Total Project Cost
Total Project Cost – the total cost of all phases associated with a project CSJ. Note: for the UTP, this is only future expenditures, not past expenditures.
Preliminary Engineering – Project development activities during which basic planning objectives are translated into specific, well-defined engineering criteria that transition a project into the final design process
ROW Purchase – Cost of any real property required to construct or implement a project
Construction Cost – Cost of the actual construction (labor and materials) Construction Engineering – Cost of the interpretation of plans and specifications
and formulation of engineering decisions Contingencies – Estimated amount of any unforeseen costs associated with a
project Indirect Cost – Expenses the provider or contractor incurs for operating its
business as a whole. Indirect cost rates for providers selected to enter into an engineering contract are obtainable from TxDOT’s Audit Office.

Data exported from DCIS All projects programmed in DCIS through 2023 were

– 10 years of work programs provided by FIN– 11PA for programming in addition to the Category allocations– Account for Inflation– Work with respective Divisions before moving Cat 6 or 8 projects – Program the projects known

Project Ranking – A Legislative Requirement
43 TAC §16.105 amendments require TxDOT to develop criteria to rank the priority of each project listed in the UTP based on the transportation needs for the state and department goals. Projects must be ranked as Tier 1, 2 or 3 All major transportation projects will be Tier 1 and designated as highest
priority
Survey went out soliciting feedback on February 1, 2013. 39 responses total (13 MPO/20 District/6 Division) Ranking is not a replacement for current project selection processes The most important criteria for most categories were project need,
funding availability, meeting TxDOT’s goals, project readiness/phase of project, and addressing time‐sensitive critical needs.
