The Opportunity Bloomsburg University - one of the fourteen members of the Pennsylvania State System of Higher Education (PASSHE) - invites applications and nominations for the position of Vice President for Administration and Finance. Building on a rich history of academic excellence, Bloomsburg University prepares and inspires students to become dynamic and confident leaders. Known for the quality of its academic programs and its commitment to serving the needs of students within the region, BU is ranked among the nation’s top northeast universities. The University offers 54 degree programs, 45 minors and 19 graduate programs. Located on an attractive 282 acre campus in the picturesque and vibrant community of Bloomsburg, PA in the north-central portion of the state, BU’s strong financial position has allowed for a continual program of campus renovation and renewal. Bloomsburg is seeking a seasoned and strategic financial leader to become the Vice President for Administration and Finance (VPAF). Reporting to the President and serving as a key member of the Executive Staff, the VPAF serves as the chief steward of the University’s physical and financial resources. The VPAF oversees six direct reports and an overall staff of approximately 220 with responsibility for the budget office, finance and business services, procurement and operations, facilities management and planning, police and public safety, human resources and labor relations, financial aid, and right-to-know. The VPAF also oversees the management of the University’s operating budget of $196 million (Educational and General, Auxiliary, and Restricted combined.) The ideal candidate will have a track record of successful senior leadership in finance and administration, and demonstrated accomplishment developing and attaining strategic goals and objectives, preferably in higher education or a similarly complex organizational setting. The VPAF will be a superb communicator with exceptional analytical skills who works proactively with colleagues in a spirit of partnership, transparency, and fiscal responsibility. The Vice President will understand and respect shared governance and will be an advocate for an environment that promotes inclusive decision-making, best practices, student success, and a sense of community across the University. The demonstrated ability to work with diverse populations is preferred, as is an MBA, CPA, or other relevant advanced degree. The Role of the Vice President for Administration and Finance The Vice President for Administration and Finance reports to the President and serves as the University’s chief financial and administrative officer. The VPAF is the principal steward of the University’s resources – financial, human and physical - and plays a key role in the management and operation of the University. Working in close partnership with the President and other members of the Executive Staff, the VPAF plays a critical role in developing and implementing strategies that further the institution’s overall academic, administrative, and strategic initiatives. The Vice President is responsible for providing leadership, vision and management to the Division of Administration and Finance. The Division of Administration and Finance supports the University’s overall financial and administrative operations, including the management of the University’s $196 million annual operating budget (Education and General, Auxiliary, and Restricted combined), finance and business services, procurement and operations, facilities management and planning, police and public safety, human resources and labor relations, financial aid, and right-to-know. The VPAF prepares budget and financial reports for the Council of Trustees, the President and the Executive Staff and represents the University to external constituencies in administrative and legal matters.

The VPAF oversees six direct reports and an overall staff of approximately 220. The Division has an annual budget of approximately $21 million and is comprised of the following departments:

The Division of Administration and Finance provides support services to the University community to cultivate a living and learning environment that is conducive to the success of students. The Vice President develops and implements a strategic plan for the Division which supports the overall strategic plan for the University and the mission for the Division.

The Specific Duties and Responsibilities of the Vice President for Administration and Finance include the following:

1) Oversees University finances to include:

Preparing annual budgets; Preparing financial statements for audit purposes; Informing the President and Executive Staff regarding the financial status of the

University;

Informing the University community regarding budget and financial matters; Preparing reports for the Council of Trustees and PASSHE, as required.

2) Oversees University business operations to include:

Ensuring that the University complies with all State, University and Federal procurement and contract codes, policies and regulations;

Ensuring that all departments carry out business processes in the most effective and efficient manner possible, and that they analyze metrics to determine their effectiveness;

Presenting to the President data related to staffing needs within the Division to best carry out business operations.

3) Oversees University personnel, payroll, and labor relations operations to include:

Ensuring that the University complies with all Federal and State codes, policies and regulations related to personnel matters;

Ensuring that the University complies with all collective bargaining agreements and with management merit principles;

Ensuring that the University complies with its Affirmative Action policy; Monitoring staffing levels and providing to the President projections of future personnel

costs. 4) Oversees University facilities management operations to include:

Ensuring that the University develops and implements a campus master plan designed to support the mission, vision, and strategic plan;

Recommending to the President the amount of funds to be allocated in support of construction and deferred maintenance projects;

Ensuring that the University buildings and campus are maintained in good condition; Ensuring that the facilities management department maintains a responsive and accurate

work order system. Developing a plan for continued sustainability for the University.

5) Oversees University financial aid operations to include:

Ensuring that State and Federal financial aid funds are distributed to students in an efficient, accurate, and timely manner;

Ensuring the University comply with all Federal and State codes, policies, and regulations related to the distribution of financial aid and work study funds;

Completing all necessary Federal and State reports related to the distribution of financial aid and in preparation for audits.

6) Oversees University police and safety operations to include:

Ensuring that the University campus is safe and secure for all members of the University community;

Ensuring that the University comply with all regulations related to the Clery Act and the Pennsylvania Department of Education;

Ensuring that the University provides safety training as needed for University faculty, staff and students;

Coordinating University responses to real emergencies and conducting drills for emergency preparedness within the National Incident Management System (NIMS);

Maintaining certification in the NIMS and Incident Command System (ICS). 7) Act as liaison between the University and the PASSHE Legal Office to include:

Responsible for the oversight of University right-to-know requirement; Signing of all contracts and procurement documents over a specific amount; Consulting with the University legal counsel regarding specific matters.

The President and his senior team share a strong commitment to preserving the University’s rich history of academic excellence and student-centered programs as they plan for the future. The President and the Executive Staff will look to the VPAF to provide entrepreneurial financial thinking to support institutional planning in this ongoing period of constrained resources.

Participate in Strategic and Campus Master Planning Bloomsburg University’s current strategic plan, Impact 2015: Building on the Past, Leading for the Future was developed under the guidance of the University’s Planning and Resource Council (SPARC), a committee made up of students, faculty, staff, alumni and community members. As a result of the broad-based community involvement and input, four key initiatives emerged, centered on preparing students for successful lives in an increasingly complex world. The initiatives define the University today and will guide its plans into the future. An essential component of Bloomsburg’s ongoing strategic and financial planning will be its new campus master plan, currently being developed. An outside consulting firm, Stantec, has been engaged to gather input and conduct focus groups across campus. The data is currently being analyzed and it is anticipated that a final plan will be available in Fall 2013. Priorities likely to emerge from the planning process include a new student union and additional student housing. BU is a young and attractive campus in terms of its facilities overall. As a result of its first master plan, now completed, more than 80% of the campus buildings are less than 20 years old because of major renovations. The new plan under development will challenge the campus in more complex ways, including the optimization of resources through better space utilization, energy conservation, and sustainability. The VPAF will join the institution as these planning efforts move toward the implementation stage and will play a central role in developing the financial plans to support those efforts. He or she will work in collaboration with other campus leaders to assure that the planning aligns with the institution’s educational vision and priorities and meets its future growth and student population needs.

Ensure Financial Transparency and Equilibrium Bloomsburg University is strong and stable financially as a result of the financial prudence it has exercised through the years. The Vice President for Administration and Finance will join a campus community that understands the current financial realities facing public higher education institutions nationwide and wants to participate in the discussion of the financial issues affecting its future. Currently, the institution receives approximately one-quarter of its Educational and General budget from state appropriations, yet tuition must remain affordable to support access while providing high quality programs, services, and learning experiences. BU’s steadily increasing enrollment has further stretched the institution’s budget and resources and makes effective stewardship paramount to University’s financial success.

To maximize resources, the VPAF will work to ensure the efficiency of the University’s current programs, services and operations. He or she will work with other senior leaders to support the development of a comprehensive enrollment management plan that will balance the constraints of the University’s facilities and fiscal resources with the need to provide the educational opportunities for students that meet changing needs and respond to shifts in the job market. The VPAF will also work to identify potential new sources of revenue, including public-private partnerships and collaborations and will support its fundraising efforts as it plans a major comprehensive campaign. Most importantly, the VPAF will strive to inform, share and educate the campus community about the University’s financial resources as plans and resources evolve to support initiatives.

Provide Division Leadership and Enhance Operations, Service, Effectiveness, and Efficiency The Division of Administration and Finance strives to provide the best possible support services to the campus community. The VPAF will inherit a capable and committed team who work well together and understand the constraints of operating within limited budgets. Across the Division, questions exist about the ability to meet ongoing service needs at current staffing levels. Staffing levels have, for the most part, remained flat during this uncertain economic period, yet the student population has grown, compliance and other regulatory requirements have increased, and the institution’s operations have become more complex. Each of the departments within the Division has initiatives underway that would benefit from additional staff support to ensure full implementation and campus-wide effectiveness. The VPAF will want to assess and review the Division to evaluate strengths, identify areas that may be underperforming due to limited staff or resources, and develop plans that enhance efficiency and customer service to include the appropriate application of information and other technologies. The underlying goal is to create an energized, supportive and collaborative environment across the Division that encourages communication and initiative and provides mentoring and professional development opportunities to maximize the potential and performance among talented staff. The VPAF will also be a proactive advocate for the Division and strive to educate the campus community regarding best practices that will reduce risk and improve efficiency. Promote External Partnerships The next VPAF will be expected to play an important and participatory role in identifying opportunities that will leverage BU’s strong financial base and develop new sources of revenue, including public-private partnerships and other external collaborations. Many potential entrepreneurial opportunities exist and need to be proactively studied and explored. Other major employers in the area include industries such as health care and information technology. The University has recently identified health sciences as an area for future growth and development and has an established partnership with nearby Geisinger Health Systems. BU will want to find innovative ways to further grow and expand this relationship. The VPAF will be an active and visible member of the community, willing to reach out to town and other community leaders and organizations to establish and nurture proactive working relationships and pursue mutually beneficial alliances. Foster a Culture of Communication, Collaboration, and Transparency Across Campus The VPAF will want to build strong and productive relationships with academic affairs and other divisions across campus to better understand their needs and to support the development of a collective vision and voice across the University. He or she will be a strong communicator who listens well, shares information and takes the initiative to encourage innovation and idea sharing across campus. The VPAF will be a proactive partner and work with senior leadership to encourage innovation and facilitate communication across divisions that will promote understanding and allow the Administration and Finance Division to find more creative solutions to better serve campus needs.

Personal Qualities and Professional Qualifications The new Vice President for Administration and Finance will be an accomplished, senior financial professional with a track record of progressively responsible management and leadership experience, preferably in higher education or a similarly complex organizational setting. The VPAF will possess the demonstrated ability to work with colleagues in a spirit of partnership, transparency, and fiscal responsibility. The VPAF will also understand and respect shared governance and will be an advocate for an environment that encourages teamwork, inclusive decision-making, best practices, student success, and a sense of community across the University. An MBA, CPA, or other relevant advanced degree is preferred. Bloomsburg University: An Overview Bloomsburg University traces its roots to 1839 when it was originally founded as the “Bloomsburg Literary Institute” with programs of study that included teacher preparation and the arts and humanities. Today, Bloomsburg is a Master’s institution with a broad selection of liberal arts, professional, and pre-professional undergraduate degrees and graduate programs in areas of regional need and academic strength. The University is ranked among the country’s top schools in the Northeast and strives to create a culture of teaching and learning that focuses on the entire student experience. Degrees and programs are offered through the College of Business (AACSB-accredited), College of Liberal Arts, College of Education, and College of Science and Technology. Bloomsburg offers 54 programs leading to Bachelor's degrees, 45 minors and 19 graduate programs, including a Doctorate in audiology. The University has more than 750 graduate students. Its graduate programs are offered by all four colleges and cover a wide range of disciplines from Clinical Athletic Training to Business Administration to Special Education. Bloomsburg University enrolls 9,200 undergraduate and 750 graduate students, most from the eastern half of Pennsylvania. There are some 59,000 alumni. About 57 percent of the current student population is female, and 9 percent are non-traditional students. The University has more than 200 student organizations and offers a full spectrum of student support services. Student government offers true leadership opportunities. Through the Community Government Association, students actively participate in the operation of the bookstore and student recreation center, and own the Honeysuckle Apartments Complex near the campus. The current student government president is serving on the Board of Governors of the Pennsylvania State System of Higher Education. Through Greek Life, there are a number of fraternities and sororities. In addition to an NCAA Division II intercollegiate athletic program where 550 students participate in 20 sports (including one Division I program), there is also an enormously active intramural and club sports program which attracts over 1,200 students. Bloomsburg has won several prominent intercollegiate championships recently, including field hockey (sixteen time NCAA Champions), football (PSAC Champions and 2006 NCAA semifinalist, 2000 National runner-up), women’s lacrosse (PSAC Champions), and men’s and women’s tennis (PSAC Champions).

Bloomsburg University also has a strong tradition of technology leadership. The campus has a complete wireless network, including residence hall rooms and apartments. Software is current and network uptime is over 99 percent. In addition to four different computer-related academic programs, there are e-mail express stations around campus and eight strategically-located computer labs with 1,583 devices for student use, with more than 297 in Andruss Library alone. All students have e-mail accounts and unlimited internet access, free use of subscription databases and service space for personal use.

Organizational Structure and Governance The President

David L. Soltz, Ph.D., became Bloomsburg University’s 18th president in January 2008 after serving as Provost and Senior Vice President for Academic Affairs at Central Washington University.

Since arriving at Bloomsburg, Soltz has concentrated on building programs and infrastructure for today’s students and those who will follow. The University’s strategic plan, Impact 2015: Building on the Past, Leading for the Future, was developed under his leadership and introduced in Fall 2010. A new general education model that is currently in the implementation stage is designed to enhance learning opportunities for all students and to prepare them for personal and professional success in an increasingly complex global environment.

Soltz has overseen additions and renovations to buildings including Haas Center for the Arts, Bakeless Center, Hartline Science Center, Nelson Field House, Sutliff Hall, and Columbia and Elwell residence halls, as well as a number of projects to reduce energy consumption. He is actively engaged in service and leadership in higher education through membership on the AASCU Policies and Purposes Committee and serves annually as the leader of an accreditation site visit team for the Middle States Commission on Higher Education. He also serves as Chair of the Pennsylvania State Athletic Conference. Prior to joining Bloomsburg, he served as provost and chief academic officer at Central Washington University, dean of natural and social sciences at California State University at Los Angeles, and chair of the department of biological sciences at California State University, Long Beach. Soltz earned a bachelor’s degree in zoology from the University of California, Berkeley, and a doctoral degree in biology from the University of California, Los Angeles. Active in the local community and the region, Soltz serves on the Geisinger Health System Advisory Council and the Columbia Montour Chamber of Commerce Board of Directors. The Academic Affairs Division is responsible for the College of Business, College of Education, College of Liberal Arts, and the College of Science and Technology. It also includes Harvey Andruss Library, registrar, academic support services, international education, and network and technology services. The Administration and Finance Division is responsible for budget, finance and business services, procurement/operations, facilities management and planning, police and public safety, human resources and labor relations, financial aid, and right-to-know. The Student Affairs Division is responsible for admissions, career development, residence life, dining services, student recreation center, student services, athletics, counseling services, and health center. The University Advancement Division works in collaboration with the Bloomsburg University Foundation, Inc. which is responsible for development and fundraising and is responsible for alumni affairs, marketing and communications, and government relations. All employees, except for managers, are represented by one of five labor collective bargaining units. AFSCME represents the clerical, plant, and technological employees. APSCUF represents faculty and coaches. Smaller unions represent police, professional student services personnel, and nurses. Collective bargaining negotiation with the unions is conducted at the PASSHE level in Harrisburg with labor relations handled at the University level under the direction of the respective vice presidents through the Director of Human Resources and Labor Relations. Labor relations on the Bloomsburg campus have historically been positive and constructive and largely remain so today. Currently, faculties across the System are working without a contract and negotiations with PASSHE are ongoing. Although faculty have voted to approve a strike-authorization, similar votes in the past have not resulted in a strike. Regular updates on the progress of the negotiations are available on the University website. Resources and Funding Economic Impact As Columbia County's largest employer, Bloomsburg University is also one of the region's major economic drivers, annually contributing more than $121 million to the local economy. BU's total statewide economic impact is more than $357 million and is responsible for creating more than 4,100 jobs across the state and 1,400 jobs locally. Spending by the University and its students, visitors, faculty and staff generates more than $148 million and indirect revenues for local individuals and businesses total nearly $209 million. BU recently funneled more than $85.8 million back into the region through a series of on-campus renovation and construction projects, most visibly on the upper campus where $45.2 million worth of construction has been done. Another $25.7 million has been invested in lower

campus projects to total nearly $71 million infused into the region through University construction projects since June 2008. Budget The total annual expenditures budget for the University is approximately $196 million; Education & General (E&G) funding accounts for approximately $136 million of the budget with the remainder attributable to Auxiliary and Restricted budgets. Funding for the E&G budget for the University comes from two primary sources: approximately 25% from State appropriation and the balance from tuition and academic fees. State Appropriation As one of 14 public universities in the Pennsylvania State System of Higher Education, Bloomsburg University functions independently, but is able to share the resources of PASSHE and also benefits from the resulting economies of scale. The Board of Governors allocates the State appropriation via a formula that recognizes enrollment and level of program. Bloomsburg’s allocation for fiscal year 2012/13 is $33,525,055. Tuition and Fees The 2012/13 tuition and fees for full-time Pennsylvania residents and non-resident full-time students is $3,214 per semester, $8,035 per semester, respectively. Performance Funding Allocations In addition, PASSHE distributes funds via a system-wide performance funding program that ties a portion of funding to each institution within the System to five mandatory system performance measures and five additional performance measures selected by each university. As PASSHE and the universities transform teaching and learning, secure resources, engage their communities and regions, and provide leadership for the future, the Performance Funding Program is designed to measure the outcomes of these efforts in the success of students, comprehensive access to opportunity, and stewardship of resources and the Commonwealth’s communities and regions. Each performance measure carries with it specified targets of expected performance for each year of the plan. The funding allocations to the institutions are then calculated based on their performance and will increase or decrease depending on the institution’s success in meeting the prescribed performance targets. The performance funding pool is equal to 2.4% of PASSHE’s total E&G revenue and will be funded from state appropriations. Bloomsburg University has consistently been one of the top performing institutions on the performance funding measures. The ten performance funding measures are: degrees conferred, closing the freshmen achievement gap for Pell and underrepresented students, student persistence to third and fourth years, closing the transfer achievement gap for Pell and underrepresented students, closing the freshmen access gap for Pell and underrepresented students, faculty diversity, closing the transfer access gap for Pell and underrepresented students, private support, facilities investment, and high impact practices.

PENNSYLVANIA STATE SYSTEM OF HIGHER EDUCATION The presidents of the fourteen campuses that make up the State System report to the Chancellor of the Pennsylvania State System of Higher Education, John Cavanaugh. PASSHE’s governing body is the Board of Governors. It is composed of twenty members, including the Governor, the Secretary of Education, eleven members appointed by the Governor, three students appointed by the Governor and four legislators appointed by the leaders of the majority and minority caucuses in each house. The Board of Governors appoints campus presidents, upon the recommendations of the Council of Trustees and the chancellor. Its other responsibilities include approval of academic programs, general policies for admission of students, approval of capital and operating budgets, establishment of general personnel policies and approval of all labor contracts, and setting all tuition fees. Bloomsburg, like all the campuses in PASSHE, has a Council of Trustees, composed of eleven members appointed by the Governor of the Commonwealth of Pennsylvania and confirmed by the State Senate. The Council, which meets six times a year, has an advisory role that includes financial oversight, approval of academic programs, and evaluation of presidents. In addition, the Trustees conduct annual facilities inspections and make maintenance and construction recommendations to the Board of Governors. Location and Campus The Community The town of Bloomsburg is located in north-central Pennsylvania and is the county seat of Columbia County. The relaxed rural atmosphere characteristic of central Pennsylvania is balanced by stimulating cultural and recreational activities. Bloomsburg has a population of 15,000 and a prosperous business district. Geisinger Bloomsburg hospital is across the street from the University. Geisinger Medical Center, a teaching hospital, is located eleven miles away. The town enjoys a robust arts and cultural scene, including the Bloomsburg Theater Ensemble, a professional resident company. The communities surrounding Bloomsburg University give residents the choice of small town, suburban or rural life. Homes and property are affordable, while the public and private schools are recognized for their quality.
