list of services under different modules. The user needsto select the proper services

2.4 Apply for Issuance of Temporary Water connection by NKDA

To apply for Issuance of Temporary Water connection by NKDA, the user needs to select thecorrect option under services provided and user is directed to the Home screen which containsbasic instructions for the user as shown below:

To proceed with the application the user needs to click on Apply button. The following screenappears.

2.5 Searching for Application

‘Issuance of Temporary Water connection by NKDA’ service is available only after the applicant has registered with ‘Building Plan Sanction by NKDA’. The applicant can search for an application by providing 'Building Plan Sanction No'.

Building Plan Sanction No: This is a mandatory field. The applicant will have to en-ter the Building Plan Sanction number in this text box under Issuance of Temporary Wa-ter connection by NKDA.



After the applicant has entered information in the mandatory field, he/ she will have to click on the ‘Search’ button to view the application for ‘Issuance of Temporary Water connection by NKDA ’.

2.5.1 Applicant’s Basic Information

Here in this screen the Applicant Basic Information is shown, which was previously submitted by the applicant.

Cancel:The applicant will have to press this button in order to cancel the application.

Save and Next: The applicant has to click this button to save the data entered and move to the next page.

2.5.3 Communication Address

The user is then required to enter the Communication Address of the applicant. The option‘Same as Previous Address’ is applicable. The user may select the option if suitable. Else theuser can proceed to enter the Communication address which is different from the previousaddress. The following screen displays the option when the user Checks the option ‘Same asPrevious address’. The system populates the previously entered address data appropriately.

2.5.4 Application Details

The user can then enter the Application Details as depicted below.

Here in this screen the Application Details and Architect Details is shown, which was previously submitted by the applicant.

2.5.5 Providing Civil or Structural Engineer Details

The user now needs to provide the details of the Civil or Structural Engineer Details for whichTemporary Water Connection is needed. The following screen displays the same:

Here in this screen the Civil or Structural Engineer Details and Geo Technical Engineer Details is shown, which was previously submitted by the applicant.

2.5.6 Urban Designer Town Planner Details

The user needs to enter the Urban Designer Town Planner details in Application by providing therelevant data as depicted below:

Urban Designer Planner Details:

Designation:This is a mandatory text field. The applicant’s select the Designation from drop down list during ‘Building Plan Sanction by NKDA’ application process

Name:This is a mandatory text field. The applicant’s select the Name (Urban Designer Town Planner) from drop down list during ‘Building Plan Sanction by NKDA’ application process

Enrolment No:This is a mandatory text field. The applicant has to manually enter the Enrolment Number (Urban Designer Town Planner) in this box during ‘Building Plan Sanction by NKDA’ application process.

From Date:This is an optional date field. Here Applicant manually enter the starting date ofInspection.

To Date: This is an optional date field. Here Applicant manually enter ending date of Inspection.

The Applicant need to click on ‘I hereby declare that the above information is true to the best of my knowledge and belief I Accept’

Reset: If the user clicks on this button, all the values entered in the field will be automatically reset.

Save Draft: The user can click this button to Save Draft then information saved in the Draft

Save & Next

The applicant has to click this button to save the data entered and move to the next page.



2.5.7 View Application Details

The User needs to click on Save & Next to proceed further with the process of Application. The following screen appears.

Attach Supporting Documents:This button is to take the applicant to the next step, where the applicant can attach support-ing documents.

Edit Basic Information:This button is for editing Applicant’s Basic Information.

Edit Application



This button is for editing other information entered in the application. Print

This button is for taking the print out of the application view.

Cancel This button is to cancel the application procedure.

2.5.8 Uploading Supporting Documents

When the applicant clicks on Attach Supporting Document button, following page opens:

All the mandatory documents are highlighted with the (*) asterisk symbol. The user needs to click on the Upload button and then select the file to upload as shown below:

The system acknowledges the successful uploading of the file by displaying the following message:

Any incorrect upload may be corrected by suing the Modify button to re-upload the file onceagain.

2.5.9 Final Submission

Once the uploading of all the necessary documents is complete the user needs to complete theapplication process finally and click on Save and Next to proceed further and then click onSubmit button to submit the application finally as shown below:

On Clicking Submit button, the application is submitted. The AIN is generated and displayed as shown below:



2.5.10 Application Acknowledgement

When the application is successfully submitted, the applicant receives an acknowledgement. This contains the application summary and the contact details of the person to be contacted withfor further queries.

The applicant can either take a print out of the application acknowledgment by clicking ‘Print’ button or can click on ‘Finish’ button to complete the process.



3 Getting the certificate for Issuance of Temporary Water connection by NKDA

In order to get the certificate for Issuance of Temporary Water connection by NKDA, the ap-plicant (Citizen/ CSC/ Kiosk Operator) will have to login to the system again by typing the <site url> in the address bar of an internet browser and entering correct user id and password. The Home Page appears as below. In order to get the certificate, the applicant will have to click on ‘Approved Application’ (refer to the highlighted part in the screen).

The ‘List of Approved Applications’ page opens as below, where the applicant will have to selectThe service name from ‘Please Select Service Name’ list field.

After the applicant selects ‘Transport Workers’ Beneficiary Registration’ as service name andclicks on ‘Search’ button, the list of approved applications for the service will be displayed asbelow:

The user will have to click on the ‘Certificate’ icon for a particular application to get the certificatefor ‘Issuance of Temporary Water connection by NKDA’
