• SHI wanted an independent review of the previous study recommendations;

• The project had competing needs for access to Regina and to adjacent the Rural Municipality;

• MMM offered SHI a VE process in lieu of the Peer Review process

• Process also engaged the firm responsible for the planning to provide input at the Information Phase.

• MIT did a year long preliminary design and cost review to reassess scope and manage cost

• The review cut project costs from $125M to $85.2M, which became the VE study Base Case

• The VE Study addressed the two interchanges• 3 Scenarios were developed• The VE session found $5.3M savings, a 6% savings, even after

the scope management exercise• The Province was impressed with process/results• VE showed potential to replace the planning effort with a VE

process to cut cost/save time in making a decision
