Athol Trollip, Eastern Cape (EC) provin- cial leader for the DA, said in a statement that while the people of one of the EC’s poorest municipalities continued to suffer the conse- quences of unemployment and little develop- ment, the mayor and municipal manager chose to live in another area, where there are services. Trollip said these two leaders both have seaside homes in the neighbouring KwaZulu- Natal and, according to recent media reports, travel to their offices in Mbizana daily with a new luxury Jeep Grand Cherokee worth R700 000 purchased for Mbizana’s mayor, Ma- khaya Twabu, without authorisation from council. Zibuse Nomdakazana from Bizana said the community is tired of the fact that these mu- nicipal leaders do not experience what they are faced with like living in a town that smells of sewage and having to deal with constant disruptions in water and electricity supply. Mayor Twabu confirmed that he had had a house in Margate but said that has nothing to do with the municipality. On the issue of the vehicle Twabu and Mahlaka both said the previous vehicle need- ed to be replaced as it had too many faults and Councillors were aware of it. “We have never neglected the community in any way,” said Twabu. THEMbizanaLocalMunicipality (MLM) hada council meeting last week Monday to pro-pose a draft budget for the new financial yearwhichwill focuson issues concerning servicedelivery and othermatters that needed inter-vention in Bizana.

MLM mayor, Councillor Makhaya Twabu,said the main aim was to draft a budget forthe 2014/15 financial year where they wouldbe focusing more on resolving service deliv-ery issues.“We were under pressure with the recent

protests around Bizana which is why we sawit fit to prioritise service delivery in ourbudget,” added Twabu.

He said they were not going to implementservice delivery because of the protestmarch-es but because the government evaluated andsaw that most communities around Bizananeeded development.The budget proposed R270 million to be

spent on service delivery on its own includingthe maintenance of roads in the rural and ur-ban areas of Bizana.At the council meeting it was announced

that the Department of Public Works hadmoved its offices to Flagstaff and Matatieleand will not render its services to Bizana fol-lowing the violencewhich resulted in the van-dalisation of their offices and property duringthe Nomlacu strike a few months ago.The council promised to come up with a so-

lution for this as the services of the depart-ment were needed in Bizana as well.During themeeting itwasalso resolved that

NkantoloVillage, whereORTambowas born,would be renovated and be declared a herit-age site. Government representatives wouldbe visiting the area soon to do and assess-ment.

THEMbizana LocalMunicipality and commu-nity members from Nomlacu in ward 26 helda meeting to elect a steering committee to ad-dress their grievances and communicate withresidents.

The meeting was held last week Tues-day at Mount Zion Community Hall in Bi-zana.Mayor Makhaya Twabu met with the

people of Nomlacu with the aim of creat-ing a platform thatwill channel communi-cationbetween themunicipality andward26 residents since there had been morethan one committee which were frequent-ly visiting the municipality for answersafter the protest march.According to the mayor this created

confusion and a communication break

down which is why they decided to get thewhole community together and start afreshto elect a new committee recognised by theresidents and which the municipal repre-sentatives will know and answer to.He said itwas important to have a commit-

tee that is elected by the community mem-bers so thatwhen there are problems, peoplein the community will know with whom toaddress the matter.Mthokozisi Nkosiyane from ward 26 said

it made them happy to meet with municipalrepresentatives as that showed them that

they were willing to help them.“We hope that the partnership that we

have started with the MLM will benefit usin a way that we will be heard so that we donot end up protesting again.”The Nomlacu community said that the

main purpose of the meeting was to showunity within the community and also showthe municipal representatives that therewere no individuals who wanted to pushtheir ulterior motives but that the protestswere due to the community working togeth-er to gain development.

THE Lusikisiki and Flagstaff police are look-ing for three men who allegedly stole R25 000from a chicken truck from Kokstad that wasdelivering chickens to Lusikisiki on April 3.

It is alleged that the three suspects weretravellingwith a Toyota Avanza and drove infront of the truck forcing it to stop on the road

between Flagstaff and Lusikisiki. The sus-pects, armed with guns, then took the moneyfrom the driver.According to police spokesperson, Captain

Mduduzi Godlwana, Flagstaff police mem-bers chased the getaway car but the suspectsgot away.Captain Godlwana said community mem-

bers should be on the lookout for these sus-pects as they were armed and dangerous.

THE congregation of the Methodist Churchof Southern Africa (MCSA), Brooksnek Cir-cuit, are mourning the death of one of theirSunday school pupils who was hit by a carafter a church concert.

The accident took place on the N2 nearPhakade lastweek Saturday inMountAyliff.It is alleged that Yanga Mdingi (who was

between the ages of 12 and 15) died on thescene after she got hit by a ToyotaHilux twincab bakkie while trying to cross the road af-ter her Sunday school concert.The twin cab dragged her and collided

with an oncoming car.Nomaxesibe Dlembula, Superintendent of

the MCSA, Brooksnek Circuit SundaySchool, said they were shocked and sad-

dened about the sudden death of their schol-ar after they had shared such a great timewith her at the concert earlier that day.“We are extremely sad about the passing

of Yanga as she was such a dedicated indi-vidual who shared so many memories withall of our Sunday scholars,” added Dlembu-la.In raising awareness, the South African

Police Service’s (SAPS) spokesperson, Cap-tain Mlungisi Mathidane, said that parentsshould always make sure that they were onthe lookout for their children especiallywhen it comes to possibly dangerous situa-tions, that include crossing the N2 road, asit is a very busy road.“Children need to be monitored very care-

fully as some of them are not clear yet aboutcrossing and especially all the dangers of theroad,” added Mathidane.

APPLICATIONS for special votes for the gen-eral election will open on Monday, the Elec-toral Commission of SA (IEC) said on Thurs-day.

Special votes would be cast on 5 and 6 May,as opposed to 7Maywhen the rest of the coun-

try’s eligible voters would cast their votes,IEC spokesperson Kate Bapela said.There are two categories of special votes.

The first is for those who qualify for a homevisit due to physical infirmity, disability orpregnancy.

The second category of special votes is forpeople who will be absent from their votingdistrict on election day. They can cast theirvotes at the voting stations where they regis-tered on either 5 or 6 May, between 09:00 and17:00.Bapela said that to apply for either catego-

ry of special vote, voters need to complete aVEC 1 form, available on the IEC website orfrom local IEC offices. The form needs to besubmitted by hand to the local IEC office inthe municipality responsible for the votingdistrict where the special vote would be cast.“The forms will not be accepted at national

or provincial offices and cannot be faxed, e-mailed or posted. Special vote applicantsmayuse a proxy to deliver the VEC 1 form to thelocal IEC office in the municipality wherethey intend to vote but the form itself mustbe signed by the voter themselves.” Onlythose voters whose pre-approved applica-tions have been submitted between now andApril 17 will qualify to cast a special vote.Applicants for special voteswill receive the

Angry residents of the Matshona commu-nity (ward 6) dug a big trench in the road andvehicles were unable to pass. The protestersgathered on the other side of the trench sing-ing and toi toying whilst waiting for munici-pal officials to address them.They said they were fed up with the local

municipality making “false promises thatthey never live up to.”“We are just tired of people living under

better conditions coming into our area andthinking that they can walk all over us,” saidMthokozisi Sisulu who is one of the commu-nity members.TheMEC for Local Government and Tradi-

tional Affairs, Mlibo Qoboshiyane, said thathe had sent someone to speak to the commu-nity on behalf of the Ntabankulu Local Mu-nicipality (NLM) where feedback will be pro-vided to the community as soon as possible.Qoboshiyane said people should under-

stand that electrification is a long process andis not something that can be installed over-night.The Mayor of NLM, Councillor Vusi

Mgoduka, said people should stop vandalis-ing government property because they are go-ing to regret doing so one day.“If something happens in that locality

where fire rescue, police and ambulances areneeded, emergency services will not get therein time because of the hole that was dug inthe road.”

THE MEC for Local Government and Tradi-tional Affairs, Mlibo Qoboshiyane, visitedNtabankulu last week Thursday where he ta-bled a report by National Treasury on an in-vestigation conducted around the procure-ment of a service provider.

This follows a protest by rate payers at theNtabankulu LocalMunicipality (NLM) at thebeginning of 2013 about their concerns overthe way in which the money was being spentby the municipality.Qoboshiyane said that the investigation

was done after whistleblowers had raisedtheir concern over how financial statementswere being handled and the way people wereemployed at the municipality.He said he had given the council the report

which included an action implementationplan where they have to respond and addressthis situation within 30 days before the gov-ernment takes over.“People that are involved in the misman-

agement of funds in the municipality will bedealt with,” added Qoboshiyane.The announcement of the findings in the

report will be announced to the public afterthe council had responded.The Mayor of NLM, Councillor Vusi

Mgoduka, said they, as a council, would haveto sit down and see what they could do withthe report so that they could respond onApril30 giving permission for action to be takenin response to the findings in the report.Mgoduka said their main challenge, which

led to the investigations, was mainly irregu-lar expenditure by the municipality.

HUNDREDS of women from the AlfredNzo District marched in the streets ofMount Frere on March 28 to highlightthe plight of women, children and elder-ly in the region.

This march was hosted by the AlfredNzo District Municipality (ANDM) dueto the many incidents of murder andabuse of women, children and elderlypeople, as well as the practice of forcedmarriages.More than 500 women coming from all

walks of life and fromvarious communi-

ties in the district took to the streets ofMount Frere to raise their concerns,whilst recognizing the progress that hadbeen made by the government.ANDMMayor, Eunice Diko, said that

she was pleased with how the women ofthe Alfred Nzo district had come out forthe march and she added that the out-come of the march showed that peoplewere tired of women and child abuse.The march ended at the municipal

hall, wherewomen held a prayer day forvictims of abuse and peace during theupcoming elections.“We are saying ‘enough is enough’

with regard to the increase in abuse thatwomen and children of this world arefacing,” said Umzimvubu MunicipalMayor,KhulukaziPhangwa. She said allwomen should be respected becausethey are the rocks of every home andchildren should be treated with care be-cause they are the future leaders of thisworld.

action, which is fast on the rise.

Pharma Dynamics’ campaign stems froma survey done by the company somemonthsback involving almost 1 000 learners andteachers from private, government andModel C schools across the country whichfound that none of the learners nor theteachers knewwhat to do in case of a severe

allergic attack, putting children’s lives atrisk.Mariska van Aswegen, spokesperson for

Pharma Dynamics, says the campaign,which kicks off this week, will run through-out the month of April to cover as muchground as possible.“Several of SA’s top allergists and health-

care practitioners (HCPs) will be placed atthe heart of local community schools acrossSouth Africa to help spread awareness to asmany parents and teachers as possible.“Education workshops will focus prima-

rily on anaphylaxis – what it is, what trig-gers an allergic reaction or a severe attacksuch as anaphylaxis, how to identify earlywarning signs and symptoms and how totreat it – all done in an effort to save lives.The workshops will also coach parents andteachers on how to deal with and better re-late to learners with allergies, who oftenfeel stigmatised as a result of their condi-tion,” she says.According to international studies the in-

en the prominence it deserves. It can poten-tially be fatal if the correct care isn’t givenimmediately. It is essential that when yourchild or a learner in a class has a seriousand life-threatening condition like this to

have a plan in place way ahead of time. Inmost cases, if an anaphylactic attack occursand is treated quickly with the appropriatemedication, such as an adrenaline auto-in-jector (a medical device used to deliver ameasured dose of adrenaline), the outcomesare good, but there are far too many casesthat end up in tragedy.“Early warning signs include itching of

the eyes or face and often within minutesit will progress to more serious symptomssuch as difficulty in swallowing or breath-ing, stomach pain, cramps, vomiting, di-arrhea and/or hives. Anaphylaxis canquickly result in an increased heart rate,sudden weakness, a drop in blood pressure,shock and ultimately unconsciousness anddeath. If children exhibit any of these symp-toms, immediate emergency medical atten-tion should be sought,” advises van Aswe-gen. Cheese, margarine, tablespoon of salt,two cups of maize miele, jug of water andmixed veggies.

Chicken curry ingredients

4 pieces of chicken, spices (chicken, blackpepper and mild and spicy rajah), 1 onion,1 green, yellow and red pepper, small bowlof chopped carrots, half a mug of cooking

oil, stock cubes and half a cup of water.Method

Pap• Boilwater in a pot at themaximumheat

of your stove• Pour themaizemiele into boilingwater

and leave to boil for about 10 minutes• Add a pinch of salt, cheese and marga-

rine and mixed veggies as desired• Turn down the temperature to low (2)

for pap to cook well• Stir ingredients together and leave for

about 20 minutes.• During cooking, check and stir untilingredients are cooked together
