Mystery continues to surround the fate and ongoing investigation of Fernando Anibal Acosta, the murder victim found on the side of Hwy. 7, west of Keele Street, in Vaughan three weeks ago.
York Regional Police homicide unit inves-tigators won’t answer any further questions regarding their investiga-tion into the 38-year-old father, whose decom-
posed body was discov-ered by workers Aug. 5.
The coroner deemed the death a murder.
His examinations determined the mur-der occurred about four days before the body was found.
Soon after, police released a blurry image via a media release, not-ing officers were looking to speak to a possible witness who might have passed Acosta before he was murdered.

Veteran councillor Mario Ferri has bowed out of discus-sions and votes — due to the fact he may have a conflict of interest — far more times than any of his city council colleagues.
It has happened so often some of his colleagues have even started joking about it.
But for Ferri, and others, this is no laughing matter.
Under the Municipal Con-flict of Interest Act, council-lors are prohibited from par-ticipating in discussions or votes on matters where they or their family members have a direct or indirect financial interest.
Since taking office last December, the local and regional councillor has – “out of an abundance of cau-tion” — declared a conflict of interest in 26 agenda items, according to documenta-tion provided by the City of Vaughan.
That’s only counting items raised at Vaughan commit-tee of the whole meetings and council meetings not the myriad other commit-tees councillors sit on or vote on at the Region of York, where he also sits.
By compari-son, Deputy Mayor Michael Di Biase has the second-highest number of declarations at 13.
The vast major-ity of items in which Ferri has declared a conflict relate to major land-use planning issues such as determining what types of development are allowed and where.
The primary reason is that his son, Steven, is a lawyer at Loopstra Nixon LLP, which represents clients involved in
these matters. Steven is an associate
working in the municipal, land use planning and devel-opment law group at the firm, where he’s been employed since 2010, according to Loopstra Nixon’s website.
In another instance, Ferri declared a conflict because a matter up for discussion could impact Vaughan-based homebuilder Poetry Living where his other son, Michael, works.
To date, Ferri has declared a conflict in matters which his son is directly involved in as a lawyer representing a client as well as when other lawyers from Loopstra Nixon are involved.
“Given the importance of government transparency and accountability, I have declared a conflict of inter-est out of an abundance of caution in all matters before council that I am aware affect a client or clients of Loop-stra Nixon LLP,” Ferri, who was elected in 2014 follow-ing a four-year absence from council, wrote in an email response to questions posed by The Vaughan Citizen.
“I have done so because I have decided to take a precau-
tionary approach as it is unclear whether I am actu-ally required to declare an interest in these matters as I personally have no interest in the matters whatso-
ever.”Specific matters
in which Ferri has declared a conflict of interest include:
- The secondary plan for the city’s emerging downtown area known as the Vaughan Metropolitan Centre (VMC).
- The area known as Block 40/47, a 204-hectare swath of land in the city’s north end, a significant portion of which
is slated for development. - Terms of settlement for
an Ontario Municipal Board (OMB) appeal of Vaughan’s official plan
- The Natural Heritage Network (NHN) Study, which restricts development on tracts of land throughout the city in order to allow native plant and animal species to thrive
- The Keele Street interim control by-law review, which temporarily froze develop-ment along a stretch of that main road in Maple.
Ferri contends that while he’s declared a conflict of interest in 26 agenda items the bulk of those declarations arose from three “discreet issues:” the OMB appeals of Vaughan’s official plan, the Keele Street interim control by-law and the area known as Block 40/47.
“While council may have considered the matters sev-eral times (resulting in there being 26 agenda items), these are not individual issues,” he said.
Ferri also pointed out
that some of his colleagues declared conflicts in some of these matters including the Keele Street interim control by-law and the Natural Heri-tage Network study.
Ferri says the OMB appeals of Vaughan’s official plan, ongoing since 2010 when he was out of office, have result-ed in him declaring interests in the VMC secondary plan, the Natural Heritage Network Study and terms of settle-ment for appeals of the offi-cial plan.
Those three items form 11 of the 26 agenda items in which he’s declared conflicts.
Regarding Block 40/47, Ferri says Loopstra Nixon no longer has an interest in this issue, thus ending his need to declare a conflict of interest. That item accounted for five of the 26 items in which he’s declared conflicts.
As for the Keele Street interim control by-law, which formed just one of the 26 items he declared a conflict in, Ferri says it expires in Sep-tember and will no longer be considered by council.
Court Case
Nonetheless, some of his colleagues have taken to making wisecracks about how often he declares a con-flict of interest.
At one committee meet-ing, Thornhill Councillor Alan Shefman reacted with mock surprise when Ferri didn’t declare an interest on any of the matters up for discussion that day.
Ferri, however, is taking the matter very seriously.
So much so, he went to court in June seeking a rul-ing on a specific matter that would essentially allow him to participate in discussions or votes on matters where his son is directly involved as a lawyer representing a client and where his son isn’t directly involved, but his law firm is involved.
But the judge hearing the case ruled Ferri should declare a conflict of interest in both instances.
He’s appealing the deci-sion.
Ferri pointed out that in a similar case the courts ruled former Toronto mayor Mel Lastman didn’t have a con-flict of interest in matters affecting clients of the law firm at which his son was a partner.
If Ferri wins his appeal, the number of times he has to declare a conflict could drop dramatically.
He also noted there’s an ongoing provincial review of the Conflict of Interest Act which may impact his situ-ation.
Regardless, Ferri says he will continue to “consider
each matter independently and make the best decision I can regarding whether or not I have a duty to declare a conflict of interest.”
Speaking generally about conflicts of interest, Robert MacDermid, a political sci-ence professor at York Uni-versity, said while councillors aren’t required to step down, if they’re repeatedly unable to vote on major issues then they can’t do what they were elected to do.
“I think reasonable peo-ple and voters would say that if a member has to declare a conflict of interest on repeated important votes, then they can’t do the job of representing constituents,” he said. “Anyone who has these multiple conflicts can’t be representing the interests of citizens … and they can’t do that job properly.”
Mayor Maurizio Bevi-lacqua defended Ferri’s approach to the matter.
“Mr. Ferri is doing what he needs to do to protect the integrity of the system and himself. I am sure that he would prefer to vote on these important files, but given the present reality, he feels he can’t.”
Asked if he would resign if he winds up having a con-flict of interest in several major issues being consid-ered by city council, Ferri said:
“I am not going to step down because I have fol-lowed my responsibilities under the Municipal Con-flict of Interest Act, as I am required to do, on a very small percentage of the mat-ters before council - most of which have concluded and will no longer be put before council or which Loopstra Nixon LLP no longer has an interest in.”
Ferri added that resi-dents he’s spoken with have “applauded the fact that I am open and honest and declare interests when I deem it necessary.”

A 74-year-old is recover-ing in hospital after being air-lifted from the scene of a four-vehicle crash in Woodbridge Tuesday.
Police said the Vaughan man was driving his Acura east on Rutherford Road, near Pine Valley Drive, before he began to cross the centre line and collided with another car..
He was airlifted from the scene by Ornge Air Ambulance with life-threatening injuries. His status has been upgraded to non-life threatening.
In all, four vehicles were involved and Rutherford, between Pine Valley and Islington Avenue, was closed for hours, causing massive backups on Major Mackenzie Drive.
In all, seven people were involved, with four being taken to hospital with minor injuries.

New soccer digs in Vaughan

The Ontario Soccer Asso-ciation has some new digs to brag about.
The provincial organiza-tion unveiled the jewel in its Vaughan location Sunday with a day-long list of activi-ties, including two semi-pro matches involving prime tenants connected to Toron-to FC.
Located next door to the Ontario Soccer Centre on Martin Grove Road, the upgraded field was unveiled officially in a day-long grand opening, which featured soc-cer activities ranging from grassroots instruction and a tip of the cap to 2015 Canadi-an soccer hall of fame induct-ees. The pitch has been in use throughout the season, but is in prime time readiness for
the day’s events.“Sometimes the stars
align. From our perspec-tive, the facility was due an upgrade,” said Ontario Soc-cer Association president Ron Smale, during intermission in a League1 game between TFC Academy and Durham Region Mastera FA Saints.
“We were approached by TFC as they were interested in pursuing a licence for a USL franchise. Our study showed Vaughan is a city of growth and it’s a place they wanted to be.”
A United Soccer League match pitting TFC against Charlotte Independence is slated for 3 p.m.
The stadium upgrade is one in a series of steps planned to promote and improve soccer in the region and province. The OSA is hoping to establish stronger links to TFC in future – and the centre is yet another step towards that goal.
The TFC II squad which competes in the USL will call the centre home for its 14
home games during the 2016 season.
Major upgrades include a permanent seating area with room for expansion, a new artificial playing surface and plans to enhance a media and communications centre.
The playing surface had
reached the end of its life expectancy, having opened in 1998 along with the Ontario Soccer Centre, which houses the OSA offices across the parking lot.
The synthetic turf is FIFA Grade 2, which means it is suitable for professional use,
although it is limited to 1,500 hours per year. It’s an upgrade from the previous surface.
OSA executive director Johnny Misley said the orga-nization is looking toward big things in future.
“We want to make this the epicentre for soccer in Can-ada,” said Misley. “This one of very few fields in Canada with FIFA 2-star turf and is one of the top fields in Cana-da for artificial turf.”
In addition to use by the TFC entry in the USL, the pitch will host other high-profile events, including showcase events such as Ontario Cup champion-ship games and Ontario Player Development League programs. The connection between the semi-pro team and community-based pro-gramming offers a unique opportunity for soccer to push its brand.
“It’s nice for us to be able to connect the game from grassroots amateur soccer to the semi-professional rank-ing in Ontario,” said Misley.
“It’s nice to have that pas-sage in Ontario. We need that pathway. Soccer has been fragmented in Canada. We want to find ways to work with the Canadian Soccer Association and TFC. We need to simplify the path-ways to the higher levels.”
Also added to the pre-existing field are washrooms and a media area, with plans for future upgrades. Addition-ally, seating could be expand-ed in future to accommodate as many as 5,000 spectators.
“This is still growing and our goal is to turn it into a professional environment,” said Smale. “We hope we are able to create dreams for kids not only in Vaughan, but all across the province. This is a great chance for kids seven, eight and nine years old who have dreams and sets a stan-dard for them.”

Can crackdown do enough?o all these people talking and texting on their cellphones as they drive make you feel inferior?
That’s how I feel — like my life must be pretty ho-hum when I have nothing more impor-tant to do than navigate this big piece of metal down the road to my destination.
Don’t I have an urgent phone call to make or text message to answer?
“Affirmative Steve. Sell my $1M in Google stock as soon as market opens. thx. :) And about my Apple shares...

No, unfortunately or fortunate-ly, my life is not nearly as interest-ing as the life of every other driver around me, seems to be.
I just put down my phone and drive my car to where I mean to go, and if I do ever need to make a very brief call, I do a hands-free thing that did not exactly cost very much to install, considering the alternative is breaking the law or, heaven forbid, crashing into something or someone because my attention has been divided between my phone and the road.
Although where I tend to drive, incredibly, there are people all around me who have a phone either firmly held to their ear or, the one I find interesting, firmly held in front of their face as they drive along.
Then, of course, there’s the car that is drifting over the line every few hundred metres, driver texting and driving their merry way along.
Do you pull up beside the per-son with head pointed upward
but eyes looking down, the light changes, and their car stays put? I’m not sure who they think they are fooling but, hey, it’s entertain-ing.
All talented multi-taskers, these drivers speed up and weave in and out of traffic once they do put the phone down, and I don’t mind, because, of course, they are on their way to the emergency room to save the Pope or are headed to the Pentagon to advise U.S. gen-erals about their response to an impending nuclear attack.
Me, I’m just driving.This week, new fines came in
to effect in Ontario that have hiked the penalty for people who are driving distractedly to $490.
But considering it’s not unusual to be in a car and see the driver ahead of you, behind you and beside you on their cellphone, either talking or texting or, I guess, online, looking at funny cat videos, I wonder how much impact it will have. That’s a lot of cracking down for one crackdown.
One solution might be to take people’s cars away, so they can ride transit while using the phone. Could be a boon for Viva or GO.
Although perhaps if police con-fiscated their phones, that would get people’s attention, because that appears to be the one item they dearly love, in some cases it would appear, more than life itself.
Officer: “Sir, I’m taking your phone to the police station.”
Driver: “My phone? I’ll come with you!”
I hope the crackdown works.In the meantime, as long as
you drive under the assumption everyone else on the road is either inebriated or posting to Facebook, you will have taken a sufficient amount of caution.

Does balanced budget betray NDP ideals?
Four years ago, I paid attention to the federal election for the first time. Throughout the campaign, one party stuck out in my mind: the NDP. The ideals and goals put forth by the late Jack Layton fell in line with what I believe Canada should do for its citizens and the world.
I was sure that come the next election I would be supporting the NDP, as they sought to remove Stephen Harper from the prime minister’s office.
However, a lot can change in four years.
After Jack Layton’s pass-ing, the NDP found a new leader in Tom Mulcair, a lawyer from Ottawa.
At first, he seemed to be the perfect candidate to carry on Layton’s legacy. He seemed to share the same left-leaning ideals and is an excellent debater. Before
this election campaign, I was certain once again that I would support the NDP.
However, in this cam-paign Mulcair has made some announcements that have not only surprised me, but some of his own party members, as well.
For example, he has promised to run a balanced budget in his first year as prime minister.
This announcement not only shocked me, but, I believe, many other NDP supporters.
The NDP’s priority has always been to invest in ser-vices for Canadian citizens. Mulcair seems to be trying to appeal to right-leaning voters, who are perhaps fed up with Harper.
I do understand what Mulcair is trying to convey by promising a balanced budget. He is trying to get undecided voters and disil-lusioned Conservatives to vote for him, by projecting an image of being a safe and responsible leader.
However, by projecting this image of himself and the NDP, he is ultimately betraying the progressive ideas the NDP were founded on, and he is betraying the NDP supporters who have worked so hard to become the official opposition, an unprecedented feat.
When he was first elect-ed to be the leader of the NDP, Mulcair looked like the perfect candidate to finally defeat Harper.
However, this campaign has revealed much about his strategy to accomplish this.
I feel he has betrayed the people who have worked so hard to get him where he is today, and compromised the ideals of the NDP.
Mulcair should not be the NDP leader who finally becomes prime minister, as that honour should be reserved for a leader who respects the progressive nature of the party.

And, in the end, about $10,700 was raised through the Alesandro’s Wish to Walk community barbecue.
The money goes toward helping the Ciampa fam-ily reach their goal of rais-ing $150,000 to cover the cost of what they believe will be a life-altering surgery for their seven-year-old son Alesandro, who has a form of cerebral palsy known as spastic diplegia and needs a walker to get around.
“Honestly, more than any-thing else, (the first Vaughan Citizen) article propelled everyone in the communi-ty to reach out to us,” said Shana Ciampa, Alesandro’s mother, Saturday afternoon as Top-40 cover band Twisted Tango, got people dancing.
“I think it must have touched their heartstrings because the support has been amazing.”
Among those coming by the park Saturday to show their support for the sweet-natured youngster were
Vaughan Regional Council-lors Michael Di Biase, Mario Ferri and Gino Rosati.
“This is all about helping a child in need,” Rosati said. “I think it’s a very humane thing to do and hopefully, with this fundraising effort, Alesandro will be able to have a much-needed operation that will most likely allow him to walk. To me, it’s a very, very impor-tant issue and a very good cause.”
The Ciampas are hoping that a surgical procedure known as selective dorsal
rhizotomy (SDR), offered by Dr. T.S. Park at St. Louis Chil-dren’s Hospital, will enable Alesandro to walk unaided and, ultimately, live more independently.
But they’ve been forced to raise a large sum of money needed to pay for the surgery and the necessary physio-therapy that follows because they can’t get OHIP coverage.
While the surgery is listed among procedures eligible for coverage under the prov-ince’s publicly funded health insurance plan, to qualify the Ciampas need a recognized neurosurgeon from Ontario to assess Alesandro and rec-ommend the surgery as ben-eficial for him.
The trouble is that the Ciampas haven’t been able to find an Ontario physician deemed “clinically compe-tent” who will agree to do an assessment and provide a recommendation.
The reasons given by the surgeons the Ciampas con-sulted have varied depend-ing on the hospital they’re affiliated with.
So while the Ciampas con-tinue to fight for OHIP cover-age, they’re forging ahead,
thanks to a lot of community support, with fundraising efforts.
“We just wish him all the best and that everything goes well,” said Frank Figliome-
ni, who attended the event with his family including his son, Luca, an aspiring opera singer, who performed for the crowd.
“We’re positive that mira-cles do happen.”
Several more fundraisers in support of the Ciampa family are slated to take place in the coming months.
There will be a charity poker game at Meridian Ban-quet Hall, 2301 Keele St., Fri-day, Oct. 9. Tickets cost $100 for dinner and the tourna-ment.
A black-tie event, dubbed Gala of Hope, is scheduled for Friday, Oct. 23 at Riviera Parque Dining, Banquet and Convention Centre, 2800 Hwy. 7. Tickets for that event also cost $100.

The people who loved former Woodbridge resident Garrett Lewis the most are try-ing to ensure his death is not in vain.
And they’re getting a lot of help to accomplish that goal.
So far, a campaign to raise funds on gofundme.com to build a memorial to Lewis has brought in more than $7,000.
Darren Brand, Lewis’ uncle from Ajax, said he created the crowd-funding page to help his Aurora family members, who also have ties to Vaughan, pay off his student debts.
However, since its creation and success, money will also be put aside to fund a bur-sary for children to attend the church camp where Lewis used to work and for a memo-rial.
It was Aug. 20 when Lewis, 23, drowned near Saugeen First Nations while metre-and-a-half waves crashed on the rocky shore. His body was pulled from the water days later by OPP divers.
Although Lewis was an excellent swimmer, he was
carried out into the lake as the undertow became especially violent.
“We believe he might have hit his head…his younger brother and a friend who took life-saving training tried to save him,” he said. “They have been reliving it…it’s been pret-ty brutal on family. His parents were very invested in him, he was their pride and joy.”
Brand created the funding page to help the family deal with the almost $10,000 of university debts Lewis com-piled during his time at Car-leton University in Ottawa, where he had been studying engineering.
“The last thing he would have wanted was to saddle them with debts,” he said. “The last thing you want to deal with is finances when you’re going through trauma.”
Brand further explained just how well attended Lewis’ funeral was, noting Klein-burg’s, Cornerstone Commu-nity Church was the fullest the family had seen it.
Echoing the countless trib-utes paid to Lewis over the past few weeks, Brand said
Lewis was a “hero” to his four boys and “best friends” with his son Micah.
“He loved kids and never tired of playing with them,” he said. “He always had time for people.”
He added that he felt that a memorial – adorned with photographs of Lewis and possibly a number of other victims – could help warn people that Lake Huron and Georgian Bay are two very dif-ferent bodies of water.
“They are similar bodies of water in the sense that you can walk out quite far, but Lake Huron has an undertow you don’t find in Georgian Bay,” he added. “I feel as though many might confuse the two.”
Lewis’ death is not only being discussed in York Region.
Safety issues were on the docket at the Municipality of Kincardine last Wednesday night as three delegates signed up to speak during a safety audit.

The city wants to pick your brain about the types of events, activities and programs you’d like to see offered at city hall.

There are also plans in the works for a panel dis-cussion featuring experts in
urban design, archi-tecture and commu-nity development. A date has not yet been set for the panel dis-cussion.
It’s all part of an public engagement
campaign dubbed My Vaughan City Hall.
“Public opinion is a pow-erful tool that provides direc-tion for how we move our agenda forward,” Mayor
Maurizio Bevilacqua said. “This mindful and inclusive approach to planning is in keeping with our vision to create communities that are livable and attractive to resi-dents and visitors alike.”
Planning for the civic cen-tre campus, at Keele Street and Major Mackenzie Drive began back in 2002.
At that time, the con-cept was to develop the city-owned property into a campus featuring a new city hall, a library, a performing arts and cultural centre as well recreation facilities and other government offices.
The plan was revised in 2005 and again in 2013 at which time city council
directed staff to seek public input on the future develop-ment of the campus.
In 2014, city council approved funding of $50,000 to undertake a public con-sultation process, which will be led by LURA Consulting.
Currently, the site is home to city hall and a four-storey affordable housing complex for seniors while the avant-garde resource library is under construction.
Input garnered from the public to date shows there’s interest in seeing a number of additions to the cam-pus including an ice rink, a splash pad, a bike trail, per-formance space and a com-munity garden.
People have also expressed an interest in seeing the campus used for movie screenings, pop-up galleries and a farmers mar-ket, among other things.
Looking for feedback on city hall space
With the so-called grey wave expected to swell over the next decade, the city is taking steps to try to make the community more “age-friend-ly” for local senior citizens.
Officials are in the midst of developing an Older Adult Strategy, aimed at help-ing seniors lead longer and healthier lives. Seniors cur-rently make up 11.1 per cent of Vaughan’s population.
It’s predicted that number will continue to climb until at least 2031 as the community’s baby boomers, who make up 25 per cent of the local popu-lation, reach age 65.
The Older Adult Strategy is meant to address the evolving recreational, social, cultural and physical needs of seniors throughout the next 10 years.
Its objectives include:- Assessing existing older
adult programs, services, facilities, policies, clubs, fees and resources
- Identifying older adult lei-sure trends and best practices
- Consulting with older adults and stakeholders to identify gaps in program and service delivery
Residents who are 55 or older are being encouraged to fill out the Older Adult Strat-egy survey, available online at vaughan.ca/RecFYI.
Printed copies of the sur-vey are available at commu-nity centres across the city.
The older adult strategy is being funded through a $50,000 planning grant from Ontario Seniors Secretariat.

There’s some long-await-ed good news for wheelchair users who don’t drive and thus rely on accessible modes of transportation to help them get around town.
The city, earlier this month, issued an accessible taxi licence to a cabbie with Concord-based Astro Taxi who has a vehicle with a rear ramp.
It’s the first time such a licence has been handed out in more than a decade and a second one is expected to be issued next month, with plans for even more to be rolled out in the future, according to city officials.
Woodbridge resident Randy McNeil, who has been wheelchair-bound for
almost 10 years, is pleased by the news.
He says the aging popula-tion has driven up demand
for York Region’s Mobility Plus service — the main provider of accessible transportation to people with disabilities
— and it’s become difficult to book a ride, especially on short notice.
“You can’t always sched-ule your rides and then get a ride because of the num-ber of seniors populating our mobility buses now,” he said. “It’s just becoming increas-ingly more difficult to use the services. If you need a taxi, and you try to get one, you’re out of luck.”
Mobility Plus users typi-cally have to book a ride at least a day before their trip.
There is a same-day ser-
vice, known as Scrip Ride, for people with those who have to take a last-minute or unplanned trip, but only a limited number of vehicles are available.
Issuing accessible licences to private taxi operators gives wheelchair users greater flex-ibility when it comes to get-ting where they need to go, says Mayor Maurizio Bevil-acqua.
“Providing accessible taxis is part of our goal to create an accessible community by 2025 and demonstrated our
commitment to moving this city forward without leaving anyone behind,” he said.
Wheelchair accessible cabs differ from regular taxis in that they offer ramp or lift access from the passenger side or rear of the vehicle. Those operating accessible cabs must also undergo spe-cialized training.
While Astro Taxi holds the new accessible licence, all other taxi brokerages operat-ing in Vaughan can forward requests for an accessible cab to Astro.

Despite heavy police resources going into locat-
ing a missing 54-year-old woman from Vaughan she
remains missing.Xin Wei Huang was last seen on
Wednesday, Aug. 26, at approximately 8:30 a.m., when she left her residence on Chaya Sara Gardens in the area of Major Mackenzie Drive West and Bathurst Street, on the border of Rich-mond Hill.
She has not returned home and has not been in contact with her friends or family. Police and her family are growing increasingly concerned for

described as a Chi-nese female, 54 years old, 5 ft 6 in. tall and 140 pounds. She has chin-length straight black and white hair, and brown eyes.

Police stepped up their search last Friday in the area of Major Macken-zie and Bathurst area and said they are continuing to dedicate plenty of resources to finding her.

Surveillance video cap-tured a very grainy image of a witness who was walk-ing west on the south side of Hwy. 7, it reads, adding investigators believe the witness would have walked past the victim before he was murdered.
Since then, there has been silence and police are remaining tight-lipped about this particular homi-cide.
It remains unknown what weapon, if any, was used in the homicide, what Acosta’s whereabouts were prior to the murder and whether his body had been moved after the murder.
Police have reportedly told the Acosta family not to speak to the media, but one of his friends contacted
yorkregion.com after Acos-ta’s funeral.
Americo Quiroz said he and his older brother grew up with Acosta near Keele Street and Sheppard Ave-nue West in North York.
He explained Acosta was an only child and a huge soccer fan.
“Fernando came from a home of high morals and his parents worked really hard to provide him with everything he needed,” he said via email. “His death came as a shock to my fam-ily and me. It is truly heart-breaking that someone would do this to a person like Fernando. His immedi-ate family and friends and parents are in need of clo-sure. Who did this and took away a good father, son and friend? We miss him greatly.”
In a further response to an online comment, which speculated he was involved in the mob, left below a story listing Acosta’s funeral details, Quiroz said nothing could be further from the truth.
“He wasn’t involved in any mob or illegal activi-ties,” he wrote. “Please stop assuming you know every-thing. He wasn’t just some mob boy, he was loved by many and they will find who did this.”
Quiroz refused to speak over the phone or in per-son, explaining police had asked Acosta’s mother not to communicate with newspapers.

Acting as Water Matrix’s CFO and controller, it’s alleged Anna Carnevale not only lied about her qualifi-cations to get her job, but then defrauded the the water conservation company out of $1.2 million over the next six years.
Although York Regional Police Det.-Const. Heidi Hyland alleges Carnevale carefully covered her tracks
with bookkeeping tech-niques, she added the com-pany, located on Hanlan Road in Woodbridge, even-tually caught up to her and turned the information over to police.
Now the 43-year-old Bolton mother and wife is charged with fraud and theft over $5,000 as well as utter-ing forged documents.
“It’s a horrible breach of trust,” Hyland told yorkre-gion.com. “Anyone should be able to live on the money she was earning. You hire an employee and you just expect her to be honest.”
Hyland said Carnevale, who is reported to have earned about $160,000 annu-ally, is alleged to have pur-chased countless items on a credit card and then used company funds, through cheque and petty cash to pay those off.
Some of the thousands of transactions include: Home Depot, Adidas, Shell, Living Lighting as well as renova-tions to her home.
Carnevale was arrested Aug. 27 and is now out on bail and scheduled to appear before Newmarket court Oct. 1.

The newly amalgamated United Ways of Toronto and York Region today launched an inaugural regionwide campaign with a goal to raise a record $100 million.
Toronto Mayor John Tory helped kick-start the ambi-tious initiative that runs until the end of the year.
This historic fundraiser will bring together more than 164,000 supporters from the waterfront of down-town Toronto to the south-ern shores of Lake Simcoe, United Way 2015 campaign chairperson Mark Wiseman said.
The target is the largest amount the charity has ever raised to directly invest in improving lives locally, said Wiseman who serves as Can-ada Pension Plan Investment Board president and CEO.
In addition to the $100 million, the agency is com-mitted to raising additional millions on behalf of other charities.
Funds raised will sup-port a network of 220 agen-cies across Toronto and York Region and innovative Unit-ed Way initiatives as part of the agency’s new strategic plan, United Way president
and CEO Susan McIsaac said.
“This campaign is about so much more than the money we raise,” she said “It’s about improving people’s lives in the communities where they live and work.”
The campaign has already had a strong start thanks to the generosity of donors Donald Guloien and Irene Boychuk. The Guloien Family Challenge Grant will provide up to $1.2 million to match all new donations.
“I’m honoured and hum-bled to be joined by more than 25,000 volunteers in more than 760 workplaces as we unite around a common goal — building a stronger Toronto and York Region for everyone,” Wiseman said.
