According to the United Nation’s World Travel Organisation, UNWTO Secretary-General Taleb Rifai put the continued growth of tourism into figures: “In 2016, more than 1.2 billion people travelled around the world for tourism purposes and another 6 billion people trav-elled domestically.”

Tourism in Africa – A Developing Potential

Despite the tremendous growth in global tourism, Africa currently attracts a small share of the world’s tourists. It welcomed 65.3 million tourists in 2014 or 5.8% of worldwide tourist travel. This is a great jump compared to the 17.4 million international tourist arrivals on the continent in 1990, the performance of the sector has increased nearly fourfold in less than 15 years.

In terms of revenue, Africa earned USD $43.6 billion in 2014 representing 3.5% of

worldwide tourism revenue.

Tourism in Nigeria – An Untapped Potential

Nigeria is really lagging behind other countries in Africa in terms of tourism, as it only attract-ed 600,000 international tourists in 2013 or 0.9% of Africa tourist travel, according to the World Bank, despite being the African number one economy and most populous black nation in the world, with over 20 million Nigerian descendants living outside the country. Nigeria is also richly endowed with ecological and cultural resources and offers a wide vari-ety of tourist attractions such as extended coastline beaches and rivers; unique and diverse wildlife, vast tracts of unspoiled nature ranging from tropical forest, magnificent waterfalls and climatic conditions conducive for holiday.

Executive Brief At the suburb of Abuja, The Federal Capital of Territory of Nigeria and the seat of the Nigerian Government, is the emergence of the Usuma Lake Resort Town, being built to change the tour-ism sphere of Nigeria and Africa at large.

Usuma Lake Resort Town is a proposed integrated resort town of new mixed-use luxury resorts and town-ship destinations within the Bwari Area Council of the Federal Capital Territory.

Usuma Lake Resort Town is set within an array of mountains and the Usuma Lake, allowing it to offer one of the best breathtaking scenic views of nature in the world and will feature numerous resorts to offer leisure, sports, business destinations; alongside sever-al Township tourism sites offering cultural, entertain-ments and sightseeing attractions.

Within the main Usuma Lake Resort will house its anchor and signature Usuma Lake Motor Resort, which is going to be incorporated with 2 FIA Grade II circuits (Permanent circuit and Street Circuit), Five-star Hotels, Villas and Luxury Apartments and it is billed to host over 8 International race events along-side numerous sporting events every year, thereby creating activities to attract a good number of people to the resort throughout the year. Usuma Lake Resort Town is billed to host world International business & government communities through the hosting of numerous International Meetings, Incen-tives, Conferences and Events (MICE) at the proposed Usuma Lake International Convention Centre, which will come with a 5,000 capacity con-vention auditorium, alongside with 10 meeting rooms and an archive library. Adjacent to the International Convention Centre, there is a proposed 300 room, 4-star hotel accommodation to offer seamless expe-rience to the attendees. It is proposed that Usuma Lake International Convention Centre is to house the region African Union Centre, a learning resource centre, which will be opened to the general public. Other resorts in the resort town will include Grand Usuma Hotel & Casino resort, which is a 5-Star casino hotel being modelled after Bellagio Hotel in Las Vegas & Macau aiming to attract huge amount of tourists to the resort town. Also are the Theme Park; Technology Park; Golf Course; Race Course; Agro Resort; and Lifestyle Park that features Retail Outlets, Bar & Restaurants, Cinemas, Muse-ums & Galleries.

The Usuma Lake Resort Town will feature a robust transportation system connect-ing all resorts in the town, thereby giving the tourists good accessibility to every part of the town. The transportation system will include a Cable & Monorail transportation system that will travel from one end of the town (The Lifestyle Retail Park) to the other end (The Grand Usuma Hotel & Casino). There will also be Driver-less Electric Shuttle Bus services within the town and various Retro Themed Auto Rentals including Cuban Havana Taxi, Italian Scooter and Nigerian Keke Napep to convey tourists around the resorts.

Every aspect of Usuma Lake Resort Town is designed to give a unique and thrilling experience to the tourists coming to the town.

Abuja Nigeria Abuja is the Federal Capital Territory of Nigeria, the most populous and Africa’s no.1 economy nation, located in the centre of Nigeria with population of about 3 million people. Nnamdi Azikiwe International Airport which is undergoing a major expansion, building a new terminal and second runway, is currently handling a passenger capacity of over 4 million people a year from its Internation-al and domestic terminals via a single runway.

Business Approach The business approach of Usuma Lake Resort Town is to have all the resorts and facilities owned and run by numerous stakeholders under the management of Usuma Lake Resort Town Company, to ensure the smooth operation of the entire project. Every resort in the town will be run independently, whilst offering the same level of services and incentives to complement one another as part of their sales promotions, in order to offer a total experience package to the tourists visiting the town.

Business StructureUsuma Lake Resort Town project is structured in two parts:

Resort Development – The development of the project which is based on the resort town mas-terplan design, designed by GRC Motorsport Organisation (project sponsor) will be execut-ed on a Build-Lease-Transfer(BLT) model to vari-ous investors. GRC Motorsport is to engage the services of an International construction com-pany to construct the entire project.

Resort Operations – All the properties and busi-nesses being developed for the resort town will be offered on lease ownership basis to various con-sortiums, investors and operators to own and manage through an ‘Invitation to Tender’ process.

Funding ArrangementThe funding arrangement being put in place to develop and operate Usuma Lake Resort Town is set in two stages, in line with the business structure – Construction Funding and Operational Funding.

Construction Funding: The cost of con-structing the entire project is estimated to be around $USD1.2 billion. GRC Motorsport is rais-ing the finance as project finance to build the resort town on a Build-Lease-Transfer (BLT) model in order for the project to be executed properly and within stipulated time.

Operational Funding: Upon the comple-tion of the construction of the resort town proj-ect, the running and operations would be handed over to various consortiums and oper-ators who would be bringing their investments to the businesses. Incentives to Investors & Businesses: The investors, developers and business operators,operating in the town are to enjoy varioustourism incentives, such as pioneer status, taxholiday, 100% business equity ownership andrepatriation of profits and dividends and dutywaivers on infrastructure materials.

The Finance can be either ‘debt financing’ or ‘hybrid investment’, with the exit strategy within 7 years. The Investment Turnover is to be generated from the sales revenue of the leases and transfer of the properties and businesses to the new owners. 11

Tourist Market Segmentation

Millennial Tourists – Millennial Tourists group is another important segment, even though they might not have the same spending power as the high-end tourists, their buyer behaviours are very similar. Also millennial tourists are very adventurous, keen about lifestyle experience and open to exploring different activities, in which Usuma Lake Resort Town has a lot to offer; from sporting activities, to hiking, theme parks, shopping, museums, foods and nightlife, which are all to be set within the picturesque natural setting of Usuma. Millennial tour-ists tend to travel in groups with their friends and are Internet savvy, having the habits of shar-ing and trending their holiday activities with their friends and for the world to see.

The tourist market segmentation for Usuma Lake Resort Town is focused on High-End Tourists and Millennial Tourists, based on their positive psychographic and buyer behaviour towards business, sports and lifestyle tourism with less concern about geographical location, but rather keen to travel the world. These two markets will also have an impact influencing the decisions of other tourist market segmentation including MiddleClass, Family and Senior Tourists around the world to visit the Usuma Lake resort town.

High-End Tourists – Our strategy to attract this market through business and sports tourism is by attracting numerous high-profiled International conventions, conferences and meetings to the proposed Usuma International Convention Centre and hosting of major International sporting events with more focus on elite sports such as Motorsports and Horse Racing, which will draw more high-end tourists based on their involvements and associations; from team owners, to drivers/riders, organisers, sponsors, media and fans to Usuma. Usuma LakeThe concept design of the Usuma Lake Resort Town Masterplan is built and tai-lor-made to the requirements, lifestyle and standards of our target market seg-mentation, from the Investors to Retail Tenants and Tourists. The Masterplan com-prises ‘Mixed-use Luxury Resort’ and ‘Township Destinations’. The Mixed use luxury resort named ‘Usuma Resort’ will be built on over 200 hectares of land, nestled in the middle of mountains and by Usuma Lake to give the best view of nature. On the other side of the Usuma Resort will be the Usuma Parkland, which will also house the resort’s Theme Park to be named ‘Eagle’s Height’ and themed around the character of an eagle and matchbox racing; Race Course, Agro Resort and Lifestyle Park. Also across the lake will feature a 5 Star Casino Hotel and 7 Star Mountain villas to be built in the remote mountain for total privacy, targeting tour-ists wanting some level of privacy away from the main resort. Events At Usuma Lake Resort Town As part of the business strategy of Usuma Lake Resort Town, hosting of numerous global events will be used to drive traffic to the resort. Some of the events, which include eight International Motorsport champion-ships, two International Horse Racing Cham-pionships and African Union Summit that Usuma Lake Resort Town are bidding to fea-ture in its yearly calendar are listed below:

Sports i. Invictus Games (Candidate City 2020) – an international Paralympic-style multi-sport event in which wounded, injured or sick armed services personnel and their associat-ed veterans representing their countries take part. The games were created by Prince Harry of Wales, A member of British Royal family and the inaugural was held in London 2014. ii. FIA Formula E Championship – a class of auto racing that uses only electric pow-ered cars. The series was conceived in 2012, and the inaugural championship started in Beijing on 13 September 2014. The series is sanctioned by the Motorsport governing body FIA.

iii. Intercontinental GT Challenge – a 12/24 hours endurance race, featuring grand tourer cars such as Lamborghini, Fer-rari, BMW and Mercedes modified from pro-duction road cars complying with the FIA's GT3 regulations. Its yearly calendar feature countries including USA, Belgium, Malaysia and Australia.

iv. World Rally Championship – a rallying series organised by the FIA, culminating with a champion driver and manufacturer. The series currently consists of 13 three-day events driven on surfaces ranging from gravel and tarmac to snow and ice. In the case of Usuma, the race will be driven on gravel starting from Usuma to Yankari Games Reserve. A 400 km journey showcasing some of the breathtaking landscape of Nigeria.

v. Moto GP – also known as Grand Prix Mo-torcycle racing is the premier championship of motorcycle road racing, which has been divided into three classes: MotoGP, Moto2, and Moto3. The Grand Prix Road-Racing World Championship was established in 1949 by the sport's governing body, the Federation International de Motocyclisme (FIM), and is the oldest motorsport World Championship.

vi. *New Formula 1 – Although bidding to hosting of F1 is not in our plan due to its current complexity and financial burden, but it’s being watched closely as the new owners of F1 are looking to expand the race and make it more accessible to new regions.

i. African Union Summit – Usuma Lake has proposed to African Union to host the African Union Summit 2020 for the inaugural conven-tion to open its International Convention Centre.

ii. African Economic Forum – Usuma Lake Resort Town is bidding to be the permanent host resort town for the proposed yearly Afri-can Economic Forum.

iii. Africa Leadership Summit – a pro-posed quarterly event to be chaired by ex-Af-rican leaders

iv. vii. Africa Motor Show – Usuma Internation-al Convention Centre is to bid to be the home of Africa Auto Show, to join the league of Geneva, Detroit and Shanghai in hosting annual Motor Shows. This will also complement the Usuma Auto Boulevard, which is the home and urban display of different luxury car brands.

Trade Expo – Usuma International Con-vention Centre will be partnering with different countries to host their Africa trade exhibitions at its centre, especially with Nigeria being the biggest economy in Africa. ix.
